Policy Number: PW 2008-04 Page 1 of 5 Authored by Department: Department PURPOSE The Purpose of this policy is to establish formal safety procedures for municipal workers who perform routine maintenance work on the refrigeration equipment in the arena facilities. In addition, this policy will also formalize safe evacuation procedures for workers to follow in the event of an emergency in the arena facilities. APPLICATION OF THIS POLICY This policy shall govern the actions of all staff that work within the Town of Lincoln Arena Facilities. POLICY STATEMENT The objectives of this policy are: i) To establish safe work guidelines for maintenance associated with the refrigeration plant in the arena facilities. ii) To establish emergency response procedures for arena staff in responding to the following events: a. Ammonia gas leak b. Natural gas leak c. Propane leak d. Power failure iii) To ensure conformance with the Occupational Health and Safety Act and applicable regulations made under the act. DEFINITIONS Emergency Escape Respirator: mouthpiece respirator suitable for a worker to escape from an atmosphere containing ammonia in an emergency situation. REFRIGERATION PLANT MAINTENANCE i) Responsibility The Manager is responsible for: Ensuring workers are appropriately trained and certified in refrigeration plant maintenance. Ensuring proper maintenance procedures are established.

Policy Number: PW 2008-04 Page 2 of 5 Authored by Department: Department The Supervisor is responsible for: Providing instruction to workers with respect to proper maintenance procedures; Providing appropriate protective equipment to the worker and instruction to the worker in their use. The Worker is responsible for: Following established maintenance procedures at all times. Using appropriate protective equipment in accordance with established procedures. ii) General Maintenance Procedures 1. The Worker shall routinely check the refrigeration plant in accordance with the schedule noted in the arena log book. Results of operational checks shall be recorded in the daily log book opposite the corresponding times. 2. The Worker shall keep an appropriate emergency escape respirator (ammonia) with them at all times while inside the compressor room. 3. The Worker shall keep the interior compressor room door open at all times when inside the room. iii) Oil Purge Procedure for Refrigeration Plant 1. The Worker shall wear the following protective equipment during the purging procedure: a) Face shield b) Rubber gloves c) Protective apron d) Emergency escape respirator (for emergency purposes only) 2. The Worker shall check all safety equipment to ensure it is in good working order prior to starting. Any defects in equipment shall be immediately reported to the supervisor. 3. The Worker is not permitted to carry-out the purging procedure unless another worker is present with them (i.e. shift change). The Co-worker shall remain at the entrance to the compressor room until the worker has completed the purging procedure. 4. The Worker shall ventilate the compressor room by opening the exterior doors and engaging the exhaust system prior to starting the purge.

Policy Number: PW 2008-04 Page 3 of 5 Authored by Department: Department 5. The Worker shall ensure that the purge hose is securely connected into the draining bucket before beginning the purge. 6. The Worker shall open the spring loaded valve to begin purging the refrigeration oil and hold the valve open until oil has been drained or the sound of a pressure change occurs. At no time shall the spring loaded valve be propped open. 7. The Worker shall record the date and time the purge was completed in the daily log book. 8. The Worker shall follow the appropriate procedures identified in the product s Material Safety Data Sheets in the event of exposure to the worker. 9. In the event of an emergency (i.e. ammonia leak), the Worker shall put on the emergency respirator and immediately leave the room. The Co-worker shall immediately stop the compressors by pressing the emergency stop button located at the entrance to the room. The Emergency Procedure for Gas Leak (see below) shall be followed by both the Worker and the Co-worker. EMERGENCY PROCEDURES i) Responsibility The Manager is responsible for: Ensuring proper emergency procedures are established. Ensuring workers are appropriately trained in emergency procedures. The Supervisor is responsible for: Providing instruction to workers with respect to emergency procedures. Overseeing corrective action following an emergency. The Worker is responsible for: Following established emergency procedures in the event of an emergency. Report all emergencies to their supervisor as soon as possible. Notifying Emergency Services or other external agencies depending upon the nature of the emergency. Securing and/or evacuating the facility until corrective action can be taken. Providing all relevant information to their supervisor following an emergency.

In the event of an emergency (i.e. ammonia, natural gas or propane leak) the Worker shall immediately contact the Fire Department by dialing 911. 2. The Worker shall evacuate the building, ensure all patrons are moving towards the exits and assisting any persons with disabilities. The Fire alarm pull stations are to be activated to notify patrons to evacuate the building. The arena Fire panels are not externally monitored so it is important for arena workers to dial 911 to notify emergency response personnel. 3. If safe to do so, the Worker shall check all washrooms, change rooms, etc. to ensure the building is clear, closing all doors behind them. Do not lock doors. 4. The Worker shall turn off the arena compressors by pushing the emergency stop button located outside off the compressor room. 5. In the event of an ammonia alarm, the Worker must not enter the compressor room. The Worker shall exit the building and open the exterior compressor room doors from outside the building. 6. The Worker shall report to the front entrance area and wait for the Fire Department to arrive. The Worker shall not allow anyone to enter into the building except for properly trained and equipped Fire Department personnel. The Worker shall consult with the Fire Department when they arrive. 7. The Worker shall contact their supervisor as soon as possible following the emergency. 8. The Worker shall not release any information to the press. 9. The building shall not be re-opened to the public until deemed safe by the Fire Department and the Supervisor. iii) Emergency Response Procedure - Power Outage 1. In the event of a power outage the Worker shall contact Niagara Peninsula Energy Inc. at (905) 563-5550 to request information on the estimated down time. 2. If the downtime is expected to be less than 20 minutes, the Worker shall advise occupants to remain where they are until power is restored.

The Worker shall evacuate the building while assisting any persons with disabilities. b. The Worker shall check all washrooms, change rooms, etc. to ensure the building is clear, locking all doors behind them. c. The Worker shall contact their supervisor as soon as possible following the power outage. d. The Worker shall not allow anyone to enter into the building except for trained staff, until the power has been restored. e. The Worker shall secure the building for non-occupancy.

Safety Procedures for Arena Maintenance Rev No: 1 Date: Feb. 25, 2008 ROUTINE MAINTENANCE CHECKS The following procedure shall be followed during routine maintenance checks of compressor equipment: 1. Check compressor equipment in accordance with the arena log book schedule. Record all results in the daily log book. 2. You must keep an emergency escape ammonia respirator with you at all times while inside the compressor room. 3. The interior compressor room door must remain open at all times when you are inside the room. OIL PURGE The following procedure shall be followed for purging oil form the chiller: 1. The following protective equipment must be worn during the purging procedure: a. Face shield b. Rubber gloves c. Protective apron d. Emergency escape respirator (for emergency purposes only) 2. Check all safety equipment and make sure it is in good working order. Report any defects to your supervisor. 3. A co-worker must be present with you at all times during the procedure. Your co-worker must stay at the interior entrance to the compressor room until you have completed the purging procedure. 4. Ventilate the room by opening the exterior doors and engaging the exhaust system prior to starting. 5. Secure the purge hose into the draining bucket. 6. Open the spring loaded valve to begin purging the refrigeration oil. Hold the valve open until oil has been drained or the sound of a pressure change occurs. At no time shall the spring loaded valve be propped open. 7. Record the date and time the purge was complete in the daily log book. 8. If exposed to a controlled substance, follow the appropriate procedures identified in the product s Material Safety Data Sheets. 9. In the event of an emergency (i.e. ammonia leak), put on the emergency respirator and immediately leave the room. The co-worker shall immediately press the emergency stop button located outside of the compressor room doors. 10. Follow emergency evacuation procedures.

Arena Emergency Evacuation Procedure Rev No: 1 Date: Feb. 25, 2008 GAS LEAK In the event of an ammonia, propane or natural gas leak: 1. Immediately contact the Fire Department by dialing 911. 2. Evacuate the building - use fire alarm pull stations to notify patrons. Ensure patrons are moving towards the exits and assist any persons with disabilities. 3. If safe to do so, check all washrooms, change rooms, etc. and close all doors behind you (do not lock). 4. Turn off the arena compressors with emergency stop button (outside of the compressor room door). 5. In the event of an ammonia alarm, do not enter the compressor room. Exit the building and open the exterior compressor room doors from outside the building. 6. Report to the front entrance area and wait for the Fire Department to arrive. Do not allow anyone to enter the building except for Fire Department personnel. 7. Contact your supervisor as soon as possible. 8. Do not re-open the building until advised to do so by your supervisor. POWER OUTAGE In the event of a power outage: 1. Contact Pen West Utilities at (905) 563-5550 to request information on the estimated time of power outage. 2. If the downtime is expected to be less than 20 minutes, advise occupants to remain where they are until power is restored. 3. If the power outage is expected to be longer than 20 minutes: a. Evacuate the building and assisting any persons with disabilities. b. Check all washrooms, change rooms, etc. and lock all doors behind you. c. Secure the building for non-occupancy. d. Contact your supervisor as soon as possible. e. Do not allow anyone except for trained staff to enter the building, until the power has been restored.
