Sembawang Country Club Deepavali Golf 2017 4 ball - Texas Scramble Condition of Competition 1. GENERAL a. The Deepavali golf will be held on 21 October 2017 as a Shotgun start at 13.15, followed by dinner and prize presentation. 2. ELIGIBILITY a. This event is open to all SAF Members, Civilian Members, and their golfing spouse and family members. b. They must conform to all aspects to the Rules of Amateur Status as laid down by the R&A Rules Ltd and possess a valid USGA Handicap Index (HI) or a PC. c. One PC holder is allowed in each Team of 4. 3. FORMAT OF PLAY a. This is a team event played over 1 round of 18-hole, based on 4 ball Texas Scramble Strokeplay format. b. The Men will tee off from the white tee box, while the Ladies will tee off from the red tee box; c. Texas Scramble is a form of team competition where 4 players tee off and one drive only is chosen to be used for the next shot, all members of the team place their balls where the chosen drive ended up, and all the team play a second shot from this spot. From these second shots, one is chosen and all play a third shot for there and so on until the ball is holed. Each team returns one score for each hole and the team with the lowest score for the round wins. d. The Team will play with a combined playing handicap / 10. 4. ENTRY FEE a. The following charges will apply (subject to GST): i. Continuing Members - $50 ii. Restricted Members - $100 Page 1 of 5
5. PRIZES a. Prizes will be awarded to the following: - Top 3 Nett Team; - Top 1 Gross Team; - Within the Peacock feather Hole 1 - Within the Laddu Hole 10 - Nearest to the Lantern Hole 8 - Nearest to the Lotus Hole 18 6. WITHDRAWAL/ CANCELLATION a. The draw for the event will be conducted after the closing date at the discretion of the Club. Any withdrawal or cancellation must be made before the draw list is published. There will be no refund of entry fee after the closing date without a valid reason. There will also be no refund, partial or full, should any participants failed to turn up. 7. TIME OF STARTING a. Players shall start at the time and order indicated in the draw. All players are encouraged to be ready at their buggy 15 minutes prior to the start time; b. No substitution of players and changes of starting times shall be permitted after the draw has been made. The Club reserves the right to change the draw and vary the starting times. 8. SUSPENSION OF PLAY DUE TO A DANGEROUS SITUATION (NOTE TO RULE 6-8B) a. The specimen condition in the Rules of Golf is in effect see pages 158; b. A suspension of play due to dangerous condition and the resumption of play shall be signalled using SCC s warning system; when resuming play (Rule 6-8d), if the spot where the ball is to be placed is impossible to determine, it must be estimated and the ball placed on the estimated spot. c. All practice areas shall be closed during suspension of play mentioned in 8(b) until the Club has declared them open. 9. SUBMISSION OF SCORECARD a. Players should check their cards prior to submission (at the scoring table or designated area) and ensure that their scores are correct, signed by one members of Page 2 of 5
the Team. Any doubtful points should be resolved with the Club immediately before returning the scorecard; b. A player is deemed to have returned the scorecard and no further amendments are to be made upon submission (at the scoring table or designated area) of the score card to the Club. 10. DECISION OF TIES a. In the event of a tie(s) for the first place, the results shall be determined based on the Club s count-back system, in the following order: - Last 9 holes; - Last 6 holes; - Last 3 holes; and - Hole-by-hole starting from Hole-18. 11. INCLEMENT WEATHER a. In the event of inclement weather or any other reason (e.g. the golf course is not playable or that insufficient light renders the proper playing of the game impossible), resulting in the inability of the competition to continue, the Club may at any time declare the play abandoned. b. If 50% or more of the players, have completed play, the competition shall be deemed completed and the results will be based on the scores returned. c. There will be no entitlement of rain-checks. 12. HAZE MANAGEMENT a. When the NEA 3 hour PSI level goes beyond 300, play will be suspended. b. Course marshals will be deployed to inform players of any suspension of play due to high PSI readings. The procedure under Rule 6-8b will apply when play is suspended due to high PSI readings. c. Players are reminded that suspension of play for dangerous situation (Note to Rule 6-8b) still applies and shall be signalled using the club s siren warning system. 13. USE OF DISTANCE MEASURING DEVICE (DMD) a. A player may obtain distance information by using a device that measures distance. If during a stipulated round, a player uses a distance-measuring device that is Page 3 of 5
designed to gauge or measure other conditions that might affect his play (eg. Elevation changes, wind speed etc.), the player is in breach of Rule 14-3, for which the penalty is Disqualification 14. PACE OF PLAY (NOTE TO RULE 6-7) a. Time Allowed. Each hole has been a maximum completion time based upon the length and difficulty of the hole. The maximum time allotted for completion of 18 holes will be made available prior to play; b. Definition of Out-of-Position. The first group to start will be considered as outof-position if, at any time during the round, the group s cumulative time exceeds the time allowed for the number of holes completed. Any following group will be considered out-of-position if it is more than the starting interval time behind the group in front and has exceeded the time allowed for the number of holes played; c. Procedure When Group is Out-of-Position. If a decision is taken to time the group, each player in the group will be subjected to individual timing by the referee. Each player in the group will be advised that they are out-of-position and are being timed. The maximum time allocated per shot is 40 seconds. 10 extra seconds are allowed for the first player to play. The timing will start when the player has had sufficient time to reach his ball, it is his turn to play and he is able to play without interference or distraction. On the putting green, timing will start when the player has had a reasonable amount of time to lift, clean and replace his ball, repair ball marks and move loose impediments on his line of putt. Time spent looking at the line from beyond the hole and/or behind the ball will count as part of the time taken for the next stroke. Timing ceases when a group is back in position and players will be advised accordingly. NOTE: In some circumstances, an individual player or a few within a group may be timed instead of the entire group. Penalty for Breach of Condition First offence - One Stroke Second offence - Two Strokes For subsequent offence - Disqualification 15. DISPUTES OR DOUBTS AS TO CORRECT PROCEDURE (RULE 2-5) a. If there is a doubt, players are to refer to the Tournament Referee. If a Tournament Referee is not immediately available, a player (having notified his marker) may elect to play two balls in accordance with Rule 3-3 and obtain a ruling at the conclusion of the round, prior to signing and returning of the score card; b. No spectators are to enter into any discussion on a matter under dispute. Page 4 of 5
16. ETIQUETTE a. All players should practice good etiquette as detailed in Section 1 of the Rules of Golf. The overriding principle is that consideration should be shown to others on the course at all times. b. Penalty for serious breach of etiquette is Disqualification. 17. TOURNAMENT DIRECTOR / RULES OFFICIAL / REFEREE a. The Tournament Rules Officials / Referee s decision on all matters pertaining to the Rules of Golf is final; b. The decision of the Tournament Director and the Club, once posted, is final and binding on all parties. 18. INDEMNITY/LIABILITIES a. Sembawang Country Club, appointed officials and staff, will not be responsible for any loss, damage or harm, or any form of injuries that the participants of the Tournament may suffer as a result of their participation. 19. RESULT OF COMPETITION COMPETITION CLOSED a. When the final result is placed on the official notice board or when the result is announced during the prize presentation, whichever is earlier, the result of the competition is deemed to have been officially announced. 20. AMMENDMENTS TO CONDITIONS OF COMPETITION a. The Club reserves the right to amend the Conditions of Competition. Organizing Committee Page 5 of 5
