Below are the amended proposed rule changes for the coming season that will be voted on at the Inaugural Club Meeting, to be held on Monday 27 th August 2018. VTCA CHANGES: Behaviour Code 6. Offences by Captains No vote required. (ii) A Captains behavior should be the example set for his/her team. Any poor behavior initiated by Captains will be severely dealt with. Any player found guilty of an offence and has received a suspended sentence, the penalty suspended will be imposed immediately on receipt of any yellow or red card. Application to vary fixture No vote required Where a club wishes to play a match that varies from the fixture, it must make a written application to the VTCA Secretary by 6:00pm on the TUESDAY prior to the game. Was Wednesday has now been changed to Tuesday. ADDING - No vote required. Page 27 Any guilty plea wishing to be referred to a negotiated penalty with the Tribunal Manager, must be submitted in writing by no later than 4pm Monday. Failure to do so will result in the matter being referred to tribunal directly. Page 29 2.1 A Player No vote required. A player who is dissatisfied with a decision of the Tribunal or a VTCA disciplinary decision, where that player has received a suspension of at least on week. VTCA VILIFICATION CODE AND PROCEDURE (adding sexual origin) No vote required. 1.2 A player who is participating in VTCA match will not engage in any conduct, act towards or speak to any other player which offends, insults, humiliates, intimidates, threatens disparages or vilifies the other player on the basis of that player s race, religion, colour, descent, sexual origin or ethnic origin. ADDING VOTE REQUIRED M23.4 REVISED PLAYING CONDITIONS WHEN NO PLAY HAS TAKEN PLACE ON DAY 1 M23.4.1. Where no play has taken place on the scheduled first day of a two-day match then the match shall revert to a one-day match the following week. M23.4.2 This will be played under one-day conditions with colored clothing and white ball.

ADDING VOTE REQUIRED M21.2.2 Two-day games can cease at any time after the scheduled tea break on the second day if a result has been reached and both captains agree to play ending. M21.2.4 All one-day games in any grade would finish once a result has been reached. All rules from M21.3.4 (including) M21.3.8 will move down one. One Day Competition M44.5.2 Players who played in any first eleven on that weekend or in that round in any Saturday competition are not eligible. E42.4.1 Due to OH & S regulations, boundaries must be a minimum of 2.50 metres in from any obstruction, such as fences, tress, goalposts etc. E42.4.2 Clubs requiring to use a distance less than the required 2.50metres must inform the VTCA of their intention to do so and be aware that the VTCA will not accept liability for any incidents that may occur. E120 Semi Final Qualifications No vote required. E122.2. Players having played 50% or more of home and away matches in a higher grade are ineligible to drop down to a lower grade for semi-finals except under Rule 124 Exceptions. E124.2 No more than three players who have each played with higher elevens in six or more matches during the home and away matches may play in any one Semi-final match with a lower eleven. New 124.2 - No Vote required No more than three players who have each played with higher elevens in less than 50% of matches during the home and away season may play in any one semi-final match with a lower eleven.

PROPOSED CHANGES BY CLUBS Exception for included in E122: For one-day matches played in Two-day competitions for the purpose of qualification, a one-day match shall be considered 0.5 matches. VTCA: DOES NOT SUPPORT THIS. Slashing of players between the weeks for 1 st XI only (this is in place at Premier Level if players get called up for state or country duties) VTCA STRONGLY OPPOSES THIS, IT IS OPEN TO MASSIVE RORTING OF SWAPPING PLAYERS. Proposed change to a 2 day grand final for all two day grades. VTCA STRONGLY OPPOSES THIS. A FOUR DAY GRAND FINAL IS UNIQUE FROM OTHER ASSOCIATIONS, WE SEE IT AS A POSITIVE NOT A NEGATIVE, AND AS SUCH WE SUPPORT A FOUR DAY GRAND FINAL. T20 ELIGIBILITY M62.1 (Current) M62.1.1 A player must have actively participated in a VTCA match in the current season prior to playing in the T20 competition. Proposed: M62.1.1 - A player must have actively participated in a VTCA match in the previous or current season prior to playing in the T20 competition. M62.1.2 - Active participation required that he is able to be identified on MyCricket in accordance with Rule M72. VTCA DOES NOT SUPPORT THIS. Proposed that Rule 62.1.3 be deleted guest players for VTCA competition. VTCA DOES NOT SUPPORT THIS. Proposed that colored clothing for 2 nd XI be abolished. VTCA: OPPOSES THIS. COLORED CLOTHING FOR 2 ND XI IS ALREADY IN PLACE AND HAS BEEN FOR 2 SEASONS. M44.4.2 Any ball passing outside the leg stump, the umpire shall call Wide providing the ball does not pass between the batsmen and the leg stump. Proposed rule: To allow one wide per over down legside in the Sunday one-day competition. VTCA: OPPOSES THIS CHANGE. M34.4.2 Any ball passing outside the leg stump, the umpire shall call wide providing the ball does not pass between the batsman and the leg stump. Proposed delete the rule from the one-day competition. VTCA OPPOSES THIS CHANGE.

M44.5.1 A club is permitted to select in it Sunday one-day team, up to 3 players who have played on that weekend or in that round in any Saturday competition. Proposed rule change: to allow 4 players instead of 3. Current - E122 Two Day Competition E122.1 To be eligible to play in a Semi-Final match with an eleven of his Club, a player must have played in the VTCA Two Day Competition during the Home and Away matches in Three (3) matches in which play takes place with that eleven. E122.2 Having played three games in one eleven as per Rule E122.1 a player is not eligible to claim eligibility for another eleven under Rule E122.3 E122.3 A player who is not eligible under Rule E122.1 but has played in the VTCA Two Day Competition in a combination of three (3) matches with that eleven or any lower elevens is qualified to play for the highest eleven that gives a combination of three (3) matches. E122.4 A player who is fully qualified for a VTCA One Day Competition as per Rule E123.1. Where a club has only two teams competing in the VTCA, and both teams have qualified for playing in Semi Finals, that club is able to select a player who has played the majority of his/her games in any of that clubs lower ranked matting teams. This rule would also apply to Grand Final selection, should a club have both of their turf teams playing. VTCA DOES NOT HOLD AN OFFICIAL POSITION ON THIS. Reduction of 3 overs for each innings break during play VTCA DOES NOT SUPPORT THIS Change the weather rule from checking every 20 minutes to the end of each over via a particular weather app VTCA DOES NOT SUPPORT THIS, CURRENT EXTREME HEAT PROCEDURE IS SUFFICIENT. Reduction of overs 70-72 per day (tests play 90 overs in 390 minutes PLUS an extra 30 minutes [4.33min per over] we play 280 minutes [3.5 minutes per over]) VTCA OPPOSES THIS CHANGE. Notification on fixtures for allocated reserve days VTCA CLUBS ARE ADVISED OF RESERVE DAYS CURRENTLY MYCRICKET WILL NOT ALLOW FOR A RESERVE DAY WITHOUT A FIXTURE.

PLAYER POINTS That a player who is not a junior of his VTCA club, but leaves to play Premier Cricket, can return to that same VTCA club without his player points tally being affected. He must not have played at another VTCA club in between. (Currently that player, because he is not a junior of his VTCA club, would return to our competition at a higher level of player points than when he left the VTCA - this discourages clubs from sending talented players to Premier Cricket.) VTCA DOES NOT HOLD AN OFFICIAL POSITION ON THIS. There were some other suggestions with regards to Player points however, these will not be altered. Current rule: A86.3 The fielding captain of any Eleven may elect to use a new ball in the second innings at their own Club s Expense. Proposed A86.3 A Team must use a new ball at the start of an opposition sides second innings. Unless agreed upon by both captains. VTCA DOES NOT HOLD AN OFFICIAL POSITION ON THIS. CURRENT RULE: E51.10 The Board of Management shall have the power to instruct Clubs that Covers shall or shall not be used on any specific day. PROPOSED CHANGE: The Board of Management shall have the power to instruct Clubs that Covers shall be used on any specific day. E52 PRACTICE E52.1 The cover must be laid by dusk on the evening of any day prior to a match day PROPOSED CHANGE: The Cover must be laid at the discretion of the Club. In exercising the discretion to lay the Cover, the Club must act reasonably and take into consideration Bureau of Meteorology weather forecast at 12 noon the day prior to a match day. VTCA STRONGLY REJECTS ANY CHANGE TO THE CURRENT USE OF COVERS. ADD M21.3.9 If play is abandoned on. Day 1, after commencement then all scores will be null and void and the game will become a one-day game played under one-day conditions. VTCA DOES NOT SUPPORT THIS CHANGE FIELDING RESTRICTIONS That 40-over one-day games be played using fielding restrictions. Those games would use the 27.5m fielding circle as used in our T20 competition. Only two fielders would be allowed outside the circle for the first 10 overs of an innings and a maximum of five be allowed outside the circle thereafter. One-day competitions (36 overs per side) would NOT have fielding restrictions

M65.2 BE ADDED TO ONE-DAY COMPETITION RULES M34.3.1 Other than the normal laws of cricket, there are no restrictions upon fielding positions. PROPOSED CHANGE: M34.3.1 In addition to the normal Laws of Cricket, for the first 10 overs (1-10) of each innings only two fieldsmen shall be outside the field restriction circle. For the remaining overs only 5 fieldsman are to be permitted outside the field restrictions. Proposed: the following two rules be added from the 20/20 competition be added to M34. The table in rule 65.5.3 has been changed to reflect 40 over cricket. M65.5.4 For the team batting second, when the number of overs is reduced, where possible the restrictions determined in M65.5.3 are to be maintained for the same proportion of the innings of the side batting second as for the innings of the side batting first (fractions to be ignored) In the event of an infringement, either umpire shall call and signal No Ball. VTCA BOARD NON COMMITTAL EITHER WAY. A21.1.3 A player having played in a Cricket Victoria or VSDCA Pennant Match during this season or the last three seasons who is not returning to the VTCA Club that he last played. Proposed: A21.1.3 A player having played in a Victorian Premier Cricket Match or VSDCA Pennant Match during this season or the last three seasons who is not returning to the VTCA Club that he last played with.
