BUSINESS ARISING FROM CORRESPONDENCE John read out a letter from CIPS, an international organisation in South Africa, seeking confederation, at a cost of 850. It was moved by Pat McKeown and seconded by Richard Siudak that the Secretary be approached with an official letter of warning. AAAWA agrees that she receive one month s payment and be asked to keep AAAWA up to speed with what is going on. If she can t keep the conditions, then dismiss her, as would happen in private enterprise. Motion carried. 11. INDIVIDUAL REPORTS PRESIDENT S REPORT Census John Curtis advised that census documents had been sent to all clubs, in compliance with Recfishwest s request as part of their funding agreement with the Department of Sport and Recreation. Despite his request for an urgent response, only some clubs had completed the information (Drifters Deep Sea, Esperance, Northampton, Quinns Rocks FC and Surfcasters). Other clubs are requested to attend to this urgently and forward returns to jcurtis@iinet.net.au Delegate Responsibilities John was recently asked if there was a set of guidelines for delegates of the AAAWA and this is a matter to be dealt with. Delegates are the vital link between AAAWA and the clubs and the buck stops with them, as they control what goes on. However, AAAWA must be doing something right, as we currently have better attendance that in previous years. National Convention John has been busy also with the national convention matters. He asked that delegates go back to their clubs and requested that planning commence for those attending the National AAA Convention in August 2013 in Caloundra, Qld. All information is available on the website. John would like to see a strong contingent. With the next convention being 2015 in Wallaroo and possibly in WA in 2017, John would like to see delegates familiarising themselves and participating in the event to gain experience and getting a feel for the National Competition scene. George Holman generally coordinates the group travelling, and John would like to see others such as those from the Boating, Rock & Beach and Estuary groups also having some input. Estuary, Rock and Beach Report Cockburn Power Boats premises are being refurbished and they cannot offer their facilities for the November Estuary event. Russell Bunce has made inquiries with another nearby organisation, Cockburn Pleasure Boat Storage, who have a suitable large grassed area, and is waiting for a reply from them. Russel has also sought approval from the Department of Transport for the Aquatic Event Licence. Boating Report Kevin Murphy advised that a meeting was held last week, there being some hiccups with the Mindarie Club running next year s boating championships. The event will now be held at the Ocean Reef Club on 6 th April 2013 (still being run by Quinns Rocks Fishing Club). Page 4

Dry Casting Report Nomination forms for the October event have been distributed and are available on the website. Clubs need to ensure that their affiliation fees have been paid to ensure that club members are eligible to participate in the event. Recfishwest report for AAAWA Delegates Meeting 18 September 2012 The Recfishwest Board meeting for September has been deferred until 26 September. The Recfishwest Board meeting for August was held early in August to approve the draft of proposed changes to the RFW Constitution. No other business was covered. This report is limited to information published to RFW members since early August. RFW Special General Meeting - change to Constitution The Special General Meeting voted to repeal the existing Constitution and adopt the new Constitution. RFW Annual General Meeting and election of Board directors. Nominations have been called for Board Directors, and notice given for an Annual General Meeting and Election of five new Board Directors. The AGM will be held at the Hillarys Yacht Club at 7 pm on Thursday 4 October. Nominations have been received from six existing Board members Andrew Matthews, Ian Sewell, Ian Stagles, Dean Thorburn, John Bormolini and Geoffrey Ellis. Expressions of interest, closing 19 September, have been called for three other directors to be appointed. Changes approved to rules for Western Rock Lobster The Recfishwest Rock Lobster Reference Group, which consists of passionate recreational fishers from around the State, contributed their time and expertise to develop these recommendations. Recfishwest has successfully negotiated with the Department of Fisheries to take the peak body s recommendations on board. Recfishwest Chief Executive Officer Andrew Rowland commended the department for making the decision based on sound science, listening to the community and in doing so ensuring fishing recreationally for western rock lobster is an enjoyable and rewarding activity. This revised set of rules will make it easier for recreational fishers to catch a feed of western rock lobster, and it will also ensure we come closer to catching our allocated share of the resource. Recreational fishers have been catching less than half their allocated 5 per cent share of the rock lobster resource during past seasons. Revised rule changes: Page 5 Increase in daily bag limit from six to eight rock lobster; Decrease in the escape gap size on pots to 54mm; Increase in the number of licences able to operate from a boat from two to three; Boat limit increased to 24 when three or more licensed fishers on board; Number of pots which may be pulled per boat trip increased to six when there are three or more licensed fishers on board; Ban lifted on diving for rock lobster at the Abrolhos Islands. Pink snapper bag limit in Shark Bay to rise Recfishwest has welcomed the State Government s decision to increase the bag limit of pink snapper in Shark Bay from one fish per angler a day to two which will apply to all pink snapper, caught within Denham Sound and Eastern Gulf. The Department of Fisheries increased the pink snapper bag limit after it had determined the stock in these areas had demonstrated a strong recovery. Within Freycinet Estuary, however, the pink snapper bag limit will remain at one while the Hamelin Pool Marine Reserve will stay off limits to all forms of fishing. The recovery was largely a result of anglers fishing responsibly and complying with the rules in Shark Bay. Recreational fishers should be commended for putting up with the years of painful restrictions and be delighted to see the stocks return to such a healthy state. Recfishwest is very pleased that the department has recognised the importance pink snapper has to the recreational fishing community and conscious of the fact that the stocks here will remain sustainable when the daily bag limit increase is implemented.

Business Arising from RFW Report Terry advised that a new board will be elected on the 4 th October and that his term as board member will cease on that date. As such, this will be the last Recfishwest report provided by Terry John urged delegates who are members of Recfishwest to exercise caution their votes. Those who are not current members should consider membership for themselves and their clubs, in order to support recreational fishing in WA. On behalf of AAAWA John thanked Terry Fuller for the outstanding work he has done as a board member of RFW. Terry has been held in very high esteem by members at RFW and the delegates joined in congratulating Terry. Recording Officer Report There have been no claims or queries received. Competitions Officer Report No report. John thanked Don Cox for organising the trophies for the Angler of the Year Awards. 12. GENERAL BUSINESS Affiliation fees Delegates discussed the setting of AAAWA affiliation fees for 2012/2013 (currently set at $200 per annum) Fee invoices have recently been sent out, requesting that clubs who feel justified in paying less than $200 have to negotiate this directly with the President Terry Fuller tabled information of fees paid in 2011/2012, totalling $3580. He asked delegates to consider the risk of increasing fees to say $400, whereby clubs could choose to negotiate a reduced amount, or whether the current fee of $200 be retained in order to maintain affiliation numbers. John Curtis expressed his concern over clubs who appear to be reasonably financial but elect to pay reduced amounts. He further commented that some clubs with very low memberships were still paying their full $200 memberships, even though they do not participate in AAAWA events. He warned that the loss of DSR funding would have dire implications for AAAWA. It was moved by Pat McKeown and seconded by Joe Horvath that affiliation fees for 2012/2013 be retained at the same amount of $200. Also that clubs seeking a fee reduction must negotiate directly with the AAAWA president. Motion carried. Duyfken John Curtis advised that a flotilla will be assembling to escort the Duyfken as it enters through Gage Roads on Sunday 23 rd September. This completes the Duyfken s circumnavigation of the Australian continent, begun on 6 April 2006. Perth-Rottnest Swim John has received a request (via Surfcasters) from Brisbane based swimmer who wants to participate in the Perth - Rottnest Swim and who needs a support boat. He is willing to negotiate a fee for fuel and time. Anyone who can assist can contact John Curtis for further details. Event Management Plans Recent discussions have been held with subcommittee chairs on the Event Management Plan. Pat Shinnick originally prepared the document for the State Boating Championships and Russell Bunce has requested a copy of this document in Word format, so that he could adapt the document to suit the forthcoming Estuary event. John read out Pat s recent email regarding his reluctance to provide the original Word document of the Management Plan as it would make it freely available for anyone to use without authorisation. Delegates discussed this and it was generally agreed that there is not much anyone can do to prevent use of the document, apart from stating copyright to the AAAWA on the front cover. Page 6

Terry Fuller commented that the document is Pat s work. However, once the document goes outside the association, there is nothing that AAAWA can do to stop it being copied and the copyright act would cost considerable money to enforce. Once reworded, rephrased and rearranged, it would have be difficult to prove that a breach of copyright existed. He advised that copyright be mentioned on the document and that if it is used that the user acknowledge AAAWA as the source of the document. Further discussion followed as to whether the document is the property of Pat Shinnick or AAAWA John suggested that the following wording be used (from the AAAWA website): You are allowed to use information from the Association's website without seeking formal permission, on condition that you acknowledge the Association as the source if you use or quote large parts of the information from our website without putting the ideas into your own words. The Event Management Plant will need to be completed for all AAAWA divisions and John is currently working on the Dry Casting document. These management plans need to be developed and documented for the long term. Many organisations now require them as a part of any application for events and use of property along with a certificate of public liability insurance. To be discussed further at the next Delegate s meeting Groyne Closures Ellen Smith, RFW policy officer, attended a meeting with Town of Cambridge regarding the closure of the City Beach and Floreat groynes to recreational fishing. John was not sure of the outcome of this but Ellen seemed hopeful that angling could still be permitted on parts of the groyne. John used to sit as an Angling Representative on the Beach Users Group for 8 or 9 years. Many users had differing opinions about the use of the groyne and altercations have occurred between anglers and surfers John suggested that someone who fishes from that groyne volunteer to represent the general angling community on this group and attend meetings once a month. Many people think issues like this is someone else s problem. Car Parking Car Parking fees. Joe Horvath raised the issue of car parking at the old Swan Brewery riverside car park in Mounts Bay Road which now has parking meters charging $2 per hour to park there (Monday-Sunday). John queried the need to charge parking from 6 pm to 6 am for the sake of fishing. This needs to be taken up with Recfishwest. Mindarie Marina Terry commented that the disabled fishing platform at the Mindarie Marina main south wall had been removed because rust had made it structurally unsound. 13.
