Minutes of Regular Session Meeting City Council of the City of Unionville June 4, 2015 Present: Mayor Don Fowler Alderman Carl Burns Alderman Nancy Jones Alderman Gary Davis Alderman Kellie Purdy City Clerk Donna Tracy City Attorney Jim Garrett Chief of Police Tim Corwin City Treasurer Amy Homann Pledge of Allegiance was led by Mayor Don Fowler Barb Hodges came to the meeting and thanks Council for having such a nice pool. The kids in the summer school class had a great time she said everyone was very professional she really did appreciate the pool. Staff and the Police Reports were reviewed. Glenn Milner spoke to the Council about Lindsey Brittain owner of Kids Kastle was asking about getting her road rock or even shut down. He wanted to remind Council in the Code Book Section 52.0020 this is the Responsibility of the Property Owners. Alderman Nancy Jones made a motion to follow the Ordinance if she wants rock on the road it is up to the property owner. The motion was seconded by Alderman Kelli Purdy. Ayes: Alderman Gary Davis, Alderman Nancy Jones, Alderman Carl Burns and Alderman Kelli Purdy. Nays none Motion carried. Mayor Fowler made suggestion Council needs to look into the ordinance and policy Section 135.050 Competitive Bidding any purchase over $2,500.00 and less than $10,000.00 must have three written bids. He wants to make sure all Council and department heads review and practice this ordinance.

Putnam County School has asked Council if it is ok to put up eighteen signs saying School Bus Stop. Alderman Nancy Jones made a motion to allow the school to put up the signs in Unionville. The motion was seconded by Alderman Kellie Purdy. Ayes: Alderman Gary Davis, Alderman Nancy Jones, Alderman Carl Burns and Alderman Kellie Purdy. Nays none Motion carried. Glenn Milner did report back to Council about Mary Carroll with the well he gave her some guidance and she is going to take care of it. She did say if she had questions she would call Glenn Milner. Ericka Klingner bought three signs three foot by two foot she would like to see one up at the City Park, McCalament Park and the school. She wants the City to put up the signs. The City Council thought they should ask the Park Board to put these signs up. Alderman Gary Davis asks Glenn Milner if he knew how much longer until the handrails would be done. Glenn said he will check on this also Alderman Gary Davis asks about the grass at the Sportsman s Club 320 North 17 th. Glenn will get a hold of someone and make sure it gets mowed soon. Alderman Gary Davis spoke to Mayor and Council he wanted Shawn to order all the LED lights and get them installed. At that point the Missouri Department of Economic Development Division of Energy will then give a loan to the City to buy the lights all at once. Then the City will pay the loan back $9,178 a year at the end of ten years the lights will be paid for and the City at that time will have a savings of $9,178 a year. These LED street lights are brighter and don t cost as much to run. Mayor Don Fowler asks if Dr. Pratt could have a copy of the survey the Council had done? The Council said yes so the City will give him a copy of the survey also the Mayor did ask who owns the sidewalk by Pratt s Office he does. No more meetings for the City Staff on Friday s mornings also the Electrical Department has ask for new shirts that are FR-4 rated.

Shawn Caley did ask Council if the $200 thousand that was taken out of there fund would ever be paid back. Council said they would look into it see what they could do and stay on task. Gene Crawford spoke to Mayor and Council about his drainage problems. In a hard rain the man hole by his house will rise up he ask Tim Wessel if the next time this happens he will come down and look at it. MPUA has engineers that will look at this for free at that point they talk again the best way to fix this problem. Grand Opening of the Pool will be June 9, 2015 everyone can swim for $1.00 pool passes are honored from seven to nine there will be an employee pool party with pizza. Newspaper will take pictures of Grand Opening at 12:30 of the kids, staff, Mayor and Council. The Police Car has been bought with a low interest loan from UDSA in order to have a loan the City has to have an Association because of grant money. There will be $11,000 given to the City towards the car and the rest will be financed thru this low interest loan from USDA. In order for the City to have an Association you have to have a President. Alderman Nancy Jones made a motion to have Gary Davis as the President for the Association. The motion was seconded by Alderman Kellie Purdy. Ayes: Alderman Gary Davis, Alderman Nancy Jones, Alderman Kellie Purdy and Alderman Carl Burns. Nays none motion carried. Alderman Kellie Purdy made a motion to have Nancy Jones be the Secretary for the Unionville City Association. The motion was seconded by Alderman Carl Burns. Ayes: Alderman Gary Davis, Alderman Nancy Jones, Alderman Carl Burns and Alderman Kellie Purdy. Nays none motion carried. The City of Unionville will have a beer tent at Big Bam in the park on June 24 th WJ s in Booneville will be the vendor in charge of the beer tent. Alderman Carl Burns made a motion to send WJ s approval letter to operate a catered beer tent during the 2015 Big Bam Ride at the Unionville City Park. The motion was seconded by Alderman Kellie Purdy. Ayes: Alderman Gary Davis, Alderman Carl Burns and Alderman Kellie Purdy. Alderman Nancy Jones nay, Motion carries. Unionville Republican did ask Council if they would like to put an ad in the paper about Big Bam. Alderman Nancy Jones made a motion to put a $70.00 ad in the

paper. The motion was seconded by Alderman Gary Davis. Ayes: Alderman Kellie Purdy, Alderman Nancy Jones, Alderman Carl Burns and Alderman Kellie Purdy. Nays none motion carried. This ad will say something to the effect Welcome to Unionville enjoy the day. Alderman Gary Davis asks the question did Council want to forgive the bill to the City Pool. No they all did agree they want a true picture of what the pool will cost to operate for the first full year. Also Amy Homann did ask Mayor and Council if she should send an invoice to those kids who went thru the class Alderman Gary Davis did tell Council he and some of the City Boys are going to lay sod at the park on Saturday. Also they want to meet with West Port Pools for a review of all the expenses that is associated with the pool. Alderman Gary Davis did ask Mayor and Council did they want counter tops and cabinets or counter tops and shelves at the pool house? They all thought counter tops and shelves would be fine. But nothing further was asked they are waiting back from West Port to see if they are to pay for the counter tops and shelves. Alderman Gary Davis made a motion to reinstate the call back policy effective date May 31, 2015 and no nine hour cap every pay period. The motion was seconded by Alderman Kellie Purdy. Ayes: Alderman Kellie Purdy, Alderman Gary Davis, Alderman Nancy Jones and Alderman Carl Burns. Nays none Motion carried. Alderman Nancy Jones made a motion the forty-eight hour notice no longer applies. The motion was seconded by Alderman Kellie Purdy. Ayes: Alderman Kellie Purdy, Alderman Gary Davis, Alderman Nancy Jones and Alderman Carl Burns. Nays none Motion carried. The Department Head will approve time off for their own department than let City Hall know who is gone. The City Staff needs to check with MIRMA on the work comp policy to know if the City is able to pay the employees who are hurt on the job. The City would like the employee to stay on the clock and get paid while going to Dr. Appointments, rehab and therapy. The City just needs to make sure this is ok with MIRMA before doing so.

Alderman Nancy Jones made a motion to approve accounts payable. The motion was seconded by Alderman Carl Burns. Ayes: Alderman Kellie Purdy, Alderman Nancy Jones, Alderman Gary Davis and Alderman Carl Burns. Nays none Motion carried. Alderman Kellie Purdy did ask that the Police Department hold off on moving to the new Police Station. She wants Council to talk more in detail what the cost will be for them to be over there every month and make sure the City has enough funds. Mayor Don Fowler called for a motion to adjourn. Alderman Carl Burns made the motion to adjourn. The motion was seconded by Alderman Nancy Jones. Ayes: Alderman Kellie Purdy, Alderman Nancy Jones, Alderman Gary Davis and Alderman Carl Burns. Nays none motion carries.
