BACKGROUND/DISCUSSION A new retail development (Dollar General Store) located on 1501 West Bankhead Highway was constructed which included roadway improvements. Part of these improvements included a turn lane from Bankhead Highway onto Mineral Wells Highway. As part of development permitting requirements, a Traffic Impact Analysis was conducted by the developer/owner's engineering group which recommended a "Stop" on the turn lane. Since development was completed a month ago, the Stop sign was placed to protect motorist tuming into Mineral Wells Highway. FINANCIAL IMPACT None (Developer paid for sign materials) RECOMMENDATION Staff recommends approval of a Stop for SB traffic using the turn lane to enter the westbound lane of Highway 180. procedure for determining wiiether left turn lanes should be considered on two-lane highways, as presented in TxDOT's Roachvay Design Manual, was used. Table 12 summarizes the information presented in Table 3-11 of this manual for a roadway with a design speed of 40 mph. Guidance is not provided for a design speed of 30 mph; however, the volume requirements would be even higher for 30 mph. Thus, installation of a northbound left turn lane on Bankhead Highway is not required at East Drive. Intersection Sight Distance As part of this traffic analysis, the required and available sight distance for motorists exiting the proposed site access driveways on Mineral Wells Highway (US 180) and Bankhead Highway was evaluated. Guidelines for providing sight distance on roadways and intersections are provided by the American Association of State Highway and Transportation Officials (AASHTO) and published in the 2011 edition of.4 Policy on Geometric Design of Highways and Streets. Stopping sight distance is provided continuously along each highway or street so that drivers have a view of the roachvay ahead that is sufficient to allow drivers to stop. The provision of stopping sight distance at all locations along each highway or street, including intersection approaches, is fundamental to intersection operation. Sight distance is also provided at intersections to allow the drivers of stopped vehicles a sufficient view of the intersecting highway to decide when to enter the intersecting highway or to cross it. If the available sight distance for an entering or crossing vehicle is at least equal to the appropriate stopping sight distance for the major road, then drivers have sufficient sight distance to anticipate and avoid collisions. However, in some cases, a major-road vehicle may need to stop or slow to accommodate the maneuver by a minor-road vehicle. To enhance traffic operations, intersection sight distances that exceed stopping sight distances are desirable along the major road. For the site access driveways on Mineral Wells Highway (US 180) and Bankhead Highway, the minimum required (based on stopping sight distance) and desirable (based on intersection sight distance) sight distances were estimated using procedures published in AASHTO's A Policy on Geometric Design of Highways and Streets (2004). CONCLUSIONS AND RECOMMENDATIONS Based on this traffic study, the following conclusions and recommendations can be made: The proposed Dollar General Store is predicted to generate 584 trips on a daily basis, including 35 trips during the A M peak hour and 62 trips during the P M peak hour. Bankhead Highway north of Mineral Wells Highway (US 180) is predicted to operate at acceptable levels of service under all scenarios based on a link capacity analysis. The addition of site traffic is predicted to allow this roadway segment to continue operating at acceptable levels of service (LOS C or better). The stop-controlled intersections and the signalized intersection of Mineral Wells Highway (US 180) and Bankhead Highway are predicted to operate at acceptable levels of service (LOS C or better) for all scenarios analyzed. The intersection of Mineral Wells Highway (US 180) and South Bowie Drive is predicted to operate beyond LOS C under Build-Out (2015) Total traffic conditions and in the Horizon Year (2020) for both Background and Total traffic conditions. However, intersection delay for Build-Out (2015) Total traffic conditions is only 0.3 seconds over the threshold for acceptable level of service and the site only adds 24 vehicles to the intersection during the P M peak hour. The intersection of Ranger Highway (SH 312) and South Bowie Drive is predicted to operate at acceptable levels of service for all scenarios analyzed. The eastbound approach of Ranger Highway (SH 312) and the northbound approach of South Bowie Drive are predicted to operate beyond acceptable levels of service for all scenarios. The northbound approach is predicted to go from LOS D to LOS E in the Horizon Year (2020) with the addition of site traffic; however, only 0.9 seconds of delay are added. The intersection of Mineral Wells Highway (US 180) and Ranger Highway (SH 312) is predicted to operate beyond LOS C for Background and Total traffic conditions in the Build-Out year (2015) and the Horizon Year (2020). The proposed Dollar General site contributes only 21 vehicles to the intersection during the P M peak hour. Improvements to intersection capacity may be obtained through changes in signal timing. No intersection improvements are recommended to accommodate site generated traffic. Based on the estimated traffic volumes, a right turn deceleration lane is not required at either site access driveway. In addition, a northbound left turn deceleration lane is not required along Bankhead Highway at East Drive. Field investigation results of the available sight distance indicate that sight distance exceeded the minimum required (stopping sight distance) and desirable (intersection) sight distance along Mineral Wells Highway (US 180) at South Drive and along Bankhead Highway at East Drive.
