P-2244-012 APPLICATION FOR NEW LICENSE Energy Northwest, as Licensee, files the attached Packwood Lake Hydroelectric Project Final Application for New License (FLA) for the Packwood Lake Hydroelectric Project (Project), FERC No. 2244, in accordance with the Federal Power Act and the Commission s regulations for the Integrated Licensing Process (ILP) at 18 CFR 5.18 and associated sections. The current license will expire on February 28, 2010. Energy Northwest requests that a new license be issued for a term of 50 years. The FLA has been organized into five volumes as follows: Volume I contains the Initial Statement, Exhibits A through D, G, and H (Public) Volume II contains the Exhibit E (Public) Volume III contains the Application Appendices (Public) Volume IV contains the Exhibit F General Design Drawings (CEII) Volume V contains the Supporting Design Report (CEII) Also enclosed are CDs with the electronic TIF files of the Exhibit F and G drawings and CDs with the ArcView GIS shapefiles of the project boundary, federal lands and reference points. The Historic Properties Management Plan (HPMP) for the Project was filed with the Commission on August 30, 2007. All previous study reports and filings in this docket (P-2244) are incorporated by reference and constitute supporting information for this application. We are also providing a paper copy and a CD copy of the FLA, including a complete set of full size Exhibit G and F maps and drawings, to the FERC Portland Regional Office. CD copies of Volumes I through III of the FLA are being provided to each party

In addition, Energy Northwest will post Volumes I through III of the FLA on its relicensing website at: http:/www.energy-northwest.com/generation/packwood/relicensing/ferc_filings.php Energy Northwest has consulted extensively with the natural resource agencies and tribes and appreciates their continued interest and contributions to the development of the protection, mitigation, and enhancement (PM&E) measures that are proposed in this application. To the extent possible, given the short timeframes provided under the ILP, Energy Northwest has attempted to reach consensus with the relevant resource agencies and tribes regarding the proposed measures for Project operation and for environmental protection and enhancement of Project resources. The FLA reflects changes, additions, and clarification of the proposed PM&E measures that were described in the Preliminary Licensing Proposal (PLP) submitted September 14, 2007. Energy Northwest s specific responses to comments that were received from the resource agencies regarding the PLP are included as an appendix to this application. The measures described for the most part derived from our focused, collaborative discussions with the agencies and tribes. We expect our dialogue and cooperation to continue as we move forward with relicensing and operating the Project.
