RECOMMENDATONS: 1) Approve sx-month test turn restrctons at the San Vcente Boulevard and Rosewood Avenue ntersecton: a. Prohbtng southbound San Vcente to eastbound Rosewood vehcle movements 4p.m.-7p.m. weekdays; and b. Prohbtng westbound Rosewood to southbound San Vcente vehcle movements at all tmes. 2) Drect staff to work wth the Cty of Los Angeles to acheve a jont agreement for a sx-month test for turn restrctons at the La Cenega Boulevard and Rosewood Avenue, a shared ntersecton: a. Prohbtng southbound La Cenega to westbound Rosewood vehcle movements durng 7a.m.-1a.m. weekdays; b. Prohbtng northbound La Cenega to westbound Rosewood vehcle movements durng 7a.m.-1a.m. weekdays and c. Prohbtng left and through vehcle movements from the east and west approaches of Rosewood Avenue to La Cenega Boulevard durng?a.m.- 1a.m. weekdays. BACKGROUND /ANALYSS: n response to communty concerns and ncreasng cut-through traffc, staff s recommendng testng turn restrctons at San Vcente/Rosewood to reduce cut-through traffc and mprove safety wthn the West Hollywood West neghborhood. complement the San Vcente/Rosewood proposal, staff s seekng agreement wth the Cty of Los Angeles to mplement mornng turn restrctons at La Cenega/Rosewood (shared ntersecton), as an addtonal effort to reduce the mornng westbound cutthrough traffc n West Hollywood and Los Angeles. Both proposals are supported by gudelnes n the Cty's General Plan and Neghborhood Traffc Management Program. On October 12, 217, West Hollywood West Resdents Assocaton held a neghborhood meetng to dscuss the recent vehcle collsons at the San Vcente/Rosewood ntersecton. About forty resdents attended the meetng. Staff was nvted to gve to an update on solutons for the ntersecton, dscuss the ongong traffc calmng efforts n the neghborhood and lsten to nput from the neghborhood. Resdents attendng the meetng expressed concerns about ntersecton safety, speedng on San Vcente and the cut-through traffc n the neghborhood. Followng the dscussons between communty members and Cty staff, some resdents n attendance at the meetng expressed support for testng the San Vcente/Rosewood and La Cenega/Rosewood proposals. On November 15, 217, the Transportaton Commsson revewed the test turn recommendatons. After lstenng to 7 speakers (6 n support of the proposal, 1 aganst), and recevng 9 emals (5 n support of the proposal, 2 supportng some of the proposal except for the Rosewood westbound to southbound San Vcente full-tme turn restrctons, and 2 aganst all turn restrctons), the Transportaton Commsson unanmously supported the recommendatons. SAN VCENTE AND ROSEWOOD TURN RESTRCTONS To contnue traffc calmng efforts, staff s recommendng the followng test turn restrctons at the San Vcente Boulevard and Rosewood Avenue ntersecton: a. Prohbtng southbound San Vcente to eastbound Rosewood vehcle movements 4p.m.-7p.m. weekdays; and b. Prohbtng westbound Rosewood to southbound San Vcente vehcle movements at all tmes. The curvature on the San Vcente approaches and skewed ntersecton s a challenge for some westbound Rosewood motorsts attemptng to turn south onto San Vcente. A few resdents have voced concerns regardng the dffculty for Rosewood motorsts to judge the breaks n the San Vcente traffc flow on the curved approaches. The collson rate at San Vcente/Rosewood s typcal; however, the stoppng sght-dstance for motorsts approachng the ntersecton s substandard, due to the skewed ntersecton, the slght bend n the road; and the 4 mles per hour prevalng speeds on San Vcente Boulevard. Adequate stoppng sght-dstance s necessary for motorsts to observe and react to avod potental collsons n the ntersecton. The recommended stoppng sghtdstance for San Vcente motorsts s 35 feet, but the actual stoppng dstance s 25 feet. n addton, the lack of breaks n the traffc flow on San Vcente along wth the Page 2 of7

ncreased cut-through traffc on the Rosewood escalates the potental for rght-angle collsons at the ntersecton. These factors contrbute to possble accdents and unsafe condtons. Staff beleves elmnatng the westbound Rosewood to southbound San Vcente movement would enhance the ntersecton safety by reducng the vehcle movements. n addton, snce the mplementaton of the test traffc calmng devces and the recent accdents at San Vcente/Rosewood, more resdents are expressng support for testng these restrctons. LA CENEGA/ROSEWOOD TURN RESTRCTONS To complement the on-gong neghborhood traffc calmng efforts, West Hollywood staff s also recommendng mplementng test?am-1 Dam weekday turn restrctons at La Cenega/Rosewood (West Hollywood/Los Angeles shared ntersecton) to deter the mornng westbound cut-through traffc n the WHW area. The followng 7am-1am weekday movements wll be prohbted: a) southbound La Cenega to westbound Rosewood, b) northbound La Cenega to westbound Rosewood, c) Left and through movements from the Rosewood Avenue approaches. Only rght turn movements wll be allowed from the Rosewood approaches. Restrctng the left and through movements on the Rosewood west approach ncreases the ntersecton safety durng heavy traffc perods. PROS AND CONS OF THE PROPOSED TURN RESTRCTONS Pros: 1. Reducton n westbound mornng and eastbound afternoon cut-through traffc n the range of 35 to 5 per cent n the neghborhood. 2. The cut-through traffc wll be shfted from Rosewood Avenue (local resdental street) to Melrose Avenue (classfed as an arteral) and Beverly Avenue (classfed as a collector), wth mnmal dverson onto other West Hollywood West local resdental streets. 3. The turn restrctons to reduce cut-through traffc are only enforced durng weekday peak hours so the mpact on neghborhood crculaton s lmted. 4. Rosewood Avenue wll become more comfortable for cyclsts and mprove connectvty between the forthcomng Cty of Los Angeles Rosewood Bkeway and the San Vcente bke lanes. 5. The overall safety of the ntersectons wll be enhanced because of the reducton of vehcle conflctng movements durng peak hour traffc flow. Page 3 of 7

Cons: 1. Travel routes for some resdents wthn the neghborhood wll be changed and some resdents may be nconvenenced. 2. Enforcement s requred for peak hour turn restrctons. ALTERNATVE RESDENT PROPOSALS Some resdents have suggested a roundabout or a traffc sgnal at San Vcente/Rosewood. These alternatves can mprove the ntersecton safety and the ease for motorsts from Rosewood to negotate the ntersecton, but could also ncrease the cut-through traffc n the West Hollywood West neghborhood. A traffc sgnal would ncrease speeds on Rosewood due to some motorsts speedng to make the green lght before turnng red at the sgnalzed ntersecton. The traffc sgnal and roundabout optons at San Vcente/Rosewood are counterproductve to the traffc calmng goals of reducng traffc and speeds n the neghborhood because they would convert Rosewood from a local resdental street to a de facto collector. To address cut-through traffc concerns, a few resdents have requested nstallng addtonal cul-de-sacs on other resdental local streets. Staff beleves nstallng cul-desacs s an extreme traffc calmng measure that would sgnfcantly shft traffc wthn the neghborhood and ncrease traffc volumes on other local resdental streets. Shftng traffc from one local resdental street to another local resdental s not consstent wth the Cty's adopted Neghborhood Traffc Management Polcy. All other traffc calmng measures should be mplemented before cul-de-sacs are consdered. ONGONG NEGHBORHOOD TRAFFC CALMNG The San Vcente/Rosewood turn restrcton proposal s part of the ongong West Hollywood West traffc calmng project. Staff has been workng wth the West Hollywood West neghborhood over the past three years to dentfy ssues and potental solutons. A comprehensve neghborhood traffc study was conducted for the area n 215. The recommendatons from the traffc study ncorporated analyss and neghborhood nput from three communty meetngs n 214 and 215. 1. Based on the neghborhood traffc study, and supported by resdents, the followng test devces were nstalled from early to md-217: a. Traffc crcles on Almont; b. Md-block medans on Ashcroft and Dorrngton between Almont and San Vcente; and c. Speed lumps on Huntley and Westmount. Page 4 of 7

An evaluaton of the exstng test devces s currently n progress. Staff s commtted to makng adjustments as needed, as part of the ongong traffc calmng study. 2. Other proposed treatments, whch are not yet wholly supported by the neghborhood, nclude the followng: a. Southbound left-turn restrcton at San Vcente/Rosewood or a complete medan closure at the ntersecton; b. Traffc crcles at Rosewood/Huntley and Rosewood/Westbourne; and c. Speed lumps and bulb-outs on West Knoll. The traffc calmng proposals requre pettons, except for the turn restrcton recommendaton because the proposal addresses San Vcente/Rosewood safety ssues, n addton to reducng cut-through traffc. NEXT STEPS 1. Pendng Cty Councl approval, desgn and contractor schedulng, and the jont agreement wth Cty of Los Angeles for the test La Cenega/Rosewood (shared ntersecton), the test turn restrctons could be mplemented n early 218. 2. n addton, staff wll work on the followng traffc calmng/safety efforts for these two ntersectons: a. Work wth a traffc engneerng consultant to dentfy any addtonal measures to reduce speedng and enhance safety on San Vcente near Rosewood and Ashcroft. Potental enhancements could nclude a pedestran-actvated crosswalk, reducng lane wdths, and/or enhanced bke lane markngs. b. Coordnate wth the Los Angeles Department of Transportaton on ther project to create an enhanced pedestran/bcycle crossng at Rosewood and La Cenega, whch would be desgned to sgnfcantly reduce cut-through traffc from La Cenega to Rosewood. c. Study nstallaton of ntersecton double left-turn lanes for westbound Melrose to southbound La Cenega traffc, encouragng motorsts to stay on the major streets. 3. The effectveness of the turn restrctons to reduce cut-through traffc and mprove the ntersecton safety wll be evaluated for a sx-month perod. Durng the test perod, staff wll also montor unntended traffc dverson onto resdental local streets and return to the Transportaton Commsson and Cty Councl wth an evaluaton and further recommendatons. OSP-4: Transportaton System mprovement. n addton, ths tem s complant wth the followng goal(s) of the West Hollywood General Plan: M-7: Protect and preserve resdental neghborhoods from ntruson of non-resdental traffc EVALUATON PROCESSES: The test turn restrctons wll be evaluated for a sx-month perod. Followng the evaluaton, staff wll present ts fndngs of the test restrctons to the neghborhood, Transportaton Commsson, Cty Councl for a determnaton for permanent nstallaton. ENVRONMENTAL SUSTANABLTY AND HEAL TH: Potental envronmental benefts nclude road safety, ncreased comfort and moblty for non-motorzed travel and ncreased neghborhood nteracton. Traffc calmng can help create more lvable communtes and tends to mprove pedestran and cyclng condtons. Reduced vehcle traffc speeds tend to make walkng and cyclng more comfortable and more convenent. COMMUNTY ENGAGEMENT: A West Hollywood West communty meetng was held on October 12, 217. Durng the meetng, the resdents voced concerns regardng the San Vcente/Rosewood safety and cut-through traffc n the neghborhood. About 4 resdents were n attendance and some supported testng the turn restrctons as a safety/cut-through traffc reducton measure. Staff notced the entre West Hollywood West neghborhood regardng the proposed test turn restrctons at San Vcente/Rosewood and La Cenega/Rosewood ntersectons. n addton, neghborhood representatves have conducted addtonal outreach regardng the proposals. To date, staff has receved feedback from 12 resdents supportng the proposal, 2 supportng part of the proposal and 3 aganst the proposal. Page 6 of 7
