MOVED by Councillor Elkerton, SECONDED by Councillor Bell, THAT the Minutes of the Regular Meeting of Council held on May 1, 2018, be adopted. E. ANNOUNCEMENTS Mayor Becker provided information on two events to be held on Saturday, May 12 in Pitt Meadows: o OCP and Long Range Plan launch from 2 5 p.m. at the Pitt Meadows Family Recreation Centre. o Emergency Preparedness and Safety Fair 10 a.m. -3 p.m. Pitt Meadows Heritage Hall. F. DELEGATIONS G. PRESENTATIONS 1. Earth Day 2018 Susanne Sloboda, Environmental Stewardship Officer, provided a short video with highlights of the Earth Day 2018 City hosted event held in Spirit Square. H. PUBLIC HEARING 1. Notice of Public Hearing - Cedar Hollows Land Use Contract No. 3 at 19696 Hammond Road. Mayor Becker introduced the item. The Corporate Officer confirmed that notification requirements have been met in accordance with legislation and that disclosure documents and submissions are available for viewing. Mayor Becker read the public hearing process statement. Ms. Lisa Grant, Manager of Community Engagement, provided a Powerpoint presentation which is included as Attachment 1 and forms part -2-

Ms. Grant outlined the application to terminate the land use contract in order to develop the property in the future for a townhouse project. Written Submissions received are included as Attachment 2 and form part of the original minutes: 1. Lee MacKenzie, 11797 Wildwood Crescent, Pitt Meadows providing comments and concerns. 2. Laurie Rodriguez, 11770 Bonson Road, Pitt Meadows indicating opposition. The Chair called for speakers for the first time: Raymond Cooper Wildwood Crescent North, Pitt Meadows, indicated his property is located backing onto the subject site, identified concerns with the following: loss of privacy, displacing of trees, weakening of slope, water table issues, wash away of driveways, underground streams in area, risk of properties along Wildwood Crescent, traffic and speeding Mr. Cooper is opposed to construction of 95-100 homes abutting his back yard and expressed the privacy was a reason why he moved to Pitt Meadows 15 years ago. Mr. Cooper spoke in opposition to removal of property from Land Use Contract under the proposed bylaw. The Chair called for speakers for the second, and third and final time and hearing none declared public hearing closed at 7:35 p.m. I. REPORTS 1.1 Gateway Transportation Collaboration Forum Update. (FILE 11-5400-16/18) Mr. Forrest Smith, Director of Engineering and Operations provided a Powerpoint presentation which is included as Attachment 3 to the original minutes. Points Included: Recap of Gateway Transportation Collaborative Forum presentation January 9 City of Pitt Meadows Principles and Interests Next Steps Federal Government funding approval is pending Public consultation date of June 25 MOVED by Councillor Bell, SECONDED by Councillor Dingwall, THAT Council: A. Receive the report entitled Gateway Transportation Collaboration Forum Update dated May 2, 2018 for information. 1.2 Large Enhancement to the City s Fire Underwriters Survey Classification. (FILE 14-7200-01/18) Don Jolley, Fire Chief, provided a Powerpoint presentation outlining the staff report and results of the Fire Underwriters Survey which -4-

Minutes of the Regular Council Meeting - May 8, 2018 5 resulted in a significant enhancement to the City of Pitt Meadows commercial fire insurance classification, one of the best ratings in the Lower Mainland and Canada. The Powerpoint is included as Attachment 4 and forms part of the original minutes. MOVED by Councillor Stark, SECONDED by Councillor Bell, THAT Council: A. Receive for information this Staff Report detailing a recent significant enhancement to the City of Pitt Meadows fire insurance classification as determined by the Fire Underwriters Survey in April 2018. 2. BYLAWS AND PERMITS BYLAWS FOR FIRST, SECOND, AND THIRD READINGS: 2.1 Council Procedures Bylaw Amendment re: Meeting Schedule. (FILE 09-3900-01/18) Ms. Tina Penney, Corporate Officer, provided an overview of the staff report and recommendation to amend the Procedure Bylaw that aligns with the approved and posted 2018 Council Meeting Schedule. MOVED by Councillor Bell, SECONDED by Councillor Stark, THAT Council: A. Grant 1st, 2nd and 3rd readings to Council Procedures Bylaw Amendment Bylaw No.2807, 2018 to align the bylaw parameters with the Council approved 2018 Council Meeting Schedule. Opposed: Councillor Dingwall BYLAWS FOR ADOPTION: 2.2 2018 Tax Rate Bylaw. MOVED by Councillor Stark, SECONDED by Councillor Bell, THAT Council: -5-
