AS 1172.1 2005 2 PREFACE This Standard was prepared by the Standards Australia Committee on Sanitary Plumbing Fittings to supersede AS 1172.1 1993, Water closets of 6/3 L capacity, Part 1: Pans on publication. This Standard was prepared by the Australian members of the Joint Standards Australia/Standards New Zealand Committee WS-003. After consultation with stakeholders in both countries, Standards Australia and Standards New Zealand decided to develop this Standard as an Australian Standard rather than an Australian/New Zealand Standard. The objective of this Standard is to provide manufacturers, importers, suppliers and users with requirements for pans for water closets. Major alterations to the 1993 edition include (a) introduction of the reduced flush liquid contaminants test (Appendix H); (b) minor revisions of a number of other tests (without changing the substance of the tests); and (c) editorial revision of the whole document including revision of the style of the Standard and the re-numbering of Clauses. This Standard covers water closet pans of all types suitable for reduced-flush matched performance sets (for example 6/3 L) and other nominated combinations intended for use with flushing cisterns complying with AS 1172.2. This Standard meets the recommended policy of the Australian Water Resources Council (AWRC) for dual-flush and reduced-flush volumes and its definition for proven equivalent and does not preclude the development of alternative technologies and discharge volumes, which may be acceptable to the Water Authorities.

AS 1172.1 2005 4 STANDARDS AUSTRALIA Australian Standard Water closets (WC) Part 1: Pans SECTION 1 SCOPE AND GENERAL 1.1 SCOPE This Standard specifies the requirements for pans intended for use with flushing cisterns complying with AS 1172.2 and other flushing devices. 1.2 REFERENCED DOCUMENTS The following documents are referred to in this Standard: AS 1172 Water closets of 6/3 L capacity or proven equivalent 1172.2 Part 2: Cisterns 1976 Vitreous china used in sanitary appliances AS/NZS 3500 Plumbing and drainage 3500.0 Part 0: Glossary of terms ASME A112.19.14 Six Liter Water Closets Equipped with Dual Flushing Device ASTM A240M Standard specification for chromium and chromium-nickel stainless steel plate, sheet and strip for pressure vessels and for general applications 1.3 DEFINITIONS For the purpose of this Standard, the definitions given in AS/NZS 3500.0 and those below apply: 1.3.1 Trailing water volume The remaining full flush volume of water discharged from the pan after the last of four test pieces is expelled satisfactorily from the outlet spigot of the pan to ensure solids transportation within the sewer lines. 1.3.2 Component That part of, or a subassembly of parts, which contribute to the construction of a total assembly by choice or design which will offer variations of fitment for the application of the major element of the product, whether produced by that same manufacturer or not. The component shall be deemed a vital part of the total assembly and shall not inhibit the product from complying with the relevant Australian Standard, or the appropriate specification, when submitted for type testing. 5 AS 1172.1 2005 1.3.3 Matching stub-pan connector An adaptor for use with one or more matched pans and connected directly to the integral spigot end of the pan, so that it can be used in S-trap, P-trap or side-inlet situations. 1.3.4 Proven equivalent and performance Evidence demonstrating equivalent water usage, satisfactory functional performance and satisfactory transportation of resulting wastes in both private and reticulation sewers would be required by authorities. (For example, a trial, monitored by an Australian or New Zealand water authority, for more than 6 months of not less than 20 domestic household installations, must be conducted for flushing volumes of less than 6/3 L, to verify the satisfactory transportation of resulting wastes in both private and reticulation sewers). 1.3.5 Matching set pan A pan intended to operate with one or more flushing cisterns or other flushing devices. 1.3.6 Matched performance set A pan and matching cistern or flush valve combination which, when tested together, comply with the test performance requirements in this Standard and AS 1172.2. www.standards.com.au Standards Australia

AS 1172.1 2005 6 SECTION 2 DESIGN 2.1 WATER SEAL Each pan shall have an integral trap providing a water seal depth of 45 mm minimum (see Figure 1). Seal depth FIGURE 1 TYPICAL WATER SEAL 2.2 FIXING AND SUPPORT 2.2.1 Pedestal pan Provision shall be made for the pan to be rigidly fixed to the floor. 2.2.2 Wall-hung pan Each wall-hung pan shall be provided with an integral means of building into, or fixing to a wall with brackets, or other separate means of support and shall be capable of passing the safety load test specified in Clause 3.7. Brackets or other means of fixing shall be of corrosion resistant materials. 2.2.3 Outlet connection ends The outlet connection spigot end of matching horizontal stub-pan or adaptor connectors and WC pans shall have a diameter between 95 mm and 120 mm and shall be capable of providing a watertight seal. Testing of the connection seal between the pan and horizontal stub pan connector shall be carried out in accordance with the requirements of Clause 3.4, Leakage and capacity test. The connection spigot end of the pan shall provide a clearance around the spigot to allow the standard pan connection jig shown in Figure 2 to be fitted to a minimum depth of 32 mm. AS 1172.1 2005 8 SECTION 3 PERFORMANCE REQUIREMENTS 3.1 FULL-FLUSH PAPER DISCHARGE TEST When tested in accordance with Appendix A, a pan shall discharge from the outlet spigot of the pan all of the paper in at least two of the three tests. 3.2 REDUCED-FLUSH PAPER DISCHARGE TEST When tested in accordance with Appendix B, a pan shall discharge from the outlet spigot of the pan all of the paper in at least two out of the three tests. 3.3 SOLIDS DISCHARGE TEST When tested in accordance with Appendix C, a pan shall discharge all four test pieces with a trailing water volume of not less than 2.5 L in at least eight of ten consecutive tests. If the pan does not pass in the initial ten tests, the procedure may be repeated for a further ten tests and the trailing water volume shall be not less than 2.5 L in at least sixteen out of the twenty tests. 3.4 LEAKAGE AND CAPACITY TEST When tested in accordance with Appendix D, a pan shall not overflow or leak and the stub-pan connector or adaptor, if part of the matched suite, shall not leak. 3.5 SPLASH TEST When tested in accordance with Appendix E, a pan shall not splash water onto the floor. 3.6 WETTING TEST When tested in accordance with Appendix F, a pan shall wash the sawdust from all areas more than 50 mm below the lower edge of the flushing rim. 3.7 LOAD SAFETY TEST When tested in accordance with Appendix G, a pan and support brackets, where applicable, shall be capable of supporting the load, and shall not crack, split or craze. 3.8 REDUCED-FLUSH LIQUID CONTAMINANT TEST When tested in accordance with Appendix H, no more than 7% of dye shall be left in the sump after flushing. 9 AS 1172.1 2005 SECTION 4 MARKING AND LABELS 4.1 MARKING Each pan shall be permanently and legibly marked with the following information: (a) The manufacturer s name or trademark. (b) The nominal full-flush volume of the pan. The letter L shall be included after the nominal full-flush volume, e.g. 6 L or 4.5 L. Markings shall be located so that they are visible after installation. Markings may be located inside the cistern lid for pans and cisterns that are a close-coupled matched performance set. 4.2 LABELS Each pan shall be labelled or otherwise marked with the following: (a) Model identification. (b) Matching cisterns, where not close-coupled. (c) The Water Mark. (d) The Licence Number. Any adhesive label shall be affixed to each pan in a visible location. NOTE: Manufacturers making a statement of compliance with this Australian Standard on a product, packaging, or promotional material related to that product are advised to ensure that such compliance is capable of being verified. 4.3 INSTALLATION INSTRUCTIONS Installation instructions in English shall be provided with the pan. The instructions shall be sufficient to install the pan and conduct the tests in the Appendices of this Standard. These instructions shall incorporate the requirements in the AS/NZS 3500 series. www.standards.com.au Standards Australia

AS 1172.1 2005 10 SECTION 5 MATERIALS 5.1 GENERAL This Section specifies requirements for the materials for pans. 5.2 VITREOUS CHINA 5.2.1 General Vitreous china shall comply with the requirements of AS 1976. 5.2.2 Glazed surfaces Pans shall be glazed over the following surfaces: (a) The external surface, except for concealed portions abutting the floor and wall when installed. (b) The internal surfaces visible when installed and viewed within a viewing circle 1 250 mm in diameter on a plane parallel to, and 600 mm above, the top level of the pan. 5.3 STAINLESS STEEL 5.3.1 General Stainless steel shall be Grade 304, 321 or 316 stainless steel sheet complying with ASTM A240M. 5.3.2 Thickness The thickness of stainless steel sheet for pans shall be not less than 1.2 mm. 5.3.3 Surface finish (internal and external) Stainless steel shall be polished to at least a satin finish as a minimum. 5.3.4 Construction Where welding is employed, the welding materials shall be compatible with the material to be welded. Welds shall be free of cracks and pits, and shall be ground and polished internally and externally. Any joins shall be made so that their strength is not less than that of the parent material and shall be free from crevices and folds. 5.4 OTHER MATERIALS Other materials may be acceptable subject to being fit for purpose and shall have an absorbency rate of not greater than 0.5% when tested in accordance with AS 1976. 11 AS 1172.1 2005 APPENDIX A PAPER DISCHARGE TEST FULL-FLUSH (Normative) A1 SCOPE This Appendix sets out the method for determining the effective discharge of paper on full-flush operation. A2 PRINCIPLE The matched set is assembled for the full-flush paper discharge tests and flushed to determine the number of pieces of paper fully discharged from the pan outlet. A3 APPARATUS The following apparatus is required: (a) Matching cistern complying with AS 1172.2 or preset volume flush valve and flush pipe (if required), as specified by the manufacturer. (b) A suitable support for the pan and cistern. (c) 40g/m 2 paper crumpling device (see Figure A1). (d) Paper with a weight of 40g/m 2 (e.g. telephone directory printing paper) 140 ±5 mm 115 ±5 mm. (e) A water supply. A4 PROCEDURE The procedure shall be as follows: (a) Set up the pan, cistern or flush valve and flush pipe (if required) in accordance with the manufacturer s installation instructions and connect to water supply, if required. (b) Fill and flush the matched set at least three times prior to commencement of the tests. (c) Use the paper-crumpling device in the sequence shown in Figures A2 to A8 to produce six pieces of paper. Disconnect the paper container. (d) Drop all six pieces of paper into the bowl at the same time. (e) With the cistern filled to the nominated working level and the water supply (if connected), turned off, activate the flush valve or cistern for a full-flush operation to discharge the pan 10 +0, 5 s after the paper is dropped into the bowl. Record the number of pieces of paper fully discharged from the outlet. (f) Repeat Steps (c) and (d) three times. (g) The pan is acceptable if at least two tests out of three discharge all six pieces of paper out of the pan outlet. A5 TEST REPORT The following shall be reported: (a) Manufacturer, model, type and nominal flush capacity of pan. (b) Manufacturer, model, nominal flush volume and type of cistern or flush valve. www.standards.com.au Standards Australia

AS 1172.1 2005 18 APPENDIX B PAPER DISCHARGE TEST REDUCED-FLUSH (Normative) B1 SCOPE This Appendix sets out the method for determining the effective discharge of toilet paper on reduced-flush operation. B2 PRINCIPLE The matched set is set up for the reduced-flush paper discharge tests and flushed to determine whether the pieces of toilet paper are fully discharged from the pan outlet. B3 APPARATUS The following apparatus is required: (a) Matching cistern complying with AS 1172.2 or preset volume flush valve and flush pipe (if required), as specified by the manufacturer. (b) A suitable support for the pan and cistern. (c) Single ply toilet tissue sheet size 115 ±5 100 ±5 mm. (d) A water supply. B4 PROCEDURE The procedure shall be as follows: (a) Set up the pan, cistern or flush valve and flush pipe (if required) in accordance with the manufacturer s installation instructions and connect water supply, if required. (b) Fill and flush the matched set at least three times prior to commencement of tests. (c) Use six joined sheets of toilet paper and drop into the water area of the bowl. (d) With the cistern filled to the nominated working level and the water supply (if connected) turned off, activate the flush valve or reduced-flush component of the cistern to discharge the pan 10 +0, 5 s after the paper is dropped into the bowl. Record whether all the toilet paper is discharged from the outlet. (e) Repeat Steps (c) and (d) three times consecutively. (f) The pan is acceptable if at least two tests out of three discharge all six pieces of paper out of the pan inlet. B5 TEST REPORT The following shall be reported: (a) Manufacturer, model, type and nominal flush capacity of the pan. (b) Manufacturer, model, nominal flush volume and type of cistern, or flush valve. 19 AS 1172.1 2005 APPENDIX C SOLID DISCHARGE TEST (Normative) C1 SCOPE This Appendix sets out the method for determining the effective discharge of solids (artificial test pieces) and the trailing water volume, after the solids have been discharged. C2 PRINCIPLE The unit to be tested is positioned in a special rig and solids discharge tests conducted to determine the number of test pieces discharged. When the last test piece has cleared the outlet of the pan, the trailing water volume is measured. C3 APPARATUS The following apparatus is required: (a) Matching cistern complying with AS 1172.2 or preset volume flush valve and flush pipe (if required) as specified by the manufacturer. (b) Solids (artificial test pieces). The four test pieces shall be produced using 25 ±2 mm diameter sausage casing, string, elastomer O rings, nominal 10 2.5 mm, a metal impulse device (required for use with electronic test device only), a small quantity of water and cotton gauze finger bandage. Follow the method in Paragraph C4 to produce the four test pieces (Figures C1 to C6). (c) A suitable container capable of measuring 37 +2, 0 ml. (d) A suitable full-flush manual or electronic testing apparatus, for measuring the trailing water volume after the solids have been discharged from the pan. The pan with cistern or flush valve shall be supported and connected in accordance with the manufacturer s installation instructions. An electronic sensor unit is illustrated in Figure C7. (e) A suitable container to collect the test pieces and discharge volume. (f) A timing device with an accuracy of ±0.05 seconds. (g) A water supply. C4 TEST PIECES The method of preparation is as follows: (a) Cut and mark the casing according to Figure C1. (b) Tie off one end as illustrated in Figure C2, then fill the casing with 37 +2, 0 ml of water and tie off the opposing end. (c) Expand the rubber O rings and fit over test pieces as illustrated. Verify the test piece in accordance with Figure C3 and cut off surplus casing. The casing must be completely filled with water. (d) For durability, the casing must be covered with a tight fitting cotton gauze tubular bandage and tied off with a string beyond the ends of the casing with intermediate ties in accordance with Figure C5. www.standards.com.au Standards Australia

C5 PROCEDURE The procedure shall be as follows: (a) Set up the pan, cistern or flush valve and flush pipe (if required) in accordance with the manufacturer s installation instructions and connect the water supply if required. (b) Fill and flush the matched set at least three times prior to the commencement of tests. (c) Fill the cistern to the nominated water level and turn off the water supply if connected. (d) Drop four test pieces into the water area of the bowl of the pan from a point level with the top of the rim using directional device according to Figure C8. (e) Full-flush test (recommended) Activate the full-flush mechanism of the cistern or flush valve to flush the pan and observe the discharge to establish when the last of the four test pieces is discharged from the outlet spigot of the pan. The trailing volume water shall be determined using a suitable measuring device (see Figure C7). (f) Dual-flush test In the case of a dual-flush cistern of a matched performance set, if the effective residual water in the cistern, after the less than full-flush mechanism has been actuated, exceeds 2.5 L and the test pieces were discharged, then the trailing water volume test is deemed to have passed the test criteria as set out in this Appendix, i.e. the full-flush discharge volume of the cistern less the reduced flush discharge volume equals an active retention volume in excess of 2.5 L. If the volume retained in the cistern is less than 2.5 L, the dual-flush cistern matched performance set must be tested in accordance with Paragraph C5 (e), Full-flush test. (g) Repeat the test nine times (total of ten tests) and record the results. (h) If the pan does not meet the requirements of Clause 3.3 for ten tests, it may be tested a further ten times (giving a total of twenty consecutive tests). (i) Record the results and record if the requirements of Clause 3.3 are complied with. C6 TEST REPORT The following shall be reported: (a) Manufacturer, model type and nominal flush capacity of the pan. (b) Manufacturer, model, nominal flush volume and type of cistern or flush valve. (c) The volume of trailing water in each of the tests. (d) The number of test pieces discharged in each test. (e) Reference to this test method, i.e. Appendix C of AS 1172.1. D2 PRINCIPLE The pan outlet, with outlet bend if applicable, is sealed and the pan charged with water from the matched cistern or flush valve. The flush capacity is retained in the pan and observed for leakage. D3 APPARATUS The following apparatus is required: (a) Matching cistern complying with AS 1172.2 or preset volume flush valve and flush pipe (if required), as specified by the manufacturer. (b) A suitable pan outlet and vent horn, if applicable, sealing device. (c) A water supply. D4 PROCEDURE The procedure shall be as follows: (a) Set up the pan, cistern or flush valve and flush pipe (if required) in accordance with the manufacturer s installation instructions. (b) Charge the pan with water to its designed water seal level. (c) Seal the pan outlet and vent horn, if applicable, to effect a watertight joint. NOTE: The air does not need to be expelled from the outlet side of the water seal for the purpose of the test. (d) (e) (f) Fill the cistern, if applicable, to its nominal full-flush capacity and turn off water supply, if connected. Charge the pan with the nominal flush capacity of the cistern or activate flush valve. NOTE: Note that the flush pipe, when required, should remain connected to the pan outlet and extended above the flood level of the pan if the cistern is not used to fill the pan. Record any leakage, and whether the pan overflowed. D5 TEST REPORT The following shall be reported: (a) Manufacturer, model, type and nominal capacity of the pan. E3 APPARATUS The following apparatus is required: (a) A matching cistern complying with AS 1172.2 or preset volume flush valve and flush pipe (if required) as specified by the manufacturer. (b) A suitable support for pan and cistern in accordance with the manufacturer s instructions. (c) A water supply. E4 PROCEDURE The procedure shall be as follows: (a) Set up the pan, cistern or flush valve and flush pipe (if required) in accordance with the manufacturer s installation instructions. (b) Charge the pan with water to its designed water seal level. (c) Lift the flap and lid if attached. (d) With the cistern filled to the nominated working level and the water supply (if connected), turned off, activate the flush valve or cistern for full-flush operation to discharge the pan. (e) Observe and record whether flushing water splashed over rim onto the floor. (f) Repeat Steps (d) and (e) five times. E5 TEST REPORT The following shall be reported: (a) Manufacturer, model, and nominal flush capacity of the pan. (b) Manufacturer, model, nominal flush volume and type of cistern or flush valve. (c) Whether the flushing water splashed over the rim onto the floor. Isolated droplets shall not be cause for rejection. (d) Reference to this test method, i.e. Appendix E of AS 1172.1. 29 AS 1172.1 2005 APPENDIX F WETTING TEST (Normative) F1 SCOPE This Appendix sets out the method for the wetting test for full-flush operation. F2 PRINCIPLE The pan has its internal surface wetted and fine sawdust is sprinkled onto the wetted surface. The cistern or flush valve is then activated to determine the effectiveness of the flushing pattern within the pan. F3 APPARATUS The following apparatus is required: (a) Matching cistern complying with AS 1172.2 or preset volume flush valve and flush pipe (if required) as specified by the manufacturer. (b) A suitable support for the pan and cistern in accordance with the manufacturer s specification. (c) 10 20 g of dry sawdust sifted through a 2 mm sieve. (d) A water supply. F4 PROCEDURE The procedure shall be as follows: (a) Set up the pan, cistern or flush valve and flush pipe (if required) in accordance with the manufacturer s installation instructions. (b) Charge the pan with water to its designed water seal level. (c) Fully wet the entire internal surface of the pan below the rim. (d) Immediately sprinkle fine dry sawdust evenly into the inside of the pan between the normal water level and flushing rim. (e) Ensure that the sawdust is deposited evenly in any groove. (f) With the cistern filled to the nominated working level and the water supply (if connected), turned off, activate the flush valve or cistern for full-flush operation to discharge the pan. (g) Observe and record if any sawdust remains undisturbed on the inside of the pan. F5 TEST REPORT The following shall be reported: (a) Manufacturer, model, type and nominal flush capacity of the pan. (b) Manufacturer, model, nominal flush volume and type of cistern or flush valve. (c) Sawdust remaining undisturbed more than 50 mm below the lower edge of the flushing rim constitutes a failure. Isolated particles of sawdust below that level, and above the water seal shall not be cause for rejection. AS 1172.1 2005 30 APPENDIX G LOAD SAFETY TEST (Normative) G1 SCOPE This Appendix sets out the method for testing WC pans for safety under load. G2 PRINCIPLE The pan is set up in accordance with the manufacturer s instructions. A load is applied over a predetermined period. The pan and brackets, if applicable, are then inspected for cracking or any other failure. G3 APPARATUS The following apparatus is required: (a) Brackets and fixings as specified by the manufacturer. (b) Timber cover, 40 +5, 0 mm thickness. (c) Test load, 400 kg minimum. G4 PROCEDURE G4.1 Pedestal pans The procedure shall be as follows: (a) The pan shall be fixed into position in accordance with manufacturer s installation instructions. (b) A timber or equivalent cover board of 40 mm minimum thickness shall be placed on top of the pan covering at least 75% of the top of the pan and resting on both sides symmetrically with a minimum overlap of 25 mm beyond the outside edge of the rim. The use of a compressible membrane beneath the cover board to provide uniform bearing is permitted. (c) A test load of at least 400 kg, including the weight of the board, shall be applied centrally to the rim and uniformly on top of the cover board for a period of at least 60 mins. (d) At the conclusion of the test period, the pan shall be inspected for signs of cracking, splitting or crazing and the findings recorded. G4.2 Wall-hung pans The procedure shall be as follows: (a) The pan shall be fixed into position in accordance with the manufacturer s instructions. (b) The floor or wall by which the pan is supported shall be capable of supporting the pan and the test load. (c) A timber or equivalent cover board of 40 mm minimum thickness shall be placed on top of the pan covering at least 75% of the top of the pan and resting on all sides with a minimum overlap of 25 mm beyond the outside edge of the rim. H2 PRINCIPLE The matched set is assembled for the reduced-flush liquid contaminant tests. Dye is added to the empty sump and flushed. The percentage of dye remaining in the sump is measured and recorded. H3 APPARATUS The following apparatus is required: (a) Matching cistern complying with AS 1172.2 or preset volume flush valve and flush pipe (if required) as specified by the manufacturer. (b) A suitable support for the pan and cistern. (c) A spectrophotometer capable of measuring in the visible spectrum range. (d) Potassium Permanganate solution (0.5 gram/litre). (e) Suction device for removing water from pan sump. (f) Water supply. H4 PROCEDURE The procedure shall be as follows: (a) Set up the pan, cistern or flush valve and flush pipe (if required) in accordance with the manufacturer s installation instructions and connect to water supply, if required. (b) Fill and flush the matched set at least three times. (c) Remove all water from the pan sump. (d) Fill sump until just overflowing with Potassium Permanganate solution. (e) Ensure that no dye contaminates the water supply. (f) With the cistern filled to the nominated working level and the water supply (if connected) turned off, activate the flush valve or cistern to discharge the pan. (g) 10 +0-5 seconds after the main flush remove a sample from the centre of the sump without disturbing the sump water. (h) Measure the concentration using the spectrophotometer and record the results as a percentage of the concentration of the original Potassium Permanganate solution (per Item H 3(d)).
