Page 1 of 13 KILGORE FIRE DEPARTMENT Operations/ SOP Directive Issue Date: 01/01/2013 237 Effective: 01/01/2013 COMPANY PERFORMANCE STANDARDS 237.1 Purpose The purpose of this procedure is to define and establish company performance standards for units assigned to field operations. These standards will provide the Department with a means for recognizing acceptable performance as well as identifying and correcting performance deficiencies. 237.2 RESPONSIBILITIES: To achieve and maintain an acceptable level of performance, the following personnel must fulfill their responsibilities as defined in this section. A. Operations Chief 1. The Operations Chief is responsible for establishing, evaluating, and revising performance standards as needed. 2. The Operations Chief will provide the Station Officer and appropriate Battalion Chief with a copy of all evaluation results.
Page 2 of 13 B. Battalion Chiefs 1. Battalion Chiefs will assist the Operations Chief in conducting performance evaluations to ensure satisfactory performance levels. 2. Battalion Chiefs shall review the evaluation results with their Station Officers and insure that appropriate steps are being taken to correct substandard performance. C. Station Officers 1. Station Officers shall ensure that their personnel are capable of performing company standards on all apparatus in the Fire Department and at a level equivalent to the next higher rank. 2. Station Officers shall evaluate their personnel in accordance with these standards as often as necessary to ensure proficiency. 3. Station Officers shall review the evaluation results with their personnel and assist their personnel in correcting any substandard performance. D. Field Personnel 237.3 SAFETY: 1. It is the ongoing responsibility of all field personnel to prepare for and successfully perform all applicable performance standards. 2. All field personnel must be capable of performing all standards applicable to their rank, the next higher rank, and all apparatus in the Fire Department. Safety shall be the primary consideration when conducting performance evaluations. A. At no time during an evaluation shall safety be compromised for speed. B. Personnel will be required to operate all equipment and apparatus according to the manufacturer s recommended safe operating guidelines. C. It shall be the responsibility of each officer to ensure that all drills, evolutions, and performance evaluations are conducted in a safe manner.
Page 3 of 13 237.4 COMPANY PERFORMANCE STANDARDS: The standards in this section represent tasks and/or evolutions requiring the efforts of two or more personnel to perform satisfactorily. A. The general information provided below shall be used when conducting and evaluating company performance standards. Additional and more specific criteria are provided with each task or evolution. 1. The Department will establish time limits for hose lay and ladder evolutions. Performance will be measured by observing companies perform the procedures and techniques established by the Department and defined in this procedure. 2. All evaluations shall be conducted in accordance with the criteria and conditions established within this procedure. 3. The term company is used throughout this procedure. It refers to both the personnel assigned to the apparatus and the apparatus its self. 4. The standards in this procedure shall apply to all apparatus capable of performing a specific evolution. 5. Unless otherwise specified, all personnel involved in the evolutions shall be properly clothed in fire fighting and safety gear. Those individuals operating hand lines shall wear SCBA, however, unless otherwise specified, SCBA masks shall not be worn. 6. In evolutions employing two or more companies, the evolution objective and all benchmarks must be satisfactorily completed for all companies to receive a satisfactory rating. 7. In evolutions employing two or more companies, there shall be a 30-second delay between each arriving company. 8. Evolutions will start with personnel in the normal riding configuration with seat belts fastened. 9. In evolutions requiring master streams, at least one company member shall be designated as spotter. The spotter s responsibility is to ensure that the master stream is striking the intended target by communicating with the master stream operator via portable radio.
Page 4 of 13 237.5 Evolutions 10. When an engine tank is used to supply the first attack line, a second line shall not be charged until a permanent water supply is established. 11. Engine tanks shall not be used to supply master streams. 12. Engine tanks shall not be used to support automatic sprinkler/standpipe systems. 13. Once streams are placed in service, the flows shall continue until the evaluation is complete. 14. Evolutions requiring the actual flow of water from a nozzle shall not be considered complete until the evaluator is satisfied that an effective stream has been obtained at each nozzle specified in the evolution. 15. Failure to provide an adequate water supply for the evolution shall be considered a serious deficiency in operations and shall result in an unsatisfactory rating. 16. Failure to obtain water from a hydrant before the engine tank is empty, or the inability to maintain flow when changing from tank to hydrant supply, shall be considered an undesirable interruption of the supply. B. Companies shall receive a satisfactory or unsatisfactory rating based on the following: 1. Satisfactory The evolution was completed in compliance with this procedure, executed safely, within the established time limits, and all benchmarks were satisfactorily performed. 2. Unsatisfactory The evolution was not completed in compliance with this procedure, or executed in an unsafe manner, or all benchmarks were not satisfactorily completed, or the time limit was exceeded. A. Forward Lay: 1-3/4 Attack Line

Objective A single company shall forward lay an LDH supply line from a designated hydrant and place a 1 ¾ pre-connected hose line in operation flowing an effective/manageable fire stream as determined by the Training Officer or evaluator. 2. Maximum Time Allowed: 4 minutes 15 seconds 1. Stage or ready apparatus and personnel away from the hydrant. When given the signal, the company will proceed to the hydrant. 4. Time starts when the company stops at the hydrant. 5. Benchmarks: a. Lay an LDH supply line from the hydrant a distant of 300 feet. b. Advance a 1 ¾ attack line from the engine a distance of 200 feet. c. Charge the attack line with water from the engine. d. Position two fully protected personnel at the nozzle. e. Establish an effective/manageable stream from the nozzle. f. Smoothly convert from engine tank supply to hydrant supply. g. Time stops when the attack line is flowing an effective and manageable stream and all benchmarks
Page 6 of 13 have been completed. B. Forward Lay / Two 1 ¾ Attack Lines 1. Objective A single company shall forward lay an LDH supply line from a designated hydrant and place one 1 ¾ pre-connected hose line in operation with an effective, manageable fire stream. Additional personnel dispatched 30-seconds after first company shall place a second 1 ¾ pre-connected hose line in operation flowing an effective, manageable fire stream. 2. Maximum Time Allowed: 4 minutes, 15 seconds a. Stage or ready apparatus and personnel away from the hydrant. When given the signal, the company will proceed to the hydrant. b. Time starts when the company stops at the hydrant. (Do not allow additional personnel to start for 30 seconds.) C. Benchmarks: 1. Lay an LDH supply line from the hydrant a distance of 300 feet.
Page 7 of 13 2. Advance a 1 ¾ attack line from the engine a distance of 150 feet. 3. Charge the attack line with water from the booster tank. 4. Position two fully protected personnel at the nozzle. 5. Establish an effective, manageable fire stream from the nozzle. 6. Advance a 1 ¾ back-up line from the engine a distance of 200 feet. 7. Smoothly convert to hydrant supply. 8. Charge the back-up line after establishing hydrant supply. 9. Position two fully protected personnel on the back-up line. 10. Establish an effective, manageable fire stream from the nozzle on the back-up line. D. Time stops when both attack lines are at their designated flow rates and all benchmarks have been completed. C. Forward Lay/Deckgun Operations 1. Objective: A single company shall forward lay an LDH supply line from a designated hydrant and place the Deckgun fog nozzle in operation flowing 500 gpm measured by 120 PSI on the main pump pressure gauge. 2. Maximum Time Allowed: 3 minutes a. Stage or ready apparatus and personnel away from
Page 8 of 13 the hydrant. When given the signal, the company will proceed to the hydrant. b. Time starts when the company stops at the hydrant. c. Benchmarks: 1. Lay an LDH supply line from the hydrant a distance of 300 feet. 2. Establish hydrant supply. 3. Prepare the Deckgun for service and signal for water when ready. 4. Charge the Deckgun upon receiving a ready signal from the Deckgun operator. 5. Establish a flow of 500 gpm from the Deckgun nozzle measured by 120 PSI on the main pump pressure gauge. 6. One member of the company, equipped with a portable radio, will assume an appropriate position to serve as a spotter. 7. The deck gun operator must be able to receive verbal instructions from the spotter via headset, outside speaker, or portable radio. d. Time stops when the Deckgun stream is established with the designated flow and all benchmarks have been completed. D. Forward Lay/Elevated Master Stream Operations (using two companies). 1. Objective: A single engine shall forward lay an LDH supply line from a
Page 9 of 13 designated hydrant and supply an apparatus equipped with an elevated master stream devise with a flow equal to the rated nozzle output for master stream device for respective apparatus. 2. Maximum Time Allowed: 4 minutes, 30 seconds a. Stage or ready all apparatus and personnel away from the hydrant and fire area. When given the signal, the apparatus equipped with an elevated master stream will proceed directly and without delay to the fire area. Thirty seconds later, the engine will proceed to the hydrant. b. Time starts when the truck stops at the fire area. c. Benchmarks: 1. Lay one LDH supply line from the hydrant a distance of 300 feet. 2. Position apparatus and prepare elevated master stream for service. The ladder/boom assembly shall be elevated to approximately 75 degrees, rotated approximately 30 degrees from the centerline of the apparatus, and extended approximately 25 feet from its fully retracted position. 3. Lay one 100 ft. LDH supply line from the engine to the elevated master stream device intake. 4. Establish hydrant supply. 5. Charge the elevated master stream device upon receiving ready signal from the elevated master stream operator. 6. Establish the rated nozzle output for master stream device for respective apparatus. 7. One member of the company, equipped with a portable radio, will assume and appropriate position to serve as a spotter. 8. The master stream operator must be able to receive verbal instructions from the spotter via headset, outside speaker, or portable radio. d. Time stops when the elevated master stream is established with the designated flow and all benchmarks have been completed.
Page 10 of 13 E. Forward Lay/Elevated Master Stream Operations 1. Objective A single company equipped with an elevated master stream device shall forward lay an LDH supply line from a designated hydrant and place an elevated master stream in operation flowing the rated nozzle output for master stream device. 2. Maximum Time Allowed: 5 minutes 30 seconds a. Stage or ready apparatus and personnel away from the hydrant. When given the signal, the company will proceed to the hydrant. b. Time starts when the company stops at the hydrant. c. Benchmarks: 1. Lay one LDH supply line from the hydrant 300 ft. 2. Position apparatus and prepare elevated master stream for service. The ladder/boom assembly shall be elevated to approximately 75 degrees, rotated approximately 30 degrees from the centerline of the apparatus, and extended approximately 25 feet from its fully retracted position. 3. Establish hydrant supply. 4. Charge the elevated master stream device. 5. Establish the rated nozzle output for master stream device.

The master stream operator must be able to receive verbal instructions from the spotter via headset, outside speaker, or portable radio. d. Time stops when the elevated master stream is established with the designated flow and all benchmarks have been completed. F. Forward Lay/Automatic Sprinkler and Standpipe Operations 1. Objective A single company shall forward lay a LDH supply line from a designated hydrant and supply the sprinkler/standpipe connection with 150 PSI Engine Pressure through two 3 supply lines. 2. Maximum Time Allowed: 4 minutes a. Stage or ready apparatus and personnel away from the hydrant. When given the signal, the company will proceed to the hydrant. b. Time starts when the company stops at the hydrant. c. Benchmarks: 1. Lay one LDH supply line from the hydrant a distance of
Page 12 of 13 300 ft. 2. Supply the sprinkler/standpipe connection with two 100 ft. 3 lines from the apparatus. 3. Establish hydrant supply. 4. Charge the supply lines and establish a pump pressure of 150 psi. d. Time stops when a pump pressure of 150 psi is established and all benchmarks have been completed. G. Sprinkler/Standpipe Connections Reverse Lay (2 Companies) 1. Objective A single company shall connect and supply designated FDIC with two 3 supply lines with 150 PSI engine pressure. A second company shall reverse lay a LDH from standpipe supply company to hydrant and establish water supply. 2. Maximum Time Allowed: 4 minutes 30 seconds a. Stage personnel and apparatus away from designated location. When given signal first company will proceed
Page 13 of 13 to FDIC. Thirty seconds later second company will respond. b. Time starts when first company stops at FDIC location. c. Benchmarks: H. Tanker/Water Supply 1. Supply the sprinkler/standpipe connect with two 100 ft. 3 lines from the apparatus. 2. Establish a reverse lay of at least 300 ft. of LDH from first engine to hydrant. 3. Charge supply lines and establish a pump pressure of 150 psi. d. Time stops when water supply is established, standpipe connections are made to 150 psi, and benchmarks have been completed. I.
