It is in dance that Filipinos are particularly eloquent. Just as easily as they party, Pinoys find an excuse to dance -- for fitness and leisure...to entertain visitors...to give thanks...or as a social valve for relationships. At the Aliwan Fiesta, dance in its myriad forms takes centerstage, as interpreted in the festival context by contingents from various regions all over the country. Filipinos turn to dance as folk expression. For geographically-isolated inhabitants of the island nation, traditional dances provide a medium of entertainment. Physical theater of which residents are quite fond, integrate dance forms with dramatic presentations. The more complex spectator dances which require special training and skills in footwor, manual dexterity, and even acrobatrics, provide the thrills to many festive celerbrations. One of the oldest manifestations of worship, dance rituals were also used to counteract forces that caused illness or bad luck. Other communal needs are also fullfilled by dance rituals e.g. gearing for battle, courtship and marriage, invoking the spirits of nature, etc. The Aliwan Fiesta Streetdance Competition showcases how the different communities have historically used dance iin their daily lives Gestures, movement patterns, costumes, jewelry, and musical instrumentation all reveal the regional culture and historical backgrounds...their aesthetic roots and even the ecology of their surroundings.. Concept or theme for performance, costume and props must depict the culture, values and tradition of the region or locality represented; 2. The composition of the contingent must be within the MINIMUM OF SIXTY (60) and a MA XIMUM OF ONE HUNDRED (100) DANCERS and a 2 / 6
MAXIMUM OF SIXTY (60) MUSICIANS. 3. Assembly time for all parade participants (dancers, floats, and Reyna candidates) is 12 noon at the Quirino Grandstand. 4. Parade will start at 3 p.m. on April 16, 2011 - traversing Roxas Boulevard and ending in front of the Aliw Theater at Star City. 5. There will be two (2) judging areas: one at Quirino Grandstand and the other in front of the Aliw Theater. The judging stage at Quirino is to the right as participants enter, while that at the Star City Complex is also to the right 6. Each performance shall be limited to FIVE (5) MINUTES excluding the entrance and exit. The five (5) minute period begins as soon as the participants of a contingent are properly set up in front of the judging stage and ends as soon as the first participant leaves the judging area. 7. For every five (5) seconds in excess of the allowable time, a penalty of one (1) point shall be deducted from the total score of all the judges. 8. Parade dance steps of participants should be continuous all throughout the parade route. 9. The size of the performance space in each area are provided in the attached diagrams (Attachments 2 and 3). 10. The use of flammable materials such as pyrotechnics as part of the performance is strictly prohibited. Props used in the parade or in the performance should not exceed 14 ft. in height. Contingents are prohibited from performing dance movements that unduly endanger the safety of dancers, especially children. 11. Winners of the Dance Competition will receive the following cash prizes: 1st Prize P 1,000,000.00 2nd Prize 500,000.00 3rd Prize 250,000.00 4th Prize 150,000.00 5th Prize 100,000.00 5 Runners-up 50,000.00 each To comply with tax regulations, a final withholding tax of 20% shall be deducted unless payee is a foundation 13. All major prize winners are obliged, as a condition precedent, to present their winning choreography during the Awarding Ceremonies. 14. The Aliwan Fiesta Organizers will provide each contingent with a fixed amount to cover transportation, meals, and accommodation for the duration of the festival. MBC will also provide transportation within Metro Manila for the duration of the festival. 4 / 6
15. Upon registration, each contingent should indicate the name and Tax Identification Number (TIN) of the payee for the check covering the subsidy for meals, transportation and accommodation allowance, as well as the prize, should the contingent win. For tax compliance purposes, a 2% withholding tax shall be deducted from the subsidy unless the payee is a foundation. The name of the person authorized to receive the check(s) should also be indicated. 16. Participation will be by invitation only, with contingents required to confirm on or before February 15. 17. Registration is deemed complete upon submission of background description for the dance, together with the complete registration form. This may be faxed to the Aliwan Secretariat c/o Ms. Eloi P. Baltazar at (2) 832-6120. 18. The decision of the judges shall be final and unappealable. 19. A contingent that wins the championship for three consecutive years or on five non-consecutive years shall automatically be elevated to the Hall of Fame, and may not compete for two years. GENERAL GUIDELINES: 1. As required by the BIR, payments of subsidies and prizes are subject to the following withholding taxes unless the payees are duly registered foundations. Payments of subsidies are subject to 2% withholding tax. Payments of prizes above P10,000 are subject to 20% final withholding tax. The payee s T.I.N. is required before payment is made. 2. Sponsors banners/streamers should not exceed 20% of the total visual props. To have uniformity in placement of banners/streamers, each float shall be allowed banners and streamers on either side of the float. 3. Contingents must get approval from the organizers for any sponsorship solicitations. No 5 / 6
companies/brands competing with Aliwan fiesta sponsors will be allowed to sponsor any contingent. A list of Aliwan Fiesta sponsors will be provided to the contingents as they get confirmed. 4. To determine which contingent goes first in the parade, the organizers will draw lots for the parade sequence on Monday, April 11, 2011.
