Section 13 Parks and Recreation (PR) The primary objective of the Parks and Recreation Service Area is to build a performance measurement system that is specific to parks and recreation. This service area provides benchmarking measures in key areas of operations and management. These measures are designed to help participating organizations improve their operational efficiency and effectiveness. Utilizing the performance information, managers can determine how their parks and recreation department performance compares to others across the state. These measures also provide an informational tool to bridge communication deficiencies with administration, elected officials, patrons and others by educating them in the benefits of Parks and Recreation to their respective organizations and to the community as a whole. The performance indicators for PR were reviewed and definitions enhanced for the FY11/12 data collection cycle. Examination of this year s data reveals a stabilization of both budgets and staffing levels overall with slight increases noted in several agencies. In an effort to maintain services levels some agencies have increased their efforts in recruiting and utilizing volunteer labor. Those agencies that have dedicated full-time staff members to volunteer programs have proven most successful with some reporting substantial increases in volunteer hours. An increase in children registered in summer programs would seem to indicate a positive movement in discretionary income for parents. The performance indicators focus on the business operations and service delivery of parks and recreation. Key graphs highlight the costs for service delivery and the diversity of services.
