Overview About your school Understanding your school's current environment is the first step in identifying issues and developing a traffic management plan to address them. Use table 1 to describe your school's environment and understand how this may influence the traffic management conditions and activities around your school. Traffic management committee or champion A school s traffic management committee or champion documents existing traffic management arrangements, identifies emerging traffic management issues, and maintains an action plan to address these issues. Where possible, Council recommends that the core committee consists of a mixture of parents or carers, staff, and possibly members of the student leadership. If there is an existing committee in place, for example a P&C or Active School Travel Committee, your school may wish to use this as the traffic management committee. Alternatively, you may choose to appoint one person as a traffic management champion, rather than establishing a committee. Tables 2 and 3 can be used to keep track of your committee members, and contains areas where you can monitor when the traffic management plan was last endorsed. Communication plan Communicating the school s traffic management arrangements and issues to the school community is critical to ensure everyone, including parents, carers and students, understands the transport options that are available and the rules that need to be followed to ensure they can travel to and from school in a safe and efficient manner. Depending on the target audiences, schools may often communicate through the school's newsletter, website and social media, or via the school's assemblies. Some may even choose to develop a communication plan to outline when specific messages are communicated to the community. While there is no specific template for a communication plan, your school may wish to consider the following questions: What needs to be communicated? Who is the target audience? Why do we need a Traffic Management Plan? At Petrie Terrace State School we are dedicated to ensuring the safety of our children, not only while they are in School, but also when arriving and leaving School each day, whether they travel by vehicle, bicycle or on foot. Too often we see examples of children being delivered to School by vehicle, alighting on the opposite side of the road from that vehicle, often double-parked or illegally-parked, then left to their own devices to cross the busy road to the School s Main Entrance So you can understand what we have done to ensure your children s safety, we have prepared this Safety Management Plan. It tells you what we have done, the facilities that are in place, their location and the rules and control measures necessary to ensure their success. The Plan also includes our ACTION PLAN, how we will implement this Plan and the initiatives we are taking, in conjunction with the C&K Kindergarten, to improve your children s safety while in our Education Precinct. The Plan details the arrangements in place for: the Drop & Go, 2-minute Passenger Loading Zone in Moreton Street, near the School s Main Entrance; the Park & Deliver, 15 minute Passenger Loading Zone (proposed in Upper Moreton Street, adjacent to the proposed new ramped entry to the Early Year s school) the Disability Parking Space arrangements; the parking areas available around the School our Action Plan to manage the Plan Even though the Traffic Management Plan sets out how we will do this, its success for everyone depends on YOU following the simple rules we have put in place. We value your input in the preparation of this Plan, but encourage your active support and cooperation to make our Plan a success. The Plan will ensure our children get to, and leave from, School safely every day. Drop and go (passenger loading) zones Drop and go zones are designed to act like a flowing taxi rank with a maximum stopping time of two minutes. Locations In figure 1, add a map of your school, including the location and number of drop and go zones, and the direction of traffic flow. The location of school buildings, gates and pedestrian crossings may also be marked on the map to help parents, carers and students plan their journey. Rules In the interest of safety and the efficient operation of drop and go zones, schools typically have rules that students, parents and carers must follow when using them. Use table 4 to track your school's rules, and add to them if safety or traffic congestion issues arise. Consider how you can effectively communicate these rules to parents, students and carers to help address illegal parking and queuing. If your school s drop and go zone is causing traffic congestion problems due to the large number of motorists wishing to access it at the same time, your school may consider staggering pick-up and drop-off times. For example, some schools let different grades start and finish at different times, while others encourage parents and carers to drop off older grades slightly earlier and pick them up later than others. This simple strategy can have a positive impact on road safety and traffic congestion. Did you know? Appointing volunteer monitors to drop and go zones helps ensure students are organised and that zones operate in a safe and efficient manner. If your school has a number of volunteers willing to monitor loading zones, you could look at joining the Department of Transport and Main Roads Look Out program. Training is provided to volunteers under the program and many schools have achieved significant success, increasing both the turnover rate of vehicles moving through their drop-off and pick-up zones, and the safety of their students. Table 4: Notes and rules for drop and go (passenger loading) zones 1 DESIGNATED DROP & GO Loading Zone (8am-9am, 2:30pm-3:30pm School days) The designated drop & go or Passenger Loading Zone is located in Moreton Street immediately adjacent to the main School entrance, near the intersection of Charlotte Street. The loading zone has a seven (7) car capacity. Morning drop off 1.1 The zone is signed for operation between 8am-9am for morning drop off. Afternoon pick up 1.2 The zone operates between 2:30pm-3:30pm for afternoon pick-up. 1.3 Staff will be on duty at this zone between 3:00-3:15pm Rules and actions 1.4 Time limit: 2 minutes Vehicles may only stop in the drop & go Loading Zone for a maximum of two (2) minutes during the Zone operating times. Where Children are not ready to be collected, vehicles will be required to leave the Zone area, circle the block and rejoin the end of the queue. 1.5 Access to the drop and go Zone is only available from the Charlotte St end of Moreton St. 1.6 After completion of dropoff or pickup, vehicles shall continue northward past the School entrance, towards Cairns Terrace to safely leave the School Main Entrance area [see Figure 1 above] 1.7 U-turns on Moreton Street are not permitted adjacent to the School s Moreton St boundary. 1.8 Vehicles shall not reverse park into any spare bay of the Loading Zone queue, but must wait in, or at the end of, the queue until the vehicles ahead have cleared. 2 DESIGNATED DISABILITY PARKING SPACE There is currently one (1) designated disability parking space (DPS) available in Moreton St, immediately adjacent to the School s main Entrance. Another space is proposed. Morning drop off 2.1 The designated parking space operates at all times. Assistance will be available at this pickup space from a Staff member where required. Afternoon pick up 2.2 The designated parking space operates at all times. 2.3 Assistance will be available at this pickup space from a Staff member where required. Other Rules and actions 2.4 Designated Disability Parking Space Only vehicles displaying an approved Disability Parking Permit may stop in this space. During drop off and pick up times, vehicles should park for the minimum time necessary for the safe delivery and pick up of the child/children. 2.5 Access to the designated disability parking space is only available from the Charlotte Street end of Moreton St. 2.6 After completion of dropoff or pickup, vehicles shall continue northward past the School entrance, towards Cairns Terrace, in order to safely exit the School Main Entrance area. 2.7 U-turns on Moreton Street are not permitted adjacent to the School boundary. 3 GENERAL NOTES 3.1 The Staff Member on duty at the drop & go Loading Zone: a) may ask parents and carers to move along if they have stopped for more than two minutes; b) shall ensure parents and carers don t leave their vehicles unattended; c) will ask parents and carers to leave the zone and re-join the queue, if the student(s) isn t ready to be collected. 3.2 Parents and carers must not park in an unlawful manner, contrary to State Motor Traffic laws and Brisbane City Council Regulations. Some examples are shown in Table 5 for the information of drivers. 3.3 At the start of each school year, the school will place information in the school s newsletter about how the loading zone operates. This will make sure all existing and new families are aware of the rules and how the school manages the zone. 3.4 Full details & information about the use of the Stop, Drop & Go Zones are available at any time from Brisbane City Council s website [Stop, Drop & Go Zones] For the Drop & Go Loading Zone only 3.5 Students must wait within the school gates at the designated waiting point until the staff member controlling the loading zone calls their name. 3.6 Parents and carers are encouraged to display the student s Family Name prominently on the reverse side of the car s sun visor so the Staff Member can easily identify who is driving the vehicle. 3.7 Drop off or pick up loading is only permitted in the first two spaces of the zone or as directed by the Staff Member in charge; the remainder of the zone is for queuing only. Important Reminder: Drivers are reminded that: a) the dropoff/pickup loading zone is to ensure the safety of those who walk or ride to school as well as those using the loading zones. b) the convenience of the Loading Zone is a PRIVILEGE, not a RIGHT, Rev 0: 11 May 2016 9 2016-Petrie Terrance State School

Parking areas Highlighting the school's available parking areas, especially in streets surrounding the school, can help parents and carers locate longer term parking options to meet their specific needs. Encouraging parking in these areas can reduce traffic congestion at the school gates and instances of motorists unlawfully parking in other dedicated areas. Locations In figure 2, draw or insert a map outlining the location of your school s: long-term parking options in streets surrounding the school shorter-term parking areas (e.g. 10 minutes) staff parking areas disability parking spaces parking areas for special events (e.g. fetes). Clearly outlining and promoting these opportunities to parents and carers in an easy format can help to encourage positive behaviours for the benefit of the wider school community. If you have traffic congestion problems caused by a large number of motorists wishing to access particular parking areas, your school may consider promoting alternative areas to distribute this demand. Some schools promote the use of parking areas which are a short walk (500m) from the school s gates. Not only does this help to alleviate traffic congestion in front of the school, it helps to promote a healthier lifestyle and allows students to develop important road safety skills by walking part of the way to school. Rules Schools often have rules that students, parents and carers must follow when parking in particular areas. Table 5 can be used by your school to track your most important parking rules. These rules should be reviewed and updated if safety or traffic congestion problems arise, or as the school grows. Setting and effectively communicating your school s parking rules to parents, students and carers may help to address the following common problems: a) Illegal parking in designated disability parking spaces. b) Illegal parking across local residents driveways. c) Illegal parking at intersections. d) Illegal parking across school crossings. e) Unauthorised parking in designated staff parking areas. Table 5: Notes and rules for parking areas 1 Illegal parking & stopping (enforceable by Brisbane City Council Rangers & Queensland Police) Heavy fines & loss of licence points apply to drivers who park or stop illegally. Full details are available at www.qld.gov.au/transport/safety/fines/demerit/parking/. Drivers are reminded it is illegal to park in the following locations: a) in designated disability parking spaces (without valid Australian Disability Parking Permit); b) across local residents driveways; c) where yellow parking prohibition lines have been marked on the pavement (See Diagram) d) closer than 3m to a property boundary at intersections; e) park or stop on a marked school crossing, within 20m before, or 10m after, the crossing; f) double park beside a vehicle that is already parked. In addition, drivers shall not make a U-turn in Moreton St adjacent to the School s Moreton St boundary. 2 Restricted parking areas a) Quarter hour (1/4hr) parking limit (between 7am-9am & 2pm-4pm) Applies in the upper end of Moreton St, opposite Sweetman St. b) Two (2) hour parking limit Applies to: - 3 parking spaces on the western side of Dowse St, near Charlotte St; - parts of Moreton St, from Charlotte St (south) towards Milton Rd. c) Disability parking space The designated disability parking space is located in Moreton St, near the School s Main Entrance. During drop off and pick up times, vehicles should park for the minimum time necessary for the safe delivery and pick up of the child/children. Public and active travel Public transport Public transport helps to reduce traffic congestion and improve air quality around schools. Students who learn to use public transport also gain valuable skills for travelling to work and higher education institutions after leaving school. Students and parents can see what public transport options may be available to them by visiting TransLink s Journey Planner at www.translink.com.au, or by phoning TransLink directly on 13 12 30. Active travel Encouraging students to walk, ride or scoot to school, either all or part of the way, not only helps ease traffic congestion and decrease pollution, but also promotes a healthy lifestyle and teaches children valuable road safety skills. In figure 3, draw or insert a map highlighting where your school's public and active transport infrastructure is located, such as bicycle and scooter parking, suggested cycle and walking routes, as well as bus stops, railway stations and ferry stops. Did you know? Australian physical activity guidelines recommend that children get at least 60 minutes of moderate to vigorous activity each day. Walking, cycling or scooting to and from school is an easy way to help kids achieve this. Active travel not only combats increasing levels of obesity and Type II diabetes but also improves bone strength and mental health. Public and active travel programs and activities Various organisations have a number of public and active transport travel programs on offer which your school may already have in place, or may wish to take up. The following list contains some of the more popular programs and activities which Brisbane schools take advantage of: Brisbane City Council s Active School Travel Program RACQ Streets Ahead Program Park and Stride Walking School Bus Bicycle Train. Table 6 helps to keep track of the programs and activities on offer at your school. Your school may want to appoint a program coordinator or champion so that interested students, parents and carers can contact them for more information about the program. For more information about public and active travel programs and activities see appendix A of the example document. Your school may wish also wish to contact Brisbane City Council on (07) 3403 8888, or the Department of Transport and Main Roads' road safety advisors on 1300 360 135 for additional assistance. Did you know? Carpooling can be an effective way of reducing the number of vehicles trying to access parking spaces, reducing traffic and parking congestion. Table 6: Notes and rules for active and public transport 1 Pedestrian Crossings (for students arriving by foot or bicycle) a) Dowse St This pedestrian crossing is supervised by Dept of Transport & Main Roads (TMR) authorised crossing supervisors between 8:15am-9:00am, and 2:50pm-3:20pm on school days. b) Charlotte St This pedestrian crossing is not currently supervised. All children within the PTSS catchment area are encouraged to walk or ride in supervised groups or with responsible parents/carers. Traffic lights and/or marked pedestrian crossings should be used wherever possible to safely cross roads. 2 Bus Stop locations Students arriving or departing by bus at the designated bus stops shall walk to/from School by the shortest possible route and only cross at the designated pedestrian crossings where provided. 3 Support for Brisbane City Council s AST (Active School Travel) program 3. 1 Walking and cycle routes All children within the PTSS catchment area, especially those living in the areas shown on Figure 3A are encouraged to walk or ride to/from School in supervised groups, with responsible parents/carers, or as approved by parents/carers. Access by walking or riding from the extended areas of the School Catchment Areas shown in Figure 3B is also strongly encouraged with appropriate supervision. Preferred routes for getting to/from School are currently being investigated in conjunction with BCC. On completion of the investigation, appropriate information will be included in this Plan. Note: Walking/cycling from most directions to the School may involve considerable slopes. 3.2 Bicycle Group Opportunity exists to re-establish active bicycle groups that ride past homes located in the School Catchment Area. The scheme needs to be coordinated and run by a parent volunteer(s) in the relevant area, who would meet students at their homes in the morning to ride to school. In the afternoon, the group would meet at a convenient location to commence the journey home past student s homes, dropping them off along the way. 3.3 Walking School Bus The walking School Bus is a scheme that would run daily, providing an excellent supervised service for those students who live locally. Areas shown in Figure 3A above that would appear most suitable for the Scheme. The scheme also needs to be coordinated and run by a parent volunteer(s), with the area volunteer meeting students at their homes in the morning to walk to school. In the afternoon, each group would meet at the school gate to commence the return journey past student s homes, dropping them off along the way. 3.4 Car pooling Establishing a car pooling arrangement gives the opportunity for a break from driving children every day to school but with the knowledge that your children are safe. Developing and implementing your plan Action plan Use table 7 to outline your school's plan for addressing its travel management issues. A school s action plan is intended to be a living document and outlines emerging travel management issues your school is actively aiming to address. Your school s traffic management champion or committee should review the progress at pre-arranged meetings. To plan for future growth and change, your school may proactively implement new programs and activities to mitigate future problems from emerging. Remember that once you have actioned identified issues in your action plan, you should update the relevant part of this document to make sure it contains the latest rules, initiatives and contact information. Enforcement While one of the most effective ways of addressing issues at schools is through communicating rules and arrangements to students, parents and carers, there may be times when the school considers it is necessary for enforcement activities to be undertaken to reinforce good behaviours. Enforcing parking restrictions, speed limits and other road rules can receive a mixed response from your school s community. Your school should therefore clearly define what actions will be taken prior to making a formal request for enforcement, and communicate this to students, parents and carers in advance. This will ensure the school s community is aware of the steps the school has taken prior to making this request, and why it is now considered necessary.
