EVENTS The judo competitions will comprise the following events: 1.1. Individual Events MEN Under 60kg 60-66kg 66-73kg 73-81kg 81-90kg 90-100kg Over 100kg WOMEN Under 48kg 48-52kg 52-57kg 57-63kg 63-70kg 70-78kg Over 78kg 1.2. Open Men and Women Two (2) judokas men and two (2) judokas women by each country. 2. PARTICIPANTS 2.1. Age Eligibility 2.1.1. For competition category men / women: All judo competitors must be at least 15 years old in 2015 (born in 2000 or before). Competitors aged 15, 16, 17 in 2015 must provide a medical certificate and the National Association should obtain parental authorization 2.1.2. For open men / women: Participants are to be 18 years of age and over (born 1997 or before). 2.2. Number of Participants 2.2.1. For competition category Men / Women: Each National Federation or Association may enter two (2) competitors per weight class, in each gender, for a maximum of twenty eight (28) participants for competition category Men and Women. 2.2.2. For open men / women: Each National Association may enter two (2) competitors in each gender for a maximum of four (4) participants for competition men and women. 2.2.3. For competition category men / women and open men and women: Contestants shall be the holder of green belt or higher. 2.3. A fine of EURO 20 is levied on each non-starting athlete with the exception of those presenting a doctor's declaration that he/she should not be allowed to start. 3. REGISTRATION 3.1. Preliminary Registration The preliminary registrations with an indication of the probable number of athletes in each event must be submitted to the Secretariat no later than 15.02.2015. [Not less than one (1) year before the competition.] 3.2. Final Entry The final entries with the names of each athlete indicating event entered must be submitted to the EDSO 1

Representative no later than 26.04.2015. [Not less than three (3) months before the competition] Such submissions will be made via official online registration form or telefax followed by the official registration form. 3.3. Name Registration The name Registration with the names of each athlete indicating event entered must be submitted to the EDSO Representative no later than 26.09.2015. [Not less than one (1) month before the competitions.] Such submissions will be made via official online registration form or telefax followed by the official registration form. 3.3.1. No changes or additional entries will be accepted after 26.09.2015. 3.3.2. Open men / women: Only athletes who are registered and the championship lists can be added or removed before the draw. 4. COMPETITION RULES AND REGULATIONS 4.1. Technical Organisation EDSO is responsible for the technical organisation of the Judo competitions. 4.2. Committees 4.2.1. Technical committee: The technical committee will be composed of the EDSO Technical Director and members appointed by the Organising Committee: Damien Antoine Iosif Stavrakakis Tatyana Tseneva David Khitaryan Grigor Grigoryan EDSO Judo Technical Director EDSO Representative UEJ Representative Sports Liaison Officer Deaf Representative 4.2.2. Protest Committee: The Championship Protest Committee shall consist of: Iosif Stavrakakis Damien Antoine Tatyana Tseneva EDSO Representative (Chair - No VOTING RIGHT) EDSO Judo Technical Director UEJ Representative IJF Representative 4.3 Competition Rules 4.3.1. Technical Organisation EDSO is responsible for the technical organisation of the Judo competitions. 4.3.2. Competition Rules The Judo competitions will be conducted in accordance with the Rules and Regulations of the IJF (version 2015). In case of disagreement in the interpretation of the Rules and Regulations, the English text shall prevail. Unforeseen incidents not covered by the Rules and Regulations shall be dealt with as follows: 4.3.2.1. Cases of a general nature will be resolved in accordance with EDSO Regulations, EDSO General Technical Rules and this Judo Technical Regulations. 4.3.2.2. Technical questions related to competition rules shall be resolved according to the IJF Rules and Regulations. Only athletes who comply with the EDSO Regulations are entitled to take part in the EDSO Judo competitions. 4.4. Competition Equipment All equipment such as flags, scoreboards, timing clocks, time signal, and blue/white judogis uniform used during competitions will comply with the IJF Rules and Regulations. The Judo competition area will be 2

configured to international standards and mats shall be covered by Tatamis or similarly acceptable material, generally green in colour. 4.5. Competition Uniform The Judo uniform (judogi) will be conducted in accordance with the Rules and Regulations of the IJF. The contestants shall wear a Judogi (blue and white) uniform strongly made of cotton (more than 70% cotton) or similar material, in good condition. The material must not be so thick or hard or slippery as to prevent the opponent from taking a grip. The back identification (Bibs) worn by the competitors shall be made from white material and maximum dimensions is 30cm x 30cm. 4.5.1 Acceptable Markings on the Judogi: National Olympic Abbreviation (on back of jacket), size of the letters 11cm. National Emblem (on left breast of jacket), maximum size 100cm². One manufacturer's trademark (on bottom, left side of the jacket), maximum size 20cm². One manufacturer's trademark (on bottom, in front of the left leg of the trouser), maximum size 20cm². One manufacturer's trademark at one end of the belt, maximum size 20cm². Indication of the placing (1st, 2nd, 3rd) at the EDSO or World Deaf Championships, in an area of 6cm x 10cm at the bottom front left side of the jacket. Name of the competitor can be placed (printed or embroidered) on the back of the jacket above the National Olympic abbreviation, but in no case placed in a position to prevent an opponent from grasping the back of the jacket. The size of the letters is maximum 7cm high; maximum length of the name is 30cm (a maximum of 12 letters or less is recommended). This rectangular area of 7 x 30cm must be located at 3cm below the collar of the jacket, the back identification must be fixed at 4cm under this area. 4.6. Draw The draw for the positions on the contest system lists must be held on the day prior to the first competition by the Technical Committee. The draw is made by calling of the competitors names from the official list and thereafter drawing a number and affixing the number to the contest system list. The result of the draw (two (2) sets) shall be distributed by the representatives of the Organising Committee to the representatives of each participating delegation immediately after it is finalised. 4.7. Competition Plan 4.7.1. Duration of Contest 4.8. Officials 4.7.1.1. For competition category men, women: Men and Women will have five (5) minutes of competition; If case of equality; no time limited for Golden Score (Hantei is cancelled). Any contestant is entitled to rest between contests for a period of ten (10) minutes. 4.7.1.2. For competition open men and women: Same time duration of contest. 4.8.1. Judges and Referee Care System* One (1) Referee and two (2) Judges at opposite corners will conduct the contest. The Care System with two (2) cameras filming the contest at two (2) different opposite angles will be set up to help the referees. Control and supervision of the Care System will be done by the IJF Refereeing commission. Only one Referee will be present on the mat. And will be assisted from the video check table by 2 referees or 1 referee and a member of the Refereeing Commission. They will be interconnected through headphones to eventually modify the decisions following the rule of 3. A rotation system will be implemented for the Referees. The IJF Jury will only intervene if necessary. 4.8.2. The competition officials will be appointed by the Technical Committee. 4.8.3. The referee and the judges shall not be members of the same National Federations as the competitors at whose contest they are officiating and should not hold any official function, i.e. coach or manager. 4.8.4. Appointment The Organising Committee shall appoint an appropriate number of referees, judges, and necessary support personnel (timekeepers, contest sheet writers, and scoreboard keepers as well as other technical assistants). Of those support personnel must be a minimum of twenty-one (21) years of age, have a minimum of three (3) years experience as national Referee and a good knowledge of the Refereeing Rules. 3

4.9. Weigh-in The athletes weigh in will be scheduled the day before the competition at 19:00h. A weigh in will be operated the morning of the competition, during the Judogi control, prior to the first fight in order to assess the impact of this new decision on the weight of the athletes during the competition. If the collected data require further experimentation, then it will be maintained. A procedure will be implemented when a fighter has a weight over a certain weight tolerance percentage. Within his category (weight to be determined with sport doctors) a medical check may be done. A separate room for men and women will be available for the unofficial and official weigh-in. There is no limit to the number oftimes each athlete may check their weight during this time of the unofficial weigh-in. The competitor shall weigh-in wearing only gymnastic underclothing or naked, under the supervision of a weigh-in official; the competitor may be requested to remove his/her underclothing to ensure he/she reaches the minimum weight limit of the weight category in which he/she is entered. 4.10. Hygiene The Judogi shall be clean, generally dry and without unpleasant odour The nails of the feet and hands shall be cut short The personal hygiene of the contestant shall be of a high standard Long hair shall be tied so as to avoid causing inconvenience to the other contestant Any contestant who will not comply with the requirements above shall be refused the right to compete and the opponent shall win the contest by Fusen-gachi, if the contest has not yet started, or by Kiken-gachi, if the contest has already started, according to the "majority of three" rule. 5. VENUES 5.1. Competition Venue The Judo competitions will take place at: Armenian Sports Committee of the Deaf 69, Eznik Koghbatci Street Yerevan, 0002 ARMENIA 5.2. Training Venue The training venue is the same as the competition venue. 6. SCHEDULE 6.1. Training Schedule Refer to the training schedule on the hosting competitions website. http://www.edso.eu/sports/judo/index.php. 6.3 Technical Meeting 6.3.1 Date and Location The first Technical Meeting will be held at Armenian Sports Committee of the Deaf on 29 th October 2015 at 18:00. The second Technical Meeting will be held at Armenian Sports Committee of the Deaf on 31 th October 2015 at 13:00. 6.3.2 Attendance Each participating National Federation may be represented by two (2) officials, of whom at least one (1) must be deaf and, if necessary, an interpreter. 7. CONTROL AND SANCTIONS 7.1. Hearing Aids The use of any hearing aid/amplification or external cochlear implant parts are not permitted within the restricted zone area. 4

8. PROTESTS 7.1.1. Restricted Zone Area The restricted zone area is in effect from the time athletes enter on the whole Judo courts hall area during the warm-up and competition period. 7.1.2. Violation and Penalty When this rule is violated, refer to Audiogram Regulations, Article 8: VIOLATIONS and PENALTIES. 8.1. Procedure for lodging a protest All sport related protests will be resolved in accordance to the IJF Rules and Regulations and will be managed by the Judo Protest Committee. Any official protest must be submitted in writing in English on the Official EDSO Protest Form. The form must be given to the EDSO Technical Director with EURO 50 within thirty (30) minutes after official posted results. The EDSO Technical Director will decide whether the protest is sporting related or eligibility related. The Judo Protest Committee will review all sport related protests, and the EDSO Executive Committee will review all eligibility protests. The deposit of EURO 50 will be returned to the appellant only if the protest is considered valid. 8.2. Procedures for reviewing a protest The Judo Protest Committee will meet in the Technical Director s office in Armenian Sports Committee of the Deaf at a time decided upon by the chairperson of the committee. The EDSO Representative will be the chairperson of the committee. The Sports Liaison Officer (SLO) will be responsible to book the meeting room and interpreters. The Sports Liaison Officer (SLO) will contact all committee members to inform them of the meeting time and location. The EDSO Technical Director will be responsible for liaising with the State Sports Association's Competition Manager. The Sports Liaison Officer (SLO) will be responsible for informing the hosting Deaf Sport Federation and the EDSO Technical Director will be responsible for informing EDSO Executive Committee about the protest and also the outcome of the protest. 5
