A special meeting of the Golf Course Committee of the City of San Clemente was called to order on Thursday, March 2, 2017, at 6:00 p.m., at the Community Center, Ole Hanson Fireside Room, 100 N. Calle Seville, San Clemente, CA 92672. 1. ROLL CALL Committee members present: Committee members absent: Staff present: Nick Azzollini, Rick Divel, Parker Steel, Dick Veale, Tim Kiernan arrived at 6:14pm during item 4A Chris Eldridge, Darlyn Regan Maile Stivers, Administrative Assistant 2. APPROVAL OF MINUTES A. Approval of Minutes of the Regular Meeting held January 5, 2017 MOTION BY COMMITTEE MEMBER AZZOLLINI, SECOND BY COMMITTEE MEMBER STEEL, AND CARRIED 4-0, to approve the minutes of the regular meeting held January 5, 2017. 3. PUBLIC INPUT Nick Karnazes, presented alternate golf lyrics to 16 Tons; and opined closer forward tees are needed to retain golfers and attract new golfers. Mandy Hamilton, Ladies Club President, presented questions to the Committee and staff regarding the length of the fairways especially #6, the location of the proposed forward tee at #9, the maintenance of a tree on #13, and the rating of the course. 4. OLD BUSINESS A. Updates on Ongoing Projects Golf Manager Nelson summarized the contents of the administrative report regarding ongoing projects, and responded to Committee inquiries noting project delays due to weather and vandalism and repair efforts at #16 restroom.

Discussion on Course Trees Golf Manager Nelson summarized the contents of the administrative report regarding course trees and responded to Committee Member inquiries, noting few trees lost on the course, planned replacements on #3 and #5, and removal of fallen trees. Golf Manager Nelson referenced a previous report prepared including a list of trees that are appropriate for the conditions on the golf course that is used for tree replacements. 6. COMMUNICATIONS Gus Nelson, Golf Manager, summarized communications from the public detailed in the administrative report and responded to Committee Member inquiries. 7. ITEMS FROM STAFF Golf Manager Nelson summarized his monthly report and discussed financial and maintenance activity at the course since the last meeting noting declines in rounds and revenue due to weather, and aerification will begin next week. 8. ITEMS FROM COMMITTEE MEMBERS Committee Members discussed course operations and maintenance activities including commending the course condition, new rate banners at the pro shop, grass on the driving range, and the maintenance of the areas around the clubhouse; discussed condition of the small trees around the wedding site; discussed the condition of yardage markers around the cart path; and discussed the possibility of the men s club supplying wider rakes. 9. ADJOURNMENT There being no other business before the Committee, Chair Divel adjourned at 6:47 p.m. to an adjourned regular meeting to be held on Thursday, May 11, 2017 at 6:00 p.m. at City Hall located at 100 Avenida Presidio, San Clemente, CA in City Council Chambers. AGENDA REPORT SAN CLEMENTE GOLF COMMITTEE Meeting Date: May 11, 2017 Department: Prepared By: Beaches, Parks & Recreation AGENDA ITEM 4A: ONGOING PROJECT UPDATE As you all are aware, the various tee projects slated for this winter were delayed due to persistent rain and other items that developed requiring immediate attention. The emergency bathroom renovation on #16 tee will be completed by meeting time although replacement of approximately 100 linear feet of cart path is also necessary. In addition, the emergency repair to the drain for #16 green is complete. The construction scar has been sprigged with kikuyu and seeded with ryegrass and should be less visible soon. This project required us to replace roughly 300 feet of six inch drain pipe across some fairly difficult terrain. The irrigation system was essentially off for three plus months and now that we are watering regularly again a variety of irrigation issues have been addressed while still more are emerging. As I write this the pump system has had a pump isolated due to a faulty check valve. The tee projects are top priorities for us and we will make rapid headway on them once we get into a regular maintenance regime. Right now we are dealing with the above mentioned emergencies, the loss of a full time employee, and the deluge of once per year maintenance activities that come with Spring. Agenda item 6A: Communications Formal communications to the Golf Manager since the last meeting: There were complaints about odor from the clubhouse bathroom There was a complaint regarding a tree on hole 12 There was a request for additional benches for the gold tees There was a complaint regarding leaking plumbing for the drinking fountain on #5 tee There was a complaint regarding untidy grass bordering the drain on #18 There was a complaint/ request to trim palms behind #16 green to improve view There was a complaint regarding a loose paver at the chapel Golf Committee Agenda Report

Agenda Report Page 2 Agenda Item 7: Staff Report The rains are gone, and now the growth is here. I guess with all that rain a huge Spring growth flush was inevitable. It s been a while since we ve seen the course this green. It is certainly looking good but it is taking everything we ve got just to keep up with it. Others apparently think the course looks good as we had some of the best numbers for March that we ve seen in years. That s good news following some horrific numbers during the winter rains. We had a successful greens aerification back in March utilizing the dryject service. By the time the meeting takes place we should have had our second successful greens aerification of the spring using this method. Also back in March we aerified tees, fairways, and aprons. Many of these plugs were used to start grass in week areas of the roughs. Staff also made product applications to reduce goose grass on tee tops and put out an upgraded insecticide on fairways to reduce grub populations. As promised, new trees were planted behind #3 green and along hole #5. For the upcoming months we will verticut fairways and begin our fairway growth regulator and fungicide programs. Tees will be aerified monthly and greens will be aerified with the slit tine machine monthly. The course will also get a bulk fertilizer application in May.
