What Is a TCB? Telecommunications Certification Body Accredited to Guide 65 Designated by the FCC Authorized by the FCC to issue Grants of Equipment Authorization for the U.S. Many TCBs are also approved to issue certificates for equipment authorization in Canada 2
What Is a TCB? The first 13 TCBs were designated in June 2000 Today, there are 35 TCBs throughout the United States, Europe and Asia. In July 2000 Grants issued by TCBs represented less than 1% of the total issued that month In 2012 TCBs issued ~ 98% of the total equipment grants 3

TCB Council s Purpose A forum for periodic dialogue between the Federal Communications Commission ( FCC ) and the Telecommunication Certification Bodies ( TCBs ). The TCB Council provides services for a monthly conference between the FCC and all TCBs Meeting notes are distributed to all members* 6
TCB Council s Purpose Facilitation of ongoing activities geared towards the improvement of TCB technical and administrative performance. TCB Council has sponsored 30FCC/TCB Workshops since August 2001 Next workshop will be April 9-11, 2013 in Baltimore, USA 7

TCB Council s Purpose A forum for raising issues of concern to the FCC and vice versa TCB Council meets each year with the FCC, Industry Canada and US accrediting bodies Informal meeting to review TCB program 9
TCB Council s Purpose A common dissemination point for up-todate FCC interpretations and rulings. Our Secretariat broadcasts messages to all TCBs, regardless of membership status Advises when FCC rulemaking decisions or KDBs are issued 10
TCB Council s Purpose: A dissemination point for interpretations of other governments that are Mutual Recognition partners with the U.S. Information is provided to our membership via email regarding developments in our MRA partner countries. 11
TCB Council s Purpose Links and liaisons with other domestic and/or non-domestic organizations. Liaisons exist with: R&TTE CA JVLATE ACIL ACTA ETSI BRAN ITIC TR 41 12
Who are our Members? All TCBs (US and non-us) Associate Members (total of ~ 100) representing Industry (3 in Japan) and Test Labs (5 in Japan) Board includes a Test Lab representative and a Manufacturer representative $850/year membership fee for Associate membership Test Labs first year of membership is free Give us a try! 13

Continuing to sponsor the development of ANSI C63.10 and C63.26 Edition 2 of C63.10 in final review Edition 1 of C63.26 in process Art Wall acts on the TCBCs behalf and has been instrumental in pushing the standards along Improving relationships with other certification agencies MIC in Japan, KCC in Korea Growth areas for new TCB/CAB opportunities 15
