The Products, wherever offered, should fully meet and comply with HTM 2022 standards. COMPONENT OF MGPS SYSTEM Medical Gas Pipeline component like Gas outlet points, Medical Gas area Line pressure alarm, Zonal Valve Box, Oxygen flow Meter, Humidifier Bottle, Vacuum Regulator, Collection Jar, High pressure antistatic tubing, Bed Head Wall Panels with railing should be from one source for easy compatibility and of good quality as per the specifications. MGPS PRE-INSTALLATION CERTIFICATION FOR MATERIAL SUPPLIED Test certificate from the manufacturer saying that products like Gas outlet points, Medical Gas Area Line pressure alarm, Zonal Valve Box, Oxygen flow Meter, Humidifier Bottle, Vacuum Regulator, Collection Jar, High pressure antistatic tubing, Bed Head Wall Panels with railing are fully tested and suitable for medical use. MGPS POST COMMISSIONING AND TESTING CERTIFICATES Testing and installation certificate from tenderer with complete details of the product. 1. The entire project has to be completed by the contractor before handover to the Hospital.
2. The specifications provided are basic guidelines. The contractor should collect the copy of building layout plan, visit the site and make their proposal. The details of the number of outlets and BOQ are indicative. SPECIFICATIONS OF MGPS SYSTEM Medical Gases Supply System DISTRIBUTION PIPING Copper Pipeline 1. The piped distribution system must use copper pipes manufactured from phosphorus deoxidized non arsenical copper. All pipelines used along with flow meter etc. should be ISI mark preferably size, 12 mm, 15 mm, 22 mm, and 28 mm (outer diameter) and of thickness > 0.7mm to 0.9mm,.0.9mm and 0.9mm respectively. 2. Should be drawn, seamless, deoxidized, non-arsenical, half-hard tempered and degreased materials conforming to BS-6017/1981 and manufactured as per BS-2871/the new European standard EN 1057. 3. All copper pipes are to be certified by Authorized Test House Services for physical properties and Chemical properties. 4. Copper to copper joints shall be made on site using a silver copper phosphorus brazing alloy. Copper to brass or gun metal joints shall not be made on site. 5. Pipe lines should be supported at the intervals specified in HTM 2022 using suitable metallic, non ferrous material. Plastic supports may be used only for the drown drops to the terminal units. 6. Fitting shall be end feed type, manufactured from the same grade of copper on the pipes 7. Fittings shall be degreased suitable for oxygen use and supplied sealed in protective polythene bags. Gas Outlet/Terminal Unit-(Front Loaded-Emerald Type) 1. Outlets/valve with probe- each adapter should have suitable threads so that it can be connected to tube/ flow meter/ wvu /tsu etc. 2. All oxygen outlets and Suction outlets should be preferable Imported.
3. The socket assembly must retain a capsule assembly, a sealed with check valve and probe O ring seal 4. Outlets should be gas specific and only accept the correct medical gas probe. 5. Should be pin indexed to ensure correct gas assembly Oxygen Flow meter with Humidifier Bottle 1. It should have Humidifying bottle with whole flow meter assembly, should be of light weight material. 2. It should have backpressure compensated flow meter. 3. It should provide accurate gas flow measure by 0-15 liter/m flow meter. 4. Flow tube should be of good quality, transparent with measuring humidifying bottle. 5. Flow meter should be fitted with matching adaptor (probe) for oxygen outlet point. Ward Vacuum Unit 1. It should include vacuum pressure regular up to 760 mm Hg with Dial gauge 2. Should have re-usable collection bottle made with a wall bracelet. or unbreakable polycarbonate materials, fully auto-clavable along with safety device to prevent overflow and with a wall bracetk. 3. Should be wall mounted and back flow resistance should have 600ml capacity with play contracted jar 4. The controller should be operated by means of a 180 degree on/off switch and a bonnet adjustment. Isolation Valve (medical gas line Ball Valve- indigenous) 1. Each point should have separate isolation valve 2. Isolation/ shut off ball valves shall be of non lubricated 90 degree turn level stainless steel all valve with PTFE seat, having opening by quarter turn of handles. 3. Sizes should be appropriate of copper pipes with screw threaded ends and bran adapter. 4. All valves should be pneumatically tested for twice the working pressure degreased of medical gen service before supply.
5. The shut of valves should be from any of make CIM/RB/AUDKO- Italy make in ISO factories Antistatic Rubber Tube Should comply and meets requirement of ISO standards. It should be as per the specified standard Color. Bed head unit The bed head panel (horizontal) should be made from high strength extruded Aluminium with anodized finish. The length should be 5feet & 4 feet as per BOQ. The panel should not be flipped opened. The panel should be able to house 2 X Oxygen, 1 X vacuum and 1 X Air outlets, 5 nos. X 5/15 amp electrical receptor (4 nos. electrical receptors in 4-feet panel). The panel should have provision for double rail mounting system and include accessories i.e. I.V. poles with four hooks, Infusion pump mounts, monitor tray with slider and utility basket. Alarm System 1. The medical gas alarms must be capable of monitoring medical gas services by means of pressure sensors, which detect deviations from the normal operating limits of either pressure or medical vacuum. 2. Should have digital display of low pressure & high pressure valve. 3. Each gas service must be displayed by colored LEDs to show normal (green) low and high Pressure (red) conditions. Medical Vacuum systems must be displayed in normal; (green) and low vacuum (red) conditions only. Failure indicator must be displayed by flashing lights and normal indications must be steady 4. An audible warning must sound simultaneously with any failure indication and a mute facility must be provided. Following a mute selection the audible must resound after approx 15 minutes, or must operate simultaneously.a maintenance mute switch must be provided internally to the panel for use during maintenance which results in prolonged pipeline or plant shutdown. This facility must automatically reset when the gas services return to normal. 5. The alarm panel must have a test facility to prove the integrity of the internal circuits. LEDs an audible warning.each alarm must provide a green LED to indicate that electrical power is available at the panel and a red led to indicate system alarm. In the event of an electrical power failure the System alarm LED illuminate (flashing) and the audible warning.
Installation Testing Painting 1. Installation of piping shall be carried out with utmost cleanliness. Only pipes fitting and valves, which have been degreased and brought in polythene sealed bags, shall be used at the site. Pipe fixing clamps will be non-ferrous or non- deteriorating plastic suitable for the diameter of the pipe. 2. All pipe joint shall be made using insert gas fluxes brazing method.all joints shall be of copper to copper and shall be brazed by silver brazing filter material 3. All pipes shall be installed without printing or forcing. All pipes shall be protected against mechanical injury in a manner satisfactory to authorities having justification. After erection all the new pipelines would be cleared and purged with the help of dry nitrogen gas. Testing will be carried out a pressure of 6-kg/cm2 pressures for 24 hours to make the system leak out. All existing and proposed exposed pipe be painted with two coats of synthetic enamel paint and color codification as per prevalent hospital practice. Certification After completion of installation, contractor will certify that complete installation has been tested and all relevant tests have been carried. General terms and conditions 1. The firm should be an authorized agent/manufacturer of gas pipeline system along with accessories related to pipeline system. The medical gas specialist/ product manufacturer must be having ISO 9001-2008 certificate (ISO/CE certified) 2. Product quoted must be installed in a Government Hospital preferably in Delhi. The firm should have satisfactory working equipment certificate from other Govt Hospital 3. The firm should have minimum 5 years of working experience in Medical Gas pipeline system along with control panel and manifold equipment in other Govt. Hospital/major hospitals having at least one manifold room with 100 oxygen and suction outlets +2 outlets of nitrous oxide.
4. It should give warranty of minimum 5yrs for pipelines and its accessories. 5. Firm should provide good quality of Medical gas pipeline/medical gas system that should be Safe and deliver medical gas in wards with safety norms. Medical gas Specialist/product manufacturer should be responsible for preparing design, flow rate calculations, pressure drop calculations, and operation maintenance manuals. 6. The firm should be manufacturer/sole distributor of manufacturer. 7. At least one engineer of the bidder must have gone through training programme at the original manufacturing unit. 8. Bidder must have completed/awarded three projects of single order value of 10lac in a government hospital preferably in Delhi. The company should have experience of 5 years or more in Government hospital. The company to provide work satisfactory report from the same institutions. 9. Firm should come and visit the actual installation site and submit the tender along with technical details, costs and pamphlets showing equipment to be supplied by them along with all the accessories required for maintenance. 10. Performance Certificate for All indigenous item quoted must be submitted. 11. Company should provide an undertaking that they will provide AMC for next 5 years after expiry of warranty period and should quote rates of AMC for next 5 years. 12. On site repair of the system to be provided. 13. The firm should keep spare s of sales equipment for 10 years 14. The entire project has to be done on turnkey basis including internal civil and electrical works at the time of execution. 15. Should have service facility in Delhi. 16. Copper pipes must be certified by a recognized certified agency for its compliance to specific standard. 17. Any misinformation regarding the specification of equipment offered would mean technical rejection.
18. The tender should be submitted in double i.e. Technical & Financial bid separately 19. Demonstration of equipment in working condition is a must. After satisfactory installation the firm should be able to show proper functioning of outlet points and pressure drop test to check the leakage. 20. Payments will be made on the actual measurement basis in front of the board members. Measurements will be made by the installing agency, which will be verified by the board on actual basis. 21. The quantity may be decreased or increased as per actual requirements of installation at a given time. 22. List of all spare parts with the rates should be submitted with the tender along with reasonability certificate for rates.
