Strategic Plan Discussion/Review: See table in the Consent Agenda. The LSC strategic plan was originally developed a couple of years ago as part of the LEAP certification effort. The plan should be reviewed and updated on an annual basis. Meeting activity attendees divided into two groups: 1) Brainstorm ideas to increase meet participation; 2) Brainstorm ideas to increase general membership in SI Swimming. Kevin 8:00 o 1) Ideas from subgroup for increasing meet participation: Try a three session per day format girl s session, boy s session, combined gender session. All events would be offered each session. Teams/swimmers would choose a single session to attend each day of the meet. The idea is to have shorter session durations. Increase number of meets on a given weekend to three or four, each one day, at different locations. Meets would be pre-seeded, swim all age groups and genders together. Again the idea is to reduce the duration of meet sessions. Conduct tri or quad meets assign three or four teams to a session (again to manage session length). Swim newer swimmers and any relays earlier in each session. Have a social event after the session has concluded. NCA has implemented this in a tri-meet format with approximately 375 swimmers, duration was Meeting Agenda Template 2013 Vertex42.com

o four hours. 2) Ideas from subgroup for increasing SI membership: Ease JO time standards for 10 and under swimmers. Build relationships with aquatics facilities that SI does not currently use to facilitate growth. Question raised are the City of San Diego recreational pools available for use by SI teams for practice locations/meets? It is felt that increased access to aquatics facilities could lead to the growth of the sport in San Diego. Engage in drowning prevention programs which could lead to swim lessons possibly leading to competitive swimming. Increase the number of Summer Leagues and use them as a gateway to USA Swimming. Establish better links with high school swimming. Leverage local elite athletes for outreach. Conduct introductory meets that are not long in duration. This idea is currently being taken up by the USA Swimming Board. Distribute information to schools P.E. programs. Interface with schools that have aquatics as part of their P.E. programs. Advertise on PeachJar. b. USA Swimming Leadership Summit: Held at the Olympic Training Center in Colorado Springs. SI Swimming can nominate a coach and an athlete to attend. The date of the summit conflicts with most high school league championships this year. The preference would be to send a coach and athlete who have never attended the USA Aquatic Convention nor any past summit. Nominations are due 2/2/2019. Nominations should be submitted to Kevin Lee by 1/31/2019. 6 Member Feedback: No comments. 7 Additions to Agenda: New Athlete Protection Training will be in effect on 2/4/2019. o Consists of an annual core training and test. o An additional USA Swimming course component will be required in addition to the core training starting in one year. 2019 SI Long Course Meet Schedule: o The JO Max South meet is out for re-bid. o Re-bid submissions will be due by the start of the Program Committee meeting that will be held on Monday, 2/18/2019 during the break at the Senior Classic meet at BBMAC. o Approval of the balance of the 2019 SI Long Course Meet Schedule M/S/A. Official of the Quarter. o The SI Officials Committee has initiated an Official of the Quarter Award. o The official who was selected by the committee for this past quarter is Kim Chevallier (RSD). The San Diego Padres are hosting a Swimming and Water Polo night again this coming season. o The game will be on 6/1/2019 against Seattle. o T-shirts will be given away. The San Diego Padres have also extended the option of hosting the SI Board of Directors meetings at Petco Park which would include free parking. The YMCA will be taking over the running of the Cal State Games swim meet in 2019. The date of the meet has been moved to avoid a schedule conflict with the SI meet schedule. The N3 evaluator (officials) for the upcoming Sectionals meet in Carlsbad has been changed to Mary Kramer (AZ) due to a schedule conflict that arose for the original evaluator. Mary Redmond requested that a link to DeckPass be placed on the SI Swimming website homepage. 2019 USA Swimming registration reminder from Mary Redmond. After realizing my error and going back to LEAP2, we are very close to completing LEAP2 - need 3 more points and I believe I can easily get 4 points Because I was working on LEAP3 when I thought I was working on LEAP2, we are also pretty close to LEAP3 We have achieved all of the mandatory points for LEAP3, but are still short 5 points to achieve LEAP3 Currently planned points Training program for meet managers and timing operators - 2 pts Athlete recognition awards - 1 pt

Diversity Meet - 1 pt Would someone be willing to hold an Athlete Protection Training Awareness session? It could be something like running through the safe sport training for athletes (12andU). It makes sense for us to complete LEAP2 and LEAP3 as soon as we can because they are going to change the program in the near future and it will probably be harder to complete. COACH REQUIRMENTS Have a desire to continue to develop within the sport Must be current USA Swimming coach members in good standing Did not attend the 2018 Leadership Summit CURRICULUM TO INCLUDE Personal values and the connection to leadership development; how leadership styles work together Clean Sport Safe Sport D&I Governance Mental Health Pool workouts (one per day) Servant Leadership Social interaction movie night, scavenger hunt, mountain hike (weather permitting), community service Breakfast with Olympians Conducting an Athlete Leadership Summit in your LSC TRAVEL ARRANGEMENTS LSCs will be responsible for booking flights for their attendees. USA Swimming will reimburse up to $600 for each airfare (one athlete & one coach). Reimbursement will not be made until AFTER the Summit. Athlete and coach must attend the entire Summit. Actual receipts will be required; an amount listed on a credit card bill will not be acceptable. Attendees need to arrive in Colorado Springs no later than 3:00pm Thursday 4/25; return flights should not be earlier than 2:30pm on Sunday 4/28. Attendees will be picked up at the Colorado Springs airport by the Olympic Training Center in well-marked buses. Failure to provide USA Swimming with arrival and departure information by April 1st could result in your attendees not having transportation to the Training Center. Cab fare will not be reimbursed by USA Swimming unless approved by Cathy Durance in advance. Ground transportation from Denver International Airport will not be provided unless there is an emergency. HOUSING Athletes will stay at the Olympic Training Center in dorm rooms. Some of the rooms have two twin beds, some have three. Gender specific bathrooms are on each floor. Some rooms are on the third floor; there are no elevators. There will be chaperones staying on each floor as well. Coaches will stay in a nearby hotel and all rooms will be double occupancy. We will have four 12-passenger vans for coaches to use getting back and forth to the Training Center. MEALS All meals will be provided at the Olympic Training Center. REGISTRATION, WAIVERS AND RELEASE FORMS By late February, attendees will be receiving a Summit registration form, waivers from USA Swimming, waivers from the Olympic Training Center, a pre-event survey from USA Swimming, and the Summit

Survival Guide. The survival guide will include a packing list, schedule for the weekend, and everything attendees need to know in advance to have a positive experience during the Summit. Parents of the athlete attendees will need to sign the USA Swimming and Training Center release forms and waiver. Coaches and athletes will sign them as well. All attendees will be asked to submit a photo for their Training Center ID; this will be a standard credential-type facial photo with no background restrictions. Instructions will be sent to each attendee in advance. Complete the nomination form, save it as a Word or.pdf, then send it to cdurance@usaswimming.org no later than Monday, January 28 th. The person listed as your Summit contact will receive confirmation that your nominees have been accepted; flights should not be booked until confirmations and travel instructions have been sent to the LSC contact. LSCs will be notified in early February if an additional athlete can be nominated. Questions should be directed to cdurance@usaswimming.org. Treasurer s Report - John McGlynn No report submitted Finance Committee Report - Kevin Lee The finance committee recommended to rebalance the investment portfolio back to initial distributions that was originally proposed since the market is down. This was done by selling some of the ETF s that had done better and buying some that were underperforming to get back to the original distribution levels. All transactions were completed in December 2018.

CIF meeting still has not occurred or been released. Assume it is the same and Sectionals still has the exemption it has had in the past). In the past the attachment rule has been generally regarded as a rule after they start swimming meets so some athletes may still be attached at Senior Classic. Athletes can unattach meet to meet and don t have to unattach to the SI office. Season and tryouts are starting a week earlier and all championship meets (Leagues, CIFs, and States) are a week earlier. Reminder: Try to work with high school coaches. They can make their rules for their team and swimmers do not have the right to swim for high school if club interferes with a coach s rules. CIF will not help and the more issues we bring to them or demand high school allow them to swim club, the more they will fight allowing club and high school to co-exist in the spring. Try to solve issues civilly first.

If a coach will not allow a swimmer to miss practices for club, that is their right. You and your athlete will have to decide what you want to do after that and whether you can work it out within their rules or not. Update on Upcoming Senior Programs Open Water 1) Open Water Interest Zoom was held Saturday January 12 th There were 14 attendees. Topics included education about myths surrounding Open Water, Vision of the future, and videos about possibilities for select camps. 2) Open Water Clinics - Feb 3 rd we will be having our first informal open water clinic at Poway Community. We will set up buoys and do a pool workout and skills workshop. Al Smigal and Grant Schenk (coaching with PS and attended Open Water National Select Camp while in HS) will help and talk to groups and teach skills. Camp is broken into 13&Over and 12&Under so group swimming safety will be maintained. March 10 th is also booked for another clinic. 3) Compiling Information for Open Water section of SI website. Should be out soon with info about the sport and upcoming races and events. 4) Immediate Future Action Items: a. Continue to develop interest through camps, zooms, and education including meetings at Jos, Senior Classic and Sectionals. b. Decide by March if enough interest exists to truly pursue a September/October LSC Championship this year San Diego Select Camps - Summary 1) March 23-24 th is Date of Camps @ Granite Hills. We are already booked. 2) 4 Camp Tracks (Sprint, Distance, IM/Breast, Fly/Back) 3) Each Camp will have 16 Boys and 16 Girls (32 Total) = 128 Total Athletes 4) Athletes will be selected to camps based on top Power Point event. They cannot choose. Athletes must be in high school, 14-18yo and currently swimming for an SI team. Selection will be with times from September 1 st, 2018 March 3 rd, 2019 and take place right after the Sectional Meet Results post. Full details on selection procedure attached. 5) Each Camp will have both swim and dryland workouts as well as classroom education sessions. Camp will end with an informal swim meet. Lunch Provided each day. Daily Camp Schedule of each camp track attached. 6) Coaches are being secured from the top senior coaches in San Diego with 2 coaches for each camp. Guest Speakers are also being secured. 7) Athletes and Coaches can decline the camp and it will fall down to next qualifier until all spots are filled. There will be a fee for the camp as a reservation charge around $50. We met via zoom on January 21 st and will continue to work on details. A lot of this is in place and we have the bones of a great weekend camp for our top athletes. 128 Unique athletes will get a chance to participate and train together. February is hard to find a weekend. Still would like to implement sometime this spring. (Long Day though) 3) March or April House BBQ Sunday Afternoon I think we can do some of the informal socials during the meets as well, but we can make it a more formal education or idea exchange better if we wait and do one that is NOT tied to a long tiring event.
