1. RULES Parkstone Yacht Club International Moth Class The Noble Marine UK Grand Prix Open Meeting Sponsored by Quay West Chandlers and WHY Jewellers 6 th to 7 th June 2015 SAILING INSTRUCTIONS 1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS), the International Moth Class rules, the relevant RYA prescriptions and these sailing instructions (SIs). 1.2 All competitors shall be members of IMCA UK or in the case of overseas competitors they shall be members of their local Moth Class Association or IMCA 1.3 Only RYA prescriptions to rules 5, 67, 86.3 and 88.2 shall apply. 2. NOTICE TO COMPETITORS 2.1 Notices to competitors will be posted on the Official Notice Board located in the main clubhouse 3. CHANGES IN SAILING INSTRUCTIONS 3.1 Any change to the SIs will be posted 90 minutes before the advertised starting time of the race, or races, concerned, except that any change to the schedule of races will be posted by 2000hrs on the day before it will take effect or it will be notified at the competitors briefing. 4. SIGNALS MADE ASHORE 4.1 Signals made ashore will be hoisted on the flag staff at Parkstone Yacht Club 4.2 When flag AP is displayed ashore, 1 minute is replaced with not less than 30 minutes in race signal AP. 5. SCHEDULE OF RACES 5.1 The schedule of races and the times of warning signals are: Day Race Number Warning signal High Tide High Tide 2 Saturday Race 1 1255 1240 1700 Race 2 ASAP after Race 1 Race 3 ASAP after Race 2 Sunday Race 4 1155 1330 1750 Race 5 ASAP after Race 4 Race 6 ASAP after Race 5 5.2 On the last day of the regatta no warning signal will be made after 1600hrs. 6. CLASS FLAGS 6.1 The Class flags will be: class insignia on either a yellow or blue background or a flag advised at the competitors briefing if no class flag is available.
7. RACING AREA 7.1 The course area will be within Poole Harbour in the area known as the top triangle unless otherwise advised. 8. THE COURSE 8.1 The diagram in Attachment A shows the course including the order in which marks are to be passed and the side on which each mark is to be left. 8.2 The course consists of a number of laps. The number of laps will be determined when flag S is displayed (instruction 12.2). 8.3 Racing will continue until a shortened course flag is shown at the Committee boat or one of the race marks at which time all boats will finish when crossing the line. 9. MARKS 9.1 Marks will be fixed and laid race marks. Mark S will be a dan buoy with an orange flag unless otherwise advised. Marks 1, 1A and 2 will be an orange mark unless otherwise advised. 9.2 Alternative windward mark: During a race Mark 1 may be substituted by a black inflatable mark with an orange band. This will be signalled in accordance with rule 33 by a race committee boat stationed close to Mark 2. 10. Not Used 11. STARTS 11.1 Races will be started by using rule 26, i.e. the warning signal will be 5 minutes before the start signal. 11.2 The Starting Line will be between a mast displaying an orange flag on the Race Committee Boat and mark S unless otherwise advised. 11.3 A boat starting later than 5 minutes after the starting signal will be scored Did Not Start. This changes rules A4 and A5. 12. THE FINISH 12.1 The finishing line will be between a mast on the Race Committee Boat displaying a blue flag and mark 2. 12.2 When the committee vessel at the finishing line displays flag S with two sounds, all boats will finish the race when they next pass through the finishing line. 12.3 When the leading boat completes the course and finishes, all boats that cross the finish line within 15 minutes after the leading boat has finished shall be deemed to be finishing irrespective of the number of laps they have completed. Their position in the race will be noted from their finishing order and number of completed laps with those having the most laps being recorded ahead of those with less completed laps. This means that boats that have only completed 1 lap shall be ranked behind boats which have completed 2 laps. Boats that have completed 2 laps shall be ranked behind boats that have completed 3 laps, etc. 12.4 Boats failing to cross the finish line within 15 minutes after the first boat has sailed the course and finished will be scored after those finishing as per 12.2 who completed more laps, according to their position at the previous passing through, if completed, the Gate, otherwise they will be scored Did Not Finish without a hearing. This changes RRS 35, A4 and A5. 13. PENALTIES 13.1 Rules 44.1 and 44.2 are changed so that the penalty is only one turn, including one tack and one gybe.
14. TIME LIMITS 14.1 If no boat has completed 1 lap within 30 minutes the race shall be abandoned and re-sailed where possible. 15. PROTESTS & REDRESS 15.1 Protest forms will be available from the Beachmaster, Race Office or Club office. 15.2 Protests and Requests for Redress must be lodged in writing with the Beachmaster within 20 minutes of the last boat coming ashore. 15.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties to a hearing or named as witnesses. It shall be the responsibility of competitors to check the notice board for such notices. 16. SCORING & RESULTS 16.1 The low point scoring system of Appendix A will apply. 16.2 One race must be completed to constitute a series. 16.3 When fewer than 4 races are sailed a boat s series score will be the total of her race scores. 16.4 When 4 or more races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 17. SAFETY REGULATIONS 17.1 PERSONAL BUOYANCY Adequate personal flotation devices for crew members shall be worn at all times whilst afloat. Failure to do so may result in disqualification. Neither a wet-suit nor a dry-suit constitutes adequate personal flotation devices. Rule 1.2 and 40 are amended accordingly. 17.2 TALLY SYSTEM The requirements of this instruction are specified for the safety of competitors. 17.3 DECLARATIONS a) A tally system will be in operation. b) The location of the tally board will be within the beach master s hut unless advised otherwise c) Your tally in the form of a wristband must be collected from the tally board and worn at all times whilst afloat. d) On completion of (or retirement from) the race, or races where they are held back to back, you must return directly to Parkstone Yacht Club and replace your tally on the tally board in its correct position. e) In the event that you come ashore away from Parkstone Yacht Club, you must telephone the club on 01202 743610, as soon as practicable, to report your position and safety. f) Any boat(s) that fails to comply with the safety/tally system will be disqualified from the race/races concerned. The race committee may consider reinstatement of the boat(s) concerned upon donation of 10 to RNLI. Declarations are not required except for boats retiring. This is to be declared on the tally sheets in the beachmasters hut. 17.4 SHIPPING MOVEMENTS Competitors must keep clear of major shipping in the main channel. The Harbour Master s launch and a Parkstone RIB flying IC U and making a sound signal may escort ships. Failure to
keep clear, or to obey the Harbour Master s or Parkstone RIB instructions may result in disqualification from the event. 18. REPLACEMENT OF CREW OR EQUIPMENT 18.1 HELM SUBSTITUTION Boats must sail with the nominated helm entered for the event. Any change to the nominated helm constitutes a new entry and must be requested in writing to the Race Officer and their written approval given before leaving the shore. 19 ADVERTISING If advised boats shall display the advertising of the event sponsor, supplied by the organising committee on both sides of the forward 25% of the hull. Additional sponsorship material may also be supplied and will be displayed in the lower 25% of the mainsail. 20. PRIZES 20.1 The first prize will be awarded to the overall winner. 20.2 Additional prizes will be at the discretion of the Race Committee having regard to the number of boats entered. 20.3 The prize giving will take place as soon as possible after racing 21. DISCLAIMER OF LIABILITY 21.1 GENERAL A boat is entirely responsible for her own safety, whether afloat or ashore, and nothing, whether in the Notice of Race or Sailing Instructions or anywhere else, reduces this responsibility. It is for the boat to decide whether she is fit to sail the conditions in which she will find herself. By launching or going to sea, the boat confirms that she is fit for those conditions and her crew is competent to sail and compete in them. Nothing done by the organisers can reduce the responsibility of the boat nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occurred, as a result of the boat taking part in the racing. The organisers encompass everyone helping to run the race and the event, and include the organising authority, the race committee, the race officer, patrol boats and beach masters. The provision of patrol boats does not relieve the boat of her responsibilities. 21.2 INSURANCE No boat shall race unless the boat is currently insured for third party risks to the minimum sum of 3,000,000 per incident (or its equivalent in any other currency) and such insurance shall be valid for the helmsperson who will be racing her.
