Governor (69) 882-2 Colonel Dear Reader: The 217 calendar year was another successful year for the nation in the reduction of fatal motor vehicle crashes. It is encouraging to see that motor vehicle fatalities on U.S. roadways decreased from 216. In 217, New Jersey recorded 591 fatal collisions that resulted in 624 deaths. Unfortunately, this represents an increase of 21 motor vehicle collisions and 22 fatalities, resulting in an average of 1.7 motor vehicle fatalities per day. The law enforcement community and certain non-profit organizations will remain committed in their respective traffic and public safety efforts. Through enforcement and education of the motoring public, we will continue to work towards the reduction of motor vehicle fatalities on our roadways. As traffic related deaths continue to be the leading cause of death in New Jersey and the nation, we must continue our efforts in traffic safety awareness. In 217, the recorded nationwide death toll on our roadways was 37,133 fatalities. This is an approximate decrease of 1.8% from 216. In an effort to continue this trend, the law enforcement community reaffirms its commitment to enforcing traffic laws to reduce these occurrences. It is encouraging to see an approximate 1% decrease in alcohol related fatalities across New Jersey. On the following pages, you will find statistics concerning this past calendar year s fatal motor vehicle crashes. The information was compiled by the Fatal Accident Investigation Unit within the Division of State Police. This report constitutes a detailed look at the causes and results of fatal crashes throughout the state during 217. With the continued efforts and cooperation of the public, and federal, state and local agencies, I am convinced that our traffic safety records will continue to improve in the years ahead. QUICK FACTS Nationwide, the fatality rate remained at a historic low of 1.16 fatalities per hundred million vehicle miles traveled. Nationwide preliminary statistics indicate there were 37,133 people killed. In New Jersey, there were 591 fatal crashes with 624 people killed. There was an increase of 21 fatal crashes and an increase of 22 fatalities. Of the fatalities, 24.8 % had consumed alcohol to some extent. Of all drivers, 1.4 % were legally intoxicated. An average of 1.71 persons were killed every day. There were 81 fatal crashes involving 86 motorcycles. Pedalcyclists accounted for 16 fatal crashes resulting in 17 fatalities. The pedestrian death toll was 183. There were a total of 25 hit and run fatal crashes involving 34 vehicles. The victims were comprised of 1 driver, 2 passengers, 2 pedestrians and 4 pedalcyclists. Of the 873 drivers listed, 5 New Jersey drivers and 5 out-of-state drivers were suspended. There were 15 drivers without valid licenses. There are 38,896 miles of public open roads in the state of New Jersey, indicating one death for every 62.3 miles. Straight roads were involved in 8.2 % of all fatal crashes. Of all fatal crashes, 82.1 % occurred during clear weather conditions. Of the known drivers involved in fatal crashes, 74.3 % were males. Of the vehicles involved in fatal crashes, 48.1 % involved passenger cars. There were 31 tractor-trailers involved in 29 fatal crashes which resulted in 3 fatalities. 1

ALCOHOL FACTOR There were 624 fatalities during 217. Of the fatalities, 339 were drivers, 85 were passengers, 183 were pedestrians and 17 were pedalcyclists. Of this total, 524 were tested for alcohol and 1 were not tested. Of the 524 tested, 155 were positive for alcohol in varying degrees and 369 were negative. This indicates that 29.6 % of the fatalities tested were positive for alcohol and 7.4 % were negative. 15 drivers, 15 passengers, 38 pedestrians and 4 pedalcyclists tested positive for drugs. In 158 of the 591 crashes, Driving While Intoxicated (alcohol and/or drugs) was listed as the major contributing factor. There were 174 people killed as a result of these 158 crashes. 1.) DRIVERS: Deceased: There were a total of 339 drivers killed of which 293 were tested for alcohol. Of those tested, 86 were positive and 27 were negative, indicating 29.4 % had consumed an alcoholic beverage. Of the 86 imbibing drivers, 67 or 77.9 % had an alcohol level of.8 % or higher. Surviving: There were a total of 534 surviving drivers of which 153 were tested for alcohol. Of those tested, 32 were positive and 121 were negative, indicating 2.9 % had consumed an alcoholic beverage. Of the 32 imbibing drivers, 24 or 75. % had an alcohol level of.8 % or higher. 2.) Passengers: There were a total of 85 passengers killed of which 58 were tested for alcohol. Of those tested, 12 were positive and 46 were negative, indicating 2.7 % had consumed an alcoholic beverage. 3.) Pedestrians: 4.) Pedalcyclists: There were a total of 183 pedestrians killed of which 161 were tested for alcohol. Of those tested, 53 were positive and 18 were negative, indicating 32.9 % had consumed an alcoholic beverage. There were a total of 17 pedalcyclists killed of which 12 were tested for alcohol. Of those tested, 4 were positive and 8 were negative, indicating 33.3 % had consumed an alcoholic beverage. The number of fatal accident victims with blood alcohol readings above the legal limit decreased from 132 in 216 to 118 in 217, a decrease of 1.6 %. Deceased drivers with alcohol involvement showed a 11.3 % decrease when compared to 216. ALCOHOL & DRUG USE: 13 surviving drivers, 42 deceased drivers, 7 passengers, 12 pedestrians and 1 pedalcyclists tested positive for alcohol and drugs (Illicit & Medication). 23 surviving drivers, 63 deceased drivers, 8 passengers, 26 pedestrians and 3 pedalcyclists tested positive for drugs (Illicit & Medication) alone. 1
