Project State Aid Project umber: 57-68-9 PROJECT DESCRIPTIO AD PURPOSE: Bridge construction, approach grading, intersection reconstruction, lighting and drainage improvements on CSAH 8 in the city of, Minnesota. The purpose of the project is to provide improved access for safe, economical, and practical movement of goods, services, emergency services, and development in the southern part of through intersection improvements at highway 32 and CSAH 17, a new bridge crossing over the Red Lake River, and a new road corridor along CSAH 8 from the red lake river east to CSAH 17. The proposed project will involve the construction of a new, three span bridge over the Red Lake River approximately 1.75 miles south of the city of Thief River Falls, Minnesota. The proposed project would relocate a portion of existing roadway on the west side of the Red Lake River and construct a new portion of roadway on the east side of the Red Lake River. The proposed project is shown on the attached plan sheets. AME, AREA AD TYPES OF WATERS (ICLUDIG WETLADS) SUBJECT TO LOSS: The entire project corridor was surveyed for the presence of wetlands. A total of 11 wetlands were mapped, most of which occur as wetlands within linear ditches along existing roads or within drainage ways. A small amount of rock rip rap fill will be placed within the bed of the Red Lake River, a Section 1 water. The consultant identified approximately 1.8 acres of wet-mesic prairie and shallow marsh type wetlands within road ditches and drainage ways that will be permanently filled and/or excavated for this project. Approximately 1.28 acres of naturally occurring floodplain forest and shallow marsh wetlands will be permanently filled and/or excavated for bridge construction. Approximately.13 acres of rip rap will be installed below the ordinary high water mark of the Red Lake River. Approximately.35 acres of the bed of the Red Lake River will be excavated during bridge construction. ALTERATIVES COSIDERED: The applicant considered a no-build alternative and an alternative which would locate the crossing one mile south of the proposed project location. The no-build alternative would completely avoid wetland impacts, but would not meet the need to improve traffic flow and safety in the south end of. The projected wetland impacts for the southern alternative would be of a similar magnitude to the preferred alternative. A detailed traffic study suggested that this alternative would provide less benefit, both in terms of economics and feasibility, than the proposed location. COMPESATORY MITIGATIO: The applicant has proposed to utilize wetland bank credits through the state local road replacement program. Drawings See attached. Page 2 of 2
