1) ARRANGING MATCHES The home team manager/club secretary must contact the opposing team manager and allocated referee at least FIVE DAYS before the game with: kick off time, location, access to the ground and your team colours. This is not deemed to have been done until confirmation has been received. 2) MATCH DAY Greet opposing team & manager and show them dressing room facilities, warm up area etc. If appointed, greet referee show him/her dressing room facilities & pay fees (before the game). Check Pitch, pitch markings, goal nets, Assistant Referees flags and corner flags, (a spare whistle is also a good idea). Provide at least two correctly sized footballs fit for play. (Don't forget ball pump). Check that YOUR players' equipment is not dangerous - Referees will also check the studs. EXCHANGE player ID cards at least 10 minutes prior to kick off. No ID card = No play. ID cards will be held by the opposing Team Official during the match. An identity parade will be held to allow for the identity of the players to be confirmed by the managers. Don't forget drinks and oranges for your team It is the responsibility of both teams to ensure that a Respect Handshake takes place prior to the game 3) FIRST AID Each club shall provide for its team a clearly marked first aid kit containing the following basic items: A supply of adhesive dressings; A selection of clean bandages; Suitable dressing material to cover lacerations etc; A supply of fresh, clean water and an eye wash facility; A suitable mouth to mouth resuscitation aid. The home team MUST ensure that there is a qualified and League registered First Aider (QFA) present. QFA numbers are obtainable from treasurer@nehyl.org.uk 4) SUBSTITUTES 5 v 5 - Up to five rolling substitutes maybe named and used all players must play at 50% of the match 7 v 7 - Up to seven rolling substitutes maybe named and used all players must play at 50% of the match 9 v 9 - Up to 9 rolling substitutes maybe named and used 11 v 11 - Up to 5 rolling substitutes maybe named and used 5) AFTER THE MATCH Players and team managers to thank each other and match officials at the end of the game - do not castigate your team - win or lose - applaud their effort. 6) REPORTING RESULTS On match days, the team manager &/or the team s FullTime Admin contact will receive an SMS from FA FullTime requesting the result to be submitted by an SMS this must be done as soon as possible after the match finishes Note - some DivSecs may also require additional notification of the result to them personally A signed and correctly completed match result card must be received by the Div Sec by no later than five days following the date of the match. 7) MATCH RESULT CARDS There is often confusion amongst team managers as to how to correctly complete Match Result Cards (MRCs). Please see below a brief description of how to complete them. Please note that only players participating in the match may be listed. Managers then exchange their MRC s Before Kick Off After the match, the managers will then complete and sign Section Two of the MRC that they were given by the opposition manager Pink shaded section Only the Home team manager needs to complete the Qualified First Aider details The completed MRCs from both managers are then sent to their age group Divisional Secretary (in whichever format they deem acceptable), so that it arrives no later than 5 days after the match was played. IMPORTANT League fines (currently 10 each time) apply to: - Not sending a MRC - A MRC arriving more than 5 days after the match was played - Sending an incomplete MRC NORTH EAST HAMPSHIRE YOUTH LEAGUE MATCH RESULT CARD Section 1. In the left-hand column, complete your team name, players' and substitutes' surnames and initials in block capitals. Sign and hand this form to the opposition Team Manager before kick-off. Section 2. The receiving Team Manager should complete all other sections, sign and forward the form to the appropriate Divisional Secretary. 8) RESPECT GUIDES/STEWARDS As a Respect League, the NEHYL is 100% committed to the FA Respect programme and as such expects the same commitment from its member clubs. NEHYL "Respect" Rules: ALL clubs/teams MUST subscribe & conform to the Respect codes of conduct Spectator barriers MUST be used by ALL teams at ALL grounds (The bare minimum that will be accepted as a barrier will be a line marked on the ground with coloured training cones). Spectators must stand behind the barrier at one side of the pitch with managers, coaches & subs. stood at the opposite side of the pitch with NO ONE stood behind either goal; referees will be instructed not to commence any match until some form of barrier is in place and everyone is stood in the designated areas. The Respect handshake MUST be carried out by ALL teams before EVERY match ALL team captains MUST wear a captain s armband (ideally, the official Respect armband) & must have read the Respect Captains Guide (see www.thefa.com/leagues/respect/captains). ALL clubs/teams in the Under 7s & Under 8s must appoint a responsible person to act as Respect Steward on match days. This person must be identified to the opposition manager prior to kick off. 9) REGISTRATION OF PLAYERS Prior to 31 st August, only your age group Divisional Secretary can receive your Player Registration Forms and ID Cards. From 1 st September onwards, any of the other Divisional Secretaries may receive your Player registration Forms and ID Cards, subject to the following conditions: The team manager must submit full details to their age group secretary first If a different Div Sec or League Committee Member is to sign/stamp, this must be pre-notified by the age group Div Sec (either by phone or email to whichever Div Sec or League Committee Member is to be approached. The Div Sec or League Committee Member who signs/stamps must notify the age group Div Sec when they have signed/stamped 10) PUBLISHING FIXTURES In recognition of the difficulties that clubs have, where multiple teams use the same pitches, the league has adopted a policy from this season where divisional secretaries will publish a minimum of one month s fixtures in advance. These fixtures will be listed on the FA Full Time website. 11) POSTPONING FIXTURES Rule 10(C) of the league s rules states: Except by permission of the Management Committee all matches must be played on the dates originally fixed but priority shall be given to the Football Association and parent County Association Cup Competitions. All other matches must be considered secondary. Clubs may mutually agree to bring forward a match with the consent of the Divisional Secretary. NEHYL Club Guide 2014-15 v02 (04-01-2015) Page 4 of 5
In addition to this, all clubs must be aware of Advisory Note 14 which also relates to this rule. This reads: Postponements can only be sanctioned: If three or more players from the team are required to participate in an activity which is deemed by the Management Committee to take precedence over the League or any other fixture and the Management Committee is notified in writing of the activity at least seven days before the fixture in question is due to be played. For any team supplying one or more players for League Representative matches. On the grounds of Club activities if eight weeks notice in writing is given to the appropriate Divisional Secretary and the Executive Committee approves the reasons given. 12) SEASON KICK OFF TIMES In general Saturday Under 7 to Under 12 matches will kick off at 10.30am and Sunday Under 12 to Under 18 at 2.00pm. (1.00pm. outside the BST period). All girls matches will, in general, kick off at 10.30am on Sundays.
