Regional Qualifying Teams; We would first like to thank you and your respective State/League for participating in the 2017 Midwest Plains Regional 10U Babe Ruth Softball Tournament this summer in Bellevue, Iowa. We are extremely excited to be hosting this tournament. The, Board Members, players and the residents of the community of Bellevue would like to welcome your State team, families, fans and members of your community. We look forward to watching good spirited fun and competitive games during the tournament; and the opportunity to create the most positive experience for everyone involved that we can! and the City of Bellevue are excited and eager to help make your time with us enjoyable. We will have team check-in on Thursday, July 6 th. Team members, managers are required to attend at their scheduled check-in time. The opening ceremonies and the first game in the eight-team tournament begin on Thursday evening with the championship game on Sunday afternoon. Teams will play three pool play games with the top three seeds from each of the two pools advancing to the championship double elimination bracket. Both the 1 st and 2 nd place teams will qualify to move forward to the 10u National Tournament July 28 th to August 5 th in Treasure Coast, FL. Your hard work, dedication, and teamwork have brought you here to this prestigious tournament and no matter the result you should consider yourselves champions! Good luck to everyone and play hard! MEMO TO REGIONAL TOURNAMENT MANAGERS 1. Double check your tournament credential book and other appropriate information prior to arrival. Be sure that you have all required documents. 2. Managers, coaches, will need to provide contact numbers for all coaches, managers and where you are staying at check-in. If there are changes to the schedule for games we will contact you at the numbers provided. We are NOT responsible if you do not answer and are late for games. 3. Make sure you arrive at the check-in site as a complete team and at your designated time. Teams are to arrive and depart as a complete group. There will be NO Exceptions, unless there has been prior approval from the Regional Commissioner. All such requests must be fully documented. Any player not excused and missing from check-in will not be allowed to participate in the tournament. 4. The team players, manager and coaches are required to attend all official tournament events, including the welcoming picnic / banquet. Managers and coaches are required to attend the Managers and Coaches Meeting. Tournament rules will be discussed at this time. 5. Any questions regarding any aspect of the tournament should be directed to the Tournament Director or members of the Babe Ruth Softball Task Force. 6. Remember that managers and coaches shall wear uniforms consistent with the Babe Ruth Champion Teams with the Babe Ruth Softball patch on the left shoulder. For additional requirements see the attached Regional Uniform Requirements. 7. Good sportsmanship makes the game enjoyable for everyone. Anyone acting in an unsportsmanlike manner will be removed form the playing field and facilities immediately. 8. Be sure to have a team meeting and read through the Player s Guide with your team! Be sure that they know what is expected of them. 9. Eight team Pool Play-two pools of four teams each, followed by double elimination championship bracket for top three teams in each of the two pools. Page 4

Tournament Picnic at Cole Park 5:30 pm- 6:30 pm All team managers, coaches, and players must attend the Tournament Picnic. Opening Ceremonies Baseball Field at Cole Park All players, managers, and coaches are required to attend. Be at the complex @ 6:45 PM in full uniform. 7:00 pm For Pool Play games, no new inning after one hour and thirty minutes; No ties-use International Tie Breaker Rule. In case of ties for both pool and bracket play, the international rule will be used for extra innings. First extra inning, the last batter from the previous inning starts at second base; additional innings, the last batter starts at third base. (V)=visiting team; (H)=home team. No time limit for bracket play games. Run (mercy) rule. 15 runs after 3 innings; 10 after 4 innings, for all games. Page 5 Additional Game Information- Pool Play: home team predetermined and will use the 3 rd base dugout. Double elimination Championship games: higher seeded team is the home team throughout bracket play, except the undefeated team who shall be the home team for the championship game, and shall use the 3 rd base dugout; if both teams are seeded the same, a coin flip shall determine the home team.

Important Notes & Times Tournament Picnic: All coaches, managers, and players must attend the picnic at Cole Park, between Park and Spring St. at 5:30 PM on Thursday July 6, 2017. Families are welcome as well until the food runs out at cost of $8. No charge for players and coaches. Officials Meeting: All Officials, Coaches, Managers, Head Umpire, Regional Task Force, and members of the tournament committee are REQUIRED to attend. The meeting will be held at the Horizon Lanes and Hall July 6, 2016 at 4:00 pm. Opening Ceremonies: All coaches, managers, and players MUST attend the Opening Ceremonies which will be held at 7:00 pm on Thursday July 6, 2017 at Cole Park s Baseball Diamond located between Park and Spring St. Please report to the park no later than 30 minutes prior to start time and in full uniform. Players not participating in the game following opening ceremonies do not have to wear their cleats; however, no open toed shoes will be permitted. Coaches will determine appropriate shoes for those players participating in the game following opening ceremonies. Concessions: Hot and cold concessions will be available before, during, and after all games at the ballpark. Bring some extra spending money and enjoy a snack during the game! Water coolers for the team will be provided in the dugouts. No coolers allowed, unless being used by the Umpires or Bellevue, IA Staff to help combat the heat. NO PETS, SMOKING, OR ALCOHOL WILL BE ALLOWED IN THE BALL PARK! Team Awards/Closing Ceremonies: All participants will receive a participation certificate provided by the Host League. Individual medallions will be awarded to the Champions and Runners-up teams. Other awards will be awarded at the Closing Ceremonies, at the completion of the tournament. Host Community (Bellevue): The City of Bellevue will allow all players, coaches, and managers will have FREE access to the community pool as well on July 6 th July 9 th. Use passes supplied in your packets. Page 8

Turn right at Park St. Go 6 blocks and the Park will be on the right-hand side. Directions to David Ensign Memorial Park Field(s) Directions to David Ensign Memorial Park Fields is located as follows: Take 52 south to Bellevue. Turn right at N. Motte St. just before Casey s and Horizon Lanes and Hall Cross tracks and turn right on Jefferson Ave. (No Parking along the railroad tracks side) Go one more block and the fields are located behind Ensign Corporation. Parking is best along Jefferson Ave. on the non-track side and side streets. Directions to BHS Softball Field Directions to BHS Softball Field is located as follows: Take 52 south to Bellevue. Turn right at State St./62 and go about 1 mile to 1601 State St. Bellevue Community Schools will be located on the right. Directions to St. Donatus Community Club Field Directions to St. Donatus Community Club Field is located as follows: Take 52 south to Bellevue from Dubuque or 52 north from Bellevue. Just before entering the town of St. Donatus Field will be located along HWY 52 on the right side. Page 9

Additional Information Practice Fields: Contact the Tournament Director for available times and locations. Reservations will be taken by Tournament Director at check-in or otherwise coordinated with the tournament director or his/her designated responsible person. IMPORTANT: Tournament Program Pictures: Please e-mail your team picture with player names in the order they appear on the picture to the Tournament Director Terry Renner at terryrenner@outlook.com. Please send team pictures with names as they appear upon completion of your State Tournament. Parents, Family, and Fans-Souvenirs: Parents, family and fans are invited to check-in, but not required to attend. Tournament souvenir shirts ($20) and official programs ($5) will be available for purchase during team check-in and during the tournament at the ballpark. Prices will not be reduced during the tournament and souvenirs will be sold on a first come first/serve basis. Pre-Game Information: Warm ups will be on one of the designated non-game fields. Home team shall use the third base dugout and visitors shall use the first base dugout. Be ready to play. There will be no infield warm ups on the game fields (may hit fly balls in outfield and grounders in foul territory). Turn line-ups into official scorekeepers 15 minutes prior to game time. There will be sign ups for other practice fields on a first come/first serve basis throughout the tournament. Other details will be covered at check-in and the officials meeting. Gate Admission: 1) No daily gate fee. Gate Admittance: Per Babe Ruth Requirements, players and coaches are admitted without a fee. A onetime team Tournament Spectator Admittance Gate Fee will be charged to the teams at the rate of $350/team. This gate fee covers all fans/spectators that will be coming with your teams. Please have this fee ready via check or cash at the time of team check-in. Your team will not be allowed to participate without their gate fee paid. Page 11

Player Instructions Officials of Babe Ruth League, Inc. and the hard-working host city have made extensive efforts to make certain your stay will be pleasant and rewarding. Therefore, we shall expect that you absolutely cooperate with the following regulations pertaining to your actions during the tournament. Assistance: We want all players to thoroughly enjoy themselves during the tournament. If you need any information or assistance please contact your team manager immediately. Conduct: Your conduct must be above reproach on and off the field. Any misbehavior or misconduct could not only cause you disqualification from the tournament but could also disqualify your team as well. Schedule: Follow your team schedule at all times. Be at practice sessions, tournament games and special events on time. Be sure to check with your manager and Tournament Director whenever you wish to divert from the listed functions. Appearance: As champions, we expect your dress to be neat. You may of course dress informally and comfortably. At all times, neatness and cleanliness is required. Uniforms: Each player on the same team shall wear a different number on their uniform. The division appropriate Official Babe Ruth League Shoulder Emblem must be worn on each team member s left shirt sleeve. (For sleeveless uniforms the shoulder emblem must be worn on the left front chest). For additional requirements see the Regional Uniform Requirements. Page 12

Flags/Banners: Please bring a State flag with you to check-in. We will display them during the Opening Ceremonies at the ballpark. Your team will also be able to display a team banner should you have one. Housing: No host family housing is provided for this tournament. Managers/Coaches Uniforms: The Manager and Coaches must each have a matching jersey which matches their players. Coach s jerseys do not need to contain a number. Coaches may wear "coach's shorts" as long as the coach s shorts are the same color, match each other, and are in general color coordination with the team colors. Umpires: The umpires provided for this tournament have many years of experience working softball. They will enforce all rules and regulations covered in the official softball rulebook and the rules and regulations of Babe Ruth Softball. Please treat them with respect at all times. Only the manager will be allowed to discuss an umpire s decision or any play of a controversial nature. The home plate umpire will be informed of the identity of each team s manager prior to the start of each game. Sportsmanship: Any player, manager, coach, or fan acting in an un-sportsmanlike manner will be removed from the playing field and facility immediately. Such behavior may also result in disqualification from the tournament. Spending Money: Each player should bring money to potentially purchase a program, tournament t-shirt, concession items, and other personal items that they might need. Action Photos: No official action photos will be provided. Photos from the Tournament will be posted on Facebook at the page. Say Thank You : Players, please take the time to say thank you to the host volunteers, who have given their time and gone out of their way to make players, coaches, and families feel welcome at the tournament. Catcher s Gear: Catchers are required to wear a mask, helmet during warm-ups both before and during the game. Any other player that is used to warm up a pitcher either between innings or in the bullpen should wear a helmet and a mask. Batting Helmets: An approved, double ear flap batting helmet must be worn at bat, while running the bases, in the on-deck circle and by any other player that might be coaching at first or third base. In addition, all bat persons must wear a batting helmet while on the playing field. Use of the caged helmets are required for all Babe Ruth play. In the Dugouts and on the Field: Only players, managers, coaches and bat persons will be allowed in each team s dugout or on the field. Anyone in the dugout must be on a league s roster during the regular season and also included on the tournament roster. This does not include your bat person. Equipment: Bats, gloves, balls and other equipment must be kept in the dugout, in the proper place and never on the field. Discarding of bats, helmets, gloves or any other items in an unsportsmanlike manner can result in an ejection from the game. Host Team: Members of the Host Team are to be treated with respect and are subject to all the same regulations as the other participating teams.
