I. GENERAL REGULATIONS The open all-russian chess competitions Belaya Ladya among the teams of general educational institutions (hereinafter referred to as the Competitions ) are being held for the following purposes: to promote a healthy lifestyle among the younger generation; the spiritual and patriotic education of the youth; to further promote mass sports among children and teenagers; to stimulate educational activities among the heads and teachers of educational institutions to improve extracurricular activities. The main objectives of the Competitions are: to create a unified system of chess competitions among the teams of educational institutions; to determine the best educational institutions in terms of organizing extracurricular activities; to determine gifted young chess players; to revive traditions and strengthen friendly, sports and cultural ties between the countries of the CIS, Eastern Europe and Asia. Official website of the Competitions is www.ruchess.ru (www.ruchess.ru/en/) II. VENUE AND DATES Foreign teams participate in the Stages I-III of the Competitions in accordance with the qualification terms set by their national chess federations. Russian teams participate in the Stages I-III of the Competitions in accordance with the qualification terms stipulated below. The Stage IV of the Competitions (final) is standard and relevant for all the teams, both Russian and foreign ones. Stage I (school-level) January 2019, Competitions in general educational institutions. Stage II (municipal) February - March 2019, Competitions in municipal unions. Stage III (regional) April - May 2019, Competitions in constituent entities of the Russian Federation. Stage IV (final) On June 1 11, 2019, including the arrival day of June 1 and departure day of June 11. The Competitions will be held in Sochi (Krasnodar Krai) in the village of Dagomys at the federal state autonomous institution Dagomys Health Complex of the Administrative Department of the President of the Russian Federation. III. ORGANIZERS The Ministry of Sport of the Russian Federation (hereinafter the Russian Ministry of Sport) and the all-russian non-governmental organization Russian Chess Federation (hereinafter the RCF) provide general management of the Competitions with the support of the Ministry of Education and Science of the Russian Federation (hereinafter the Russian Ministry of Science and Education).

Federal state autonomous institution Sporting Events Organizing and Hosting Office exercise the powers of the Russian Ministry of Sport as the organizer of the Competitions. The federal executive authorities of the constituent entities of the Russian Federation for physical culture, sport and educational management along with regional chess federations shall be directly in charge of conducting Stages I-III of the Competitions. In order to conduct the school-level, municipal and regional stages of the Competitions: school-level, municipal and regional organizing committees whose members are approved by the stage organizers shall be established; regulations shall be drafted on the corresponding stages of the Competitions that indicate: the system for holding the Competitions, time control, the criteria for determining winners and medallists, and the appeals procedure; panels of arbiters who are directly in charge of holding the corresponding stages of the Competitions shall be approved. The Krasnodar Regional Chess Federation and a main panel of arbiters approved by the RCF shall be directly in charge of holding Stage IV of the Competitions. IV. REQUIREMENTS FOR PARTICIPANTS AND QUALFICATION CONDITIONS Teams formed from students aged 14 and younger (born in 2005 or later) who study in the same general educational institution are allowed to take part in all stages of the Competition. The date of the enrolment to the general educational institution shall not be later than 01.09.2018. Each team consists of 5 participants, including 4 players (at least one of them must be a girl) and 1 coach. One of the players is a captain. Foreign teams participate in the Stages I-III in accordance with the qualification terms set by their national chess federations. Russian teams participate in the Stages I-III of the Competitions in the following manner. Students of one general educational organization take part in the stage I of the Competitions. It is allowed to hold an individual and team championship. Teams composed of students, who had the best results in stages I and II, take part in stages II and III. One winning team from Stage III from each constituent entities of the Russian Federation as well as the winning teams of national competitions among children s amateur teams of foreign nations qualify for the final. The teams of chess departments of junior physical training clubs, specialized sports schools, Olympic reserve schools, Culture Palaces, etc., or those that combine players from more than one school are not allowed to participate in the final. In case of the violation of the above-mentioned requirements, a team is eliminated from the Competition and is excluded from the final standings.

V. PROGRAM OF THE FINAL COMPETITIONS Arrival; June 1 11.00 23.00 Admittance commission; 19.00 Opening Ceremony; 20.00 Team Representatives Meeting; 22.30 Arbiters Meeting; 23.59 Drawing of lots. June 2 15.00 19.00 Round 1; June 3-10 10.00 14.00 Rounds 2-9; June 10 17.00 Closing and Awarding Ceremony, June 11 Departure. VI. RULES FOR CONDUCTION FINAL COMPETITIONS The Competitions are held according to the rules for the sport of Chess approved by the Order 654 of the Russian Ministry of Sport as of July 17, 2017, in the redaction of the Order 1087 of the Russian Ministry of Sport as of December 19, 2017, and not contradicting the FIDE Laws of Chess. The tournament is played according to the Swiss system with 9 rounds. The Swiss-Manager computer program is used for drawing of lots. Starting numbers are assigned to the teams based on their average Elo rating. If a participant does not have an Elo rating: the Russian rating is conditionally used for the Russian teams; for foreign teams, the starting Elo rating of 1000 is conditionally used. If there are an odd number of teams, the team that is free in the next round receives 50% of points, while every team player gets 0 points. Time control: 90 minutes for the whole game to each player plus 30 seconds increment for each move, starting from move one. Default time for each round is 10 minutes. After the end of the match, the team captains have to sign a protocol with the match result. The protocol may be signed by the team player who was last to end the game instead of the captain. The Appeals Committee (AC), which is elected at the Representatives Meeting and consists of 3 regular and 2 reserve members, works at the competition. A player may appeal any arbiter s decision provided that the team s coach files an application in writing to the AC no later than 30 minutes after the end of the round with a deposit of 3,000 (three thousand) roubles. The deposit shall be returned if the application is granted, otherwise the money received goes to the RCF to cover the competition holding expenses. The decision of the AC is final. No protests regarding the drawing of lots by the computer are accepted.

The conduct of the Competition's participants is governed by the Regulation on Sports Penalties in the sport of Chess. Cheating control, carrying out in accordance with the FIDE Anti-Cheating Guidelines, is used at the Competition with a standard security level. It is prohibited to exert unlawful influence on the Competition results. It is prohibited to participate in gambling at bookmaker's shops and totalizators by betting at competitions in accordance with the Requirements established by Paragraph 3, Part 4, Article 26.2 of Federal Law No. 329-FZ as of December 4, 2007 "On Physical Culture and Sports in the Russian Federation". VII. RESULTS AND TIE-BREAK CRITERIA AT FINAL COMPETITIONS The event is both individual and team. The winning team and medallists of the Competition are determined by the total number of points scored by all team players in all matches. If points are equal, places shall be determined according to the following tie-break criteria in the order of importance mentioned below: Greater number of team points (win in a match gives 2 points, a draw in a match 1 point); If team points are equal according to the match result between each other; Team Buchholz. If all the above-mentioned criteria are still equal, the advantage shall be given to the team whose player on board 1 scored more points. If the players scored an equal number of points, the results shall be compared on the second board, then on the third and then on the fourth. The winners in individual competitions on the boards are determined according to the number of points scored. If points are equal, places shall be determined according to the following descending order of importance: Buchholz, Number of wins; Direct encounter; Buchholz Cut (1, 2). VIII. AWARDS Winners and prize-winners in individual competitions on the boards are rewarded medals and the RCF diplomas. The teams that take the top three places in the final stage of the Competitions are rewarded cups, certificates and special prizes by the RCF. Team players are granted with medals and certificates from the Russian Ministry of Sport. All teams taking part in the final Competitions are given certificates from the Russian Ministry of Education and Science. All participants in the final stage of the Competitions shall be granted with souvenirs from the RCF.

IX. CONDITIONS FOR FINANCING Expenses on holding Stages I, II and III of the Competitions shall be provided by the local host organizations. The Russian Ministry of Sport, the Russian Ministry of Education and Science and the RCF provide equity financing for the final stage of the Competitions based on an agreement. The Russian Ministry of Sport provides financial support for physical education event in accordance with the Procedure for Financing Using Federal Budget Funds and the Expense Standards on Physical Education and Sporting Events Included in the Single Calendar of Interregional, All-Russian and International Physical Education and Sporting Events. The emblems of the Russian Ministry of Sport and Russian Ministry of Science and Education are permitted to be displayed on the printed, advertising and souvenir products published (manufactured) for the Competitions as well as film, video and photographic materials released (manufactured) in connection with the Competitions. All teams participating in stage IV (final) of the Competitions are provided with board and accommodation strictly on the Competition days. The sending organizations shall handle expenses on sending the participating teams (roundtrip travel expenses, traveling allowance, insurance). Team participants from the Russian Federation shall be insured by the budget funds of the constituent entities of the Russian Federation and extra-budgetary funds in accordance with the applicable legislation of the Russian Federation. X. SECURITY FOR PARTICIPANTS AND SPECTATORS Security of participants and spectators is provided according to the Rules of safety precautions while holding official sports competitions, approved by the Decree of the Government of the Russian Federation as of April 18, 2014, 353, and according to the Rules of the sport of Chess. The Competitions are held at sports facilities that are included in the All- Russian Register of Sports Facilities in accordance with the Federal Law 329- FZ as of December 4, 2007, On Physical Education and Sport in the Russian Federation and acts of readiness of a sports facility to hold events which are confirmed in accordance with the established procedure. Emergency medical care shall be provided in accordance with Order 134n of the Ministry of Health and Social Development of the Russian Federation dated March 1, 2016, On the procedure for providing medical care to persons who are engaged in physical education and sport (including preparation and holding physical education and sports events), including the procedure for medical inspection of persons who wish to undergo an athletic training, to be engaged in physical education and sport in organizations and (or) reach standards of tests of the All-Russian physical education and sports complex "Ready for Labour and Defence". X. INSURANCE OF PARTICIPANTS

Participation in the Competitions shall only be permitted given the existence of an accident and health insurance policy (original), which must be submitted to the Admittance commission for each participant. XI. APPLICATIONS An application for participation in the final stage of the Competitions, made according to the form, and a team form (Appendices No. 1 and 2) shall be sent by the executive authorities of the constituent entities of the Russian Federation for physical education and sport and by representatives of national chess federations to the RCF via the e-mail address: agafonova@ruchess.ru before May 1, 2019, 12:00 pm (Moscow time). Applications and forms sent after this deadline shall not be considered. The application must contain a full name of the general educational institution, its address, telephone, fax number, e-mail address, and a full name of the director. The following documents must be sent along with the application to the RCF: the final protocols of the overall team Championship in Stages I, II and III of the Competitions; a protocol of the Admittance commission of the teams of Stage III (regional) of the Competitions; a brief report on Stages I, II and III of the Competitions indicating the number of students, the number of school-level teams and the number of educational institutions that took part in the corresponding stages. Information on the date and time of arrival/departure and the mode of transportation shall be sent by team heads to the RCF by e-mail: agafonova@ruchess.ru before May 14, 2019, 12:00 pm (Moscow time). The heads of teams from foreign nations shall submit the following documents to the Admittance commission on the arrival day of the final stage of the Competitions: RCF invitation; two copies of an application for participation and form in the prescribed manner (Appendices No. 1 and 2); an original of a birth certificate or passport of each participant; an original of the insurance policy of each participant. The heads of teams of the Russian Federation shall submit the following documents to the Admittance commission on the arrival day of the final stage of the Competitions: an invitation from the Russian Ministry of Sport; two copies of an application for participation and form in the prescribed manner (Appendices No. 1 and 2); original enrolment certificates of students signed by the director of the educational institution and affixed with a seal for each student.; an original of a birth certificate or passport of each participant;
