Welcome The North Carolina Taekwondo Federation Executive Board of Directors and Officers, welcome you to the 2019 USA Taekwondo North Carolina State Championships. This event has been sanction by the USA Taekwondo Inc. (USATKD), the governing body for Taekwondo. Both Sparring and Poomsae competitions will be using the Tusah U.S. National Ranking system for bracketing the World Class competitors. Poomsae competition will be using the Cut-off judging method. NCTF Board and Officers work very hard to provide the best Taekwondo Championship each and very year; please give them a high-five for their effort and determination if you meet one during the event. These hard working individual plays an important role in assisting the USATKD in developing young men and women these vital skills and knowledge; that, one day representing the United States as a member of the USA Team. Shorts (yoga pants), cutoffs, flip-flops, hats, tank-top shirts or Taekwondo uniform are not consider as an appropriate attire for state competition. Competitors Attire Official Uniform: All contestants must wear a white Taekwondo V-neck USA approved uniform (dobok) or WT approved Poomsae competition uniform in good condition, and appropriate to the contestants' division. Black Belts must wear black-collared white uniforms or WT approved Poomsae competition uniform. Color Belts may not wear black-collared uniforms. Patches, embroidery, logos, team names, country names, athlete names, 3

Competitors Attire Official Uniform (continue): athlete names, and stripes are permitted on the uniform. Logos or names on the back of the uniform and patches on the chest area of the uniform are also allowed. WT Poomsae uniform will be worn for poomsae only. The white-v neck uniform will be worn for other events. Shoes may not be worn. No jewelry or ornaments may be worn. No hats or items may be worn on the head except for religious coverings or soft ties to contain the hair. NO TAPE WILL BE ALLOWED ON ANY PART OF THE UNIFORM Belts: Yellow (8th and 7th Guep), Green (6th and 5th Guep), Blue (4th and 3rd Guep), Red (2nd and 1st Guep), and Black (1st through 8th Dan/Poom (black/red) are the only colors recognized by WT. Personal Hygiene: All competitors must maintain the highest standard of personal hygiene, keep their nails cut short, and groom their hair neatly. Protective Equipment: Contestants shall wear an approved trunk protector, head protector, groin guard (mandatory for both male and female competitors), gloves (see below), forearm protector, shin-instep protectors, sensing socks (if using an electronic Protector and Scoring System) and a mouth guard before entering the Contest Area. The head protector must be firmly tucked under the left arm when entering the Contest Area, and shall be put on the head after bowing to the opponent before the start of the contest. The groin, forearm, and shin-instep protectors must be worn inside the Taekwondo uniform. Wearing of any other items on the head other than head protector shall not be permitted, except for religious reasons. A previously approved religious item shall be worn beneath the head protector and inside the dobok and shall not cause harm or obstruct the opposing contestant. Properly fitting head protector: Unless electronic PSS head protectors are used, all participants must provide their own red, blue or white head protector with no markings other than corporate logos. Red and blue are preferred; white is only allowed for color belt divisions and 6-7 year old black belt divisions. The color of the head protector must correspond with the color of the chest protector. Cracks or defects in the headgear will not be allowed. Mouth guard: All athletes are required to use a mouth guard. MOUTH GUARDS MUST BE EITHER WHITE OR TRANSPARENT. A mouth cover or different colored mouth guard (red is not allowed) may be used for competitors with braces if an orthodontist s or dentist s note is provided prior to the beginning of competition. Use of a mouth guard may be exempted upon submission of a medical doctor s statement that its use might cause harm to the contestant. 4

Competitors Attire (Continue): Groin protection: All male athletes are required to wear a protective cup, which must be inside the pants during competition. Groin protection is also required for female athletes, and must be worn inside the uniform. Properly fitting chest protector: Where an electronic Protection and Scoring System (PSS) is being used, all athletes will be provided a red and blue full-body WT trunk protector. Both players must use the same size PSS. When an electronic Protection and Scoring Systems (PSS) is not being used, all athletes must provide their own red and blue full-body WT approved trunk protector. The trunk protector must cover the entire valid scoring area, from the armpit to the hip bone. All trunk protectors must wrap around and cover the back of the athlete in the valid scoring area. Shin and instep protection: Shin and instep protectors are REQUIRED, and they must be made of foam, cloth or vinyl. PSS sensor socks with built-in instep padding are also allowed. The instep protector may be red, blue, or white, but must correspond with the color of the chest protector; any color shin protector is allowed. Cloth or foam knee pads are permitted. Forearm guard: Forearm guards are REQUIRED and it is mandatory that athletes wear only foam, cloth, or vinyl products. Any color forearm guard will be allowed. Cloth or foam elbow pads are permitted. Please Note: USATKD NC State Association reserves the right to disallow any uniform or equipment if it is found to be unsafe, offensive or degrading. Registration Deadlines & Fees All registration must take place on the USAT Hang-A-Star system. Please visit www.usa-taekwondo.us to register. Please have your USAT membership number accessible to register USAT have a NO REFUND policy. NO REFUNDS will be given for any reason. Note: Athletes and Coaches will be charge late fee unless payment is completed as stated on this NCTF Manual. 5

Registration Checklist Completing all items on this list will help ensure a speedy check-in and weigh-in process at the 2019 USAT North Carolina State Taekwondo Championships / National Qualifiers: Register for the 2019 USA Taekwondo North Carolina State Taekwondo Championships through the USAT Hang-A-Star online registration system. Complete registration payment online. In order to receive the early registration price you must pay by the early deadline. Athlete participating as a Black, Red, Blue, Green, or Yellow Belts that are 11 years olds or younger, as well as the Ultra Division (32 plus; All Belts), no proof of US Citizenship required. Proof of Citizenship required for World Class: Cadet 12-14, Junior (15-17) & Senior black belts for both Sparring and Poomsae. Send in Proof of Citizenship and/or black belt certification if required according to the division you have registered for. Hang-A-Star will indicate which is required upon completion of registration. Upload a picture (headshot only in BMP, GIF, JPEG, PNG, TIFF and file must be under 4MB) to your membership profile. Please do not mail or email a photo. Note: These are the only acceptable documents that may be submitted; any other documents will not be approved. Proof of Citizenship Age Documentation Required U.S. Passport 6-7, 8-9, 10-11: Yellow, Green, Blue, Red & Black Belts N/A U.S. Passport Card 12-14, 15-17: Yellow, Green, Blue & Red Belts; and, 12-14 (Grass Roots) Black Belts N/A Requirements All participants must be current USA Taekwondo members. All coaches, referees, club owner/instructors 18 and older are required to complete and pass USAT background check prior to being a member of USAT and registered for USAT state sanctioned event (background checks must be completed every two years). U.S. Birth Certificate 12-14, 15-17 and 18 & Older (World Class): Black Belts Proof of Citizenship 18 & Older: Yellow, Green, Blue & Red N/A 33 & Older (Ultra): Black Belts N/A Athletes must hold the appropriate U.S. citizenship or residency depending on the division he/she participates in. All coaches must be, at minimum, AC certified within the USATKD CIDP program. An athlete may compete in the same World Class weight (sparring) and/or age category (poomsae) in multiple state championships. 7

A competitor s weight shall be measured the day prior to his or her competition day, March 22, 2019. All competitors must weigh-in during the designated times on the schedule. 2. A competitor s weight may be measured twice. If a contestant does not qualify the first time, one more official weigh-in is granted within the time limit. So as not to be disqualified during official weigh-in, a scale, the same as the official one, shall be provided at the convention center as a test scale. 3. During the weigh-in, the contestant is required to show his/her current photo ID, USAT identification card. Freestyle Poomsae A. Freestyle: a performance that is based on Taekwondo techniques, with the addition of music and choreography. B. Composition of Freestyle Poomsae: 1. Yeon-mu line (the progress line of the Poomsae) shall be the choice of the contestant. 2. Number of Poom: Each performance shall be composed of 20 to 24 poom, (each poom shall be no more than 5 movements). 3. Technique: Each performance shall be composed of attacking and defending technique of Taekwondo with 60% foot techniques and 40% hand techniques. 4. Music and choreography shall be the choice of the contestant. Music the responsibility of the contestant. 5. The performed techniques must be within the boundaries of Taekwondo. 2019 Major Changes Sparring: There is no on-site registration. State Association (NCTF) will have a World Class & Grassroots divisions for Cadet sparring black belts. To qualify for a World Class at the National Championships, an athlete must participate** at the State Championship in that World Class division they wish to compete in. State Association (NCTF) is not offering a Non-World Class Black Belt division for Cadets, Juniors and Seniors (athletes that do not have U.S. Citizenship). Athletes participating as black, red, blue, green, or yellow belt that are 11 years old or younger, as well as Ultra divisions will No Longer have to show proof of U.S. residency to compete. All World Class Cadets (12-14), Juniors (15-17), Seniors (18-32) Sparring & Poomsae, a nd 40 & Older Poomsae Black Belt athletes must provide proof of U.S. citizenship to compete. Winner of cadet Grassroots divisions will no longer qualify for the World Class division ( Grassroots divisions use Junior Safety Rules and World Class divisions use Full Head Contact). Once qualified for a World Class division, an athlete is no longer eligible for Grassroots divisions. Cadet Poomsae; Junior Sparring & Poomsae; Senior Sparring & Poomsae black belts will have World Class Divisions ONLY (no Grassroots divisions). Those athletes that participate ** at a USATKD State Championships in these black belt divisions will qualify for the World Class Divisions at Nationals. Sparring & Poomsae Bracketing Each State Championship will use the current Tusah U.S. National Ranking to seed each division at the event. The USATKD posted the updated national points rankings as of 5 pm Mountain Time the Thursday prior the championship (March 7th national points rankings). Color Belts All Color belt athletes will be able to compete in a State Championship and National Championships at the current belt in which they hold. EXCEPTION: If an athlete competed at a State Championship as a red belt and has since been promoted to black, athlete MY NOT compete in any black belt divisions. 18

Proof of Black Belt Requirement Continuing from 2015, if an athlete doesn t have a black belt certification uploaded to their profile or provide a copy of certification at the time of registration, the State Association will be able to utilize the black belt verification form (see atch 1). The form will include contact information so that USA Taekwondo can track that each person provides a copy of their black belt certification by the National Championships. If a copy is not provided at the National Championships then the athlete s coach and/or instructor will be required to apply for a USA Taekwondo Dan black belt certificate at the time of registration.
