1. Enniskillen Motor Club (EMC) Ltd. will organise and promote a Clubman Single Venue Stage Rally based at Enniskillen Airport on Monday 2 May 2016. EMC will also organise and promote a National B Single Venue Stage Rally at the same venue and date for the Junior F1000 Rally Challenge. 2. The meeting will be held under the General Regulations of the Motor Sports Association (MSA) (incorporating the provisions of the International Sporting Code of the FIA) and these Supplementary Regulations. 3. MSA Permit Numbers have been issued for the event. Clubmans Single Venue Stage Rally Permit Number is: 92796 Junior F1000 Rally Challenge Ireland Permit Number is: 92797 4. The meeting is open to fully elected members of EMC Ltd. who hold a valid MSA or Motorsport Ireland (MI) Competition Licence. All competitors must produce a valid EMC Ltd. club membership card. Drivers must hold the minimum of a National B Stage Rally Licence for 2016 (which CANNOT be applied for at the event). Co-drivers must hold the minimum of a non-race National B MSA Competition Licence for 2016. Co-drivers may apply for a non-race National B MSA Competition Licence for 2016 on the day but only by submitting a fully completed MSA Competition Licence Application Form (downloadable from www.msauk.org) and accompanied by a Passport-sized photograph and licence fee to the organisers. All Junior F1000 Rally Challenge Ireland Competition Licences must be in accordance with the Junior F1000 Rally Challenge Ireland Regulations. EMC Ltd. will organise a Trophy Rally as a supplementary event to the main rally to allow competitors who retire from the main event on Special Stages 1, 2 or 3 only the opportunity to have further competition re-starting on Special Stage 4. To qualify for entry in the Trophy Rally, all eligible vehicles must be re-scrutineered for conformity. This scrutineering will take place at a designated area at the event Service Park. This specific area will be identified in the Final Instructions issued prior to the commencement of the event. Trophy Rally entry forms will be available from the Competition Liaison Officer (CLO) in the event Service Park. For Trophy Rally competitors, the event will start at the Service Out Control prior to Special Stage 4. Competitors taking part in the Trophy Rally section will run behind the main event or may be re-seeded at the discretion of the CLO. Results of the Trophy Rally will be displayed along with the results of the main event and awards will be presented at the event Prize Giving. 5. The event will consist of 6 Special Stages. Total stage mileage will not be more that 30 miles. 6. The programme for the event will be in Enniskillen Airport at the following times:

Mechanical Scrutiny Sunday 1 May 2016 from 15.30 to 20.00 hours Documentation Scrutiny Sunday 1 May 2016 from 15.30 to 20.00 hours Limited Mechanical and Documentation Scrutiny will be available by prearrangement with the Event Secretary (Jackie Elliott, Telephone No. 0(044) 7884074168) on Monday morning 2 nd May 2016 between 06.00 and 07.30 hours. The crew must wear FIA approved Frontal Head Restraint (FHR) Devices as per R 25.3.3 and fitted in accordance with K 10.4 (Please note that FHR Devices and other competitive personal safety equipment may be hired for the event from Hans & Helmets for Hire - telephone 00353873532900 - or any other accredited hire company) 7. Classes Class 1 Group N cars up to and including 2000cc (see below for definition) Class 2 Group N cars over 2000cc (see below for definition) Class 3 Clubman (Group A and Modified) up to and including 1450cc 2 Wheel Drive only Class 4 Clubman (Group A and Modified) from 1451cc up to and including 1650cc and not having more than 2 valves per cylinder 2 Wheel Drive only Class 5 - Clubman (Group A and Modified) from 1451cc up to and including 1650cc having more than 2 valves per cylinder 2 Wheel Drive only Class 6 - Clubman (Group A and Modified) from 1651cc up to and including 2100cc and not having more than 2 valves per cylinder 2 Wheel Drive only Class 7 - Clubman (Group A and Modified) from 1651cc up to and including 2100cc having more than 2 valves per cylinder 2 Wheel Drive only Class 8 Clubman cars over 2100cc 2 Wheel Drive Only Class 9 All other eligible cars (ref. R46 R47.1.3) including WRC, FIA Super 2000, R5, R4 and R4T cars Class J All Junior F1000 Rally Challenge Ireland cars as per the Junior F1000 Rally Challenge Ireland Regulations All cars must comply with current MSA vehicle regulations. MSA / MI vehicle logbooks and a valid MOT Certificate (if the vehicle requires it) must be available for inspection at Mechanical Scrutiny. Turbo engine capacity x 1.7; Rotary engine capacity x 2 Vehicle regulations for Classes 1 and 2 Cars eligible for Classes 1 and 2 are those which are, or have been, homologated in Group N as defined in FIA Appendix J. Also eligible is any series production car which has been available in Northern Ireland. The standard specification of any model shall be determined by FIA homologation papers in the case of former and current Group N cars and by manufacturers or other workshop manuals in the case of all others.

In all cases, the degree of modification from standard shall be as provided for under FIA 1998 Regulations for Group N. The onus of proving eligibility for Classes 1 and 2 rests solely with the competitor. 8. Awards will be presented as follows: 1 st, 2 nd and 3 rd Overall 2 Trophies (Overall winners will forfeit class awards) 1 st in Class 2 Trophies 2 nd in Class 2 Trophies 3 rd in Class 2 Trophies Trophy Rally: 1 st Overall 2 Trophies 9. The entry list opens with the publication of these Supplementary Regulations and will close on Monday 25 th April 2016. Entries received after the closing date, entries not accompanied by payment or telephoned entries may not be accepted. The onus is on the competitor to ensure that entries being sent by mail are posted in sufficient time to be received by the closing date. Entries will be accepted on a first come, first served basis. The entry fee is 190.00 Sterling (approximately 250.00). Cheques should be made payable to EMC Ltd. All entries must be made on a fully completed official entry form. (90% of delays at Documentation Scrutiny are caused by competitors not submitting a completed entry form). Entries may also be made online at www.enniskillenmotorclub.co.uk Any entrant wishing to withdraw their entry should notify the Event Secretary (Jackie Elliott, Telephone No. 0(044) 7884074168) as soon as possible. Any entrant providing such notification before the closing date will receive a full refund of their entry fee. Any entrant providing such notification after the closing date and before 20.00 hours on Sunday 1 st May 2016 will receive a refund of 170. Any entrant giving notice of withdrawal after 20.00 hours on Sunday 1 st May 2016 may be liable to forfeiture of the entry fee should it not be possible to obtain a replacement from the Reserve List in time. Should it be possible to get a Reserve Entry or should a Reserve List not be available, the entrant will then receive a refund of 150. 10. The maximum entry for the Clubman Rally is 120, the minimum is 40. Should the minimum figure not be met, the organisers reserve the right to cancel the meeting or to amalgamate classes as necessary as per H 30.1.3(a), (f) and (g). The order of starting will be at the organiser s discretion but competitors are asked to fill out their previous results on the entry form. If this section is not filled in or found to contain false information provided by the competitor, then the competitor will be re-seeded accordingly. Once the starting order has been published it will be deemed as final. Should the maximum figure be exceeded, then a reserve list of entries will be opened in accordance with D14.1.1 11. Provisional results will be published as soon as possible after the event at the finish venue located at the Documentation Scrutiny hangar at the airport. 14. Any protest lodged must be in accordance with C 5. 15. Competitors will be supplied with maps and timecards at Documentation Scrutiny. Servicing will be permitted only in an area specified by the organisers as per R 38. Groundsheets are compulsory in the Service Area. Anchors for gazebos etc. in the Service Area will NOT be permitted under any circumstances. Only bona fide service vehicles will be allowed in the Service Area. Private cars etc. must park in the public parking areas provided. The speed limit in the Service Area is 10 mph. 16. Competitors will be identified by regulation size competition numbers which will be supplied by the organisers. These numbers must be affixed to each front door and be in position prior to the vehicle being presented for Mechanical Scrutiny. Competitors must make an area of 645 sq.cm. available to the organisers for advertising (as per H 29.1.1). 17. Marking and penalties are as per R 32.2 with the following amendments / additions: R 40.1 To be classified as a finisher, a competitor must report to all controls listed on the time cards and report to the Final Control within their maximum cumulative lateness with the car in which they started. R 40.1.2 If there is a tie, the competitor who accomplished the best time for the first Special Stage will be adjudged the winner. If this is not sufficient to resolve the tie, the times of the second, third, fourth etc. Special Stages will be taken into consideration. This regulation may be applied at any time during the rally.

R 31.2.5 Maximum permitted lateness will be 5 minutes R 32.1.1 The organisers may require any competitor who is late to reduce lateness by either foregoing or reducing any period of time provided for remaining at a control or official halt. These controls / official halts will be designated on the timecard. Stage Maximum 18. Competitors may walk / cycle the route from 06.00 hours on Monday 2 nd May 2016. No form of motorised transport may be used. 19. It is not the duty of any marshal to interpret regulations or any other written instructions to a competitor or to explain of and / or effect thereof. It is the responsibility of the competitor to read and understand the regulations and any other written instruction. 20. Any competitor or team member who abuses (verbally or otherwise) a marshal or official will be excluded from the event and reported to the MSA as per A 10.1.3, A 10.2 and A 10.2.1. 21.
