LEAGUE RULES KPRD Adult Co-Ed Volleyball Leagues are governed by the rules set forth by USA Volleyball and local rules added for co-ed play. Key rules and regulations are listed in this document. Local rules are included, such as deadlines, park rules, etc. II. PLAYER ELIGIBILITY A. All players must be 17 years old as of March 1 of current year for Spring league, July 1 of current year for Summer league, August 1 of current year for Fall league, and December 1 of current year for Winter league, to participate in the Adult Co-Ed Volleyball League. A photo ID will be required if there is a protest of a player s age or name. Players must be listed on the team roster before competing on a team. B. Players can play for only one team per night in the KPRD Co-Ed Volleyball League. No player can be borrowed from one team to play for another team in the same league. C. Highly skilled players shall not participate in the Sunday B League. Players who are noticeably overly skilled will be removed from the game. Current professional or 1

collegiate team members are not eligible to play in the B or C division. D. Any player who has been proven ineligible will be suspended for the remainder of the season. III. TEAM COMPOSITION & REGISTRATION A. Team Composition. A minimum of six (6) players must be on the team roster in order for a team to enter the league. If the coach is a player, he/she will be included in this limit and his/her name must be listed with the other players names to be eligible to play. 1. Moving Players. In order for a player to move from one team to another, he/she must obtain a written release from his/her original team and that release must be delivered to the League Supervisor at the site before playing for the new team. B. Rosters and Contracts. Team rosters will be used to assist in controlling players playing on more than one team. The coach will turn in the team roster to the League Supervisor prior to the first scheduled league game. 1. Additions to the team roster will not be accepted over the phone. C. Fees & Entry Deadlines. League fees must be received by the KPRD Athletics Office. These fees cover the cost of officials, scorekeepers, and secondary insurance for each player. Teams withdrawing before the registration deadline will be charged a $50 service fee. Teams withdrawing after the registration deadline will receive no refund. 1. IV. SCHEDULES / STANDINGS / TOURNAMENT A. League Schedules. Games will be played in accordance with schedules set up by the KPRD Athletics Office with each team scheduled to play 8 regular season games. Schedules will be available one week after the conclusion of sign-ups. Leagues will make if there are at least 5 teams registered. B. Tournament Format. The post-season tournament will be single elimination. The tournament bracket and schedule will be available shortly after the final regular seasons games have concluded. Awards will be given to the City Tournament Champion. C. Make Up Games. Up to two games postponed during league play may be made up prior to the tournament if at all possible. D. Inclement Weather Info-Line. In case of inclement weather or cancellations due to unforeseen circumstances, please call 215-INFO (4636) after 4pm on the day of the game. E. Schedules on Website. All league schedules and tournament brackets can be accessed at www.knoxvilleathletics.com F. Standings. League standings are determined by the following criteria, in order of priority: W/L Record, Games Lost, Games Won, Points Allowed, Points Scored, Coin Flip. For tournament seeding purposes, a head-to-head result will be used as the first tiebreaker if teams have the same W/L Record. 3

V. GAME TIMING REGULATIONS A. Length of Game. Three games will each be played to 25 points. The winning team must win by 2 points. In elongated games, the team that reaches 30 points will win the game. B. Time Limit. Games will be scheduled on 50 minute increments. All games will be completed. If the winner is decided after the 2 nd game, teams may use the floor to play a 3 rd game as exhibition. The game will stop 5 minutes before the next game is set to begin. C. Timeouts. Each team is allowed 1 30-second time out per game. Timeouts do not carry over to the next game if not used. Team may sub player-for-player when using a timeout (not change spots in rotation). For instance, a player who arrives late may be subbed into the game for a player if the team uses their timeout. If the team has already used their timeout the player must wait to sub in at the server position. D. Time Between Games. There will be a 1 minute break between game 1 and game 2. Teams will be allowed a 2 minute break before game 3 begins. E. Grace Period. A grace period of fifteen (15) minutes will be given for the first game of the day/night, but NO grace period for any games following the first game. Teams that play games following the first game must be ready to play at their scheduled game times or forfeit. F. Team Forfeits. A team must have four players, with at least 2 females, before a game can start. If a team does not have four eligible and contracted players of its own at the end of the grace period, that team will have a 4

loss recorded in the league standings. A forfeit shall be recorded as 25-0, 25-0 in league standings. If both teams do not have the minimum four players, both teams will receive a loss in league standings. Teams may scrimmage during their allotted game time. a. Multiple Forfeits Teams with 2 forfeits, where they have not notified KPRD Athletics, will be removed from the league and disqualified from the City Tournament. VI. PLAYING RULES A. Scoring. Rally scoring will be used. B. Net Height. 7 8 C. First Serve. A coin flip before the first game will determine which team serves first. Teams will alternate serving based on the result of the coin toss. D. Substitutions. Substitutions may only be made in the back right (serving) position. A team may use a timeout to sub player-for-player (not change spots in rotation). For instance, a player who arrives late may be subbed into the game for a player if the team uses their timeout. If the team has already used their timeout the player must wait to sub in at the server position.in case of apparent injury, the officials may use discretion to allow an immediate substitution. E. Contact with Ball. The ball may be struck with any part of the body from the waist up, except on the serve. F. Libero. The libero position will not be used in B league games. 5

G. Ball Touching Ceiling. A ball that hits the ceiling or light fixture will remain in play if the ball does not cross the net based on that hit. A team loses the point if the ball hits the ceiling and goes over the net. H. Ball Touching Wall, Goal, Bleacher. A team will lose the point if the ball touches the wall, basketball goal, bleacher, etc. I. Return of Serve. The return of serve can not be a block or spike. J. Center Line. While the ball is in play a player may not cross the center line under the net. Players may step on the line, but not completely over. K. Net Violations. A net violation will be called if any body part moves the net. VII. RULES FOR 6-on-6 LEAGUES A. Gender Requirements Teams must have 2 females on the court at all times. B. Players Required to Begin Game Teams must have 4 players with at least 2 females for the game to begin C. Player Rotation Players maintain same serving order and court positioning. Players rotate from server to the left, then across the front row. VIII. RULES FOR 4-on-4 LEAGUES A. Gender Requirements Teams must have 1 female on the court at all times. B. Players Required to Begin Game Teams must have 3 players with at least 1 female for the game to begin C. Player rotation - Players maintain the same serving rotation throughout the game but may position as 6

desired during points. Players are permitted to move freely during points. IX. OFFICIALS & GAME MANAGEMENT A. Officials. The KPRD Athletics Office will schedule and pay one official per game. If only one official is present at game time, the game will be played as scheduled. The Gym Supervisor will manage the scoreboard. X. EQUIPMENT A. Game Ball. A game ball will be furnished by KPRD. B. Team Jerseys. Teams are encouraged to wear a team shirt or like-colored shirts. XI. CONDUCT A. Sportsmanlike conduct is strongly emphasized and conduct detrimental to the league will be handled by the Athletic Coordinator. Suspension of players, coaches, and teams are possible recourses in dealing with fighting and abuse of an official, player, or spectator. B. Please see the attached documents which include the KPRD Verbal and Physical Abuse policy and other documents. C. Gymnasium Rules a. No smoking in the Recreation Center b. No food or drink in the Recreation Center (water is allowed) c. No profanity XII. ARBITRATION BOARD 7

The Knoxville Parks and Recreation Department will rule on all protests and disputes regarding eligibility and misinterpretations of the rules. All decisions will be final. The protest must be filed with the League Supervisor or Head Referee. The issue may be resolved immediately. The protest must also be submitted in writing, along with a $50 protest fee (cash only) to the KPRD Athletic Coordinator by 1pm the next day or Monday if the problem occurs on the weekend; otherwise, no action will be taken. Please note that eligibility protests must be presented prior to the end of the game. If the protest is upheld forfeitures could result. Tournament protests must be ruled on at the time of incident. The $50 protest fee will be refunded if the protest is successful. XIII. TOURNAMENT ELIGIBILITY A. A single-elimination tournament will be played following the regular season. B. A player is eligible for post-season tournament play if he or she has played in 2 regular season games with his or her team. C. Teams may not pick-up players for the city tournament.
