Any individual whose conduct on the road is considered offensive (this includes drunken, lewd or obscene behaviour likely to offend the generally accepted standards of good taste) may be subject to immediate removal from the band. Any person who fails to obey any of the rules and/or instructions of any authorized NCF personnel may be disqualified from future participation in this event for a period not exceeding three years. I hereby grant permission to the National Cultural Foundation, its agents, successors or assignees, to have the exclusive rights, license and authority to videotape Crop Over Festival events, in which my band, listed above, appears/participates, for the purposes of broadcast and/or videotape sale. I further give the NCF permission to use images or likenesses of masqueraders parading in my band for this event for the promotion of Crop Over. All participants in the Foreday Morning Jam shall obey and comply with all instructions given by the authorized NCF officials and members of the Royal Barbados Police Force (RBPF) as well as the Rules and Regulations outlined below. 1. It shall be mandatory for all Bands wishing to participate in the Foreday Morning Jam to register on the approved Registration Form with the National Cultural Foundation. 2. A Registered Band shall comprise of no less than fifty (50) members and no more than one thousand (1000) members. Bands with up to 500 members will be classified as Small to Medium Bands, and Bands with between 501 up to a maximum of 1000 members will be classified as Large Bands. a) Small to Medium bands shall be required to pay a non-refundable Registration Fee of Seven Hundred and fifty dollars (Bds. $750.00). b) Large Bands shall be required to pay a non-refundable Registration Fee of One Thousand dollars (Bds $1000.00). c) Payment may be made at the Accounts Department, National Cultural Foundation Headquarters, West Terrace, St. James, between the hours of 9:00 a.m. 3:00 p.m. Monday to Friday. d) The deadline for submission of Registration Forms and payment of fees will be Friday April 29th, 2016. No registrations would be accepted after this date. e) No individual, organization or group will be permitted to register more than one (1) Band. Individuals and persons representing a group or organization must present photographic identification when registering. f) The draw for the allocation of assembly/starting points shall take place on Friday June 24th, 2016 at 5:30 p.m. at the Queens Park Steel Shed, St. Michael. One (1) representative for each band must be present at the draw. Any Band which is not represented at the draw shall participate by using the number and assembly point allocated to it by the NCF. g) The number drawn shall be deemed as the official Identification number of the band. The identification number must be clearly visible on the upper left hand corner of the windscreen of all vehicles belonging to the bands within the parade. h) Vehicles being used in the event shall not exceed the size of a standard flat-bed truck with the length of tray not exceeding 16 feet. No vehicle or its cargo shall exceed 14 feet in height above the road. i) All equipment, including the speakers, on music vehicles shall fit securely on the bed of the vehicle and not overhang the sides of the vehicle. j) Only vehicles with designated event passes will be permitted in the parade. k) Bandleaders shall ensure that the wheels of ALL SERVICE VEHICLES (food, bar, music, supplies, washroom) in the parade are covered with a suitable protective guard constructed from a rigid material as prescribed in the official diagram attached, so as to restrict persons from crossing under the vehicle(s) or from being crushed by the wheels. Failure to have such protective guards attached to service vehicle(s) upon arrival at the assembly/starting point would result in the vehicle(s) being prevented from participating in the parade. 3. Open flames, lanterns, carbide firecrackers, explosives, fog systems or other such objects are strictly prohibited in the parade. 4. Bands shall assemble by 10.00 p.m. on Friday July 29th, 2016 at their allocated starting/assembly point and proceed along the official parade route as directed by NCF Officials and the Royal Barbados Police Force. Bands that fail to assemble at their allocated starting/assembly point or that leave said starting/assembly point without being so directed by NCF Officials or the RBPF would be disqualified and banned from further participation in the parade. 5. The event shall commence at 11:00 p.m. on Friday July 29th, 2016 and end at 7:00 a.m. on Saturday July 30th, 2016.

6. Bandleaders are required to provide Security to assist with the protection and control of the members of the band. Failure to do so would lead to the band not being permitted to parade. 7. Participants are advised that the throwing of mud, paint and any other substance on non-participants / spectators is strictly prohibited. 8. The music to be played on the road is to be in the genre of the music of the Crop Over Festival, i.e Soca, Calypso or Kaiso, and consistent with the nature of the Foreday Morning Jam. Bands that fail to comply with this directive may result in disqualification. 9. Band leaders are required to use their best endeavours to ensure that all traffic laws relating to the consumption of alcohol by drivers of vehicles are complied with by persons driving vehicles in their Bands. Any driver found to be in contravention of any such laws may be liable to police action being taken against them, inclusive of removal from driving of the vehicle. DEFINITIONS 1. Registered Bands FOREDAY MORNING JAM 2016 RULES AND REGULATIONS 1.1 A band shall comprise of no less than fifty (50) members and no more than one thousand (1000) members that have paid the appropriate registration fee. 2. Percussive Bands 2.1 A percussive band is defined as a band in which all music generated results from the striking of instruments primarily with sticks such as drums, steel pans etc. 2.2 Notwithstanding part 1.1 above, a percussive band shall not exceed twenty-five (25) members. 2.3 The members of the band may walk with their instruments or be transported on a vehicle. In the event that the band is transported on a vehicle, the vehicle would be deemed to be a music vehicle and must be outfitted with the required safety measures. 2.4 If the members of the band are walking with their instruments, ONLY one (1) service vehicle may accompany the band. In the event that the band is transported on a music vehicle, one additional service vehicle may accompany the band along the parade route. 2.5 Participating Bands may be permitted to indicate their preference of the designated starting points, however the NCF reserve the right to designate the official start point for all Bands in the event. 3 Assembly/Staring Points There will be three (3) assembly points as follows: 1. Queens Park 2. The BTI Car Park, Lower Bay Street 3. The BIDC car park, Pelican 4 Service Vehicles 4.1 Service Vehicles are all vehicles that transport food, drinks, music, supplies or washroom facilities. 6 DRAW 6.1 Registered bands would be allocated to one of the three assembly/starting points. Bands that have established assembly/starting points that they have used for three (3) or more years would be permitted to retain those locations. 6.2 Each assembly/starting point would be assigned a colour. 6.3 Bands with established assembly/starting points would be allocated the colour corresponding to that starting point. 6.4 The remaining Bands would then draw to determine which assembly/starting point they would be allocated to.

6.5 Bands shall be ready to parade at the designated assembly point and time. Any Band which is not ready to move off at their designated time, will be reallocated a new start time as determined by the parade marshal. 7 ROUTE SCHEDULE 7.1 Bandleaders and Marshals would be provided with a copy of the Foreday Morning 2016 Route Schedule. This schedule would serve as a guide to bands and the NCF Marshals as to their relative position at various times during the parade, so as to give them an indication of their rate of movement. 7.2 Band leaders are asked to note that the Royal Barbados Police Force has the ultimate responsibility for ensuring the safety of all persons participating in, and working during, the event, as well as that of the spectators. For this reason, they may require the NCF Marshals to speed up or slow down bands for the purpose of maintaining law and order during the event. 8 COMPLIANCE 8.1 Band leaders are reminded that they are required to comply with the instructions of the NCF Marshals and the Officers of the Royal Barbados Police Force at all times. Leaders of bands that are ejected from the parade for any reason are advised that they may be liable to face additional sanctions including, but not limited to, ban from participation in future Foreday Morning Jam events, for a period not exceeding three years. 9 COSTUMES 9.1 Band leaders are reminded that Foreday Morning is NOT intended to become Kadooment at night, and as such it is expected that the costumes being supplied to band members DO NOT include elements that typify Kadooment costumes. For clarity, the standard is as follows: No feathers No beads No excessive trim on costumes No ornate headwear i.e. tiaras, decorative headpieces etc. The use of Costumes of Traditional Characters (such as Donkey Belly, Mother Sally, Shaggy Bear, Heartman etc) are encouraged and may incorporate traditional decorative elements where appropriate.
