Commodores Report Jerry Huff Eliminating Cal Boating has already been soundly rejected four times, when it was proposed by Governor Pete Wilson in 1992 and 1996, and it was proposed by Governor Arnold Schwarzenegger in 2003 and 2009. The reasons Cal Boating must continue remain just as vital today: Cal Boating provides accountability, transparency and leadership regarding the collection and use of boater derived taxes and fees, and the best uses of these funds for programs to benefit boating. Eliminating Cal Boating would not save a single General Fund dollar. The department is funded by boater fuel tax dollars, registration fees, and interest payments on infrastructure loans. Eliminating the department would not help resolve the current budget crisis. Cal Boating creates jobs through loans and grants of boater fund for boating infrastructure throughout the state that ensures boater access to waterways. This State's more than three million boating enthusiasts must have a department with a Director whose primary focus is boating. Cal Boating has a compact organizational structure and administers boating programs in a timely and non-bureaucratic manner. Its statutory charter is directly boating-related. While I understand the importance of finding savings during these difficult times, eliminating Cal Boating would not help resolve the state's fiscal problems, and would jeopardize programs and services which the boating community has determined to be essential and is willing to finance. I urge you to withdraw your proposal to eliminate the Department of Boating and Waterways [Cal Boating]. Rear Commodore s Report Atta Phlim TIYC will host our fifth annual chili cook-off on Wednesday, the 4th of July. Please bring a crockpot of your favorite chili and join in the fun. Remember, if you bring some chili, you and your family can enjoy dinner for ONLY $5 a person-a bargain if ever there was one! The chili (all you can eat until its gone)will be accompanied by cornbread, salad, watermelon and brownie sundaes, provided by the club via Atta and Alice Pilram. The winners will have bragging rights for a WHOLE YEAR!!! San Francisco will be providing the fireworks show and hopefully, Mother Nature will stay home with her fog blanket and also enjoy the show! This is a Cruise-in/Cruise-out event which means we would like to invite you to sail to TIYC and then pick up crew members to share the ride in sailing around the Island with other members. If your boat is in the cove then we would like to ask you to come on down to help us with the cooking, bar and then join the others in cruising around the Island... and OH yes.. What is Treasure Island without treasure on Treasure Island. We have a very different treasure hunt in mind.. Festivities start at high noon. This is our first annual event so we need all the ideas and the help that we can get to make it a fun celebration. There will be prizes and we are working on the categories such as best costume, best singing voice and etc. Since we need to order the crawfish ahead of time we are limited to RSVP only. The cost is $20 per person and that includes 2 lbs of crawfish, sausage, corn, potatoes, salad and a special Louisiana dessert. There will be steaks as alternative for non-fish eaters. I n an unprecedented move, Captain Cindy Stowe, USCG Captain of the Port for Sector San Francisco, temporarily suspended all marine event permits (Calling for a Safety Stand- down) for offshore races in the wake of April 14's Full Crew Farallones Race tragedy in which five sailors perished. Never before has the Coast Guard canceled permits after an ocean tragedy involving a Sydney 38 Low Speed Chase not after the infamous 1982 Double-handed Farallones, in which four racers died; not after 2008's Double-handed Lightship in which two men aboard Daisy died; not after the J/80 Heatwave lost her keel in 2009's Double-handed Farallones, leaving two men clinging to the hull until they were rescued. The action is especially puzzling this time around, considering an independent investigation by the San Francisco Fire Department determined that there was no evidence of negligence on the part of the crew ditto findings by a National Transportation Board Investigation as well as a US Sailing Independent Review Panel. Several years ago I was involved in litigation involving the Coast Guard Auxiliary and the Coast Guard in Fort Myers Florida (7th CG District) concerning the structured settlement of a Racial Prejudice lawsuit. My argument that members of the Coast Guard Auxiliary can not be treated as members of the Coast Guard and therefore can not be ordered en masse, etc. to perform certain functions prevailed and said order was rescinded. Here again was an order given that did not allow the individual citizen the right too comply or not to comply...the right of choice. In my reading of the article in the SF Chronicle, CAPT Stowe cited no authority to justify a safety stand-down. I would like to know which specific Marine Update, June 2012 George C. Unfortunately our current governmental is rapidly going in the Nanny State direction. Screw the Constitution, government knows better than individual citizens. Crew survivor of the Low Speed Chase, Bryan Chong s account of the encounter with the Rogue Wave causing the mishap: As we approach the second point I estimate we re inside of 10 boat lengths which is 128 yards on a Sydney 38 - from the beginning of the break zone. Our distance looks safe and no one on the boat comments. I catch a glance of clear swells off the port side of the boat between the break zone and us. We keep sailing. The boat is heeled toward the island. Alan is driving, I m trimming main, and everyone else is on the rail. Then, we come across the largest swell we ve seen all day. It begins to crest but we pass over it before it breaks. Thirty seconds later, we will not have such luck. Unfortunately the general public believes that the Low speed chase crew was at fault and that a Safety Standdown was the logical solution. This is another case of government interfering with constitutional rights of it s citizens. Safety Stand-downs have been implemented by our armed forces for many years. There is a vast difference I see another wave approaching in the distance. It s coming from the same direction as the other swells but it s between service members/government employees and independent citizens rights. massive. I ve seen large waves before but this is unlike anything I ve ever seen outside of big-wave surf videos. As the wave approaches it begins to face up, its front flattening as it crests. By the time our boat meets it, there s no escape route. Alan steers the boat into the wave and the bow of Low Speed Chase ascends the breaking wave, which seconds sooner would have been a giant swell and seconds later would have already broken. Instead, we re heading into a crashing wall of water with 9-10 knots of boat-speed and it breaks directly on us. I lock my right arm to the bottom lifeline and brace for the impact. The last thing I see is the boat tipping toward vertical with a band of water still above it. A single thought races through my head: This is going to be bad. U.S. Coast Guard APPLICATIO FOR MA- RI E EVE T PERMIT.. IN ADDITION ALL OFFSHORE SAILING EVENTS MUST SUBMIT DETAILED VESSEL PARTICULARS WITH THEIR APPLICATION Nowhere does the Marine Event Permit require knowledge, training and experience of crews involved in racing events. In this case the crew was highly trained, sailors with many years of local sailing experience. It disturbs me that representatives of the Coast Guard are still commenting that they sailed too close to the Island and the surfing area, when in reality the cause of this mishap was a Rogue Wave. current concentrates the wave energy, forming larger waves. The data also shows extreme waves occurring well beyond currents or eddies often associated with weather fronts and low-pressure areas. In December 2000, the European Union initiated a scientific project called Max-Wave to confirm the widespread occurrence of extreme waves by building a model demonstrating their formation and their effect on shipping Rogue Waves Worldwide sink two large ships every week for undetermined causes. Such sinkings are routinely attributed to bad weather. Many boat casualties caused by these waves go under-reported in Coast Guard investigations, i.e. an extreme wave hits a fishing vessel that results in engine room flooding, loss of engine, electrical system, etc. The Coast Guard investigation lists mechanical failure as the cause of the causality. In February 1995 Captain Ronald Warick, master of the Queen Elizabeth II encountered a wall of water 90 feet high, stating, it looked like we were going into the White Cliffs of Dover. More recently, in February and March 2001 90-foot South Atlantic monster waves smashed the bridge windows on the cruise ships Bremen and Caledonian Star. The wave that struck the Caledonian Star left her drifting without navigation or propulsion for two hours. These waves colloquially called monsters or rouges by many are now categorized as extreme waves by oceanographers. Over the years these waves have been dismissed as being extremely rare. Now it appears that such waves are more common than anyone realized. Some experts now believe that such waves, rising as high as a ten-story building, could be the leading cause of large ship sinkings. Severe weather has been a prime factor in sinking more than 200 large supertankers and container ships during the last two decades, and extreme waves are believed to be the major cause in many such cases. A new project called Wave Atlas is using two years of data in providing statistical analysis and creating a worldwide atlas of extreme wave events. Extreme waves are often associated with areas where ordinary waves, encounter ocean currents and eddies. The strength of the and offshore structure design criteria. into these models. The impact these waves have on maritime commerce and industry is huge. Inquiries into maritime disasters are increasingly looking at the possible involvement of extreme waves. Analysis of a number of ship sinkings suggests extreme waves may rip off the ship s hatches, causing catastrophic down flooding into the main hold, which then rolls or pitch poles the ship or breaks its back. In any case the wave would come from nowhere and the end would be violent and fast. Here in the San Francisco Bay area we have an area outside the Gate called the Potato Patch ; this area is extremely dangerous during a strong ebb tide with high seas and wind conditions emanating from the west (opposing direction of the tidal flow). Waves are cresting and duplicate the large-ship dilemma previously described for smaller recreational and commercial vessels. This situation prevails in greater intensity at the mouth of the Columbia River in Washington State. This bar serves as the training area for the U.S. Coast Guard National Motor Life Boat School at Cape Disappointment, located on the north side of the Columbia River Bar training crews to negotiate treacherous surfing conditions in surf-boats. Participants were given the red carpet treatment. All participants had class packet, breakfast, mid morning break, burger picnic lunch outside under our awnings, two pm breaks, and cleanup..
