Eligibility Athlete Eligibility All athletes must comply with the provisions of the Olympic Charter currently in force, including but not limited to, Rule 41 (Nationality of Competitors). Only those athletes who have complied with the Olympic Charter may participate in the Minsk 2019 European Games. Age Requirements There are no age requirements for athletes competing in Shooting in the Minsk 2019 European Games. Medical and Anti-Doping Requirements To be eligible to participate in the Minsk 2019 European Games, all athletes must satisfy the medical requirements according to the EOC Medical and Anti-Doping Guidelines. To be eligible to participate in the Minsk 2019 European Games, all athletes must comply with doping control process in accordance with the EOC Medical and Anti-Doping Guidelines and the EOC Anti-Doping Rules. Additional the European Shooting Confederation (ESC) Requirements To be eligible to participate in the Minsk 2019 European Games, all athletes must: Have appeared on the European Ranking Lists as of 31 December 2018; Be in good standing with their National Association and the European Shooting Confederation. D. Qualification Process The qualification system allows for the participation of the best athletes through a fair and transparent process within the framework of the Olympic Charter. Qualification : MEN Individual Events Number of Quota 144 152 athletes Qualifying Event or Ranking Qualification Type: The European Ranking Lists as of 31 December 2018. Qualification Process: In six (6) Individual events as following: Men s 10m Air Rifle 24 best ranked athletes, Men s 50m Three Positions 24 best ranked athletes, Men s 10m Air Pistol 24 best ranked athletes, Men s 25m Rapid Fire Pistol 24 best ranked athletes, Men s Shotgun Trap 28 best ranked athletes, Men s Shotgun Skeet 28 best ranked athletes the 24 best ranked athletes from s will each qualify one (1) quota place for their s respecting the maximum quota places allocation per per event. Double participants may be entered in an individual event provided that the maximum quota per event is not exceeded. **Triple participants are athletes who are entered by their in an event where their has obtained a quota place and who are also entered in other individual events where the athletes have appeared on the European Ranking Lists as of 31 December 2018. Qualification : MIXED TEAM An can enter up two (2) teams in any of the following seven (7) Mixed Team events: 10m Air Rifle, 10m Air Pistol, 25m Pistol, 50m Pistol, 50m Prone Rifle, Trap and Skeet. The participants of those events will be comprised of athletes qualified to take part in individual events. Double Trap Number of Quota 9 teams (18 athletes) Qualifying Event or Ranking Qualification Type: European Shooting Championships Shotgun in Leobersdorf (Austria), 30 July 12 August 2018 Qualification Process: The nine (9) best placed teams will be qualified. Host Allocation Allocation Process The Host is guaranteed the following allocation subject to meeting the eligibility requirements detailed in Section C. The Host is guaranteed: Four (4) for Rifle events Men s 10m Air Rifle, Women s 10m Air Rifle, Men s 50m Rifle 3 Positions, Women s 50m Rifle 3 Positions; Four (4) for Pistol events Men s 10m Air Pistol, Women s 10m Air Pistol, Men s 25m Rapid Fire Pistol, Women s 50m Pistol; Four (4) for Shotgun events Men s Trap, Women s Trap, Men s Skeet, Women s Skeet. The Host will only be granted quota places in the above-mentioned events if the Host did not obtain any Qualification quota places in those events. Universality Allocation Numbers Six (6) Seven (7) Male Universality are made available to eligible s at the Minsk 2019 European Games. Eight (8) Seven (7) Female Universality are made available to eligible s at the Minsk 2019 European Games. The Universality places cannot be allocated to s that have obtained a quota place in relevant events. To be eligible for a Universality place the athlete must have appeared on the European Ranking Lists. The EOC will confirm, in writing, the allocation of Universality places to the relevant s after the end of the qualification period by 1 February 2019. E. Confirmation Process for Quota By 1 February 2019, MEGOC on behalf of the EOC and the ESC will inform, in writing, s of their allocated quota places. s will confirm, in writing, to use of allocated quota places to the MEGOC on 1 March 2019. By 1 April 2019, the ESC will reallocate all unused quota places and inform, in writing, MEGOC. An may request to change as a maximum one (1) quota place in one (1) event for one (1) quota place in any other event, if available and the does not have the maximum number of quota places for that event. Application for quota places changes must be received by the ESC not later than 1 March 2019. F. Reallocation of Unused Quota If obtained through the qualification process and allocated quota place is declined by the or is not confirmed by the by the deadline, the quota place in that event will be reallocated to the next best ranked, not yet qualified. However, if the winner of any of the twelve (12) individual events at the Minsk 2019 European Games has already obtained a quota place in the previous 2020 Olympic Qualification competitions, then the runner-up in this particular event will receive this quota place for his/her. In case the runner-up has also obtained a quota place before, the quota place will go to the third place winner and so on till the holder of the quota place for his/her is determined.
