The purpose of the pilot is to provide an opportunity for LEAs to use the components of OTES and provide feedback to ODE. Evaluators and teachers using the components and associated forms will inform changes to the model and provide assistance in developing revised training for the model in 2012-2013. There will be a variety of options within the OTES model pilot for LEAs to select based on the results of their Gap Analysis, Race to the Top (RttT) Scope of Work, and/or participation in Teacher Incentive Fund (TIF) or School Improvement grant (SIG). LEAs can identify schools or specific classroom teachers and principals who would be interested in participating. The selected schools pilot one of four options: 1) OTES model components (goal setting, teacher performance, communication and professionalism), 2) OTES model components (goal setting, teacher performance, communication and professionalism), with locally developed student growth measures, 3) Local evaluation system alignment to OTES model (e.g., Danielson, Marzano, other), 4) Local evaluation system alignment to OTES model (e.g., Danielson, Marzano, other) with locally developed student growth measures. Teams of three to four persons (district level, building administration, teacher leader/ union representative) will attend sessions designed to support the pilot implementation. It is expected that school teams commit to attending specified days of training (entire team days one and four, building administration all four days). Sessions will be offered regionally based upon school participation. Sessions will not be offered at locations which do not meet minimum number of participants (to be determined). continued from p. 1 The dates and locations for pilot training days two through four will be announced at a later time. All 2011-2012 pilot sessions are intended to be face to face meetings. However, varied training opportunities will exist in subsequent school years. FAQs Value-Added What is s Race to the Top Plan for Expansion of Value-Added to the Teacher-Level? The Value-Added measure of student progress at the Local Education Agency (LEA) level has been a component of the Accountability system for several years. s Race to the Top (RttT) plan provides for the expansion of Value-Added to the Teacher-level. Additionally, the EVAAS data reporting system has added several helpful features to help educators use this important data. Battelle for Kids (BFK) is providing professional development and other related services across the state. 1) Teacher-level Value-Added (for math and reading, 4th-8th grade) is being implemented on a phased in schedule. LEAs that were participants in BFK pilots such as SOAR and TCAP will receive teacher-level reports for the 2010-11 school year. All RttT LEAs will be able to receive teacher-level reports for the 2011-12 school year. In 2012-13, teacher-level reports will be available statewide. Recently passed legislation HB153 requires the implementation of teacher-level Value-Added by 2013-14 as a measure of student growth for the teacher evaluation system. 2) Several new features have been added to the EVAAS data reporting system with an emphasis on the diagnostic benefits of Value-Added data: Starting this year, EVAAS will include two different options for examining Value-Added and detailed diagnostic data. The first option provides the data for the accountability measures and includes students that meet accountability system enrollment requirements. A new addition, based on the request and recommendation of educators, includes the option to examine Value- Added and diagnostic data for all tested students, which has great diagnostic benefits for instructional planning. Another beneficial component is student growth projections, which display the student growth trajectories of all students in a particular grade or subject. ODE recently implemented a process allowing LEAs to submit student names to the EVAAS system so that LEAs can view student-level data connected to student names. New to EVAAS this year is an export function, which allows LEA-level EVAAS administrators to export Value-Added and diagnostic data to Microsoft Excel and other spreadsheet formats. The EVAAS system has also added another frequent user request the ability to batch print reports in addition to individually printing reports 3) BFK, as the official Value-Added professional development provider, is conducting a series of professional development opportunities to assist educators in working with these new features and understanding the implications of the Value-Added system. BFK is providing numerous resources for all LEAs including training, regional support, webinars, and detailed tool kits. 4) Every LEA will be able to nominate a limited number of educators who will serve as District Value-Added Leaders (DVALs). These DVALs will be responsible for collaborating with the Department of Education s Value-Added Leaders (VALs) to train building-level teams and teacher-based teams on how to appropriately use Value-Added information. 5) In preparation for the upcoming District Value-Added Leader (DVAL) training sessions, the STARS system has been modified to handle selected registrations. STARS will now confirm registration into the DVAL training sessions by OEDS roles. This will allow the districts to have more control over who is confirmed to attend the sessions from their district. The district administer will have to assign the new OEDS role, District Valued-Added Specialist, to their DVALs before they will be able to register for the DVAL session. The DVAL(s) need to create/update their STARS Profile so that they are associated with the correct IRN, and then register for the DVAL training session or have a STARS Registration register for them. continued on p. 3 p. 2

Call for Proposals for First Annual Race to the Top (RttT) Statewide Conference s Race to the Top Strategy: One Down...Three to Grow Greater Columbus Convention Center November 1, 2011 The Department of Education invites presenters to submit proposals for large group, panel, or classroom type professional development for presentation at s Race to the Top Strategy: One Down Three to Grow, a one-day state-wide education transformation and reform event on November 1, 2011 at the Greater Columbus Convention Center in Columbus,. This conference will convene stakeholders and education partners from and the nation at large. Dialogue and presentations must focus on innovative education reforms to support and accelerate academic achievement and progress to permit students to be college and career ready. Conference attendees will have the opportunity to participate in sessions that demonstrate the progress that, the RttT participating LEAs, or educational partners and vendors have made to date in implementing strategies necessary to support the transformation required in each application area of s RttT strategy while recognizing and planning for continuous growth and improvement. Conference strand themes include: Build Strong Statewide Capacity to Implement, Scale Up and Sustain s Education Reform Agenda (Application Area A) Standards and Assessments (Application Area B) Data Systems to Support Instruction (Application Area C) Great Teachers and Leaders (Application Area D) Turning Around the Lowest-Achieving Schools (Application Area E) Innovative Models (Asia Society, AVID, Early College, New Tech, STEM, and Other ) Presentation exemplars include, but will not be limited to: Specific best practices or story-telling of implementation to date in Application Areas A, B, C, D, or E Lessons learned during Year 1 implementation of s RttT Strategy at the LEA or SEA level Using data to improve classroom instruction (valueadded, formative assessments, etc.) Innovative opportunities and models for s schools and education leaders Expanding effective educator leadership and preparation programs Integration of the NEW Content Standards and Model Curricula into the classroom Research-based high quality instructional practices Teacher evaluation systems that integrate student growth measures Principal and Teacher Evaluation Systems And More! How will you, your LEA, or your institution be involved in the learning? ALL breakout presentations will be limited to 50 minutes. Presentation proposals for submission shall consist of the following in a Microsoft Word Document: 1. 1. 50 minute session presentation title 2. Identification of the conference strand theme for the presentation 3. Targeted audience (teachers, principals, central office administrators, Board members, etc.) 4. Maximum of 750-word abstract describing the presentation for inclusion in conference publications 5. Identification of the presenter(s) including a short biography, institutional, organizational, or LEA affiliation; direct contact information (office/home phone, cell phone, and email) for each presenter 6. Audio visual requirements for presentation (sound, projector, internet access, etc. (Note: Accessibility to a laptop and handout materials remain the sole responsibility of any presenter). RttT Achieve Graduate Succeed COMMUNITY SCHOOL VALUE-ADDED WORKSHOPS Learning to use value-added information and achievement data as a catalyst for improving classroom instruction is an integral part of s Race to the Top efforts. By fall of 2013, all math and reading teachers for grades 4 8 will receive teacher-level value-added reports. With this advent of teacherlevel reporting, it is imperative that community school leaders: 1) learn how to interpret building- and teacher-level value-added reports and 2) help teacher-based teams effectively interpret and use their school- and teacher-level reports for diagnostic purposes. As part of Race to the Top, each community school can select two educators who will serve as your Community School Value-Added Team. These two educators will be responsible for collaborating with the Department of Education s Value-Added Leaders (VALs) to train building-level teams and teacher-based teams on how to appropriately use value-added information. Community School Value-Added Workshops will be offered by the Department of Education and Battelle for Kids in the fall at no cost. These workshops will provide your Community School Value- Added Team with a straightforward and efficient process for using value-added and achievement data to set improvement priorities at the school and teacher-based team levels. In this brochure, you will find criteria for how to select your Community School Value-Added Team and information on how to register the team for the upcoming workshops. Value-Added Information Matters Value-added information is important because of its impact on: The new school ranking system being implemented soon; Teacher and principal evaluations, where value-added information will contribute up to 50% of the total evaluation criteria; Teacher-level value-added reports, which will be provided statewide by 2013; and The Improvement Process and ongoing school improvement initiatives. 1
