GENERAL RULES AND REGULATIONS CONDITIONS OF COMPETITION Every class offered herein which is covered by the Rules and Specifications of the current USEF Rule Book will be conducted in accordance therewith. Membership Statement Life, senior active and junior active members shall be eligible to participate in all classes at Regular Competitions, Eventing Competitions at the Preliminary Level or above and Combined Driving Competitions at the Advanced Level, Dressage, Reining and Vaulting Competitions and Endurance Rides. A nonmember may participate as a handler, rider, driver, owner, lessee, agent, coach or trainer at Regular Competitions, Eventing Competitions, Dressage Competitions, Reining Competitions and Combined Driving Competitions upon payment of a $30 Show Pass fee. Participants in thefollowing classes are exempted from the Requirements of this rule: 1) leadline; 2) exhibitions; 3) games and races; 4) classes for 4-H members; 5) walk trot (exception: Friesian performance FR218) and academy classes (academy classes are classes limited to horses used regularly in a lesson program); 6) USDF introductory level tests, pas de deux and quadrille classes; 7) NRHA Endorsed Reining Competitions. 8) Opportunity classes, 9) citizens of other nations who have proof, in English, of current membership in good standing of their own National Federation, 10) USEA beginner novice division; and 11) assistant handlers in Dressage Sport Horse Breeding classes. In all classes wherein the rules of USEF do not apply, Management shall settle any dispute or question that may arise and its decision shall be final. Exhibitors and other participants herein, as a condition to admission, consent to such method of settlement. MANAGEMENT reserves the right to refuse, accept conditionally and to cancel any entries, disqualify exhibitors, prohibit exhibition of entries and cancel awards of prizes, without claim for damages. MANAGEMENT reserves the right to reschedule, combine, close, delete, or add any classes or change the listed officials as may be necessary and in the best interests of the show. Neither the show committee/staff, the show, SOUTH FLORIDA HUNTER AND JUMPER ASSOCIATION INC., STALL WATCH, PALM BEACH INTERNATIONAL EQUESTRIAN CENTER, the show manager, the show sponsors, any show officials, nor any sanctioning body will be responsible for any accident, damage, loss or injury to mount, owner, rider or other persons or property. ENTRY PROCEDURE 1. ALL FEES MUST BE PAID IN U.S. FUNDS. 2. The following fees must accompany the entry form for each show entered. a) All stall and or non-stabling fees Entries not accompanied by the fees shown above will be considered POST. 3. Entries will no class numbers on them will be considered POST 4. Entries postmarked and/or submitted after the closing date will be POST and must be accompanied by a $25 post entry fee per horse. 5. Entry fees or open blank check or credit card number should be sent with the entry blank. 6. Back numbers will not be given out without a SIGNED OPEN CHECK OR CREDIT CARD. 7. Numbers will not be given out until entries have been submitted to the show AND OWNERS, RIDERS AND COACHES OR TRAINERS HAVE SIGNED ALL ENTRY BLANKS. 8. A number will be assigned each horse and will stand for the entire show. Horses with multiple riders will only be issued one number. 9. Entries with incorrect or no numbers may be excused from the ring. 10. All accounts must be settled after each show. Open Checks and credit cards will be filled in or charged 24 hours after the show. PRIZE MONEY Prize money will be credited to the entry s show account after the results of the class winnings are posted or a check will be mailed to the owner at the address on the entry blank within thirty days, if a Social Security Number or Tax ID is on file, after the show, thereby ending the show s responsibility. Any class that has a number of entries required, will have the payout based on the number of on time entries and post entries will not be included in the number used to determine the payout. Classes that do not have enough entries to pay out prize money will either be cancelled, or run without prize money at the exhibitors option. Any class with less than 4 entries will not pay prize money and entry fee will be as listed. A Social Security number or Tax ID must be on file to receive prize money. CANCELLATION OF CLASSES Management will not refund entry fees if classes are cancelled due to severe weather, an emergency or some other act of god. If the entire show is cancelled due to severe weather or an emergency, management will refund those class fees.

Schooling Ample schooling fences will be provided in designated schooling areas. Schooling areas have grass or all-weather footing. There will be organized schooling on May 19th from 9AM-2:30PM in the Hunter Ring and 9AM-4PM in the Jumper Ring. There will be no schooling on May 18th. August show will have organized Hunter schooling from 9AM-4PM on Friday August 11th. Other schooling times may be designated by management. You must have a signed entry blank in the show office and a back number. Back numbers must be worn while schooling. Each horse entered in the horse show will be charged a flat rate of $25 for schooling. This fee will be charged regardless of whether you school or not, exceptions will be made to leadline and walk/trot. BILLING DISPUTES Any open invoices will be closed by office staff at the end of the show with the method of payment holding the entry. It is the exhibitors responsibility to review their bill and resolve any discrepancies within one hour of the show ending. If disputes are not negotiated within this time frame the bill will stand as is without any further review. OFFICE FEES There will be a $30 office fee added to each entry to help offset administrative costs. Entries received in the show office by noon the day before the first day of showing will be considered on time. There will be no extra fees for adding or scratching classes. NON-NEGOTIABLE FUNDS Any non negotiable funds will be charged a $75 process fee per occurrence plus up to 1.5% interest/month. DRUGS AND MEDICATIONS Current USEF Rules relating to drugs and medications will be enforced. A payment of $16.00 ($8 drug & med., $8 USEF fee) for each horse entered should be included with entry fee. MEASUREMENT AND AMATEUR CERTIFICATION All exhibitors in the Junior Hunter, Pony Hunter or any Amateur sections must present their Measurement Card/Amateur Certification to the Secretary BEFORE numbers may be picked up. Amateur Owners and Adult Amateurs must list their age on entry blank. All Junior and Pony Hunters that do not possess a current card/form will be measured at designated times each show day. Ponies shown in the rated Regular & Green Pony Hunter sections may not be shown by an adult at this show. Measurements will be on Saturdays at 8:30am (May and August Shows) and Sunday at 8:30am (June Show).. GROUNDS FEE All NON-STABLING entries will be charged a grounds fee of $50.00. This charge will be automatic to any horse or pony that is not paying a stall fee to the show. Exception will be allowed for any Leadline Entry. STALLS Stall reservations and payments are due no later than one week prior to show. Stabling will be $125 for May & August. **If stalls are paid in full online 2 weeks before the show date, there will be a $15 discount** (Must be reserved and paid for online to receive discount). Early stall discount will not count if not paid for online. If stabling with others during this time period, you will be charged a $50.00 grounds fee per show. Stalls will be at 8am on May 19th and August 11th. Stalls are permanent with doors and will be assigned as entries accompanied by stall fees are received on a first come, first serve basis. Stalls are limited and fees must accompany entry to insure reservations. First bedding is not included. Bedding will be available on thru Gold Coast Feed (561-793-4607). All trash is to be placed in the receptacles provided, not in the manure bins. All manure is to be put in the area provided. PROTEST Any exhibitor lodging a protest must first deposit $200.00 for USEF Members or $300 for Non-Members with the Show Secretary, which sum will be forfeited to the show if the same is not sustained. All protests must be addressed to the Show Secretary, made in writing, signed by the protester, and filed with the Show Secretary or Show Manager within 48 hours. Protests may also be files with the Federation Hearing Committee as outlined in GR603.1. ATTIRE Hard hats must be worn in when mounted anywhere on the grounds. ASTM/SEI approved helmets must be worn by all riders in hunter, hunter seat equitation and jumper classes where jumping is required; USEF GR801. In Equitation classes riders may not wear hard hats with additional adornments. Riders must wear coats in all classes unless otherwise announced. Junior exhibitors are reminded that regulation hard hats are required at all times when mounted and must be buckled. Proper riding attire is required: boots, breeches, riding jacket, shirt with choker or tie. SHOW PASS FEES AND HORSE REGISTRATION For those exhibitors who are not current members of the USEF and USHJA a $30 fee per organization will be added to each entry. In addition each horse regardless of whether the owner is a current member of the USEF or USHJA must pay a $30 horse registration fee to the USHJA. Forms will be available in the office. You can go to www.ushja.org for more information. **HARD HAT RULE** NEW EFFECTIVE APRIL 1ST 2012 It is compulsory for riders and all persons at a Federation licensed hunter, jumper or hunter/jumper competitions in all Hunter, Jumper and Hunt Seat Equitation classes and/or when mounted on the competition grounds, to wear properly fastened protective headgear which meets or exceeds ASTM (American Society for Testing and Materials)/SEI (Safety Equipment Institute) standards for equestrian use and carries the SEI tag. It must be properly fitted with harness secured. GR801.

JUMP ORDER In all classes over fences management MAY designate the order of go. All orders will be posted by each ring 30 minutes before the class and the one minute rule will be in effect. Riders that foresee conflicts must communicate with the paddock masters involved - don t rely on radio contact only! Riders are forewarned that the show will not be held up because of trainer conflicts. After order of go in any class is posted there will be no refunds allowed. Jumper classes with a posted order of go will use the following procedure in accordance with JP112.2: the horses names are drawn individually, starting from the first position and then working down. POLING We do not allow any sort of manual poling or poling of any type on the competitions show grounds. EQUINE ZERO LIABILITY FLORIDA SENATE BILL 1658 EQUINE ZERO LIABILITY STATUE: Warning-Under Florida Law an equine activity sponsor or equine professional is not liable for injury to, or the death of, a participant in equine activities resulting from the inherent risk of equine activities. MEDICAL WASTE & SHARPS In accordance with the 1989 Federal Waste Tracking Act which restricts the disposal of medical waste, Biohazardous Medical Waste Containers will be provided in the stable area. All exhibitors and their agents are responsible for the proper disposal of this waste. Sharps will be placed in sharp containers provided. Anyone found discarding sharps in any other manner will be fined up to $100 per instance and held responsible for any fines or expenses incurred by management. Violations to this rule will be dealt with very seriously. Improper disposal of sharps poses a serious health threat to anyone who may come in contact with it. Please make sure that anyone who handles these sharps on your behalf are aware of the responsibility involved. Neither ignorance or language will excuse fine enforcement. If you need additional containers or any assistance with the disposal of sharps, please ask the office or a member of the staff. DOGS Dogs are not permitted to be loose on competition grounds and must be on a leash or otherwise contained. Individuals must not lead dogs on a leash while mounted. Dog owners failing to comply with this rule may be subject to penalty under Chapters 6 and 7, as well as issuance of warning cards. GR1301.6. Any dog that is found loose will be detained by the show until a fine is paid. Any dog that disrupts an exhibitor s round will be required to pay the exhibitor for that round plus a $100 fine to the show. Also please dispose of all dog waste in the proper containers. FEED & BEDDING Feed & Bedding will be available by the official vendor - Gold Coast Feed (561-793-4607). No other feed or bedding vendor will be permitted on the show grounds due to insurance & liability requirements of master lease, without the express permission of management. Exhibitors wishing to use another vendor do so at their own risk and must receive permission for that vendor to come on the grounds. Proof of insurance and licenses will be required before permission is granted. Permit fees will apply. No outside deliveries will be allowed between 8:00 AM- 6:00 PM. Storage of feed, bedding, hay, etc. must be within the stall space only. No straw will be allowed without a charge for its separate removal and waste storage. GOLF CARTS, SCOOTERS & OTHER VEHICLES Minors who do not have a valid driver s license which allows them to operate a motorized vehicle in the state in which they reside will not be permitted to operate a motorized vehicle of any kind including, but not limited to, golf carts, motorcycles, scooters or farm utility vehicles on the competition grounds of licensed competitions. Minors who have a valid temporary license may operate the above described motorized vehicles as long as they are accompanied by an adult with a valid driver license. The parent(s), legal guardian(s), or individual who signs the entry blank as a parent or guardian of a minor operating a motorized vehicle in violation of this rule are solely responsible for any damages, claims, losses or actions resulting from that operation. Violations of this rule will be cause for sanctions against the parent(s), guardian(s) and/or trainer(s) who are responsible for the child committing the offense. Penalties may include exclusion of the child, parent(s), guardian(s) and/ or trainer(s) from the competition grounds for the remainder of the competition and charges being filed against any of the above individual in accordance with Rule 6. Wheelchairs and other mobility assistance devices for individuals with disabilities are exempt from this rule. All vehicles must be parked in the designated parking areas. All vehicles must be registered with management. No electric carts may be plugged into facility outlets. NO APPLIANCES OF ANY KIND MAY BE PLUGGED INTO FACILITY OUTLETS BY ORDER OF FIRE MARSHALL. COMBINING & SPLITTING SECTIONS Sections that are scheduled as split sections will be combined if there are less than four (4) entries in either section. CHAMPION AND RESERVE Champion and Reserve Champion will be awarded in all Hunter Sections. The awards will be made to two of the four horses that have acquired the most points in the over fences classes. In addition to these points, only those four horses shall receive full points for ribbons won in the Under Saddle Class. Points will be awarded on the basis of 10,6,4,2,1,l/2 for 1st, 2nd, 3rd, 4th, 5th, 6th places respectively. All classes are full point classes. Champion and Reserve Champion will be awarded in all Jumper sections on the basis of points in accordance with JP110.2.a Champion and Reserve Champion will be awarded in the Equitation Sections in accordance with EQ112.15.a with the top two riders with the most points being eligible. IMPORTANT EQUINE HEALTH INFORMATION It is recommended that all horses stabling on the PBIEC grounds arrive between 8:00 am and 5:00 PM. If it is necessary to arrive at any other time you must make arrangements with the show office prior to arrival. 561-793-5867. Exhibitors, especially those traveling long distances, can contribute to that healthy environment by following some basic recommendations listed below. Please monitor our web site at www. equestriansport.com for any additional and possibly mandatory requirements. 1) Statement of Health must be signed and dated by Veterinarian within 7 days of arriving at the Facility on their letterhead. 2) A current negative coggins test. Please renew before it expires, and not just before it is necessary to leave the state. It is strongly recommended that all horses be vaccinated for Equine EHV-1 (either modified live or killed vaccine) no sooner than 7 days prior and no later than 120 days prior to entering the show grounds. Most EHV-1 vaccines are only considered effective for 120 days. Check with your veterinarian about which vaccine you use. 3) Statement of Health (on letterhead) with horses show name must be signed by a licensed veterinarian within 7 days of first arrival at PBIEC, documenting that the horse has: a. Received regular and consistent vaccination against Equine Influenza and EHV 1 & 4 with most recent booster being within 120 days and not within 7 days. b. Not shown symptoms of or been treated for EHV-4/1 within the past 28 days. c. Not been at a facility under quarantine for EHV-4/1 or exposed to any horses showing symptoms of EHV-4/1 within the past 28 days 4) Current vaccination against WNV, EEE, WEE, Tetanus and Rabies is strongly recommended. 5) You should be able to document your horses normal temperature before arrival. Please do not ship horses with elevated temperatures. It is recommended that you establish a log of temperatures taken at least twice daily. If there is an elevated temperature for more than a 24 hour period, please consult your local Veterinarian immediately. 6) Every effort should be made to minimize stress and commingling of horses shipped long distances. Extra hours on a horse van, or moving from stable to stable is the fastest way to compromise your horses and your neighbors horses health. 7) Any horse on the show grounds with a fever of unknown origin or of suspicious origin must be reported to ESP, LLC Management. It is always better to err on the side safety. Isolation stalls will either be available on the grounds or at a local veterinary practice if the need arises. 8) Please take the time to review equine good hygiene practices and impress its importance to your groom in everyday care. A minimum of ten obstacles must be offered in the Hunter Classic Round. b. Fence heights 3-3 5 c. At least one Bending Line d. At least one line with an unrelated distance e. At least one long approach f. Jumps: Obstacles must simulate those reminiscent of the hunt field and course must offer a variety of Classic jumps with different appearances such as: natural post and rail, stone wall, white board fence or gate, coop, aiken, hedge, oxer, brush, logs, natural foliage.natural obstacles such as banks and ditches are allowed. Round Two: Handy Hunter Course A minimum of eight obstacles must be offered in the Handy Hunter Round. Fence height 3-3 5 The course should simulate riding over hunt country and must have a minimum of two handy options, such as: tight turns, different tracks, clever options for jump approaches, pen type obstacles, trot a lowered obstacle not to exceed 2 0 in height, walk over an obstacle not to exceed 15 in height, lead over an obstacle, halt and/or back, open gate while mounted. Gimmicky options are not appropriate. A minimum of twelve (12) entries, including horses tied for 12th place, must return for Round Two, if available. Horses will not be required to jog for soundness. Attire: Formal dress attire is suggested but not required: Buff breeches and Shad belly.
