HORSE & PONY - DEPARTMENT R Judged Saturday, August 2, 2014-8:00 a.m. Superintendents: 4-H Horse Committee Members Proper attire must be worn for all classes. Proper attire for western events includes: long sleeves, collar (band, stand-up, tuxedo, etc.) western hat (for showmanship & production) or helmet (while mounted) and cowboy boots. In English classes, riders should wear riding coats and breeches of traditional colors with high boots or jodhpurs. In accordance with State Fair horse rules, approved helmets are required for all horse classes including the western classes. First year members are required to participate in the Quality Assurance & Ethics training via the web in order to be eligible to participate in the 4-H Fair. The website address is as follows: http://web.extension.illinois.edu/qaec/. First year animal exhibitors failing to register through this website will be ineligible to compete in the 4-H Show. Raindate for the 4-H Horse Show will be the following Sunday, August 3, 2014. Decisions made by the superintendents will be final. To be eligible to show at the 4-H level, the 4-H'er must have attended at least one clinic or horse project night approved by the DeKalb County 4-H Horse & Pony Committee. 4-H members should indicate what clinic they attended on their entry form. Entries in question will be contacted. Please note that any persons while mounted on a horse must have an approved riding helmet & appropriate footwear. Illinois Health Requirements for Equine 1. All horses and other equidae, twelve (12) months of age and older attending an advertised equine event, shall be accompanied by a negative test for equine infectious anemia (EIA) conducted within the last twelve (12) months. A copy of this test shall accompany the animal. 2. AGID (Coggins) or ELISA tests are accepted. 3. An advertised equine event means a show, rodeo, sale, auction, exhibition, trail ride, or horse fair that is posted or media promoted. 4. A CVI is not required for Illinois equine. GENERAL RULES 1. HEALTH RULES: All equine must be accompanied by a NEGATIVE TEST for Equine Infectious Anemia/E.I.A. (Coggins/ELISA), which has been conducted within one year. 2. Participants should be on the grounds and ready for a vet check between 7 and 7:30 a.m. The veterinarian will be leaving at 7:30 a.m. 3. SHOW NUMBERS must be secured from clerk upon arrival. Each exhibitor must wear the show number for classes on which they are entered. 4. A horse inspection will be done at your arrival to check lease/ownership papers and negative coggins papers. 5. All horses and ponies should be trained and kept under control by the exhibitor at all times. Judge may penalize or excuse any animal(s) not under control. 6. Lack of proper tack for all horse classes may result in a penalty from the judge.
7. Absolutely no riding is permitted on the grounds, except in the show ring or other specific areas designated by the superintendent. Don't ride to the food stand. Breaks may be announced for warm ups. 8. No stallions one year of age or over are allowed. 9. Following the show, each exhibitor is responsible for cleaning up his/her own tying area. 10. Classes will be judged at 8 a.m. Show order will be posted. 11. Hard hats, boots and a forward seat or hunt saddle must be used in jumping. 12. Animals must report to the entry gate one class before the class in which they are entered. 13. Ages are as of September 1, 2013. 14. When entering classes take care to enter the correct class/horse combination, as substitutions cannot be made. Exceptions may only be made on issues that may occur on show day such as lameness or other illness. The show committee in advance of the class must approve substitutions. 15. Only one horse or pony per class per exhibitor. No double entries or cross-entering. 16. 4-H ers will be assigned a different back number for each horse they are exhibiting. 4-H er need to make sure they are wearing the appropriate number for each class they are exhibiting in. 17. The Horse Committee has the option to split classes that exceed 12 participants. SPECIAL 4-H RULES 1. 4-H members may enter as many classes as they like but can collect premium money in no more than 3 classes. Members are allowed only ONE entry per premium number in all classes. Always state age of rider (as of Sept. 1, past year) on entries in case the class needs to be split or combined. Member may show only one horse in champion classes. If a 4-H er has more than one horse eligible for the champion classes, they must choose which horse they wish to show. 2. Classes CANNOT be added or changed on the day of the show, but instead classes may be dropped the day of the show. 4-H ers are encouraged to sign up for as many classes as they think they would like to participate in on their entry forms. 3. All first year horse exhibitors are encouraged to enter novice classes regardless of their age. 4. 4-H ers uncertain of their riding abilities when fair entries are due should sign up for both walk/trot and age appropriate classes. One week prior to the fair 4-H ers must inform the Extension office as to which classes they will be dropping. 5. 4-H members must show at least one of their horses in a showmanship class to be eligible to participate in performance events. Showmanship class numbers include: 795, 796, and 797. 6. Two members may use the same horse if each keeps individual records on that horse. This animal can be shown by only one person in a class except for speed events. 7. If two members are using the same horse and both qualify for the same championship class, only one of the exhibitors may compete in the championship class. 8. NOTICE: Present year, 2014, Past year, 2013. 9. ANIMAL AGES: animals 2 years and under will be those foaled January 1, 2012 and after; animals 3 years and over will be those foaled December 31, 2011 and before. 10. Walk-trot class open to All ages; however, entries are not eligible for any other horsemanship classes. This class was intended for the very beginner riders only. 11. Entries will be reviewed by the horse committee for accuracy appropriate placement for the participants. 12. 4-H Premiums paid will be using an X factor.
