Quill Lake Two Draws and Schedule: Sent separately in an Excel spreadsheet; also posted on the curling page of the HCAA website. Format, Rules, Notes: All games consist of six ends. A double-knockout format will be used. However, no A-B final games will be played. Both the A-side winner and B-side winner advance to the District Championship (Tuesday and Wednesday, Feb. 12 & 13 in Foam Lake) and receive District Qualifier awards (plaques). The A-side winner will be given a higher ranking at Districts than the B-side winner. IMPORTANT: A curling team which knowingly cannot or will not participate in the District Championship shall not be permitted to enter into the Pre-District event (HCAA Bylaw X). It is imperative that coaches, prior to entering a team into Pre- Districts, ensure the team can compete at Districts should they advance, unless it has no bearing on any other team and prior permission has been granted. Play could start earlier than scheduled if the ice is ready and both teams agree to start earlier than the scheduled time. There is a possibility for one Mixed team to have to play in three consecutive draws. If

this is the case, that team may request a full 30-minute break from the end of their second consecutive game before starting the third consecutive game. Eligibility: - once the Pre-District playdowns have begun, a junior curler may curl with only one junior team. Essentially, a junior curler is locked in with the junior team they first play for once Pre-Districts begin and through to the end of the District Championship. - a grade 9 student may be a part of one junior team and one senior team from your school. The Rules of Play shall be those as set out in HCAA Policy: Canadian Curling Association rules with adaptations as per SHSAA policy (see the SHSAA Handbook) and HCAA policy (found on the HCAA page of the HSD website). Some reminders: - The SHSAA has NOT adopted the CCA broom moratorium. Any broom is fine. - Please remind your players that they cannot lift their broom to leave debris in front of a rock to try to change its course. - Every team must begin Pre-Districts with 4 players. - NEW in 2018: On Mixed teams, at least one curler must be from the opposite gender, and the curlers delivering third and skip stones must be of opposite gender. If a mixed team loses a player to illness or injury during Pre-Districts, they can continue with three curlers as long as they still have at least one of each gender on the ice. The host school will have a sub pool available should a mixed team lose the lone male or lone female curler off a team during the competition and have no eligible substitute available. - By HCAA policy, rinks may be made up of a maximum of six competitors in any one game. Thus, two eligible spares may be substituted in any one game. The substitute must complete the game. This substitution would take place between ends, unless motivated by physical injury or illness. Please remember, though, that this makes these spares ineligible to curl for any other junior curling team from your school through to the end of the District Championship. The spare would assume the position the substituted player held or lower, and the rest of the team retains their relative order (in mixed, alternating gender at skip and third must still be maintained). - The Five (NEW) Rock Free Guard Zone rule is in effect. - Last rock advantage will be determined by the flip of a coin prior to the commencement of each game. To simplify: the team winning the toss may choose to either have last rock advantage OR to choose their color (if they choose their color, the team losing the toss will take last rock advantage). - Teams should be dressed uniformly in school-identifiable clothing - No hats or headwear shall be worn (as per SHSAA and HCAA policy) unless there is a medical or other valid reason (please clear with Brian Grest prior to the competition). - Coaches/team followers need to remember that no coaching (communicating or signaling) shall occur during a game, other than to suggest a time-out be called. Communication by coach to team may only happen during a time out. Communicating to your team through the glass is against the rules and unsportsmanlike. - Time-outs: o A team shall be granted two time-outs during a game. Time-outs shall be 90 seconds in duration. The time-out shall begin when the coach of the team that called the time-out reaches the house in play. A team may call a timeout at any time as long as the team is in control of the end. A reminder that the

coach shall NOT stand on the playing surface during a timeout. o For junior curling (by HCAA rule), each coach is entitled to the full 90 seconds with their team (this can be shortened if both coaches are done before one minute has expired). o Time-out requests must be signaled by the players on the ice (however, the coaches are allowed to communicate a time-out gesture or signal to the players on the ice this could be done through the official who may then in turn call the time-out). o When a time-out is called, coaches must make a reasonable attempt to enter the ice area at the same time. o By CCA rule, the team that requested a time-out may shorten the 90 second duration of the time-out by putting their next rock into play. o Unlike senior curling, there will NOT be a mandatory five-minute break at the conclusion of the fourth end in HCAA junior curling. o There will be a mandatory two-minute break prior to the beginning of an extra end. Each coach is entitled to the full two minutes with their team (this can be shortened if both coaches are done before two minutes have expired). o Time-outs are NOT carried forward into an extra end each team will be allowed one time-out (90 seconds) in the extra end. o A memo on time-outs is found on the last page of this document. - if a measurement is required or a ruling necessary, a player shall signal the official (broom above the head in both hands) and all players should leave the house while the official measures or makes the necessary ruling. - players must not have cell phones (or similar devices) with them while out on the ice. A reminder that the vice-skips should both verbally and visually confirm and agree on the scoring before any rocks are removed from the house. It is the responsibility of each coach to have read and understood the following: - SHSAA Handbook (Curling policy pages) - Eligibility of players Read HCAA Bylaw IX and Policy X. - Curling Policy Read HCAA Policy XVIII. - Protest, Appeals, Suspensions Read HCAA Bylaws XII, XIII, XIV and Policy XXV. - HCAA Bylaws and Policy are posted on the HCAA page of HSD website. Ignorance of HCAA Bylaws and Policy will not be an acceptable justification for violations. Each team winning their respective A-side and B-side will be presented with a District Qualifier plaque. No gate will be charged at this event. Alcohol services in the rink will be suspended for the duration of this event. HSD schools: travel to Pre-Districts is NOT funded. If you incur travel expenses, you may use these expenses as part of your grant application. A list of all coaches cell phone numbers will be compiled and distributed amongst the coaches to facilitate communication should weather and/or road conditions be a factor. In the event this Pre-District event is postponed due to weather/road conditions, the coaches will be phoned directly as soon as is possible (a notice will also be e-mailed and placed on the website, but keep your cell phone on and handy as this is easiest). If there is any doubt, PHONE AHEAD before you leave to ensure the event is still on (if you cannot get hold of the commissioner, call Brian Grest @ 231-8284).

Local Notes: Directions to the rink The curling rink is located right off the #5 highway. The curling rink doors are located on the N side of the building. Local Rules and considerations No outdoor shoes on the ice, clean shoes thoroughly before entering ice surface, keep brooms with your team, remind athletes about appropriate behavior (no running, rough-housing, etc.) at all times in all areas of the rink. Remind curlers to clean up after themselves. Food Services The rink canteen will be open during the day, featuring burgers and homemade soup. Thanks you for supporting the curling club! Change Room/Lockers There is space upstairs in the curling rink or in the skating rink area where students may keep their items all day. Ideally if teams could keep their items together that would help out with the small space. Warm-up Procedure/Area No designated area. Medical Services Nearest emergency services are located in Wadena, Quill Lake First Responders located in Quill Lake. Gate there will be no gate charged at this event. Technical committee will be formed to deal with any possible disputes that may arise. Officials A head official has been assigned, and others will help out as necessary.

Time outs (adapted from an SHSAA Memo, Jan. 11, 2019): Listed below are the procedures to be used at HCAA junior curling events. During the regulation 6-end game: each team is allowed to call two time outs of 90 seconds duration each. The requesting team may shorten the 90 second duration of the time-out by putting their next rock into play. The request for time out, called by the athletes, may be made at any time that the team is in control of the house or during an interval of play. If the game is to be decided in an extra end then there will be an automatic two-minute time out prior to the first extra end and each team is allowed one time out (90 seconds in duration) in each extra end. The clear objective is to have the time out request come from the ice (i.e. players). Coaches may no longer stop a game in progress from behind the glass. However, the Association will allow a coach to communicate a time out gesture or signal to the players on the ice, who may in turn call the time out. The Association is encouraging, and will reiterate at various coaches meetings, that the team should come up with a discreet communication strategy between themselves to handle this procedure. A coach may request the head official for a timeout but this must be done prior to their team coming in control of the house. The head official may then position themselves to notify the team of the coach s desire for a timeout without interrupting play on other sheets or while the other team is in control of the house. The intention of this rule is to alleviate the untimely occurrence of a coach requesting a time out at an inopportune time (e.g. in the delivery phase of their team s shot or interrupting and distracting other games in progress). The Association will not tolerate coaches standing and rapping on the glass or going on to the ice surface prior to the players request for a timeout. Who can be involved during a time-out and where are they allowed to stand? Coaches or alternate players from both teams can meet with their players for communication as permitted in Rule 8(10)(a). The coach or alternate player of the team who requested the time-out may access the playing area adjacent to or at the end of the sheet but shall not access the playing surface. The team that did not request time-out may communicate for the same time as the coach or the alternate player who called the time-out; however, they must stay at the home end. They cannot cause any delay to the stone being delivered.
