Arnold, Commissioner Kent Goldthorpe, Commissioner Paul Woods, Commissioner October 6, 2015 Planning & Programming TO: FROM: Commission, Director, and Deputy Directors Rod Ashby, Senior Transportation Planner SUBJECT: Community Programs Scoping Report FY2015 Staff Report for October 21, 2015 Commission Meeting Executive Summary The purpose of this staff report is to affirm direction from the Commission on individual projects as presented in the FY2015 Scoping Report. This direction will be shared with the cities, school districts and individuals that made the original requests. To improve transparency and to help integrate district services, this year, Roadway, Intersection, and Bridge projects are also included in the report. Facts & Findings Every year ACHD receives requests from cities, school districts, and citizen applicants for Roadway and Community Programs projects. These requests are carefully reviewed by ACHD staff, new projects are scoped by an ACHD team made up of representatives from multiple departments, and prioritized for inclusion in the Integrated Five-Year Work Plan. The primary purpose of the scoping effort is to clearly define the project scope, determine planning level cost, and identify issues that may require special attention or coordination. In the past, each potential Community Program project was summarized in a scoping report, which is the primary product of the scoping effort. Community Programs Since the passage of the Vehicle Registration Fee increase in 2008 staff has worked to refine and improve how community programs projects are planned for and developed. These projects range in size from small sidewalk connections to major pedestrian and bicycle improvements on arterial and collector streets. To help filter through the multiple projects and make clear recommendations the scoping report contains the following categories: 1. GO Projects Projects recommended for inclusion in the program. 2. Go Bikeway Projects Bikeway specific projects recommended for inclusion in the program 3. GO Big Projects Projects that exceed 500K and require special commission consideration. 4. Defer Projects

Projects that have technical merit, but programming consideration is delayed until certain conditions exist 5. NO GO Projects Projects that will not be included in the program after failing to meet technical considerations Specific reasons are provided in the report for each project Roadway, Intersection, & Bridge Programs Capital roadway and intersection projects are included in the Integrated Five Year Work Plan according to Commission-approved prioritization criteria. Bridge projects are included in the IFYWP based on structural needs identified through inspection. Scoping roadway, intersection, or bridge projects occurs when design enters Preliminary Development in the IFYWP. The scoping report includes roadway, intersection, and bridge project scopes and estimates developed by the Scoping Team. Fiscal Implications The scoping report provides a clear recommendation regarding both if and how a project should proceed into programming. The timing of the design, right-of-way, and construction phases is defined through the Integrated Five-Year Work Plan process. Since 2008, ACHD has successfully completed many low cost, high priority Community Program projects. As ACHD continues to address needs, projects are becoming more complex and expensive to implement. Roadway repair, drainage, and other improvements are often necessary to address when developing these projects. The scoping report identified a number of Go Big Projects that are a result of these changes. Policy Implications Staff will continue to present the Commission with policies, concepts and products that support ACHD s commitment to all users of the public right-of-way. Projects deemed GO will be incorporated into the next IFYWP, and will be programmed in the appropriate budgetary years. Attachment(s): 1. FY 2015 Scoping Report
