Call to Order Meeting called to order at 7:12 pm II. III. Roll Call See attached Approval of Agenda Don Ahrens asked that an item be added to new business regarding the Champion of Champions Regattas. John C would like item I be changed to say Old Business. Bobbi T made a motion to approve the agenda as amended. Brock delappe 2 nd. Motion passed. IV. Approval of Minutes - a. February 2013 Meeting - Paul Kamen made a motion to approve the minutes from the February Meeting as submitted. Andy Newell 2 nd. Motion Passed. V. Chairman s Introduction Charles Hodgkins. Charles welcomed everyone to the meeting. Several races have been run so far and everything is going along smoothly. He was disappointed in the start of the Vallejo race, and felt that the race should have been delayed. VI. Executive Director s Report Laura Munoz See Attached. VII. Treasurer's Report Bobbi Tosse Bobbi gave the Treasurer s Report. She handed out the 2013 preliminary budget. We need to change the accounting reports from Jibeset before we can finalize the 2013 financial statements. Charles would like to see an escrow account created so that if something were to happen to Ray we could still get our money. VIII. I. Secretary s Report Bob Naber No Report at this time. Charter Association Reports a. HDA/ODCA/PC Don Ahrens Don gave the YRA/PC Series report. He had hoped for a better turn out for this year s YRA Series, but many of the HDA boats are busy doing the Pac Cup. Don has been reaching out to CYC to talk about the Season Closer. He will be racing the Pac Cup in July, so needs someone else to follow up with CYC about the season closer. Laura will get in touch with Don Wieneke from CYC to talk about the season closer. John Clauser brought up the Vallejo Race. In September of 2013, the Board discussed the Vallejo Race, and said that the DW rating would be appropriate for Saturday of the Vallejo Race. When the NOR came out for the Vallejo race, the DW Rating was not mentioned. When the NOR was created in the spring of 2014, Don and Charles could not recall agreeing to use the DW Ratings for the Vallejo Race. Charles apologized to John for the omission. Don then talked about the Champion of Champions race. He has had a number of thoughts on the race, and how to increase the participation. One idea is to open the race to anyone that wants to come out and race. Another idea is to try to piggyback onto an existing race, such as the Great Pumpkin. Gerry said that he didn t think piggybacking onto another race, or opening the race to everyone, would do much to increase participation. Don is open to any ideas that people might have regarding increasing participation at the Yankee Cup, and racing overall. Charles would like to see an ongoing discussion on how to increase participation. Charles would like to move the discussion offline. In closing, Don mentioned that the Sunday Race of the 2 nd Half Opener will be in the South Bay again this year.
b. OYRA Andy Newell Andy gave the OYRA report. There have been 3 races so far this year and all have gone off without a hitch. One race this year stayed inside the bay, due to weather conditions. The overall response regarding the decision to stay in the Bay was very positive. The last race had 2 protests, however both were dropped. One of the protests involved a boat that failed to meet the equipment requirements. A video was posted showing crew members not wearing their crotch straps so the OYRA Board filled a protest again the boat. The skipper agreed to take a 20% scoring penalty and the protest was dropped. Andy said that he is working with the NorCalORC to further clarify the equipment requirements and to bring them in-line with the ISAF requirements that will be required in 2015. John Clauser asked about the rule requiring hatch boards to be tied to the boat. Andy said that rule came from ISAF. He asked John to send him an email about that rule so Andy cold bring it to NorCalORC. NorCalORC is also playing with trackers and seeing how they can be used during Ocean Races. They are experimenting with the idea of using them on a fast boat, middle range boat and slow boat, to get an idea of where the boats are on the race course. c. WBRA Don Wilson/Bob Thalman Don gave the WBRA report. The Woodies have 5 classes racing this year and most are doing ok, although the Bears are having trouble getting boats out. The Woodies do a hybrid schedule that includes WBRA races, Wednesday night races, Yacht Club invitationals, and international regattas. Don is glad to hear that Knox is being replaced, as it is needed for upcoming WBRA races. d. IRC/ORR Vacant Gerard Sheridan resigned and the IRC group has basically disbanded. The IRC Group will be removed from the Agenda.. Standing Committee Reports a. Appeals Committee John Christman/Paul Kamen Paul said that they are having a very quiet year. They ve only had one appeal so far this year. b. Race Management Committee Nancy DeMauro No report at this time. c. Buoys Nick Salvador No report at this time. d. US Sailing Committee Vacant I. II. III. IV. Old Business a. Calendar Fees for Non YRA Member Clubs The committee still needs to meet and come up with a proposal. They will try to do that before the next Board Meeting. New Business a. 2015 Calendar Process Andy brought up that it would be good to see better cooperation between the Yacht Clubs in developing the calendar, to avoid conflicts and to allow YRA races to be run without major conflicts. Laura will put together a Pre-Calendar meeting in August, with the clubs that run weekend regattas, the charter association chairs, and the clubs that YRA would like to run their races. The hope is that by having this meeting before the calendar comes together, we can avoid major conflicts and have races on days with good currents for their venue. b. 2014 Champion of Champions Regatta A brief discussion was held on the Champion of Champions race. John is in favor of keeping the Yankee Cup as is, with winners from different series competing. A suggestion was made that this year we make the race a Trophy Winners race. The race would be open to any boat that wins a first, second or third in any YRA race. The Board agreed that we will try that for this year. It will be called the Win/Place/or Show regatta. Chairman s closing statements Charles thanked everyone for coming to the meeting. For the August meeting, the issue of having the Vallejo Race as a stand alone regatta will be put on the agenda. Also at the next meeting, Bob would like the PHRF ratings for the Double-Handed Farallones race to be added to the agenda. Adjournment Gerry made a motion to adjourn, Bob 2 nd. All remaining Certified PHRF Certificates will be issued on Friday, June 27 th. When all is said and done, we ll have issued around 65 Certified PHRF Certificates. US Sailing has given us access to their Offshore Database and I ve been working on a project for the Committee, updating all the boat types that we have on file with the corresponding ORR data, which will allow the committee to do easy comparisons and conversions between NCPHRF ratings and ORR ratings. It will also help the committee come up with the best formula to convert ORR to PHRF.
Vallejo Flags from the 2014 race have been ordered, and we can hand them out at the 2 nd Half Opener. The parts for the Knox buoy have arrived, and once Nick is back in town we can hopefully set a date to have it dropped. There is a good amount of buzz regarding the Westpoint Regatta. Entries are trickling in slowly at the moment, but hopefully we will have a nice turnout by race time. The copy machine is being picked up next week, and returned to Ricoh, which is the end of the equipment contracts.
