Will development of SUMPs improve Mobility Management in Lithuania?' ENDURANCE NFP Policy Exchange Ryga 2016-02-24 James McGeever 2013 TAEM Urbanistai. Visos teisės saugomos.

1. Introduction 2. Understanding of SUMP in EU context 3. Ideas from different cities of what we can do 4. SUMP process in Lithuania Guidelines 5. City Example - Current Situation 6. Will SUMP development improve MM in LT?

10. Better Internal Cooperation 2. Increased Economic Benefits 1. Improving Quality of Life 9. New Mobility Culture The Benefits of Sustainable Urban Mobility Plans 3. Winning Public Support 4. Improving Health and Environment 7. Fulfilling Legal Obligations Effectively 6. Improved Planning Process 5. Improved Accessibility / Seamless Mobility 8. Better use of limited Resources

Koprivnica (31,000)

2 x Four Year Programmes: Before: massive increases in number of private vehicles, poor quality public roads, pedestrian pathways inaccessible to the disabled and cycling tracks few and unconnected. Poor air quality, increased traffic congestion and decreasing quality of life in the city centre After: Town on The Move and Streets for People. 80 km long network of cycling tracks and pedestrian footpaths in the city centre; a network of Health paths 39 children's playgrounds exercise area for elderly citizens. Almost 50% of citizens regularly use bicycles for short trips to school, work, shopping and leisure Koprivnica also cyclists-friendliest town in Croatia and European Mobility Week champion of 2008.

Practical experience Ljubljana (272,000) Barriers: Moving vehicles vs. moving people Big project solutions (underground, ring roads...) Lack of transparency and/or participation Sacred traffic models No evaluation/appraisal of transport schemes against objectives Poor integration with LU planning No monitoring of impacts

Lessons and Success - Ljubljana Lessons: Need initial high level political support Importance of, and understanding of SUMP Success stories: Many old projects still active but with improvements Many new projects, e.g. reduced parking standards, pedestrianisation, parking control, public bike scheme... National government involved in the process realised the importance of SUMP

Prospects - Ljubljana Before After

Stupid Laws in urban spaces Casey Neistat New York City https://www.youtube.com/watch?v=bze- IMaegzQ

Who controls public space?

Mobility for all the City s needs

SUMP Choosing Measures Consider a congested corridor into town What is best way to meet SUMP objectives? Measures could include: Widen road? Road pricing? Bus priority? Staggered start and finish times for city centre employers? Awareness campaigns

Additional Measures Public transport improvements Cycling and walking routes Road safety schemes Traffic calming and management Expansion of parking zones Much more maintenance New local roads Land use planningtransport integration
