REGIONAL MEET POLICIES AND GUIDELINES GENERAL OVERVIEW Rules: The SNC Rule book will be in effect. ASSA and CSSA rules are in effect. The FINA no false start rule will be enforced (SW4.5). Over the Head starts will also be used with the exception of the backstroke events. This meet will be a cardless meet. All events will be timed finals. The Omega Timing system will be used. Each Individual Club will be responsible for their swimmers before, during, in between and after each session of the Meet. Officials: We will be e-mailing requirements for timers and other officials before the meet. The Technical Advisor is Dean Kroetsch. The Officials Coordinator is Kathy Wallace. Please contact Kathy with a list of available officials from your club. kathywallace@shaw.ca Each Club is responsible for timers for assigned lanes for each session. As this is a cohosted meet we will require extra volunteers for officiating, especially Stroke and Turn Judges. Please encourage all families to help out where possible. Swim Meet Format: This will be a Heats / Finals swim meet. If there are eight or fewer swimmers in any event, there will not be a preliminary in the morning. Instead, the race will be swum as a timed final in the afternoon. If there is a tie for eighth place a swim off at the end of the morning session will be held. The long distance events will be swum as timed finals regardless of the number of entrants. There are no 6 and under events although younger swimmers can swim in the 8 and under category if they wish. The Talisman Centre offers a 25 m, 8 lane pool for this meet. Seeding will be slowest to fastest. NT times will be considered the slowest and will be placed at the end of the entries list for each event. Swimmers with identical times will be seeded by draw. This includes all NT entries. Each club will be provided with a copy of the heat sheet. Results will be posted at the meet and will be posted on the ASSA website immediately after the meet. DISTANCE EVENTS (200, 400, 800, and 1500 Freestyle): The Referees and / or Meet Manager reserve the right to limit the number of entries in these events due to time restraints. The following may be used / enforced : Limiting the number of entries / heats per event. 4 P a g e R e g i o n a l E S w i m M e e t P a c k a g e 2 0 1 1

Double laning races. Two swimmers per lane in the same event with staggered starts. Enforcing the 1.5 x Provincial Record Guideline set forth by ASSA. Limit the entries in these events based on the entry time meeting the time standard of 1.5 x the ASSA Provincial Record in that event. Coaches / Clubs will be informed of any changes to Distance Events after the Entry Deadline has passed and prior to the Scratch Deadline. Possible Program Adjustments: Starting and finishing times of sessions are approximate only. There will be a brief lunch break after every morning session. The event schedule may have to be adjusted to accommodate this. The Meet Manager, in consultation with the Technical Advisor as necessary, reserves the right to alter, revise, or otherwise modify the program to ensure a maximum number of swims in a session of reasonable length, following receipt of entries. Coaches will be advised of any changes prior to the start of the session. Swim Meet Entries: ASSA swimmers may enter up to four (4) individual events, plus two (2) relays. Entries must be entered using the ASSA results database entry system, e-mailing the entries by 9:00 p.m., Wednesday August 3, 2011 - http://www.assa.ab.ca/. Contact for entries is Colleen Bester at besterm@telus.net Please note: This is a firm deadline. No entries will be permitted after the deadline has passed. This deadline is for all events including Relays. As per ASSA rules, changes to members of a relay shall be submitted no later than 30 min. prior to the session hosting the events. Deck entries of new relays will NOT be accepted. No hard copy or grid entries will be accepted. Scratches only will be permitted at the meet, no changes or additions. Scratches must include the swimmer's name, age, ASSA number, event number, and club. Please use attached Scratch Sheet and provide to Clerk of Course by 7:45 am on Saturday and Sunday. Please provide a contact name and phone number with your Meet Entry. If a coach suspects a provincial record may be set, the Technical Advisor (Referee) should be notified during the coaches meeting prior to the session of that swim event. This will be ensure adequate officials are in place. Swim Meet Warm-Ups: All warm-up rules and procedures will be in accordance to S/NC and ASSA. Lane assignments will be posted Saturday morning and made available to Clubs Friday, August 5 th, 2011. There will be 2 lanes available for warm ups throughout the meet. warm up and cool downs only; it is not for playing in. Horseplay around the pool area will not be tolerated. Coaches are asked to monitor their swimmers and Safety Marshalls will be provided. A 30 minute warm up will be offered during the lunch break for swimmers each day who do not have morning events. Only swimmers without morning events will be permitted in the main pool. Times to be determined and posted. RESULTS Awards and Scoring: Ribbons Medals will be awarded for 1st - 3rd places in each event including relays. will be awarded for 4th - 8th place in each event including relays. Team Scoring will be calculated using the Aggregate Points System as follows: Place 1 2 3 4 5 6 7 8 Points 9 7 6 5 4 3 2 1 Ties will both be awarded full points for that placing in that event. Ties: Ties for second (2nd) will result in a swim off in the event that: both swimmers are intending to attend Provincials in that event. Both will be awarded a silver medal but the swim off will determine who ranks higher and qualifies for Provincials. The Head Referee and Meet Manager shall determine if the Swim Off is necessary based on Provincial ranking, Wild Card ranking and if time permits. The swimmers involved and their Coaches will be notified in such an event. Medal presentations will be held during the lunch break and immediately following each afternoon session. Location to be determined and will be announced. Final Results: Results will be made available as quickly as possible after all events are finalized and the Awards / Places have been officially been determined. Results will be posted on the top level, for parents and spectators, as well as by the pool deck Final results will be uploaded to ASSA (ARDB) for viewing following the meet. Appeals: Any appeals should be brought forth to the Meet Referee by the Coach only. Appeals must be submitted to/brought to the attention of the Technical Advisor (Referee) no later than 30 minutes after the conclusion of the event in which the Appeal occurs. The Technical Advisor (Referee) may appoint the Meet Manager or a Session Referee as the first person to Report an appeal to at his discretion. Provincial Qualifications / Wild Card Information: see ASSA Rules and Regulations 9.5 / 9.6. Regional Qualifiers consist of: The top one (1) placing swimmer in every age group in the 800 and 1500 Free The top two (2) placing swimmers in every age group, with the exception of the 800 and 1500 Free The top one (1) placing swimmer in each gender division of the PARA events The top two (2) relay teams in each age group Wild Card Qualifiers consists of: For the 800 and 1500 Freestyle events: The top two (2) swimmers from across the province, based on Regional Meet Results times, who were not regional qualifiers The top four (4) swimmers from across the province, based on Regional Meet results times, who were not regional qualifiers in the remaining events outside of the 800 and 1500 Free For the PARA events: The top two (2) swimmers from across the province, based on Regional Meet Results, who were not regional qualifiers The top four (4) relay teams from across the province, based on Regional Meet results times, who were not regional qualifiers NOTE: Additional Wild Card qualifiers will be selected to fill the heat(s) in events missing complete sets of region qualifiers. Alternates : Alternates for each event will also be selected. If a swimmer scratches from an event, alternates will be moved in to fill their position and will then become Wild Card qualifiers. This process is used regardless of whether the scratched swimmer is a region qualifier or a wildcard qualifier. Relay Qualifiers Consist of: The top 2 Club Relay Teams also qualify to attend Provincials in the above manner. PLEASE NOTE: Relay Team members may not be substituted at Provincials unless 9.7 of the ASSA Rules and Regulations have been met. Wild Cards will be notified by their Clubs as soon as the information is made available to the Region Representative and given to the Clubs as per 9.6. Decisions on accepting the position and attending Provincials should be made at the Regionals Meet or immediately after to meet the Provincial Entry Deadline. Please notify all your swimmers who have qualified for Provincials promptly and submit a list of both those who will attend and those who will not attend Provincials to the Meet Managers (Mike Bester / Karen Hawkes) immediately following Regionals. OTHER INFORMATION Facilities: ONLY swimmers, coaches, officials and accredited chaperones will be allowed on deck. These individuals will be provided with accreditation passes for access. They have allocated one chaperone pass for every 15 swimmers. Chaperone passes will be available at the Check-In- table situated beside Heat Sheet Sales. Spectators and parents are asked to remain seated in the bleachers. Please NO standing along the glass rail. Please respect the Facility property and rules. FLASH PHOTOGRAPHY will not be permitted during the starts of all events. Parking: Parking is very limited and will be available on the Talisman Centre grounds. Please no campers or motorhomes they will be ticketed and towed. No overnight camping. Food / Concession: Light snacks, refreshments and lunch will be provided both days in the Official Room by the Region for Officials, Volunteers and Coaches only. Concession is available throughout the day for swimmers and spectators. All food and drink should be kept in the bleacher area, not on deck Glass containers are not allowed at the pool level. TALISMAN SPORT CENTRE RULES All persons on the deck will be required to remove all street footwear. Deck shoes (i.e.: flip-flops or rubber soled shoes) that have not been worn outside the facility and are clean will be acceptable. Lifeguards will have the discretion to decide whether the footwear is acceptable. Food and drinks are not permitted on the deck at any time. If swimmers or coaches are observed with food or drinks they may face eviction from the meet. Water in plastic water bottles is acceptable. Glass on the deck is unacceptable. All coaches/chaperones are responsible for their club members behavior while on the deck and other areas of the facility. Lifeguards and facility supervisors may evict any person in the meet whose behavior is deemed inappropriate. If excess clean up (i.e.: garbage on deck) and control of meet participants is required, the cost will be charged back to the meet. The fitness center, diving tank, public swimming pools and field house areas are strictly off limits to meet participants. External doors in any part of the pool area are not to be propped open at any time during the meet. Our facility is a smoke free environment. Smoking is not permitted in any area of the facility. Parking is available in the designated areas only. All fire lanes and emergency access routes must be left clear. (North, South & East of the building) City police will be ticketing and towing illegally parked vehicles. Theft in the parking lots is a concern, lock your vehicle and remove valuables All dry land diving equipment or other equipment on deck not pertaining to the meet is off limits for the duration of the meet. Photos or video's can be taken from spectator areas only. FLASH PHOTOGRAPHY is not permitted during the event starts. Tower platforms or diving boards will not be accessible for photo or video shots. Please do not sit on the tables. Chairs and bleachers are provided for this use. Warm up and cool down pool space is available if booked for the meet. If no pool space has been Booked for this purpose pools not included in the meet are out of bounds. Coaches/participants who may have concerns/needs regarding the operation of the meet are asked to direct them to the meet manager and not the lifeguards. The meet manager can then approach a facility shift supervisor if needed. Please respect all facility posted guidelines. Camping overnight in recreation vehicles or tents in the Kinsmen parking lot or park is strictly prohibited. SWIMMING CANADA RISK MANAGEMENT / WARM-UP PROCEDURES During the designated warm-up period, the meet management committee shall be responsible for ensuring that all Risk Management/Warm-up procedures are followed. It is incumbent on all participants, i.e. meet management, coaches, swimmers, and officials to comply with these procedures. Non-compliance with these procedures will result in a warning or removal of the swimmer from the warm-up pool, and possible further reporting to meet management and the Referee for action under rule SW 2.1.1. Meet management shall designate Safety Marshals to actively monitor the warm-up period in the competition pool and ensure compliance with these procedures. Safety Marshals should be notified of any disabled swimmers who are participating in warm-ups. Additional practice pools, if any, are to be supervised by lifeguards and coaches. Safety Marshals shall be responsible to the Referee for all aspects of safety related to conduct during the warm-up period and shall ensure that all appropriate warm-up procedures are followed. (CSW 2.13.1.5) General Warm-up Rules: Swimmers shall enter the water FEET FIRST in a cautious manner. No Running on the pool deck or Diving from the side of the pool. Meet Management shall provide signage to indicate designated lane use during warm-up. Notices/barriers shall be placed on starting blocks to prevent diving during the general warm-up. Diving Starts are only permitted in designated Sprint Lanes during the warm-up period. Lanes shall be open primarily for Circle Swimming during the General warm-up period. Coaches and swimmers shall allow Backstrokers & SWAD the right of way for safety purposes. Meet Management may designate a Sprint Lane(s) and/or a Pace Lane(s) throughout the general warm-up period. Specific/Sprint Warm-up period: Sprint and Pace lanes must be opened for at least the last 30 minutes of warm-ups or as designated by meet management. Outside Lanes should be designated as Sprint Lanes. Only one-way swimming shall be permitted in Sprint Lanes. Sprint Lanes, Pace Lanes, and Circle Swimming lanes shall be clearly marked with signage.
