2019 PERMIT MEMBERSHIP INFORMATION Fishing Boat Permit ($300) - Allows 7-day-a-week entry and boating for one (1) trailered fishing boat with a motor (1-20hp), May 1 through Sept. 30. Storage and camping are not included. Storage may be purchased for an additional fee. Also allows off-season access into park Oct. 1 through Dec. 31 for picnicking and shore fishing. Power boats with inboard motors or outboard motors that can be used to tow skiers or tubes are not eligible for this type of permit. Sail Boat or Paddle Craft with a motor ($300) - Allows 7-day-a-week entry and boating for two (2)paddle craft with a motor (1-20hp) or one (1) trailered sailboat with a motor, May 1 through Sept. 30. Storage and camping are not included but may be purchased for an additional fee. Also allows off-season access into park Oct. 1 through Dec. 31. ONLINE SALES BEGINNING MONDAY, JANUARY 7, 2019 at 10:00 A.M. Follow the three steps below to purchase your 2019 Permit: STEP ONE Purchase your 2019 Permit Online You will need your username, password, insurance provider and policy number information, and your boat CL number (paddle craft do not need a CL) to purchase your 2019 permit. If you do not know your username and password, please contact the Standley Lake Nature Center at (303) 425-1097 to obtain this information. After accessing the online system: 1. Choose the type of permit you want to purchase. 2. Click on the plus (+) sign. 3. Input your username and password. 4. Select only one (1) Family Member - this will be the primary permit holder. 5. Click Continue. 6. Answer the required questions. 7. Read the Permit Holder Agreement - Click the box indicating you agree to the terms of the permit agreement then click on Continue. 8. Review your Shopping Cart and click Proceed to Checkout. 9. Choose your payment method from the drop down box - Review your Billing Information. 10. Enter your credit card number and expiration date. 11. Click Finish to complete your transaction. 12. You may view, email and print your confirmation receipt at this time. For those of you that do not want to purchase online, payments (cash, check or credit card) will be accepted in person at the Standley Lake Regional Park Nature Center, 100th Avenue and Simms Street beginning Monday, April 1, 2019 at 9:00 a.m. 2

STEP TWO - GET YOUR BOAT CLEAR TAGGED - This is a reminder to bring your boat in for inspection and tagging no later than Monday, March 25, 2019 to avoid the decontamination spray and flush so that your boat is ready for the May 1, 2019, opening day. If your boat is still tagged with a clear, Westminster tag from last season, you do not need to bring your boat in for inspection and tagging. Boats that have been stored on site at Standley Lake during this off-season and are tagged, or boats that stop by Standley Lake and are inspected/tagged by Monday, March 25, 2019 will then have time to meet the quarantine period and will be cleared to launch by opening day (May 1, 2019). These boats will be clear-tagged to show that they have met the quarantine requirements and can launch onto Standley at the start of the 2019 boating season. If you would like to have your boat inspected and tagged prior to the boating season, you may do so during normal operating hours, 9:00 a.m. to 4:00 p.m., at the Standley Lake Nature Center. After Monday, March 25, 2019, boats that have not been tagged will be required to go through the full inspection, spray washing, flushing and quarantine process. Boat engines or motors need to be working (running) in order for the inspection and engine flush to be conducted. Please allow up to one hour for staff to complete this process. Spray station is open by appointment only prior to May 1, 2019. Appointments will be available on a limited basis. Call (303) 425-1097 for more information or to set up an appointment. All boats must have a valid 2019 boat registration and permit sticker affixed to their boat to launch at Standley Lake. No exceptions will be given. STEP THREE Beginning Monday, April 1, 2019 you may pick up your permit stickers and membership cards at the Standley Lake Nature Center. Staff will verify the required documentation at that time. Verifications will only be conducted between 9:00 a.m. and 4:00 p.m. at the Standley Lake Nature Center. Please bring a copy of the following required documents to obtain your permit sticker and membership cards: Fishing boat permit purchase receipt sign the second page A copy of applicant s Colorado driver s license (also required for all additional permit holders) If you have a co-owner: Valid proof of $300,000 liability insurance documents under the same applicant s name and address for the boat being submitted (co-owner s information must be listed on documents) Once staff has verified all required documentation, you will be issued your 2019 permit sticker and membership cards for each eligible family member. If you would like to utilize non-motorized paddle craft (canoes, kayaks or paddle boards), you can either purchase a daily paddle craft pass for $8.00 or buy a Paddle Craft Combo Permit for $50.00 at the time of payment. This additional pass allows for use of up to two (2) non-motorized watercraft vessels per permitted household. This 3

pass is a punch card that allows for fourteen (14) uses and maybe refilled (for an additional $50) if additional uses are desired. This pass does not expire and may be used the following season. All non-motorized paddle craft must be sprayed before each use but does not require a quarantine. Names and addresses must be the same on all required paperwork. Any paperwork with different names and/or addresses will result in a rejection of the application. Staff reserves the right to reject application entries if any of these criteria are not met or other documents are not in order. REFUND POLICY Refund criteria is as follows: 1. The refund amount will be based on the date of the official request and prorated for the five month season, with any portion of the month used being charged as a full month of usage. 2. Refund requests will be subject to a $50 administrative fee. 3. Authorization of a refund request is at the discretion of the Lake Operations Coordinator. 4

BOATING RULES & REGULATIONS All Standley Lake boaters must comply with all the State of Colorado Boating Rules and Regulations for the use, operation, and equipment of vessels. A copy of the State boating regulations can be obtained from the Nature Center or contact Colorado Parks & Wildlife at 303-791-1954. All boats shall maintain a minimum distance of 150 feet from other boats, permanent barriers, and people engaged in shore fishing ( 200 feet from boats with downed skiers ). All boats must have current Standley Lake permit and the Colorado registration with required ANS Stamp affixed to their vessel prior to launching. All boat traffic must travel in a counterclockwise direction at all times (except when picking up a downed skier.) Use the center buoy as a guide. It takes THREE to SKI: You must have an observer to pull a skier or tuber. Observers must be at least 6 years of age. Every child under 13 years of age must, at all times, wear a USCG- approved life jacket while on board any vessel that has entered the water. Swimming is not allowed. You are allowed in the water only for the purpose of entering or exiting your boat while actively skiing/tubing. An orange flag must be displayed in a clearly visible manner whenever equipment or persons are in the water. When a person is being actively towed (and is not down in the water), the flag shall not be displayed. Sailboats, canoes, paddle boards, kayaks and any other non-motorized vessels have the right-of-way over powered vessels. The holder of the permit, or a listed member of his or her immediate family, over the age of 16, must be present while the boat is being operated on Standley Lake. All boats must be OFF the water and ON their trailers by SUNSET (official sunset time is posted daily at tag station). It is your responsibility to know the State and City boating rules and regulations! 5

STANDLEY LAKE ALCOHOL POLICY The staff at Standley Lake and the Westminster Police Department would like to remind permit holders and their guests that ALCOHOL IS NOT PERMITTED anywhere in the park, including the lake, campgrounds, and surrounding areas at any time. There is concern that this regulation is being disregarded on a regular basis by some of those entering the park, which violates the conditions of park permits. Any violations will result in an automatic summons/citation being issued and ejection from the area. Any season permit holder who receives a second summons for an alcohol violation will lose their permit. The Westminster Police Department, in close cooperation with Standley Lake Staff, will be strictly enforcing alcohol ordinances and regulations. No warnings will be given. In addition, City Ordinances and State Statutes regarding disturbances, disorderly conduct, assaults, and inappropriate conduct towards Standley Lake Staff will also be strictly enforced. Please note that Park Regulations dictate that any two (2) violations of park rules will result in loss of permits for the remainder of the season without a refund. We would also like to remind permit holders that they are responsible for their guests behavior and that violations of regulations or ordinances by guests may result in ejection and the loss of permits. It is the intent of the staff and the Westminster Police Department to keep the Standley Lake recreation area a safe and enjoyable place for those who use it. ANS PROTOCOLS The following protocols were instituted by the Westminster Water Quality Department Standley Lake Regional Park Aquatic Nuisance Species Protection Program quarantine periods will be as follows: May 1-September 30 = 35 days There are no powerboat sprays after August 25 This quarantine period is necessary due to data that has shown that veliger larvae can survive for approximately 30 days in the residual water of trailered watercraft. Colder average daily temperatures relate to the length of time Zebra or Quagga mussels may be able to live once the boat is out of the water. Even though boats are inspected and washed, the quarantine periods are an important part of the efforts to protect Standley Lake and also allow recreational boating. A boat tag will be attached to the boat and trailer when you have been cleared or when you are leaving the lake for the day. If the tag is intact when you return, you will be allowed to launch your boat. Tags must be removed by Standley Lake staff only. Boats that have been stored on site at Standley Lake during this off-season and are tagged, or boats that stop by Standley Lake and are inspected/tagged by March 25, 2019 will then have time to meet the quarantine period and will be cleared to launch by May 1. If you would like to have your boat inspected and tagged prior to March 25, 2019, you may do so during normal operating hours, 9:00 a.m. to 4:00 p.m., at the Standley Lake Nature Center. The inspection and spray washing program is available only to boats using Standley Lake. Boat engines or motors need to be in working order and able to be started in order for inspection and engine flush to be conducted. Sprays will be done by appointment only prior to May 1, 2019. Please bring your boat in for an inspection and tagging no later than Monday, March 25, 2019, to be ready for the May 1, 2019, opening day. REMEMBER: Intact Clear (Westminster) Tags = Go. You may boat on Standley Lake Red Tags = Stop. You must complete quarantine process before launching onto Standley Lake. No Tag / Broken Tag = Stop. You must complete the inspection/cleaning/quarantine process before launching onto Standley Lake. No exceptions. Standley Lake does not accept seals from other agencies. 7

Boats that have been launched on another lake are required to go through the inspection, cleaning and quarantine (drying) process. Inspections and cleanings take approximately 45 to 60 minutes. The quarantine period is 35 days over the course of the boating season. Once boats meet the initial quarantine period, they will be allowed on Standley Lake with no delays each time they return, provided they have not been to another lake. The only time they have to be re-inspected or quarantined is when the tag on the boat has been disturbed or the boat has been on another lake. At this point it will be inspected, cleaned, re-tagged and quarantined for the appropriate amount of days (35) before it will be allowed on the lake. There are some boats that use Standley Lake that have bladder-water ballast systems. Those boats will require inspection and additional safeguards to ensure the ballast systems are clean and do not have aquatic nuisance species larvae in them. If you own a boat with that type of system, please contact the staff at Standley Lake to learn about the requirements for your boat. Things to keep in mind: Only Standley Lake staff can remove tags! - Do NOT remove your own tag! No watercraft of any type (tubes, paddle boards, kayaks, canoes, rafts, etc.) will be allowed to launch without being sprayed. Failure to do so will result in a citation and confiscation of vessel. All boats and trailers must be CLEAN and DRY. All drain plugs must be removed prior to boat transport that day. All boats will be quarantined (tagged) for a certain number of days (35) before being allowed to launch in Standley Lake. Boats that don t require quarantining, i.e., roof top, non-trailerable, etc., will be thoroughly inspected and treated with a hot pressure wash by Standley Lake Regional Park staff prior to launch. Other watercraft/equipment also requires inspection/washing/tagging/quarantine based on various conditions, such as history of use of the boat on other waters, time of year, broken tag, etc. Staff may turn away any boat that does not meet these regulations. Boats that are contaminated will be confined for additional cleaning/decontamination and notification to State officials. Only non-aquatic bait will be permitted for fishing. Aquatic bait (minnows, leeches, frogs, etc.) is NOT permitted at Standley Lake Regional Park. Violation of these regulations can result in fines and/or revocation of permit privileges. You may request a double-tag for any reason. We highly suggest you ask for a double-tag if you are going to do any maintenance or waxing on your boat. Broken tags will result in a required spray and quarantine as outlined above. No Exceptions! It is your responsibility to know these protocols, rules and regulations. 8

SPRAY & QUARANTINE INFORMATION May 1-September 30 = 35 Days No powerboat sprays after August 25 Summer Season Spray Station Hours: 11:00 a.m. - 7:00 p.m. (weather permitting) Spray Station is open 7 days a week May 1 st through August 25 th Hours April 1 - April 26 th : By Appointment Only Call the Standley Lake Nature Center at (303) 425-1097 to set up a time for spray/decontamination availability. If you want to boat on May 1 st, bring your boat by the Nature Center before Monday, March 25th to be tagged. After March 25th, ALL boats will have to be inspected, sprayed, and go through the 35 day quarantine time before allowed on the lake. If your boat is still tagged from last year, you are cleared to boat May 1st. Reminder: Boat motors and engines will need to be started as part of the inspection. Inspections/sprays will not be done on boats with non-working engines and motor s. OPTIONAL SUMMER BOAT STORAGE INFORMATION Boat storage is available for use beginning April 25, 2019 through September 30, 2019 for an additional fee of $225. Although the storage yard is secured, the City of Westminster and its employees shall not be held responsible for any damage or loss of property. Storage lot access will be available from 6:30 a.m. until sunset, during the boating season. Boat parking is based on availability and is not guaranteed. Only boat trailers can be parked in the storage area. Boat storage is limited, please utilize the spaces available as efficiently as possible. Boats stored at Standley Lake must be removed by September 30, 2019. Boats that are not removed by this date are subject to a penalty fee of $50.00 in addition to the monthly storage fee of $32.00. Beginning October 1, 2019 the penalty fee of $50.00 plus the storage fee of $32.00 will be assessed and will accrue by an additional $32.00 for each additional month the boat remains in storage. If you would like to leave your boat at Standley Lake year round, winter storage permits are available: Winter Storage Rate Information October 1st thru April 30 th Boat Storage - $225 RV & Camper Storage - $250 (Subject to availability) Storage lot is fenced, gated and has security cameras for you peace of mind. 10

FREQUENTLY ASKED QUESTIONS Is this a state park? No. Standley Lake is a regional park and wildlife refuge. Any fees associated with a state park do not apply at Standley Lake. Who owns the lake? Standley Lake Regional Park is owned and operated by the City of Westminster. Westminster, the cities of Thornton and Northglenn, and the Farmers Irrigation and Reservoir Company (FRICO) collectively own the water rights and determine the allowable recreational uses on and around the lake. Westminster is responsible for any water quality issues that impact the lake caused by recreational use. Who dictates the rules and regulations around the ANS program? The Standley Lake Operating Committee and the Westminster Water Quality Department collectively evaluate and determine the allowable recreational uses on Standley Lake. SLOC (Standley Lake Operating Committee) is comprised of members from the Cities of Westminster, Nothglenn and Thornton and Farmers Irrigation and Reservoir Company (FRICO). Why is swimming not allowed? Standley Lake is the sole drinking water supply for three cities, so due to water quality concerns, no swimming or wading is allowed. This regulation as well as other regulations regarding the recreational uses allowed on the lake was agreed upon in 1994 and is outlined in the intergovernmental agreement which was signed by the City of Westminster, City of Thornton, City of Northglenn and FRICO (Farmers Reservoir and Irrigation Company). In addition, body contact with the water is a concern due to potential contaminants (sunscreen, bug spray, etc) and silt disruption which causes additional strain on the water filtration systems. Why are there people allowed in the water when they are water skiing or tubing? Because the intergovernmental agreement allows for water skiing and tubing, water contact is allowed only for the purpose of entering or exiting your boat while actively skiing or tubing. This rule is strictly enforced by park staff. When is the park open? Standley Lake Regional Park is open year round. The hours during the summer (May 1 to September 30) are sunrise to sunset for walk-in access and 6:30 a.m. to 8 p.m. for those who drive in. Winter (October 1 to April 30) hours are sunrise to sunset for those who walk in and 7:30 a.m. to one hour before sunset for drive-in access. Can you fish or boat at night? No. Due to current Aquatic Nuisance Species Program regulations (set forth in 2007 by the City of Westminster Water Quality Department), night fishing and/or boating is no longer allowed. Are jet skis allowed? Due to the intergovernmental agreement between the cities of Westminster, Thornton, and Northglenn, jet skis are not allowed on Standley Lake. 11

Who determines the quarantine period for the ANS program? The ANS protocols were instituted by the Westminster Water Quality Department and the Westminster Public Works and Utilities Department. Standley Lake rangers are required to enforce these protocols as failure to do so would result in the employee s dismissal. Why are the rules so strict? Standley Lake staff is responsible for enforcing the rules, regulations and protocols set forth by the City of Westminster as well as enforcing the stipulations set forth by the intergovernmental agreement. As stated by that agreement, the protection of water quality shall continue to be the top priority and, under this agreement, the Cities have the right to terminate any recreation activity if it impacts water quality. Standley Lake staff enforces the rules and regulations to ensure that the lake remains open for future recreational opportunities. 12
