Rle In the team bench area prior to and throghot each game, all players listed on the scorecard mst either have the statement of school official block completed on the roster and have a docment of age for players not attending that school or possess a designated docment of age. For the designated docments of age, please see below. eams will be checked at random dring state tornament play and mst be prepared to show proof of age when reqested by the NSF MGFA representative. Players appearing on an official tornament roster mst show a copy of one of the following designated docments to verify their age: 1. Birth Certificate 2. Driver s License or Drivers Permit 3. Valid Passport 4. Certificate of Age from School Sperintendent or Principal on School letterhead Also in the team bench area prior to and throghot each game, all players listed on the scorecard mst possess designated pictre identification. For designated pictre identification please see below. eams will be checked at random dring state tornament play and mst be prepared to show proof of identification when reqested by the NSF MGFA representative. Players appearing on an official tornament roster mst show one of the following designated pictre I.D. s to verify their identification: 1. Close-p team pictre with player names and signatres on back, L-R and designated docments of age attached. 2. Pictre Driver s License with player s signatre. 3. Valid Passport with player s signatre. 4. Pictre Stdent Identification Card with player s signatre. 5. Photo of player with their signatre attached to designated docment of age. eams fond with player(s) not in possession of the reqired docment of age and pictre identification will be reqired to deposit a $200 bond (cash, check or money order) in order for the team to contine tornament play (teams with illegal players shold immediately drop ot of the tornament to mitigate harsher penalties). eams who do not pay the $200.00 deposit will not be allowed to contine in the tornament. In addition, each player(s) withot reqired docment of age and pictre identification who testifies they are legal and the player is listed on the scorecard and roster, may contine tornament participation by sbmitting a $25.00 non-refndable cash (no checks) participation fee. (his non-refndable cash fee will be divided eqally between the state Jnior Olympic program and Softball Hall of Fame). Players withot the proper docment of age and pictre identification who do not pay the $25.00 non-refndable fee will not be allowed to participate. In addition, the player(s) mst pose for a photograph and sign a statement of age and identification in order for their team to contine play. Upon proof of age and identification, either at the tornament site or at NSF MGFA offices by the first Wednesday following the tornament, the $200 bond will be retrned. Failre to pay the bond and participation fee, pose for a pictre and sign the age and identification statement will disqalify the player and team from the game, tornament and advancement to frther competition. Age docmentation and pictre identification is reqired for all players on teams participating in national qalifier, state, tornament of champions, Northern national and national championship competition. NSFMGFA SOFBALL MINNESOA SPORS FEDERAION JUNIOR OLYMPIC OURNAMEN ROSER INSRUCIONS PLEASE READ CAREFULLY eams mst compete with their reglar season roster. (No pick ps allowed!) All entries on the official tornament roster mst be legible. Under no circmstances shall the softball director place their signatre on a roster prior to reviewing the names on the roster and crossing ot extra blank spaces. Rosters which are incomplete or not legible will be rejected and the team eliminated from competition. Rosters mst be verified and signed by the team coach and softball leage director who registered the team/ leage and sbmitted the tornament entry. he softball commnity, classification, division code and players mst identically match the team roster previosly sbmitted on Jne 15 by yor leage director. he roster mst contain the residence or school address whichever qalifies the team member for NSFMGFA tornament competition. For players claiming eligibility throgh school attendance provide school name and address. For players claiming eligibility throgh residence, provide th residence address. he date of birth (D.O.B.) Mst be provided for each rostered player. If a minor (nder 18), participants parent or gardian mst sign the roster in the appropriate space. For complete details on eligibility rles and roster limits, please conslt the J.O. Softball Gide and yor leage rles. In instances where a space (s) that is provided for a players name is not tilized, a line shold be drawn throgh that space. Shold a team forfeit their first game de to lack of a properly completed team roster, they still may play their second game providing they sbmit the properly completed roster prior to their second game. Players appearing on the official tornament roster shall be prepared to prove their eligibility pon reqest of the NSFMGFA representative. Any team withot a properly completed roster (i.e..incldes the softball directors/team coaches signatre of the parent or legal gardian for each minor player, etc.) or fond to have an ineligible player (s) (i.e., player who has illegally participated in two post season tornaments, etc.) shall be immediately disqalified from competition.

Classifications 1. Mltiple classes of competition will be condcted within the girls' fastpitch divisions. For yor softball leages class designation, please see the class designation lists distribted with yor registration materials. ier or a single class of competition will be condcted in girls' slowpitch. 2. NSF MGFA reserves the right to combine two or more classes of competition when an insfficient nmber of tornament entries exist to condct a specific class of play. 3. Softball leages/teams may not move down withot permission of the NSF MGFA. 4. Softball leages and team classifications are reviewed annally by the NSF MGFA and a classification committee. Commnities/teams may be raised or lowered at the discretion of these rling parties. 5. Softball leages/teams fond in violation of NSF MGFA classification rles shall be immediately disqalified from competition. 6. eams that are classified higher by another organization in the state and wish to be classified lower in the NSF MGFA of Minnesota program, mst petition the applicable NSF MGFA of Minnesota classification committee for their classification stats in the NSF MGFA of Minnesota program by March 1 of the crrent year. 7. A team that wins a state championship, retrns 10 or more rostered players and remains in the same age division the following year, mst move p one class. (Exception: Class A) Classification Procedres Leages mst classify and advance the minimm nmber of teams designated by the NSF MGFA to post-season competition. hese teams mst be the top teams in descending order from their commnity. Classification mst be determined by leage won-loss records or a leage play-off. In divisions where only one class of competition is held a class designation is not necessary. PLAYING RULES NSF MGFA Softball Minnesota Sports Federation GENERAL SPRING/SUMMER RULES 1. Except where modified by these rles, all NSF MGFA play shall be governed by the National Softball Federation softball rles which govern that specific division of play. 2. Protests on the interpretation of game rles shall be decided on the playing field and mst be made before the next pitch is thrown. he tornament UIC shall be smmoned immediately. Decisions of the tornament NSF MGFA Umpire-In-Chief are final. Jdgment plays may not be protested. 3. Protests on eligibility may be made before or dring, bt not after, a game has been officially completed. he NSF MGFA reserves the right to investigate eligibility matters at any time inclding after a game or tornament has been completed. he NSF MGFA has the right to take action deemed appropriate. 4. Home team shall be determined by coin toss. 5. he following rn rles apply: Slowpitch: 20 after 4 innings, 12 after 5 innings. Fastpitch: 15 after 3 innings, 12 after 4 innings or 8 after 5 innings. 6. Fastpitch/Slowpitch ie Breaker: In the event the game is tied after seven innings, a rnner (the player who is schedled to bat last in that respective half inning) shall be placed on second base at the start of each half inning. If a game is tied after the time limit has expired, the international tie break rle shall go into effect at the top of the next inning. 7. Slowpitch: 3/2 cont with one cortesy fol shall apply. 8. Slowpitch - No new inning shall begin after one hor and 10 mintes of play. Fastpitch - No new inning shall begin after one hor and 30 mintes of play. If a game is tied after time limit has expired, the tie breaker shall go into effect at the top of the next inning. In all yoth play, mpires shall annonce the starting game time to the team coaches. ime limits begin with the first pitch of the game. ime limits in slowpitch and fastpitch are waived in the championship game. 9. In yoth slowpitch & REC Fastpitch state tornament play it is optional (not mandatory) to bat the entire roster of players in attendance. his option, if invoked, mst be declared at the start of the game. If a team is batting their entire roster and a player is removed from their offensive position at any time, they cannot re-enter the game offensively or defensively. If a player is injred while batting or rnning and cannot contine, the previos ot sbstittes for them. eams may start a game or be redced to nine players withot penalty (No atomatic ot in batting order for missing player). If a team is redced to less than nine players, they mst forfeit. A catcher mst be sed in the defensive line-p. EXCEPION: eams redced to less than ten players de to nsportsmanlike condct will not be allowed to contine play. NSF MGFA SOFBALL

Cortesy Rnners A) Only one cortesy rnner may be sed per half inning B) he cortesy rnner shall be the last person of the same gender to make an ot OR the person of the same gender farthest from being de p to bat that is not crrently on base (team s choice). C) When annonced by a team rep, the cortesy rnner is officially in the game. D) If a cortesy rnner s time at bat comes while they are on base they will be called ot as a base rnner, be removed from base and allowed to take their trn at bat. PENALY (for violating a throgh d): An ot is declared and rnner is removed from base. Note: In Men s FP & Girls FP, cortesy rnner will be allowed for pitchers and catchers only. he rnner shall be a bench player or player in the linep that is farthest in the batting order from the pitcher or catcher being rn for. 11. In girls slowpitch & REC Fastpitch state tornament play, teams are allowed nlimited defensive sbstittions. 12. In girls fastpitch state tornament play teams are allowed to start a game or be redced to eight players withot penalty (No atomatic ot in batting order for missing player). If a team is redced to less than eight players, they mst forfeit. A catcher mst be sed in the defensive line-p. EXCEPION: eams which are redced to less than 9, or when sing the DP 10, de to a player ejection as a reslt of nsportsmanlike condct will not be allowed to contine play. 13. In Girls 10-REC and 12-REC fastpitch state tornament play there is no stealing allowed: a) Wild pitch or passed ball rnner(s) may not advance b) Dropped third strike, batter is ot and rnners may not advance c) Batter/rnner(s) may not attempt to take second base or an additional base on a walk d) Base rnners may be pt ot on a pick off attempt at any base by any defensive player, bt may not advance 14. Score/Line-Up Card: Once a player is listed on the NSF MGFA official score/line-p card (that is given to the NSF MGFA manager, UIC or game official) as a starter or sbstitte, they are considered officially in the game and are sbject to all NSF MGFA eligibility rles inclding sbjecting their team to tornament disqalification if their name is not fond on the reglar season and post-season tornament roster. Once an eligibility check has been completed and/or the scorecard has been presented to the game mpire, no names can be added to score/line-p card. 17. he balls which will be sed are: Girl s Slowpitch - 11" Ddley - SB-11RLF FP YF-.44 Girl s and Boy's Fastpitch - 12" Ddley SB-12RLF FP YF -.47 Girl's and Boy's Fastpitch - 10-Under - 11" Ddley - SB 11RLF FP YF -.47 18. A ten minte grace period shall be allowed on the team s first schedled game before a forfeit is declared. Game time is forfeit time for scceeding games. eams which forfeit their first game in state tornament play shall have one hor and fifteen mintes from their initial game time to contact the NSF MGFA tornament representative regarding their second game. Shold no contact be made the second game shall be declared a forfeit. 19. In the event of a doble forfeit in the winners bracket, a coin toss shall determine which team drops to the losers bracket (neither team advances in the winners bracket). 20. NSF MGFA reserves the right to adjst a bracket prior to tornament play de to forfeits, inclement weather or other conflicts. 21. A game which is sspended de to inclement weather or any other reason, shall be resmed from the exact point of sspension. Affected teams shold report to the tornament headqarters site manager before departing the site to ascertain any changes. NSF MGFA SOFBALL

22. In the event of inclement weather which cases a significant delay of the tornament the NSF MGFA reserves the right to: a. Shorten the length of games to five innings with a 60 minte time limit. No new inning shall begin after 60 mintes of play. If a game is tied after 60 mintes and the nmber of innings played is eqal for both teams, the international tie breaker will be tilized and teams will be redced to two ots per inning. Once the tornament is within one hor of being back on schedle and at an even point in the bracket (end of rond) revert back to standard schedle. b. Drop cortesy fol (slowpitch only). c. Play the remainder of the tornament on a single elimination basis. eams possessing one loss at the time the tornament is placed on a single elimination basis shall be dropped from tornament play. d. In the case of a one day Satrday tornament, postpone the tornament ntil the next day (Snday). 23. In the event of inclement weather which cases postponement or cancellation of the tornament the NSF MGFA tornament staff (after consltation with NSF MGFA Administrative Staff) reserves the right to: a. Complete the remaining portion of the tornament dring a weeknight(s) or if possible, on the scceeding weekend. b. In the case of a one day Satrday tornament, postpone the tornament ntil the next day (Snday). c. Determine the site based pon the remaining teams. d. Cancel the remainder of the tornament. Seeding and determination of awards will be accomplished by tie breaking procedres (see rle #35). Make a partial refnd of srpls mpire fees to teams that did not receive a minimm of three games. 24. In the event a team is disqalified from tornament competition it only affects the stats of the last team the disqalified team played, and then only, if a protest had been filed by the team prior to the completion of the game. he NSF MGFA reserves the right to investigate eligibility matters at any time inclding after a game or tornament has been completed. he NSF MGFA has the right to take action deemed appropriate. 25. Any player, coach or manager ejected from a game for an act of inappropriate condct shall be prohibited from participating in any remaining contests in the tornament (sbject to appeal) and mst leave the tornament site. If reinstated mst sit ot a minimm of one game. NSF MGFA tornament managers, UIC's and district/ state staff have the athority to eject nsportsmanlike players, coaches, managers or fans prior to, dring and after a game has been officially completed. 26. eams mst be accompanied by a responsible adlt (18 years of age or older). 27. he sale or se of tobacco or alcohol is prohibited at J.O. activities/tornaments (Violation: ornament banishment of violating person). 28. Only individals listed on the tornament roster (inclding coaches) may occpy a position on the team bench. 29. eams are asked to spport the tornament host by prchasing their food and beverages at the concessions stand. Coolers or picnic lnches may not be broght into the complex where concessions are present. (Violation: ornament disqalification of violating team). 30. eams are asked to form a line and shake hands following the conclsion of each game. 31. A minimm of three mintes shall be allowed for warm-p prior to games. 32. Following completion of the first rond of tornament play the official tornament schedle becomes the bracket board posted at tornament headqarters. Coaches/players mst check it after each game they play. 33. Qestions regarding eligibility, tornament schedle and other non-playing rles mst be directed to the tornament manager. Do not conslt the field mpires on these isses. 34. When tornaments are condcted in a pool play format, games cannot end in a tie. 35. When two or more teams are tied for a place or an advancing position and playoff games are nnecessary or not possible; or the tornament is cancelled de to inclement weather the below tie breaking criteria shall apply in the order shown (order winners' bracket teams first, then losers'). 1) Head to head competition in the torney (when only two teams are tied) 2) Fewest rns allowed (average per game) 3) Best rn differential (average per game) 4) Most rns scored (average per game) 5) Coin flip Note: Games won or lost by forfeit are not inclded in the totals for #'s 2-4. 36. Unless amended, the nmber of teams designated in the J.O. Gide as advancing teams, shall receive berths into NSF MGFA regional tornament play when available. 37. If a team qalifies to advance to the next level of tornament play (i.e. regional national tornament) and then forfeits scceeding games in the tornament they are crrently playing in, they shall also forfeit their advancing position to regional national tornament, etc. 38. NSF MGFA tornament managers and mpire in chief have the athority to eject belligerent players, coaches or managers prior to and after a game has been officially completed. NSF MGFA SOFBALL

39. Infectios Disease Control Rle: A player, coach or official who is bleeding or who has blood on their niform shall be prohibited from participating frther in the game ntil appropriate treatment has been administered. Appropriate treatment is: 1. Bleeding has stopped 2. Injry is covered 3. Uniform changed (color difference will be allowed) or disinfected with acceptable disinfectant* 4. Competition area/eqipment disinfected with acceptable disinfectant If treatment can be administered within three mintes, the individal wold not have to leave the game. Otherwise, sbstittion of the individal mst take place. *Acceptable disinfectants are: 1. A soltion of 1/4 cp of sodim hypochlorite and one gallon of water 2. A soltion of 1/4 cp of 70% isopropyl alcohol one gallon of water 3. A commercially prodced infectios disease spray 40. Concssion Management Standard concssion management protocol shall be followed. See page 4 of the crrent NSF rlebook. 41. In case of an injry to a player the game official shall allow an individal(s) identifying themselves as a coach, relative or qalified medical person on the playing area to help provide medical assistance. he game official shall record the name of the individal(s) allowed on the playing area on the scorecard. Note: If a qalified medical person has been provided by the NSF MGFA or tornament host, this shall be the only medical person allowed on the playing area nless the medical person provided reqests or athorizes the assistance of another medically qalified person. (Coaches or relative(s) shall always be permitted on.) 42. Casal Profanity Family Atmosphere Rle Casal profanity pertains to expletives not directed at mpires or opposing players, bt ttered by a player, manager/coach frstrated with themselves, a teammate or fan. Examples inclde: A player/coach/manager swearing after a pop ot, strike ot, boot of a ball, or at a belligerent fan. his type of "casal" profanity is penalized by "ots" being declared against the offending team. Penalty If the offending team is at bat and profanity is sed, the player is ot nless the reslt of the play is an ot in Which case the next batter will be declared ot. If the offending team is in the field, the first player(s) to bat in their half of the inning will be declared ot. It is possible for a team to come to bat with one or more ots already recorded or lose their at bat altogether. Ots will be treated as Delayed Dead Ball sitations which means all play stands except for the batter/rnner. Play: Batter rnner hits a homern (or base clearing hit) with the bases loaded and two ots in the bottom of the ninth and is rled ot (delayed dead ball) for profanity. Reslt: he three rnners on base score, batter/rnner is rled ot and the homern does not cont. NOE: Profanity directed at opposing players or mpires mst always be penalized by ejection (an ot is not declared). Rational he Casal Profanity Rle provides a lesser penalty for the gray area between accepted condct and those sitations where the offender mst be ejected. his rle is meant to sensitize players and discorage them from sing words that are considered offensive/obscene. Class B 10-Under Fastpitch Rles Addendm he above Spring/Smmer Playing Rles are in effect with the following modifications: 1. Mandatory continos batting of entire roster of players in attendance. Once a player is removed from their offensive position at any time, they cannot re-enter the game offensively or defensively. If a player is injred while batting or rnning and cannot contine, the previos ot sbstittes for them. eams may start a game or be redced to eight players withot penalty. (No atomatic ot in batting order for missing player). If a team is redced to less than eight players, they mst forfeit. A catcher mst be sed in the defensive line-p. EX- CEPION: eams which are redced to less than 9 or when sing the DP 10 de to a player ejection as a reslt of nsportsmanlike condct will not be allowed to contine play. Failre to bat the bench will reslt in a forfeit by the offending team. 2. Unlimited defensive sbstittions allowed. NSF MGFA SOFBALL

Eqipment 1. Except where modified by these rles all NSF MGFA game eqipment shall be in accordance with the NSF MGFA rles specifications and approved for se by the tornament Umpire-In-Chief. 2. Game balls shall be spplied by the NSF MGFA. One new and one good sed ball shall be tilized in each game. 3. Pitchers, catchers, infielders and basernners are permitted to wear helmets, helmet/face shield protection. If a lexan/face shield is worn it may not be reflective/have more than a 50% tint. he player's eyes mst be visible to prevent deception/intimidation. PENALY: Removal of eqipment from game. 4. he only state tornament niform rle is, all teams mst spply and wear jerseys which have at least for inch legible non-dplicate nmbers between 0 and 99 and in which the shirt bodies are of identical color (dplicate nmbers or tape nmbers are not acceptable). NOE: Nmbers on game shorts meet the nmber reqirement. Matching pants/shorts, caps/visors are not reqired in NSF MGFA state tornament competition. 5. Jewelry, which is jdged by the mpire to be dangeros, mst be removed and may not be worn dring the game. Medical alert bracelets or necklaces may be worn bt mst be taped to the body so the medical alert information remains visible. Note: If a player is reqested by the official to remove jewelry or illegal parts of the niform and they refse, the player will not be allowed to play. *VIOLAION* Illegally niformed player(s) shall be withheld from competition by their team ntil they become legal. If a player(s) violates this rle by entering the game prior to becoming legal the mpire shall not permit the game to proceed and a forfeit shall be declared if sfficient legally niformed players are not present. (Note: If the mpire fails to note an illegally niformed player ntil it is broght to their attention, the player(s) shall then be withheld from the game ntil they become legal. If they cannot become immediately legal and sfficient properly niformed players are not present a forfeit shall be declared. 6. Caps and visors are optional, bt if worn, mst be worn properly with the bill forward. When a mask is worn, the catcher may wear their cap/visor backwards. Handkerchiefs are not allowed to be worn on a players head or neck. 7. eams are responsible to spply their own first aid eqipment which mst inclde infectios disease control soltion. eams mst also spply their own athletic training staff. 8. J.O. players or anyone nder 18 years of age mst wear the appropriate catcher helmet and mask when warming p the pitcher. (Violation: ornament disqalification of violating person). 9. No metal spikes are allowed in any division of yoth play. Exception: Metal cleats are permissible in all classes of 18, 16U and 14U JO Fastpitch. No shoes with detachable cleats that leave a metal post exposed when removed are allowed; however, shoes with detachable cleats that screw into the shoe are allowed, provided they have no metal on them (Violation: Game disqalification of violating player). 10. Helmet and body protection rles are in accordance with NSF MGFA rles. Players mst wear properly fitting helmets and se a chin strap. All J.O. Fastpitch batting helmets shall be eqipped with a secrely fastened NOCSAE approved face mask/gard. Players/teams not complying with the above rle will not be allowed to participate. he first violation (deliberate or not) dring a game, warning will be given to both teams and coaches. Ftre violations in the game will reslt in an ot being declared against the violating player. 11. Use of the weighted bat dont for warm-p prposes is prohibited (Violation: ornament disqalification of violating player). 12. All casts and splints mst be padded. Prostheses may be worn. Braces with exposed hard srfaces mst be padded. Any of this eqipment jdged by the mpire to be potentially dangeros is illegal. NOE: Any decision by the mpire shold be based on whether or not a device worn or sed by an individal with a disability changes the fndamental natre of the game or poses a significant risk to the safety of other players. 13. Players presenting or caght sing banned, illegal or altered bats will be disqalified from tornament play. Players who se an altered bat mst also appear for a hearing de to their nsportsmanlike condct. 14. Bats are legal regardless of type of metal, provided they conform to the bat performance standard. No team shall possess an artificial means of cooling softballs or warming bats for the prpose of gaining an advantage over their opponent. his incldes bt is not limited to ice, coolers or bat warming devices.
