1 RULES 1.1 The championship will be governed by the rules as defined in The Racing Rules of Sailing 2013-2016. 1.2 Racing Rules will be changed as follows: 1.2.1 RRS 29.1 shall be changed so that individual recall does not apply at gate starts. 1.2.2 RRS 35 (Time Limits) and A5 are varied to enable Endeavour Fleet finishes as set out in SI 12. 1.2.3 RRS 40 (Personal Flotation Device) shall apply at all times while afloat without the need for Flag Y to be displayed. This also changes the preamble to Part 4. 1.2.4 RRS 42.3c is replaced by Class Rule B13 as follows: "Except on a beat to windward, when surfing (rapidly accelerating down the face of a wave) or planing is possible, the boat's crew may pull the sheet and guy controlling any sail in order to initiate or maintain surfing or planing, but not more than three repeated pulls and releases of the sail may be made for each wave or gust of wind." 1.2.5 RRS 36, 62.1, 63.1 and Appendix A5 are modified so that a boat infringing the gate start procedures in SI 10.3.9 may be disqualified without a Hearing. 1.3 The Exoneration Penalty and RYA Arbitration of the RYA Rules Disputes Procedure will be available for boats that may have broken a rule of Part 2, rule 31 or rule 42. 2 NOTICES TO COMPETITORS 2.1 Notices to competitors will be posted on the official notice board located in the glass kiosk outside the changing rooms. 3 CHANGES TO SAILING INSTRUCTIONS 3.1 Any change to the sailing instructions will be posted before 08:00 on the day it will take effect, except that any change to the schedule of races will be posted by 20:00 hours on the day before it will take effect. 4 SIGNALS MADE ASHORE 4.1 Signals made ashore will be displayed from the WPNSA flagpole outside the Race Office. 4.2 Flag D displayed with a sound signal means: The warning signal will be made not less than 30 minutes if racing is in Portland Harbour and not less than 60 minutes if racing is in Weymouth Bay. If racing is to be in Portland Harbour flag H will be displayed under flag D, otherwise racing will be in Weymouth Bay. Boats are not to leave the boat park until this signal is made. 4.3 When Flag AP is displayed ashore "1 minute" is replaced with "not less than 30 minutes if racing is in Portland Harbour and 60 minutes if racing is in Weymouth Bay" in the Race Signal AP. 5 SCHEDULE OF RACES 5.1 Dates of racing, number of races, and scheduled time of the warning signal for the first race each day is: Date Races Time of 1 st Warning Signal Thursday 23 rd July 1 & 2 13:55 hours Friday 24 th July 3, 4 & 5 11:55 hours Saturday 25 th July 6 & 7 12:55 hours Sunday 26 th July 8 & 9 10:55 hours 5.2 When more than one race will be held on the same day, the warning signal for the first race and each succeeding race will be made as soon as practicable. After a long postponement, to alert boats that a race will begin soon, orange flag will be displayed for at least five minutes before a warning signal is displayed. 5.3 On the last day of the championship no warning signal will be made after 14:00 hours. 6 CLASS FLAGS 6.1 Class flag will be International Code Flag W. 7 RACING AREA 7.1 The racing area will be Weymouth Bay. In the event of extreme conditions as determined by the Race Officer, who may confer with Class representatives, racing may be held inside Portland Harbour.

8 THE COURSES 8.1 The diagrams in Attachment A show the courses, including the course signals, the order in which marks are to be passed, and the side on which each mark is to be left. 8.2 No later than the warning signal, the race committee signal boat will display: (a) The course to be sailed. (b) The approximate compass bearing of the first leg. 9 MARKS 9.1 Marks 1, 1a, 2 and 3, will be orange inflated buoys. 9.2 New marks will be of the same shape and colour as the original marks. 9.3 The port end starting mark for gate starts will be a dan buoy with an orange flag. 9.4 Finishing marks will be a race committee boat displaying an orange and a blue flag, and a dan buoy with an orange flag. 10 THE START 10.1 Races will be started by using Rule 26 with the warning signal given 5 minutes before the starting signal. 10.2 Races will be started using gate starts. An orange flag will be displayed on the committee boat. 10.3 Gate Start Procedure 10.3.1 A starting mark will be a dan buoy with an orange flag, which will be laid at the leeward end of the gate. 10.3.2 The gate launch will display flag G. Starting signals will be made on the race committee boat. 10.3.3 The pathfinder for the first race will be nominated by the race committee. Subsequently, the pathfinder will be the seventh boat in the preceding race. When she is unable to race, or has been the pathfinder previously in the championship, the pathfinder will be the eighth boat in the preceding race and so on. Her number may be posted on the notice board but will be displayed on the Committee Boat. The pathfinder shall report to the gate launch five minutes before the warning signal. 10.3.4 The length of time the gate launch will open the gate (i.e. follow the Pathfinder or its course immediately prior to release) will be displayed on the Committee boat noting 10.3.8 below. 10.3.5 Shortly before the starting signal the pathfinder will position itself near the starting mark and as soon as possible after the starting signal (and within 10 seconds) will sail from the starting mark on a close-hauled port tack. During the start the pathfinder will be followed by the gate launch. Boats may start behind the gate launch once it has cleared the starting mark closely behind the Pathfinder. 10.3.6 The starting line will be between the starting mark and the centre of the stern of the gate launch 10.3.7 The pathfinder shall maintain her close hauled course until released by the race officer. 10.3.8 After the release of the pathfinder, the gate launch will maintain her course and speed for a period of time determined by the race officer, subject to the gate having been open for at least two minutes after the starting signal. When she stops she will lower flag G half way and make a sound signal. 10.3.9 A boat not having correctly started which is on the port side of the gate launch while the gate is opening shall not cross the starting line from the course side. 10.3.10 After the preparatory signal a boat which interferes with or tries to pass between the pathfinder and the gate launch, or that causes another boat to interfere in these ways, will be disqualified without a hearing. If the race is restarted, resailed or rescheduled she is not entitled to compete. This changes rules 63.1. 10.3.11 The starting dan buoy, gate launch, and the pathfinder until release, rank as starting marks. 10.3.12 A boat that cannot avoid touching a starting mark may hail a right-of-way boat for room and shall retire. 10.3.13 A boat shall not start later than five minutes after the starting signal when flag G on the gate launch and the race committee boat will be lowered.

11 SPARE 12 THE FINISH 12.1 The finishing line will be between the mast on the committee boat displaying an orange and blue flag and the finishing mark which will be a dan buoy displaying an orange flag. 12.2 After the leading boat(s) round mark 2 or 3 (depending on the course) for the penultimate time, the finishing line will be opened for boats that elect to make an Endeavour finish. 12.3 At the discretion of the Race Officer, the course may be shortened for boats that are more than ten minutes behind the first boat when rounding Mark 2 or 3 (depending on course) for the penultimate time. This will be signalled by the Committee Boat flying International Code Flag "V" and boats should then proceed from Mark 2 or 3 (dependent on course) to the finish line and will be recorded as an "Endeavour finisher". A RIB flying Flag V and making sound signals may also be used to advise competitors that they should make an Endeavour finish. 12.4 Any boat that is still racing but, in the opinion of the Race Committee, is unlikely to finish or be recorded as an Endeavour finisher" within 20 minutes of the leading boat may be given a finishing position based upon her position in the fleet at the time as observed by the race committee. When this sailing instruction is to be applied the boats affected will be notified by hail from a race committee vessel and may be towed to the starting area for the next race. This changes RRS 35 and A5. 13 TIME LIMITS & TARGET TIMES 13.1 Time limits and target times are as follows: Races Target time Mark 1 Time Limit Time limit Extension 1,2,3,4,5,6,7,8 & 9 60 minutes 30 minutes 120 minutes 30 minutes 13.2 Boats failing to finish within the extension time (see 13.1) after the first boat sails the course and finishes will be scored Did Not Finish. This changes rules 35, A4, and A5. 14 PENALTIES AND EXONERATION 14.1 Any boat that takes a one turn penalty under RR 31.2 (touching a mark) shall record the penalty when signing off and in so doing confirm that no significant advantage was gained in the race or series by so touching the mark. 14.2 Any boat that takes a two turn penalty under RR 44.1 (taking a penalty) shall record the penalty when signing off and in so doing confirm that no injury nor serious damage was caused and no significant advantage was gained in the race or series by the rule infringement. 14.3 A boat that may have broken a rule of Part 2, or rule 31 or 42, may, after finishing the race concerned and before the start of a related protest hearing, notify the race committee that she accepts a 25% Exoneration Penalty. This penalty does not reverse an OCS score, a disqualification under rule 30.3 or a penalty under Appendix P. It is not available for a breach of rule 2 or of class rules or for gross misconduct under rule 69. Nor is it available to a boat that caused injury or serious damage, or gained a significant advantage by her breach: in these circumstances, her penalty is to retire. 14.4 When an Exoneration Penalty is accepted, subject to SI14.3: (a) Neither the boat nor a protest committee may then revoke or remove the penalty. (b) The boat shall not be penalised further in a protest hearing when the protest committee decides that it was appropriate to the facts found and the applicable rules.

15 PROTESTS AND REQUESTS FOR REDRESS 15.1 Protest forms are available from the race office in room 4. Protests and requests for redress or reopening shall be delivered there within the appropriate time limit. 15.2 The protest time limit is 60 minutes if racing is in Portland Harbour and 90 minutes if racing is in Weymouth Bay, after the last boat has finished the last race of the day or the race committee signals no more racing today, whichever is later. 15.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. 15.4 Notices of protests by the race committee or protest committee will be posted to inform boats under rule 61.1(b). 15.5 Breaches of instructions, 17, 20, 21 and 22 will not be grounds for protest by a boat. This changes rule 60.1(a). Penalties for these breaches may be less than disqualification if the protest committee so decides. 15.6 On the last scheduled day of racing a request for reopening a hearing shall be delivered. (a) within the protest time limit if the requesting party was informed of the decision on the previous day. (b) no later than 30 minutes after the requesting party was informed of the decision on that day. This changes rule 66. 15.7 On the last scheduled day of racing a request for redress from a protest committee decision shall be delivered no later than 30 minutes after the decision was posted. This changes rule 62.2. 16 SCORING 16.1 Three races are required to be completed to constitute a series. 16.2 When fewer than 4 races have been completed, a boat s series score will be the total of her race scores. 16.3 When 4 to 7 races have been completed, a boat s series score will be the total of her race scores excluding her worst score. 16.4 When 8 or 9 races have been completed a boat's series score will be the total of her race scores excluding her two worst scores. 16.5 The overall Endeavour Fleet results shall be taken from the overall results (i.e. not scored separately) and only include boats that received a Silver finish in 50% or more of the races sailed (rounded down). For this purpose, boats that are DNC, DNS, OCS, BFD, DNF, DNE, or RAF will not be counted as an Endeavour finisher. Boats requesting redress for a race should, if appropriate, request an Endeavour finish position. The points awarded to each boat for each race shall be the points they scored for that race in the overall results. 16.6 To request correction of an alleged error in posted race or series results, a boat may complete a scoring enquiry form available at the race office. 16.7 The scoring abbreviation for a discretionary penalty imposed under instruction 15.5 will be DPI. 17 SAFETY REGULATIONS 17.1 A boat that retires from a race shall notify the race committee as soon as possible. 17.3 Competitors are responsible for ensuring that their boat and crew are prepared for the conditions that they may face whilst afloat and that they comply with the class rules. 17.4 The following equipment shall be carried at all times whilst racing. 17.4.1 A tow-line which shall be not less than 10 meters in length and a minimum of 6mm in diameter. 17.4.2 A Paddle. 17.5 Check-Out and Check-In: (a) The tally control point will be located under the main balcony outside the changing rooms. (b) Tallies comprise numbered rubber wristbands. Numbers will be allocated at registration, and posted on the official notice board. Tallies shall be worn visibly, over clothing, on the right wrist by both helm and crew at all times while afloat. (c) Both helm and crew shall individually tally-out before racing by personally collecting their tally. (d) Both helm and crew shall individually tally-in immediately on returning to shore after racing, but no later than the protest time limit, by returning the tally personally to tally control. (e) The penalty for failure to comply with this requirement will result in a fine penalty as follows: A fine penalty will be a contribution to the RNLI, made before the protest time limit, of 10.00 for the first offence, 20.00 for the second, 40.00 for the third and so on.

18 REPLACEMENT OF CREW OR EQUIPMENT 18.1 Substitution of competitors will not be allowed without prior written approval of the race committee. 18.2 Substitution of damaged or lost equipment will not be allowed unless approved by the race committee. Requests for substitution shall be made to the committee at the first reasonable opportunity. 19 EQUIPMENT & MEASUREMENT CHECKS 19.1 A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection. 20 SUPPORT BOATS 20.1 Team leaders, coaches and other support personnel shall stay more than 100 metres outside areas where boats are racing from the time of the preparatory signal until all boats have finished or the race committee signals a postponement, general recall or abandonment, unless attending a boat in distress requiring assistance, or as directed by the race committee. 21 TRASH DISPOSAL 21.1 Boats shall not put trash into the water. Trash may be placed aboard support and race committee boats. 23 RISK AND RESPONSIBILITY STATEMENT 23.1 Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta. Clause 15 of Notice of Race is accepted by all competitors on entry. 24 INSURANCE 24.1 Each participating boat shall be insured with valid third-party liability insurance with a minimum cover of 3.000.000 per incident or the equivalent.
