Overall, it was a good year. We didn t hear of too many issues! Thank you for doing your job. From Your JSS Assignors: 54 officials participated in the playoff process in 2018. Congratulations!! Linden High School will be joining the Sierra Valley Conference next year along with Cordova, El Dorado, Galt, Liberty Ranch Rosemont and Union Mine High Schools and will fall under our responsibility. Ratings The end of year umpire ratings are out. Based on the tremendous support from our expanded rating committee and our own observations, the NCOA rating committee was able to move up 12 umpires to the next level.that makes 32 umpires who have been moved up at least one level in the past two years. We have several more officials who we are watching during playoffs and in summer ball to see how they implement the tips and suggestions they have been given during this season.you need to perform at thenextlevel for some time before you can achieve it. Uniform and Equipment The official uniform for NCOA Softball umpires: The official shirt for NCOA Softball is Powder Blue or Navy (no logos)(short or Long Sleeve) Heather Gray Slacks Navy blue pullover/zip-up jacket with the piping on the shoulders NCOA Navy Blue Hat Gray or Navy Ball Bag Please note: All official uniform attire must match your partner. We fully expect more officials to be moved up when the ratings come out at the beginning of next season, after scrimmages are complete. As it is now, about 95 percent of our group is qualified to work some level of varsity. That's quite an improvement from just a few years ago. Remember, be patient with yourself and with your rating. We're watching, and we look forward to moving you up as you continue to improve. We see you working! NCOA Softball Rating Committee Hats: The NCOA hat is still available. We have changed hat vendors and are now using D1 Sports. Turnaround is usually less than a week. You can order online or by phone. The cost is $17 per hat plus about $10 shipping or you can pick up at their storefront and save on the shipping cost. NEWSLETTER QUIZ Each newsletter will include a 10-18 question true/false quiz for your enjoyment. 1. The plate umpire has final authority to forfeit a game. 2. The catcher is charged with an error on a third strike, passed ball that permits the batter to reach first base. 3. A runner is out for interference when she is accidentally contacted by a thrown ball. 4. A runner may return to touch a missed base after a following runner has scored. 5. Following batter's interference with the catcher, the batter is out and each runner must return to the last base touched at the time of the interference. 6. With a runner on first base and less than two outs, F2 must catch the third strike in flight for the batter to be out. 7. A batter shall not hit the ball fair or foul while either foot is touching the ground completely outside the lines of the batter's box or while touching home plate. 8. If the ball slips from the pitcher s hand during the backswing or forward motion, it is a pitch and a ball is called on the batter unless the batter swings at a hittable pitch. 9. If a hole has been created in front of the pitcher s plate, the pivot foot may be no higher than the level plane of the ground. 10. After a dead-ball situation, the ball becomes live when it is held by the pitcher on the pitcher's plate and the umpire signals "play ball." 11. The plate umpire shall ask each team's head coach if their teams are legally and properly equipped and remind participants that appropriate sporting behavior is expected throughout the contest. 12.
