SAS Youth National Championship 2017 to be sailed at Henley Midmar Yacht Club, Midmar Dam, KZN Midlands. from 9 th December 2017 to 15 th December 2017 Sanctioned 22 May 2017 NOTICE OF RACE The Regatta is organized by the SAS KZN Region in conjunction with Henley- Midmar Yacht Club under the auspices of South African Sailing (SAS). 1 RULES 1.1 The regatta will be governed by the rules as defined in the Racing Rules of Sailing (RRS) 2017-2020. 1.2 The South African Sailing Requirements for National Championships will apply. 1.3 Boats participating in this regatta shall conform to the Equipment Rules of Sailing (ERS) 2017-2020, the Class Rules of the relevant Classes, this Notice of Race and the Sailing Instructions. 1.4 All dinghies, 15 foot and under and catamarans 16 foot and under, including Darts, are eligible to participate in this Championship - see point 12 below. In the event of a Class not having complied with this requirement, all entries from an unsuccessful Class will be transferred to an `O Class 1.5 The Sailing Instructions may also change other rules. 2 ADVERTISING 2.1 Advertising is permitted subject to the limitations of World Sailing Regulation 20. 2.2 Boats may be required to display advertising chosen and supplied by the organising authority. 1

3 ELIGIBILITY AND ENTRY 3.1 In accordance with the World Sailing (WS) Regulation 19 (Eligibility Code), all competitors (Helmspersons and all other crew) shall be members in good standing of a Yacht Club affiliated to and in good standing with South African Sailing or their Member National Authority in the case of non-south Africans. The Yacht Club name and membership details shall be stated on the entry form or crew list. Current valid South African Sailing Membership Cards or similar proof of MNA Membership in cases of non-south Africans shall be presented at Registration. 3.2 Entrants in this event shall have birth dates not earlier than 14 th December1998 (i.e. U19 on 14 th December 2017, or as specified by class rules for classes with younger age limits.) The Dabchick constitution states Membership expires on the day on which the member has their 19 th birthday, or on the last day of a regatta of which the official starting date is before, and ends on or after, the day of their 19 th birthday. Optimist entrants having birth dates on or after 1 st January 2007 will be scored in a silver fleet in each class, as defined in the Sailing Instructions. However, if the entrant has previously sailed in Youth National Championships main fleet, this clause shall not be applicable. There will be a separate course for Optimist novices 3.3 Entry forms with or without payment may be forwarded to the regatta secretary until the 24th November 2017. 4 FEES 4.1 Required fees are as follows: Single Handed Fee R 650.00 Double Handed Fee R 850.00 4.2 Late Entry fees are as follows: Single Handed Fee R 750.00 Double Handed Fee R 950.00 4.3 Other Fees: All Entry Fees and Class subscriptions shall be paid prior to the close of Registration. Failure to meet this requirement will result in the affected yacht being recorded as Did Not Compete until such time as the required payment/s is/are made. This changes rule A11 (DNC) 5 SCHEDULE 5.1 Registration: Saturday 9 th December 2017; from 11h00 to 17h00 Sunday 10 th December 2017; from 09h00 to 13h00 5.2 Measurement and inspection: Saturday 9 th December 2017; from 11h00 to 17h00 Sunday 10 th December 2017; from 08h00 to 12h00 5.3 Dates of racing: Sunday 10 December Warning signal for the Practice Race at 14h55 Monday 11 December Warning signal for the first race of the day at 08h55 Tuesday 12 December Warning signal for the first race of the day at 08h55 Wednesday13 December Warning signal for the first race of the day at 08h55 Thursday14 December Warning signal for the first race of the day at 08h55 No warning signal shall be made after 14h25 on the 14 th December 2017. Team Racing Friday 15 December Warning signal for the first race of the day at 08h55 The Team Racing schedule will be posted by 19h00 on 14 th December 2017 No warning signal shall be made after 14h55 on the 15 th December 2017. 5.4 Number of races: A maximum of 15 races are scheduled for the championships. 5.5 Prize Giving The main prize giving will follow as soon as possible after the last race of the day on Thursday 14 December 2017. The Team Racing Awards are scheduled for 16h30 on Friday 15 th December 2017. 6 MEASUREMENTS Each boat shall have a valid measurement certificate if required by their class rules and it should be available for scrutiny at registration, if requested. In addition spot measurements may be taken at any stage during the regatta. 3

7 SAILING INSTRUCTIONS Sailing Instructions will be available from the Regatta Secretary on completion of registration formalities. Team Sailing Instructions will be made available on the evening before the Team Racing Day. 8 VENUE Racing will take place at Henley Midmar Yacht Club, Midmar Dam, KZN Midlands 9 THE COURSES The courses to be sailed will be according to the diagrams in the Sailing Instructions, which will include the approximate angles between legs, the order in which marks are to be passed and, the side on which each mark is to be left. 10 PENALTY SYSTEM 10.1 Racing rule 44.1 is changed for catamaran classes only; the two turn penalty is replaced with a one turn penalty. The changes will appear in full in the Sailing Instructions. 10.2 A boat intending to protest another boat, or seek redress, shall, in addition to the requirements of Rule 61, inform the Race Committee of their intention to protest when they finish, or retire. 11 SCORING 11.1 Low Point System of Appendix A4 will apply. 11.2 Four races are required to be completed to constitute a Championship. 11.3 (a) When fewer than 5 races have been completed, a boat s Championship score will be the total of her race scores. (b) When from 5 to 9 races have been completed, a boat s Championship score will be the total of her race scores excluding her worst score. (c) When 10 or more races have been completed, a boat s Championship score will be the total of her races excluding her two worst scores. 12 NATIONAL CHAMPIONSHIP REQUIREMENTS In order to qualify as a National Class Championship the following criteria shall be satisfied: A minimum of ten valid entries having been received no later than the closing time for registration; At least ten finishers in any two races of the series; and At least four races completed. 4

13 SAFETY 13.1 Yachts shall comply with their class buoyancy and safety requirements. 13.2 All competitors shall wear a personal buoyancy aid at all times while afloat in a yacht. 13.3 Wet or dry suits do not constitute adequate buoyancy. 13.4 Additional safety requirements may be set out in the Sailing Instructions. 14 SUPPORT PERSONNEL AND BOATS 14.1 Team leaders, coaches and other support personnel shall stay at least 150 meters outside areas where boats are racing from the time of the Preparatory Signal for the first class to start until all boats have finished racing, unless the Race Committee signals a postponement or abandonment. Non-compliance with this rule may lead to action under RRS 64.4 14.2 Coach or individual support boats shall be marked with a Yellow Flag 15 PRIZES Prizes will be given as follows: SAS Medals will be awarded in accordance with the Requirements for National Championships, as follows: 10 14 boats Gold 15 19 boats Gold & Silver 20 or more boats Gold, Silver and Bronze Other prizes and trophies may be awarded at the discretion of the organising authority or the classes. 16 DISCLAIMER OF LIABILITY Competitors participate in the regatta entirely at their own risk. See RRS 4, Decision to Race. The rustic cabins aren t operational and probably won t be available in December. The accommodation has been booked from 9 th December to the 17 th December. Unfortunately Ezemvelo can only keep the accommodation reserved until the 5 th July - after this date they want to open it up to the public again, so all bookings should be made as soon as possible before this. There are 14 x 2 bed chalets, 11 x 4 bed chalets, 3 x 5 bed chalets, 1 x 6 bed chalet, 1 x 6 bed paraplegic chalet, and 31 campsites. When booking accommodation, people MUST use reservation number 352702, and if phoning Ezemvelo they MUST speak to Ndumiso Luthuli phone 033 845 1000, e-mail Ndumiso.Luthuli@kznwildlife.com If any accommodation reservations are made with Ezemvelo, mention should be made that the accommodation is for the Youth Nationals, and the accommodation should be on the Munro Bay side of the dam, otherwise the competitors might be given accommodation at Morgenzon, which is on the other side of the dam to the Yacht Club. If Ezemvelo tells you that the accommodation under reservation number 352702 has been reserved, please tell them that you want to take up accommodation from this reservation. No deposits have been paid for the accommodation it is the responsibility of the individuals themselves to make their bookings and pay the deposits.
