Minutes of 1/8/2018 MINUTES MIDDLETON PUBLIC WORKS COMMITTEE MONDAY JANUARY 8, 2018 6:30 P.M. MEMBERS PRESENT: Pofahl, Anderson, Knorr, Lyons, Nahn, Richard, Teal, Stauske (alternate) 1. Minutes of 11/27/2017 Lyons moved to approve the minutes of 11/27/2017. Motion seconded by Nahn, motion carried 7-0. 2. Century Ave. Corridor Traffic Signal Optimization Analysis Final Report (17-110) Knorr moved that the Committee accept the final report, and direct staff to implement recommended program timing changes as the 2018 operating budget funds and staff time allow. Motion seconded by Richard, motion carried 7-0. The Committee asked staff to continue monitoring queues on the Frank Lloyd Wright Ave. approach to Century Ave., and to consider the potential need for future changes to parking on the west side of the road. 3. N. High Point Rd. Resurfacing Plan Approval (18-104a) Richard moved that the Committee approve the plan drawings for bidding. Motion seconded by Lyons, motion carried 7-0. The Committee asked staff to invite the Chair and other interested members of the Pedestrian, Bicycle & Transit Committee to attend the next meeting (1/22/18) to discuss preferred project pavement marking, including bicycle accommodations. 4. N. High Point Rd. Resurfacing Resolution 2018-05 Declaring Intent to Assess Costs of Improvements (18-104a) Lyons moved that the Committee recommend to the Common Council approval of Resolution 2018-05, declaring an intention to levy special assessments for improvements related to the resurfacing of N. High Point Rd. Motion seconded by Richard, motion carried 7-0. 5. N. High Point Rd. Resurfacing Set Date for Public Hearing (18-104a) Richard moved that the Committee set February 12, 2018 at 6:30 p.m. as the date and time of the public hearing for special assessments for improvements related to the street resurfacing project. Motion seconded by Anderson, motion carried 7-0. Lyons moved to adjourn. Motion seconded by Teal, motion carried 7-0, and the Chair declared the meeting adjourned. N. High Point Rd. Resurfacing Pavement Marking Plan... MEMORANDUM Public Works Department City of Middleton DATE: January 18, 2018 TO: Public Works Committee FROM: Shawn Stauske, Dir. Public Works / City Engineer SUBJECT: Bike Lane Pavement Markings N. High Point Rd. Resurfacing (18-104a) At the 1/8/18 meeting, the Committee asked staff to invite the Chair and other interested members of the Pedestrian, Bicycle & Transit Committee to discuss preferred pavement markings for this resurfacing project. See enclosed draft memo from PBTC Chair Jim Blodgett that was attached to their 11/29/17 meeting agenda. Minutes of that meeting are not yet available. Section 3.3 of the Bicycle & Pedestrian Plan 2009 (Council adopted Nov. 17, 2009) encourages bicycle facilities along most arterial and collector streets. This section of the plan prioritizes bike needs, but doesn t specifically mention any plans for N. High Point Rd. Section 3.3.9 of the Bicycle & Pedestrian Plan 2009 notes that Greenway Blvd. is not well suited for bicycling because it has four 12 travel lanes, and closely spaced, signalized intersections (including the Beltline on- and off-ramps). The City s website includes proposed planning updates in the draft 2017 Comprehensive Plan. The portion of the draft update of the bicycle network plan includes a memo from Asst. City Planner Mark Opitz to the Plan Commission dated Dec. 9, 2016, in which Mark requested guidance on several policy issues. Part of that memo notes that the guidance would be intended to serve as the basis for updates to the City s 2009 Bicycle & Pedestrian Plan, and the memo includes specific mention of adding bike lanes along N. High Point Road. Map 4 of the draft plan, dated Dec. 8, 2016 (clip below), shows proposed bike lanes on N. High Point Rd., with proposed sharrow symbols on both Elmwood Ave. and Greenway Blvd. Bicycle Network Plan (draft 12/8/16) - Clip of the existing and proposed bike facilities The extension of N. High Point Rd. to the south (into Madison) has only centerline markings. PEDESTRIAN, BICYCLE & TRANSIT COMMITTEE CITY OF MIDDLETON 7426 HUBBARD AVENUE MIDDLETON, WI 53562-3118 FROM: SUBJECT: PH 608.821.8370 FAX 608.827.1080 WEB: www.ci.middleton.wi.us DATE: November 30, 2017 TO: Public Works Committee Jim Blodgett, Chair, Pedestrian/Bicycle/Transit Committee Request for Complete Streets Pilot Project DRAFT 11/22/17 Introduction: Complete Streets is a guiding principle for design, construction and maintenance of transportation facilities that takes into account the needs for all users to create equitable, safe, reliable, and convenient transportation options. We know that when streets are safer for vulnerable users, they are not only safer for all users, they promote healthier and more sustainable communities. Requests: The Pedestrian, Bicycle and Transit Committee, with the expressed support of the Sustainability Committee, respectfully requests that two of the major reconstruction and resurfacing projects funded in the FY 2018 budget include a Complete Streets design component. Maywood Ave Reconstruction from Park to Branch: Maywood is a low traffic east-west connector between Allen, Branch, Park, Park Lawn and Bristol. It provides convenient access to Lakeview Park, Sauk Trail Elementary, Kromrey Middle School, Middleton High School, Clark Street Community School and the Pheasant Branch Trail, making it an ideal candidate for designated bicycle and pedestrian facilities as well as possible designation as a Safe Route to School. Park and North Gammon Mill and Overlay: Park and North Gammon is a high volume north-south route with designated bike lanes that are very valuable to commuters and recreational cyclists. The RRFB at Fortune helps make crossing North Gammon much safer for pedestrians. Users of the Tiedeman's Pond path, though, must go more than a block north to find a safe crossing: the RRFB at South Avenue. Frequently, path users climb the berm by the power pole and cross Park south of the railroad tracks, so that they are not visible to southbound vehicles. This makes the section of Park between the railroad tracks and Woodgate an excellent candidate for a complete streets review. The PBT Committee also respectfully requests that the major reconstruction and resurfacing projects funded in the FY 2018 budget include a Complete Streets design component. North High Point Rd Mill and Overlay, South of Terrace: High Point Road is a low traffic, northsouth connector for Old Sauk Rd., Greenway Station, Deming Way and downtown Middleton. It is an ideal bike route, which is why the Middleton Bicycle Plan proposes designated bicycle lanes on it. Bishops Bay Pump Station and Force Main Task Order... CITY REVIEW DRAFT TASK ORDER NO. 15 124 No. 1 PURSUANT TO GENERAL ENGINEERING SERVICES AGREEMENT BETWEEN THE CITY OF MIDDLETON AND STRAND ASSOCIATES, INC. PROJECT: PROJECT NO: 15 124 City Account No: 640 5300 005 Date: Project Description Bishops Bay Pump Station and Force Main Strand Associates, Inc. ( Consultant ) will provide to the City of Middleton ( City ) certain engineering services consistent with the General Engineering Services Agreement dated December 5, 2017. The services generally consist of updating the bid package and permits previously provided in 2016, wetland and utility correspondence, and providing bidding related services. In 2015 and 2016, Consultant provided to the City engineering services for the design, permitting and bidding of two projects for construction of a sanitary sewer pump station and force main to convey sewage from the northwest corner of The Community of Bishops Bay development to the Madison Metropolitan Sewerage District (MMSD) facilities near Mendota County Park. All bids were rejected, and the developer continued to negotiate with City and Town of Westport for creation of Utility District No. 1. That Utility District agreement contemplates construction of the sanitary sewer improvements in 2019 for substantial completion by October 15, 2019. The Utility District agreement provides that prior to City advertising for bids for the sewer system improvements in 2019, City will: 1. Consult with Developer regarding timing of the public bidding process. 2. Enter into a city/developer agreement for Developer to: a. Scope of Services Consultant proposes the following services for this project. Project Design Drawings and Specifications 1. Discuss, with City, alternatives previously considered following the 2016 bidding and include the City preferred alternatives in the 2019 construction project. 2. Incorporate addenda items from 2016 bidding into the 2019 bid package. 3. Provide a hard copy of updated drawings and specifications to City. 4. Provide portable document file to City of the project manual (bid package) ready for upload to QuestCDN for electronic bidding. Permits 1. Review sewer extension and lift station permit previously granted by the Wisconsin Department of Natural Resources (WDNR) and MMSD. Provide updates to permit if necessary. 2. Resubmit pumping station building drawings to the Wisconsin Department of Safety and Professional Services for building plan approval. 3. Review and resubmit the WDNR Erosion Control Permit that will expire prior to construction. 4. Review and resubmit the Dane County Highway permit. 5. Answer questions prior to bid opening. 3. Attend bid opening, tabulate and analyze bid results, and assist OWNER in the award of the Construction Contract. Fee Consultant will provide services described herein at the hourly rates shown on the fee schedule attached to the General Engineering Services Agreement, or as may be amended per terms of the Agreement. The total fee for services will not exceed $25,000.00. PROJECT: Pheasant Branch Rd. Connector Water Main PROJECT No: 15-125 City Account No: 640-5200-005 Date: January 18, 2018 Project Description In 2015 and 2016, MSA Professional Services, Inc. ( Consultant ) provided to the City of Middleton ( City ) engineering services for the design, permitting and bidding of a project for construction of a water transmission main along Pheasant Branch Rd. and Balzer Rd. to CTH Q, to provide for fire protection needs of the continued development of The Community of Bishops Bay. All bids were rejected, and the developer continued to negotiate with the City and Town of Westport for creation of Utility District No. 1. That Utility District agreement contemplates construction of the water loop in 2019, for substantial completion by October 15, 2019. Among other things, the Utility District agreement also provides that prior to the City advertising for bids for the water loop improvements in 2019, the City will: Consult with Developer regarding timing of the public bidding process with the goal of minimizing construction costs. Enter into a city/developer agreement for Developer to: Construct 16 water mains internal to the development to connect the Pheasant Branch Connector water loop to the existing stub of 16 water main in Bishops Bay Parkway in the Back Nine neighborhood. Construct water main and service to the sanitary sewer pumping station proposed to be constructed in 2019 in the northwest corner of the development. Provide easements within the development necessary for construction of the above noted water pipes. To resume progress on this project, Consultant will provide to City engineering services consistent with the General Engineering Services Agreement dated December 5, 2017. Coordinate with utility companies as necessary in order to verify scheduling and completion of necessary utility relocations. Include one meeting with TDS Telecom to review plans for their relocation of approximately 2,850-lf of underground telephone lines. 4. PSC Construction Authorization $5,500 a. Preparation and correspondence services with the PSC for the construction authorization of the project. 5. Bidding Services $3,800 a. Provide online distribution of bid documents and related bidding services. b. Answer bidders questions prior to bid opening. c. Conduct public bid opening. d. Provide to City bid tabulation and memo of recommendation for award of contract. Consultant will provide services described herein at the hourly rates shown on the fee schedule attached to the General Engineering Services Agreement, or as may be amended per terms of the Agreement.
