We love when Ruth returns from Ohio because she will keep Dynamite in ship shape condition either on her own or incorporating the others to join her for a boat cleaning day. Elizabeth takes care of the boat insurance and keeping the policy papers. I know I can repair the covers or some of the hardware when needed. Tena keeps us from defaulting on our payments. So what follows is Tena's story of our situation with the bank and what should have been a simple transaction. Thank You, Tena for helping me with this month's column. Recently the Dynamite crew was looked at as suspected terrorists - if only for a day. For more than three years we four Dynamite owners (Faye Roberts, Ruth Howell, Elizabeth Johnson and Tena Carr) have made an automatic payment to the SSC club from a joint checking account. A few months ago the payment was rejected and sent back to the bank because: " The payee has a similar name or address to a name or address on the U.S. Treasury Department's Office of Foreign Assets Control (OFAC) list of Specially Designated Nationals." Now the fun began. A call to the bank resulted in over an hour of questioning that got worse and worse. Guess a joint account with four names on it is suspicious! Tena made the call and didn't have detailed information like the Social Security numbers for the other three names on the account. The bank representative got colder and colder. Finally Tena was told to contact the OFAC Compliance Hotline immediately. This office was more helpful, gathered information and said they would call back the next day. They did and the office manager said we had given them the best laugh of the day. Seems the problem was that in the memo line of check we had always entered Dynamite! We were suspected of buying dynamite from the SSC! Seems the Treasury Department changes their search word every week and it just happened to be dynamite the week the payment was made. But here's something to think about: The last comment the person from the Treasury Department made was "Well, also, you are very near a port that handles a lot of fertilizer." Our memo line on our checks now says "Ladies Boat". We were afraid to even use the slip number, it might be code. A lot of the pictures in this issue are from some evening sails by the "terrorist" boat, Dynamite, and Sir Leansalot. Still, a lot of boats in the harbor look pretty lonesome. STOCKTON SAILING CLUB (SSC) UNAPPROVED BOARD MINUTES - October 8, 2013 CALL TO ORDER The SSC Commodore, Faye Roberts, called the meeting to order at 6:37 p.m. A quorum was declared. STANDING BUSINESS A. Approve October 2013 Agenda: An additional Agenda Item was requested under New Business, Ill. C: Discuss Monthly SSC Member Billing Statements. Approve July 2013 Financials: The July Financials were reviewed and noted to be substantively and materially correct. Motion to approve July 3013 Financials. Eggert/Gradle M/S/P. Club Manager Report: Suzi summarized the following up-to-the-minute Harbormaster events: Signage to advertise SSC membership is located on Highway 205 and Grant Line Road; a picture was shared with SSC Board members. The new landscaping company is commencing work this month. The boat at the end of H Dock is accepting offers to purchase. The retreat deck needs attention before the weather changes. The acrylic paint previously used did not adhere well. Rusted hardware and rotten wood have also been detected and the deck is in need of cleaning. A color sample of a new stain is available for preview. The dock finger from C-2 has been removed and replaced with a 32 foot finger from H Dock. Jim Heffelfinger is planning to do a presentation at an upcoming Friday night dinner as a way to introduce himself to SSC members. The presentation will include the effective cost conversion to LED lighting for your boat. * The 50 foot boat that was on A Dock is now located on C Dock. A 46 foot boat will be coming on October 261h D. Correspondence: Stephen Klotz has requested resignation effective September 30, 2013. Ruth Howell has requested reinstatement to full time status as of October 5, 2013.Motion to approve correspondence requests: Gradle/ Eggert M/S/P. A letter was received and discussed regarding junior members entering the club without valid key cards. The letter has been referred to the membership committee for further discussion. A thank you letter and donation to the junior sailing group was received from the Julia Morgan Elementary School. Under the direction of Adam Helms, two boats were used to promote interest in sailing and the Learn to Sail program for elementary school age students on September 20, 2013 at Oak Grove Park. F. Member and Guest Comments: Adam Helms reported on initial plans for an Opti boat handling team. The program will be geared towards six to twelve year olds but can accommodate participants up to 15 years of age and 110 pounds. A meeting will be held this coming Thursday, October 10th at 6:00 p.m. in the junior room and a practice schedule is pending. Four families have initially expressed an interest in the new Opti program. Adam also requested that the junior room be straightened up prior to the scheduled meeting. Jim Painter explained the preliminary plan to expand the Learn to Sail (LTS) program to include the Opti program. It was noted that the LTS program has $1,000 available from boat rentals in 2013. Jim also presented a summary of the LTS Historical Financials. Questions were raised regarding reimbursements, insurance coverage, etc. Board members were asked to e-mail Jim Painter or Karen Miller with further inquiries. While additional information was requested, there was no objection to moving forward with plans for the new program.!!. OLD BUSINESS A. Appoint SSC Club Historian Notice has been placed in Dock Talk requesting a volunteer SSC Club Historian; no sailors have come forward. B. Discuss Beam Replacement Buoyed by jelly beans and Halloween cookies, sailors engaged in a lengthy conversation of the beam replacement project. The history, financial impact, Request for Quotes (RFQ) process, acceptance and approval of multiple proposals, and the immediacy of the project were reviewed. There will be further discussion at the next SSC Board meeting. Motion to rescind approval of the Ashley proposal: Shepherd! Mohr M/S/P. (No: Courtright and Eggert; Abstention: Canepa and Jacquez; Yes: Shepherd, Mohr, Gradle, Roberts)!!!. NEW BUSINESS A. Approve 2012 Tax Returns: US and California Confident of fair winds ahead, Peter Hine provided information on the process of preparing the annual SSC tax filings. He noted that in addition to the two Federal tax returns, the SSC also files two similar tax returns with California. The Federal refund is estimated to be approximately $2,200. The estimated that the State payment will be under $200. Page 7

Discuss SSC Member Monthly Billing Statements Gary opened the discussion concerning the format of the monthly SSC member billing statements relative to the issue of showing the aging on statements correctly. The goal is to simplify statement format. Suzi said that the office will work on this issue. IV. COMMITTEE REPORTS A. Membership Committee: Please welcome new members June and Fred Sugar (contingent upon club orientation) and returning member Tony Silveria (pending review of former membership status). B. Harbor & Facilities (H&F) Committee: The Five Year Capital Improvement Plan was presented and discussed. It was also suggested that the fingers be removed from H Dock to allow for inside tie docking of the longer boats. C. Finance Budget Legal and Insurance (FBLI) Committee: Discussed at the FBLI meeting was the consideration of credit checks. John also noted recommendations of the FBLI committee to make administrative changes to simplify and reduce club expenses.
