REGULAR COUNCIL MEETING June 16, 2014 The Board of Aldermen met in regular session at City Hall, 206 North 16 th Street, on Monday, June 16, 2014 at 5:30 p.m. Present: Absent: Others Present: Meeting Called To Order Pledge of Allegiance Miller, Johns, Miles, Williams Mann Janelle Hagler, Jaunita Schroff, Cristine Stallings, Sabra Hamilton, Phil Conger, Stuart Johnson, Ted Clemmons, and Jacob Doll. Mayor Patrick Miller called meeting to order at 5:30 p.m. The meeting opened with the Pledge of Allegiance. Approve Agenda Mayor Patrick Miller called for a motion for approval or amending of the agenda. Motion made by Alderman Todd Williams to approve the agenda and seconded by Alderman Steve Miles. Bill #1217 / Amend Municipal Court Costs Bill #1217, AN ORDINANCE AMENDING THE CITY OF BETHANY MUNICIPAL COURT COSTS, was introduced by title by Mayor Patrick Miller for its first reading. Motion made by Alderman Todd Williams to approve the first reading on bill #1217 and seconded by Alderman Steve Miles.

Mayor Patrick Miller read Bill #1217 by title for its second and final reading. Adopt Ordinance #1217 / Amend Municipal Court Costs Motion made by Alderman Steve Miles to approve the second and final reading of Bill #1217 and to adopt as Ordinance #1217 and seconded by Alderman Todd Williams. Tabled / Bill #1218 and #1219 Fund Raiser To Be Held At Mugsley s July 19, 2014 The Council would like to table Bill #1218 and Bill #1219. Nita Schroff, City Clerk, told Council that Mugsley s is requesting permission to close Fuller Street between 16 th & 17 th Street on July 19, 2014, to hold a fund raiser for Bikers against Child Abuse. Motion made by Alderman Todd Williams to approve the closing of Fuller Street on July 19, 2014 for Mugsley s fund raiser Bikers against Child Abuse and seconded by Alderman Lance Johns. Administrator Janelle Hagler told Council that Casey Campbell planted flowers around the square and in front of the fire station. 2014 2015 Liquor Licenses Renewals City Clerk Nita Schroff presented the list of liquor licenses for renewal. Mayor Patrick Miller asked for approval to renew liquor licenses. Motion made by Alderman Todd Williams to approve the 2014-2015 Liquor Licenses and seconded by Alderman Lance Johns. Mayor Patrick Miller asked for Ted Clemmons report. Bids / High Pressure Gas Main Ted Clemmons, Gas Superintendent, submitted bids for the high pressure gas main from Infra Source at $234,060.00; USDI for $152,720.00; and Nail Excavating for $105,825.00. Ted Clemmons recommendation is Nail Excavating for $105,825.00. Motion made by Alderman Steve Miles to approve Nail s Excavating for the high pressure gas line and seconded by Alderman Todd Williams.

Economic Developer Report Bid / Safe Route to School Mayor Patrick Miller asked for Economic Developer Report. Sabra Hamilton, Economic Developer, told Council that the low bid on the Safe Route to School was JD Bishop Construction from Chillicothe. The cost of the project is $185,945.00. Motion made by Alderman Lance Johns to approve the base bid to JD Bishop Construction for the Safe Route to School for $185,945.00 and seconded by Alderman Todd Williams. Administrator & Department Reports List Presented on Nuisance Ordinance Mayor Patrick Miller asked for the Administrator and Department Reports. Jacob Doll presented Council with a list of addresses that he sent letters to on grass ordinance. Jacob also supplied a list of addresses that is still violating the nuisance ordinance. The Pool has been open for twenty-one days is averaging about 100 visitors per day. Chip Seal Bid Reduced From Vance Bros. & Policy for Tube Replacement / Miller St Obtaining Bids For Air Conditioner at City Hall Council Reports & Comments. Street Superintendent Rick Hayden contacted Vance Brothers and got the chip seal bid reduced to $1.82 per square yard from $1.92. This brings the project to $30,193.80. Rick Hayden wanted to know policy for needed tube replacement on the Miller Street project if property owner had not requested it. One of the air conditioners at City Hall quit on Friday, June 6, 2014. Administrator Janelle Hagler is obtaining bids for replacement of the condenser and a separate bid for a new unit with furnace. Mayor Patrick Miller asked for Council Reports and Comments. Alderman Todd Williams would like Jacob Doll to talk to someone at Kum & Go about fixing the sidewalk that was damaged while installing their sign. Alderman Todd Williams would like Street Superintendent Rick Hayden to talk with MoDot about the pavement issue going into Casey s new station on 41 st Street. Alderman Todd Williams would like Street Superintendent Rick Hayden to obtain an estimate on the cost to seal the cracks on the roads that have been recent hot mix projects. Alderman Todd Williams would like the employees to take breaks at the job sites and would like the equipment to be removed from the road. Alderman Steve Miles would like the old rotten power poles in the park to be removed.

Mayor Correspondence & Appointments Mayor Patrick Miller correspondence and appointments. Mayor Patrick Miller attended the New Elected Official Training in Columbia June 12-13. Sales Tax is up from last year $13,000.00 and Park is up $6,300.00. Mayor Patrick Miller would like to appoint to the Library Board Phil Conger, Wyvonne Roberson, and Mindy Wilhite. Motion made by Alderman Todd Williams to approve Mayor Patrick Miller s appointments to the Library Board of Phil Conger, Wyvonne Roberson, and Mindy Wilhite and seconded by Alderman Steve Miles. Closed Session Motion made by Alderman Todd Williams to go into closed session for Legal, Real Estate, and Personnel at 7:19 p.m. and seconded by Alderman Steve Miles.
