Major considerations YOUR SAFETY and HEALTH How to Handle Heat Fluid intake- Primarily water but a good sport drink is also helpful. Some say 3 waters to 1 sport drink. Reduce caffeine and alcohol intake. Start drinking early and continue throughout the day. Dress- Use a tee shirt to draw the perspiration from your body. Most veteran officials use a under armor like shirt and many use expansion shorts or full length undergarment to act as a wick under their equipment. Shade- Get out of the sun when you can to give your body a chance to recover Eat- Get a meal before the day begins- Breakfast and start your fluid intake then

Delayed Dead Ball Delayed Dead Ball Why may it be used? What is the signal?

When the obstruction occurs- Signal a DELAYED DEAD BALL- (Ball stays alive)

Obstruction- Baseball Baseball NF 2-22 Art. 1- Obstruction is an act (Intentional or Unintentional, as well as physical or verbal) by a fielder, any member of the defensive team or its team personnel that hinders a runner or changes the pattern of play as in 5-1-3 and 8-3-3; or when a catcher or fielder hinders a batter as in 5-1-2b, 8-1-1e, 8-3-2. When obstruction occurs, the ball becomes dead at the end of the playing action and the umpire has the authority to determine which base or bases shall be awarded the runners according to the rule violated (exceptions 8-4-2c, 8-42d) Art. 2. a fake take is an act by a defensive player without the ball that simulates a tag. A fake tag is considered obstruction Art.3. The fielder without possession of the ball denies access to the base runner is attempting to achieve.

Obstruction- Softball Softball NF 2-36- Obstruction is the act of the defensive team that hinders or impedes a batter s attempt to make contact with a pitched ball or that impedes the progress of a runner or batter-runner who is legally running the bases, unless the fielder is in possession of the ball or is fielding a batted ball. The act may be intentional or unintentional, physical or verbal.

Ball Block Tag

Obstruction Includes A Fielder Not in possession of the ball Not in the act of fielding a batted ball Not about to received a thrown ball Impedes the progress of a runner or batter-runner who is legally running the bases

If the obstructed runner is put out prior to reaching the base they would have reached had there not been obstruction, a dead ball is called and the obstructed runner and each other runner affected by the obstruction will be awarded the base or bases which would have been reached, IN THE UMPIRES JUDGEMENT, had there not been obstruction. An obstructed runner may not be called out between the two bases where obstructed.

Exceptions: When an obstructed runner, after the obstruction, safely obtains or returns to the base she would have been awarded, IN THE UMPIRES JUDGEMENT, had there been no obstruction and there is a subsequent play on a different runner, the obstructed runner is no longer protected between the bases where she was obstructed and put out.

Point of Emphasis 1 Obstruction requires a clear defensive infraction Two separate and distinct conditions must occur before a violation has occurred. 1. The first situation is that the defensive player cannot block a runners access to a base or base path without being in possession of the ball. 2. The second is that, in order for an infraction to take place, the runner must be hindered or impeded. Both situations must occur

Point of Emphasis 2 If a fielder is blocking a base without the ball and the runner has not yet been impeded in any fashion, such as she has not been slowed down or had her path altered, he/she has not been obstructed. As the play becomes imminent, if the fielder obtains the ball before the runner is hindered, no infraction has occurred.

Point of Emphasis 3 If, as the play becomes imminent, the fielder s location limits the runner s access to a base or base path, and the fielder does not have the ball, obstruction should be called.

Ball Block Tag

Point of Emphasis 4 Umpires must maintain proper positioning and stay attuned for any potential obstruction violations before focusing on the impending tag.

Fake Tag Definition- An act by a defensive player that simulates an attempt to tag a runner. Faking a tag is always considered Obstruction.

Interference- Baseball NF Rule 2-21 Art. 1- Offensive Interference is an act (Physical or Verbal) by the team at bat: a. which interferes with, impedes, hinders or confuses any fielder attempting to make a play: b. when a runner creates malicious contact with any fielder with or without the ball, in or out of the baseline c. A coach physically assists a runner during playing action Art. 2- It is umpire interference when he inadvertently moves so as to hinder a catcher s attempt to throw, or a fair ball touches an umpire as in 5-1-1f or a thrown ball as in 5-1-1g Art. 3. Spectator interference is an act by a spectator which impedes the progress of the game.

Interference- Softball NF Rule 2-32 Art. 1- Is any act (Physical or Verbal) by a member of the team at bat who interferes with, impedes, hinders or confuses any fielder attempting to make a play: or when a runner creates malicious contact with any fielder with or without the ball, in or out of the baseline. Art. 2- Other types of interference involve equipment, umpire and spectator

The runner interferes: With a fielder attempting to field a batted fair ball With a fielder attempting to field a fly ball over foul territory With a fielder attempting to throw a ball Intentionally with a thrown ball NOTE: Jumping, hurdling and leaping are all legal attempts to avoid a fielder only if the fielder is lying on the ground

The runner is struck with a fair untouched batted ball while not in contact with the base and before it passes an infielder, excluding the pitcher, or if it passes and infielder and any fielder has an opportunity to make an out. The runner intentionally contacts a fair fall that an infielder has missed

Slides The runner does not legally slide and causes illegal contact and/or illegally alters the actions of the fielder in the immediate act of making a play on her. Runners are never required to slide but, if a runner elects to slide, the slide shall be legal

Illegal Slides Illegal Slide- A slide is illegal if the runner: uses a rolling or cross body slide into the fielder Raised leg is higher than the fielders knee when the fielder is in a standing position Goes beyond the base and makes contact with or alters the play of the fielder Slashes or kicks the fielder with either leg Tries to injure the fielder

Illegal Slide Illegal Slide- A legal slide may be either feet first or head first. If a runner slides feet first, at least one leg and buttock shall be on the ground. If a runner slides, the runner shall be within reach of the base with either hand or a foot when the slide is completed

Malicous Contact Remains on feet and maliciously crashes in a defensive player Malicous contact supersedes obstruction Penalty- The runner is also ejected

Arts- 10 through 14 Penalty The ball is dead and the runner is out Each other runner must return to the last base legally touched at the time of the interference When a runner is called out for interference, the batter-runner is awarded first base and credited with a fielders choice.

Penalty Arts- 10 through 14 (continued) If this interference, IN THE JUDGEMENT OF THE UMPIRE, is an obvious attempt to prevent a double play and occurs before the runner is put out, the immediate succeeding runner shall also be called out. If the interference occurs by the runner on a foul fly ball, the runner is out and the ball is dead. A foul ball is called in this situation and the batter remains at bat unless it was a bunt attempt with two strikes on the batter.

Loose Equipment Offensive team equipment causes a blocked ball (Ball out of play) (Interference) Penalty- The batter-runner being played upon is out If no play is obvious, no player is out, but runners shall return to the last base touched at the time the ball was declared dead

Coach Interferes The coach near third base runs in the direction of home plate on or near the baseline while a fielder is attempting to make a play on a batted or thrown ball and thereby draws a throw to the plate.

Intentional Coach Interference A coach intentionally interferes with a thrown ball while in the coach s box, or interferes with the defensive teams opportunity to make a play on another runner.

Intentional Interference After being declared out or after scoring, a runner intentionally interferes with a defensive players opportunity to make a play on another runner. A runner continuing to run and drawing a throw may be considered a form of interference. This does not apply to the batter-runner running on a dropped third strike.

Penalty The ball is dead and the runner closest to home plate at the time of the interference shall be declared out. Each other runner must return to the last base legally touched at the time of the interference

Catcher Obstruction The catcher or other defensive player obstructs, hinders or prevents the batter from striking or hitting a pitched ball

Catcher Obstruction Effect 1. The umpire shall give the delayed dead ball signal 2. If the batter hits the ball and reaches first base on the batted ball, catcher obstruction is cancelled. All action as a result of the batted ball stands. No option given Once a runner has passed a base, the runner is considered to have reached that base

Catcher Obstruction Effect 3. Otherwise, the coach or captain of the team at bat, after being informed by the plate umpire of the obstruction, has the option of taking the result of the play, or have the obstruction enforced by awarding the batter first base and advancing all other runners only if forced

Dropped Third Strike Definition- on a third strike, catcher drops the ball or the ball hits the ground prior to going into the catchers glove If less than 2 out and first base is occupied at the Time of the Pitch, Batter is out If 2 out or first base is not occupied, batter must be tagged or thrown out.

Foul Tip Definition- a ball tipped by the bat that goes directly to the catchers glove/mitt. Ball is live, runner may advance at their own risk. If the ball hits the ground, or is dropped by the catcher, it is a foul ball.
