FOUNDED IN 1977 TO REPRESENT THE AUTO HOBBY IN NEW MEXICO NEWSLETTER FOR MARCH, 2014 NEXT MEETING TO BE AT OLD CAR GARAGE WEDNESDAY, MARCH 26, 2014, 7:30pm MEETING AGENDA: Registering NMCCC Name & Logo; Plans for 2014 Events; Date to Mail Car Show Apps; Web Site * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * ATTENTION PLEASE If your club or organization sponsors a cruise, race event, or other activity that occurs on a regular basis, please check the listings at the end of this newsletter and make sure the listing is current and correct. Several cruises have been cancelled, and others have been added, so please check the list before you go. Any comments, changes, etc. should be directed to joyce@nmcarcouncil.net. Thank you. ********* The Car Council is a current member of SEMA. Any club may join free. It keeps members updated about proposed legislation that affects the car hobby nationwide. It is recommended that your club sign up; do it at www.semasan.com/san/join.aspx. It's free and should be helpful. The editor will publish pertinent information received. See paragraph below: Collector Car Appreciation Day will be celebrated on July 11, 2014. The date marks the fifth consecutive year in what is now an annual event to raise awareness of the vital role automotive restoration and collection plays in American society. New Mexico is one of a few places that join SEMA in promoting this. In 2013, New Mexico, New York, Manitoba, Nova Scotia, Madera County, California and Washington Parish, Louisiana joined the U.S. Senate in proclaiming Collector Car Appreciation Day. We are in the forefront. The Province of British Columbia has just declared July 12, 2014 as Collector Car Appreciation Day there. On the legislative front: The battle that has been waged for the past six years over the Johnson Valley Recreation area in California, between the Marine Corps and the Off-Highway Vehicles, has been settled. The marines will use the area for training purposes twice a year, and a portion was set aside for the use of the area the rest of the year by the off-roaders. This is the first time an off-road area has been recognized nationally. SEMA was instrumental in reaching this compromise. Ethanol-Free Gas: There are 23 stations in New Mexico that sell ethanol-free gas, and over 7,000 stations nation-wide. To find a list, go to www.pure-gas.org and click on the desired state. This is a good resource for older cars that don't like the gasohol too well. * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * Minutes: February 26, 2014 Meeting Present at the February meeting were the following reps: Pat & Chuck Logan-Cougar Club; Perry Key- Auto Artists; Skip Dunn-Los Alamos Car Nuts & NNM Electric Auto; Jerry Jennings-Pajarito T-Birds; Raymond Cotinola-Rickshaws; James & Joyce Clements-Tumbleweed V-8's; Chris Padilla & Mark Terkeltaub-LOE GTO's; John Doran-RG Mustangs; Bob Agnew-Classic Car Club; Robert Gold- Corvairs; Jeff & Lauri Rector-NM 4-Wheelers; Ron & Su Rymarz-Old Car Club; Dennis Seibert- Rickshaws; Bill Lemen-Lincoln COC; Louie Paul-VMCCA & Rainbow Roadrunners. Also present were Derek Marker & Carlos Gabaldon of thenew Mexico Independent Automobile Dealers Assn. The February meeting of the New Mexico Car Council got underway February 26, 2014 at precisely 7:35. Pres. Dennis, after having ensured all received their newsletters, worked his way through the agenda. Dennis introduced Derek and Carlos from the New Mexico Independent Automobile Dealers Association. Derek took the floor and began telling us of a law that the Atty. Gen. is trying to undertake

in the state of New Mexico. Joyce will follow with a detailed article, needless to say it was an interesting meeting. It appears that the Atty. Gen. is looking for statewide inspections to guarantee materials and history on autos sold within the state of New Mexico. These required inspections would range from $1000-$3500, adding to the additional cost of an automobile. This move, according to Derek, will decimate retail auto sales within the state of New Mexico. There are some 253,917 transactions on wheeled vehicles within the state of New Mexico on an annualized basis. Unchallenged, the Atty. Gen.'s law will go into effect on April 1 [April Fools' Day]. It is not coincidental that 637 dealers within the state of New Mexico have not renewed their business license. According to Derek, this will drain some $300 million in revenue from the state coffers. It is important to note that this is an apparent power grab by the Atty. Gen.'s office and is not moving through normal legislative channels within the state of New Mexico. Again I would implore those within the car hobby to please read Joyce's full article and research this bill on your own. This bill and NMSA 1978 section 66 4 1. Also section 57 12 6 B. This law would enact sweeping changes to how motor vehicles are sold within the state of New Mexico. The car council voted to become a partner with the New Mexico dealers Association and donate $150 to the cause of upending this initiative. Look for continued information on this initiative by Gary King. Louie Paul gave us his treasurer's report, pleased to report that we have a healthy positive balance. Under the old business category, a letter was mailed out to the village of Los Lunas along with our $1250 donation. JD gave us an update on the name and logo issue, and Bob Agnew donated $100 to ensure that we can continue to use the Zia symbol on the council plates. [Thank you Bob] Moving into new business, Joyce gave us an update on the car show and swap meet. Pres. Dennis also updated us on collector car appreciation day July 11 as well as the all clubs picnic on August 10; the GTO club will chair the picnic. Louie Paul will also take over finding a person to update our website. The meeting was adjourned at 8:55 after a rather spellbinding, yet sickening presentation. Bill Lemen Gary King Ruling Follow-ups on AG Ruling: All reps have been mailed or e-mailed a copy of the ruling, along with a letter of explanation. The editor has received the following: From a lawyer friend Yes, it was added to the New Mexico Register on January 31, 2014 to become effective 4/1/2014. The rule was originally proposed in 2012 with public comment available in February 2013. It appears the AG is acting under the authority of the Unfair Trade Practices Act. [Did anyone out there hear anything about this "public comment" before now?] Two car hobbyists contacted two individuals that work in the AG s office, separately, after this ruling came to light. Neither of them had heard of the ruling before, but checked it out. They found it to be true. Gary King said it was no big deal. One contact thinks that the pending lawsuits will keep it from being enforced by the deadline, but there is no way to tell what will happen until the lawsuits are decided. A suggestion was made by a rep that possibly the Council could get the media involved. Anyone out there have a contact that might work? That s all folks! FILM OPPORTUNITIES A request was sent around earlier for a car for a film being produced by and for disabled veterans. The company may be seeking cars in the future for their endeavors. Contact is Vic Vazquez at versace7design@gmail.com. A description of the company doing this is below. It is non-profit Desert Fox Filmworks LLC is a small, disabled veteran-owned business whose focus is providing jobs to other disabled veterans while making culturally relevant films focusing on the southwest; they also hope

to break into making commercials and documentaries as well. Vic Vazquez is the president of the filmworks, as well as director of Desert Forge Foundation, a non-profit agency whose sole purpose is the training of disabled veterans and providing them with jobs in the burgeoning film industry, and through other activities of Desert Forge Fdn.
