JUNIOR RECREATIONAL TENNIS In USTA Junior Team Tennis, the team concept offers boys and girls the opportunity to play on teams in leagues that emphasize FUN, FITNESS and FRIENDS. Players really enjoy the fun of exercise, practicing their tennis skills with friends and playing matches. Teams participate in one of three age divisions: 10 and under Beginner 12 and Under Advanced and Intermediate 14 and Under Advanced and Intermediate 18 and Under Advanced and Intermediate Membership will be required for players participating in Junior Team Tennis beginning. in 2009. JUNIOR RECREATIONAL TENNIS USTA School Tennis As part of its mission to promote and develop the growth of tennis, the United States Tennis Association is dedicated to introducing tennis to children of all ages in schools across the country. Starting in 1985 under the leadership of Arthur Ashe, the USTA Schools Program has brought the joy of tennis to millions of students in schools across the United States. School programs are offered as part of a school s physical education program and as an after-school program. Dedicated teachers, administrators, program leaders, parents and volunteers are relied upon to put the program into action.

The USTA has developed a cutting edge in-school curriculum and teacher training program to help educators feel more comfortable offering tennis in school settings. Additionally, the USTA has partnered with tennis equipment suppliers and manufactures to assist schools in obtaining equipment. Qualifying schools are eligible to receive the following resources:..teacher In-Service Workshops: These workshops complement a teacher s large group management skills and demonstrate how to quickly transform a school gym or playground into a dynamic tennis-playing environment and allow students to experience instant success in a fun and safe manner. JUNIOR RECREATIONAL TENNIS..In-School Curriculum Materials: Newly developed teacher friendly lesson plans, station signs, and instructional DVD s are available to assist teachers with limited or no previous tennis experience and without requiring access to traditional tennis courts! These lessons can be taught in your school s cafeteria, gym, or multipurpose room with minimal time, effort and expense...equipment Support: Equipment loans and discounts are available to qualifying schools that are linked with an after school tennis program. Modified tennis equipment including easy-to-rally tennis balls and portable nets make the game fun and engaging from the moment a child first picks up a racquet. High School Tennis Coach No-Cut Recognition and Support The USTA wants to recognize all high school tennis coaches who implement a no-cut policy. These coaches play a critical role in our sport by allowing young players the opportunity to be part of a team. They experience the greatest element of high school sports the opportunity to participate on a team with their friends representing their school. Every coach who registers as a no-cut coach is mailed a certificate, letter and subscription to Racquet Sports Industry magazine. Letters of recognition and press release templates are sent to the school principal and athletic director. USTA SOUTHWEST SECTION JUNIOR COMPETITION Here you will find information on ranking regulations, the points per round ranking system, endorsement to national events, special events, and tournaments along with the 2008 schedule. If you have any questions, please call Eric Mitchell at 602.956.6855 x110 or email him at mitchell@southwest.usta.com. Residency, Citizenship and Ranking Regulations 1. All persons ranked must hold a current USTA membership card. 2. Only persons who maintain a permanent residence within the boundaries of the Southwest Section (states of Arizona, New Mexico, and El Paso County, Texas) are eligible for ranking, endorsement and closed tournaments. For our purpose here, 184 days per year of residence is considered permanent. Permanent residence for juniors will be determined by permanent residence of parent/ guardian with majority custody (184 days). Residency requirements will apply for all Southwest Closed Tournaments. Anyone living in more than one residence, both of which are not in the Southwest Section boundaries, for such reasons as college attendance, boarding school attendance, military personnel, foreign exchange students, parental joint custody, etc. or anyone moving into the section during the year must apply in writing to the Southwest Office for eligibility 60 days or more before the start of the closed event. A residency committee will decide eligibility. The burden of proof will be on the player. 3. U.S. Citizenship - Only persons who are U.S. Citizens or are in possession of a Permanent Resident Card, commonly known as a Green Card are eligible for ranking, endorsement or closed tournaments. 4. Junior rankings are calculated using the Points Per Round system. Refer to. page 11 for the Points Per Round Ranking System Regulations and Points Per Round Point Charts. Tournament Eligibility Only players who are residents of the Southwest Section (as outlined in #2 of ranking regulations) and are U.S. citizens are eligible for prescribed sectional closed events including the Level 3, 4, and some level 5 tournaments that count in national rankings. 2008 Age Eligibility JUNIOR COMPETITION - RANKING 10s: Birth dates in 1997 until first day of the month of 11th birthday; all birthdates in 1998 and younger 12s: Birth dates in 1995 until first day of the month of 13th birthday; all birthdates in 1996 and younger 14s: Birth dates in 1993 until first day of the month of 15th birthday; all birthdates in 1994 and younger 16s: Birth dates in 1991 until first day of the month of 17th birthday; all birthdates in 1992 and younger 18s: Birth dates in 1989 until first day of the month of 19th birthday; all birthdates in 1990 and younger Types of Lists and Publishing Dates Standing Lists Standing lists are published weekly (typically at the beginning of each week). Singles and Doubles Standings will be based on a player s best six (6) tournaments played in the last twelve (12) months. Only a player s best two national tournament results will count in the standings at any one time. 11

Endorsement Lists Endorsement lists are published frequently during each of the three endorsement segments. See the Endorsement Section on page 16 for more information. Tentative Final Rankings Tentative final rankings for the calendar year will be. published at the completion of the final tournament in 2008. Players/parents will then have three (3) weeks from the publish date to send in corrections. Finals Rankings Final rankings will be published the first week of February 2009. These rankings for each age division shall include all players who have been age. eligible for play in the division at any time during the year. Only points earned in the division will count towards ranking in that division. A player may be ranked in more. than one age division during the year. JUNIOR COMPETITION - RANKING Final Rankings will be based on the best six (6) tournaments played during the. calendar year. Only a player s best two national results will count in the final rankings. There are not any minimum requirements to receive a final ranking (except participating in one tournament and winning a match). No junior player should be discouraged from participating and progressing in his or her play by the expense involved in developing as a competitive player. A scholarship application form can be found at by clicking on Resources under the Juniors Section. You may also request a copy by e-mailing Eric Mitchell at: mitchell@southwest.usta.com. The form needs to be completed, signed by the player and parent, submitted for approval to the player s Chartered CTA (a listing of Chartered CTAs can be found in this player handbook) and mailed to the address above.. The Southwest Junior Scholarship Committee gives final approval and determines the. amount of the scholarship to be awarded. Please keep in mind that this process may take several weeks. Each scholarship recipient is responsible for performing community service hours within his or her Chartered CTA---2 hours for every $50.00 received. 12

POINTS PER ROUND RANKING SYSTEM REGULATIONS 1. A player must win a round to receive any points for the tournament. Byes do not.. qualify as wins. 2. Withdrawals and walkovers qualify as wins for the advancing player and earn. Points Per Round, but do not earn bonus points for significant wins. 3. Retirements qualify as wins for the advancing player and earn Points Per Round and bonus points for significant wins. 4. A player who advances because of a default that takes place before the commencement of the first point in the match or because the opponent is disqualified shall receive Points Per Round for advancing, but does not earn. bonus points for significant wins. 5. All eligible players who have won at least one match in a USTA Southwest Section sanctioned tournament will have a standing. 6. Points earned in a higher age division count towards a player s standing in the player s natural age division, as well as in the age division of the tournament itself (standings only, not final rankings). 7. Singles and Doubles Standings will use a Combined Ranking. This combined ranking will be based on a player s best six (6) tournaments played in the last twelve (12) months. This combined ranking will use 100% of a player s singles points and 25% of a player s doubles points. Only a player s best two national tournament results will count in the standings at any one time. 8. Final Rankings will be based on the best six (6) tournaments played during the calendar year. Only a player s best two national results will count in the final rankings. This final combined ranking will use 100% of a player s singles points and 25% of a player s doubles points.there are not any minimum requirements to receive a final ranking (except participating in one tournament and winning a match). 9. Tiebreak Rules for Final Rankings: a..a player whose best event has the highest number of points, second best,. third best, etc. through six (6) events. b. Total significant win points earned in all events played during the computation. period. 10. All eligible players who have won at least one match in a USTA Southwest Section sanctioned tournament will have a standing. 11. Significant win/bonus points are based on the previous month s final standings. 12. Results of exhibitions, interscholastic and intercollegiate matches shall not be considered for ranking purposes. 13. Results of Southwest sanctioned tournaments and tournaments on the USTA National Schedule for the ranking year under consideration will provide the sole data for ranking. 14. Juniors may play in any age division up until the month in which they age out of. the division. JUNIOR COMPETITION - RANKING 13

NOTE FOR 2008: All national tournaments on the USTA National Jr. Tournament Schedule that have a level distinction and use the Tournament Data Manager (TDM) software will count in a players standing/ranking. Players must notify the Junior Player Development Manager if they play in one of these events. National Championships, National Opens, Copper Bowl and National Team events will automatically be included. LEVELS OF TOURNAMENTS Level 1 USTA National Championships, USTA Boys 18 National Team.. Championships, USTA Girls 18 National Team Championships, USTA. B/G 16 Intersectional Team Championships. JUNIOR COMPETITION - POINT CHARTS Level 2 USTA National Opens, USTA B/G 16, 14, and 12 Zone Team... Championships. Level 3 Southwest Jr. Closed (uses separate point chart for section standing/.. ranking), and all other tournaments on the national schedule not designated as level 1 or 2. Level 4 Phoenix Jr. Championships, Sun City Jr. Championships, New Mexico Jr. Championships and various other tournaments on the national schedule. Level 5 Sweet 16s, Arizona Jr. Open, Southern Arizona Jr. Open, El Conquistador Jr.. Open, and Valley of the Sun Jr. Open. Level 6 Grade 1 Local, Grade 2 Local, Shootouts, Supersets. SOUTHWEST SECTION POINT CHARTS Which point chart is used for each tournament? The point chart used to award points to a player is based on the type of draw the tournament utilizes. At the top of each chart, you ll see a list of the types of draws that the chart corresponds to. Grade 1 & 2 s: Any age division in a level 6 tournament may qualify as an exceptional field and earn Grade 1 points (330 point chart). To qualify, the sum of the top four ranked players in the draw, after the first round, must be less than or equal to 75. If the sum of the top four ranked players is more than 75, the Grade 2 chart will apply (220 point chart). The standing list as of the week of the tournament will apply. Western States and Tucson Open: These events will use a 440 point chart. Round Robins: Local round robins are worth 70 points per win plus any bonus points. Compass draw events: East Draw earns main draw points per round; all other directions earn consolation points. One match finals: Any draw with only a final of one match may earn a maximum of. 110 points plus any bonus points. **If there is no playoff for 3rd and 4th, the semifinalists will receive points in this row. 14

ENDORSEMENT, NATIONAL CHAMPIONSHIPS AND SUMMER NATIONAL TEAM EVENTS JUNIOR COMPETITION - ENDORSEMENT All juniors who hope to be endorsed for participation in National Surface Championships and Team Events in 2008 should read this information very carefully. Make sure you understand the procedures and regulations for endorsement. It is the responsibility of the player to initiate as well as secure an endorsement. Questions regarding endorsement should be directed to Eric Mitchell, Junior Player Development Manager (JPDM) at 602.956.6855 x110 or mitchell@southwest.usta.com. What is Endorsement? Endorsement is the Section s approval of a junior player to play National Events based on ranking and meeting the section s endorsement requirements. The draws for the USTA s Hard Court Nationals, Clay Court Nationals, Spring Nationals, Winter Nationals and Summer National Team events are limited and are based on the standings lists at the end of a prescribed segment. In the Southwest Section, the schedule is broken down into 3 segments. Each segment has a date range in which tournament results will be used to calculate the Points Per Round for a player. All players who have one win in an eligible tournament and accumulate points will appear on the endorsement list. Below you will find more information on each endorsement segment. National Junior Tournament Schedule The schedule contains all national events and their dates, age eligibility, ranking and standing requirements and additional tournaments of national stature that do not require sectional endorsement. The national schedule can be found online at www.usta.com. Nationals Championships The USTA National Junior Tournament Schedule includes National Championships, National Opens, regular national tournaments and summer national team events. This includes four major tournaments called the National Championships. These top tier events Spring (Easter Bowl), Clay Courts, Hard Courts, and Winter each have. 12, 14, 16, and 18 age categories. Players gain access into Nationals by endorsement through sectional endorsement OR a top three finish in the preceding National Open. OR being on the Top16 List OR as an endorsed alternate. National Events and Quota Spots Each of the 17 Sections of the USTA has an exact, guaranteed quota for every National Championship based on the number of enrolled juniors in the section in proportion to the rest of the USTA junior membership. JUNIOR COMPETITION-ENDORSEMDENT Alternates The Southwest Section will endorse all players with at least one win and accrued points in the event that our players can gain entry via there seeding/selection list standing as an alternate or by filling a remaining vacancy. This list is used to fill in remaining spots in the draw not filled by sectional quotas, wildcards and national opens. All alternates are ordered based on the national seeding/selection list. The draws for these tournaments are made a week in advance. Alternates will be informed shortly thereafter. Often, alternates are accepted after player selection has been made and/or at the last minute. to fill spots resulting from last minute withdrawals. Withdrawals When you accept entry to one of the national tournaments or team events, it is your responsibility to appear. If you drop out before or after the entry deadline, notify Eric Mitchell immediately. Waiver Policy Since ranking and endorsement lists are calculated using Points Per Round, there. are no waivers. National Opens National Opens are held prior to each National Championship. Each National Open includes four 64 player draws held in four locations to help ease the cost of travel, but players can apply to any venue they choose. Players are accepted to National Opens according to the USTA National Selection/Seeding List based on match play in the last 12 months period. National Opens serve as national level competition and a qualifer to the next National Chaionship. The top 3 places in a national Open qualify for the next National Championship. Summer National Team Events Each section field teams for summer national competition. Below are the different teams that will be fielded. Endorsement Information Sheet and Packets Players interested in receiving information on Summer National Championships and. Summer National Teams need to turn in an Endorsement Information Sheet. A copy of. the information sheet will be mailed out in April to all prospective participants. You may also find a copy at. Deadline to turn in your Player Endorsement Information Sheet to the Southwest office is June 1st. JUNIOR COMPETITION - ENDORSEMENT Endorsement packets include information for the Summer National Championships and information/entry forms for the team events. Endorsement packets will be distributed at the Southwest Junior Closed during the player s party and during the tournament. It is advised that you return your completed team entry forms complete with fees to the Eric Mitchell at the Southwest Junior Closed to avoid missing the deadline. It is highly recommended that you send your entry and money certified or priority mail anytime thereafter. Special note: While our quota is 2 for National Surface Championships and varies for team events, the number of packets distributed will vary by age group. 2007/8 Spring Endorsement - 8/31/07 through 3/3/08 For 2 spots in each age group in the National Spring Championships, a player s best five (5) tournaments played during the segment will be used to determine his/her endorsement standing. Special Note: The Boys and Girls 18 divisions for this segment will run from August 31, 2007 through February 18, 2008. 2008 Summer Endorsement - 1/1/2008 through 6/17/2008 For all team events and 2 spots in each age group in the National Clay Court and Hard Court Championships, a player s best five (5) tournaments played during the segment will be used to determine his/her endorsement standing. A player s combined ranking will use 100% of the player s singles points and 25% of the player s doubles points. 2008 Winter Endorsement - 3/21/2008 through 11/30/2008 For 2 spots in each age group in the Winter National Championships, a player s best five (5) tournaments played during the segment will be used to determine his/her endorsement standing. USTA SOUTHWEST JUNIOR SUSPENSION POINT SYSTEM The USTA Southwest Section Suspension Point System is in effect at all sanctioned junior tournaments in the section and will be used in all singles and doubles matches (main draw, consolation, and qualifying). It applies to conduct: during matches, during tournament activities, at tournament facilities and at facilities such as hotels,. dormitories, and homes where players stay. JUNIOR COMPETITION - POINTS-ENDORSEMENT Persons authorized to file suspension point reports with the referee and Junior Player Development Manager (JPDM) are: tournament committee members (tournament. director, tournament referee etc.), deputy referee, on court umpires, club or hotel. managers and the JPDM. All of the above persons will report only on violations. personally witnessed by them. Notice of Points Accrued The JPDM will inform affected players and their parents when six (6), eight (8) and ten (10) suspension points have been accrued. Note: Due to delay in receiving documentation, a player may accumulate additional points before being notified when he or she is at 6, 8 or 10 points. Therefore, all players must rely on their own records of suspension points to avoid actual suspension. Players and parents can request. copy of that player s suspension point record to review for discrepancy at any time.. Any disputes must be in writing and addressed to the JPDM and Sportsmanship Committee at the SWS Office. Player Suspension If a player accumulates 10 or more points within any 12-month period, he or she will. be suspended for the first time according to the following schedule: 1st Suspension - 3 months, no endorsement to national surface tournaments. or team events during that period. 2nd Suspension - 6 months, no endorsement to national surface tournaments. or team events during that period. Subsequent Suspension* - Minimum of one year or up to duration of junior s career and all subsequent National events (upon review of Sportsmanship Committee). After the first suspension, player s record will be cleared and the player shall be suspended either a second or third time with the accumulation of 6 points or more within another 12 month period. JUNIOR SUSPENSION POINT SYSTEM *Subsequent suspensions if a player receives 6 points within the 12 month period immediately following the second suspension (and any suspensions subsequent to the second suspension), the player shall be suspended from competing in the USTA sanctioned events for a period to be determined by the Sportsmanship Committee. The suspension period shall not be less than one year and may be up to the remainder of the. player s junior career. 21

Suspension Period The suspension period shall begin on the date of the last infraction or last tournament played; whichever is more recent. Appeal Following Suspension A player may appeal his or her suspension in writing to the Sportsmanship Committee of the SWS. All such appeals must be received at the SWS office no later than 10 days after the date of the original suspension notice. Sportsmanship Committee The Sportsmanship Committee is a Sub-Committee of the SWS Junior Competitive Committee. The committee is comprised of all voting members of the Junior Competition Committee with Chairman appointed by the SWS President. JUNIOR SUSPENSION POINT SYSTEM Suspension Point Schedule Code Violations under the Point Penalty System. For each violation under the Point Penalty System (USTA Regulation I.P.) (excluding time violations for delay between points, after warm-up, after a 90-second changeover, after a set break), two points shall be assessed for the following: Point...2 points Game...2 points Default...2 points Defaults. All defaults, for any reason, count in a players suspension point record. Default for a flagrantly unsportsmanlike act on or off the court... 6 Default for refusal to play or continue to play for any reason including illness,. injury, or personal emergency... 2 Defaults because of an adult decision... 2 Default for no-show... 2 Default due to late arrival for a match... 2 Withdrawals Entering two or more tournaments, matches, or exhibitions scheduled to take. place at the same time, in whole or in part, unless each Tournament Committee involved approves the multiple entries in writing... 2 Withdrawal from a tournament (singles or doubles) after entries have closed for. any reason including injury, illness, or personal emergency... 1 Withdrawal after the draw has been made (for any reason)... 2 JUNIOR COMPETITION - ENDORSEMENT Unsportsmanlike Conduct Unsportsmanlike conduct or inappropriate conduct on court after a match or. off court at locations such as the tournament site, hotel, housing or tournament sponsored event... 5 Not using best efforts to win... 5 Unsportsmanlike or inappropriate conduct by parent, relative or coach. (including coaching)... 2 22

Gross Misconduct Physical act of violence against another person on or off the court by a. player, parent, relative, coach, or other person associated with a player... 10 Illegal use of drugs or possession of illegal drugs... 8 Possession or consumption of alcohol beverages... 8 Destruction of property... 8 Playing While Under Suspension. Competing in any sanctioned tournament while. under suspension by the USTA or one of its Sectional Associations... 8 National Tournaments. Suspension points received at National events count within. the Southwest Section. The USTA Southwest Section has adopted a Zero-tolerance policy for junior withdrawals and defaults. Illness, injury, and/or personal emergency will no longer be accepted for withdrawals and defaults. All withdrawals and defaults will be penalized under the suspension point system. NEW for 2008: Coaching, interjection into a match, audible obscenities, physical confrontation or verbal confrontation deemed to be threatening or disruptive, by a coach, spectator, parent, sibling or any other person related to a player, will result in immediate ejection of the offending party from all tournament sites for the remainder of the tournament. The Referee or the Referee s designee is authorized to eject all persons engaging in any of the infractions listed above. In addition, Tournament Committee Members and the Junior Player Development Manager shall be authorized to eject persons engaging in audible obscenities, physical confrontation or verbal confrontation as described above. Such ejection will be documented and forwarded to the Junior Player Development Manager and the SWS Junior Sportsmanship Committee for review and the imposition. of further penalties if warranted. Failure to leave the tournament site when directed to. do so will result in increased penalties. JUNIOR SUSPENSION POINT SYSTEM 23

TOURNAMENT PLAY FOR NOVICE/INTERMEDIATE PLAYERS JUNIOR COMPETITION - NOVICE/INTERMEDIATE TOURNAMENT PLAY These tournaments are un-sanctioned (do not count in USTA Southwest Rankings) and are designed for beginning to intermediate players as an introduction to tournament play. Phoenix Area 2008 Blue Cross/Blue Shield Junior Novice Circuit Novice circuit points will be awarded for this 3-hour event that will qualify players for the year-end Masters Invitational Championships on December 20 & 21. Compass Draw will guarantee 3 one set matches. Draw is limited to first 8 players entered. These tournaments are available online for registration. 2008 All About Tennis Junior Satellites The Central Arizona Junior Satellites are held throughout the Phoenix area once a month, culminating with the Grand Masters Invitational in December. Satellites are for players with little tournament experience. These tournaments guarantee players two matches. These tournaments are available. online for registration. 2008 Non-Elimination (N.E.T.) Tournaments These events are held at Gene Autry Sports Complex in Mesa, AZ. Tournaments are round robin or compass draw format and played in 3-4 hour blocks. Entry Deadline is at 8pm on the Monday before the tournament. SOUTHWEST SECTION SPECIAL EVENTS Listed below are some of the special events planned for 2008. More camps and competitions are being planned for 2008. Eligible players will be contacted directly about those additional competitive opportunities. Nike Junior Tour - The Nike Junior Tour (NJT) is a worldwide series of junior tournaments sponsored by Nike. NJT tournaments are for boys and girls 12s and 14s. Nike s objective in creating the NJT is to energize and develop players through events and partnerships with Federations and to create excitement, passion and fun in tennis. JUNIOR COMPETITION - SUSPENSION POINTS Participating USTA sections run a local NJT tournament that produce four winners for their section (one each in B/G 12s & 14s). Those winners join the other NJT section winners at the NJT USA National Masters at Stanford University. NJT USA National Masters winners go on to play in the NJT International Masters. The USTA Southwest Section s qualifying tournament is the Southwest Jr. Closed on June 14-17, 2008. The sectional champions will represent the USTA Southwest Section at the NJT USA National Masters. Age eligibility: Only players, who meet the ITF (International Tennis Federation) eligibility cutoff of December 31, will be eligible to qualify for the NJT USA and International Masters events. Example: If you are currently 12 but will turn 13 on or before December 31 you cannot play in the 12s and therefore must enter the 14s. Players who do not meet the ITF eligibility cutoff but are still the appropriate age for the NJT sectional events may still participate in their sectional events but will not be eligible to play at the USA Masters event at Stanford. 10 and Under Section Challenge Dates: March 2008 Site: Dallas, Texas (Tentative) Info: Competition between USTA Sections. WELCOME TO USTA LEAGUE TENNIS IN THE SOUTHWEST! 2008 marks the 28th anniversary of the USTA League Tennis program. Established in 1980, it has grown from 13,000 participants in a few. parts of the country in its first year, to over 585,000 players across the. Nation today, making it the world s largest recreational tennis program. Penn Racquet Sports, the world s largest manufacturer of tennis balls,. serves their 21st year as the official ball of the USTA League Tennis program. Chrysler is a big supporter of amateur sports and we re pleased that they are in its. third year as the presenting sponsor of USTA League Tennis. LEAGUE CRITERIA USTA League Tennis provides fun and competitive matches for thousands of tennis players nationwide. It also gives players the opportunity to experience team camaraderie, to improve their tennis skills, to meet and compete against new players and to participate in competition beyond local league play. There are four divisions in USTA League Tennis: Adult, Senior, Super Senior and Mixed Doubles. The following is a brief description of each. Adult Division The match format for USTA League Tennis is two singles and three doubles, except. the 2.5 and 5.0 levels, which are one singles and two doubles. Teams consist of either all women or all men. Play progresses through local, area and section competition. and culminates at a National Championship. Requirements for participation in the Adult Division are: Participants must be 19 years or older USTA membership is required Players must accurately self-rate online prior to registering for a team Levels of play are 2.5, 3.0, 3.5, 4.0, 4.5 and 5.0 USTA LEAGUE TENNIS Senior Division In 1991, the USTA introduced a Senior division of the USTA League Tennis program. The Senior division has the same rules and regulations as the adult division with the exception of match format, which is three doubles. Play progresses through local,. area and section competition and culminates at a National Championship. Requirements for participation in the Senior division are: Participants must be 50 years or older USTA membership is required Players must accurately self-rate online prior to registering for a team Levels of play are 3.0, 3.5, 4.0 and 4.5 Super Senior Division The Super Senior division consists of at least 6 players per team starting at the 3.0 NTRP level and up to the 4.5 NTRP level. A team match consists of three doubles matches only. Play progresses through local, area and section competition and. culminates at the National Championships. 49

Mixed Doubles Division In 1999, the USTA League Tennis program was expanded to include Mixed Doubles championships. The Mixed Doubles division has the same rules and regulations as the Senior division, including the match format of three doubles. Play progresses through local, area, and section competitions and culminates at the National Western Mixed Doubles Championships. SOUTHWEST SECTION USTA LEAGUE REGULATIONS Adult and Senior The following regulations are meant to supplement and/or clarify the USTA LEAGUE REGULATIONS. These are now in effect and remain effective until revised or deleted. by the Southwest Section Board of Directors. Please check with your Local League Coordinator for additional rules and regulations that may apply to your area. 1. Definition of local leagues is expanded to include players from different areas in the Southwest Section playing together as a team to make the two-team minimum at the local level for league play. Chartered Community Tennis Associations... (CTA s) may combine to form local leagues. 2. Each team must have a captain or acting captain present at every match. The home team captain will present the scorecard; both captains will fill in their line-ups, record the scores and sign the card. 3. The match line-up may be changed due to illness, injury, or disqualification prior to the commencement of an individual match. 4. If scorecards have been exchanged but matches have not begun and match is cancelled due to weather, etc., new line-ups may be presented at the make-up match but only for individual matches that had not commenced play. In the case of a default, if default time had expired, the match will stand and those players receiving the default and rendering the default cannot be played in the rescheduled line-up. (3.01H(4) Team Lineups, USTA League Regulations). 5. During local league and at all progressions of championship play, when a self-rated player is disqualified by the Dynamic NTRP System, all matches played by that. player at that level of progression will be taken away from the player and the team. When a computer rated player is disqualified by the Dynamic NTRP System only the players last match will be taken away from the player and the team. 6. Ineligible Player: In all team matches, in which ineligible player(s) participate, the team using the ineligible player(s), as defined by the USTA League regulations, shall be penalized by defaulting all individual matches played by the player. 7. Players may be added during the league season when documented injury, illness, or disqualification drops a team below the number of players required for a. minimum team: Adult League 3.0 through 4.5 = 8 players; Adult League 2.5, 5.0. & Open = 5 players; Mixed Doubles & Seniors = 6 players 8. Each team captain must declare, in advance of league play, the court surface their team will play on for home team matches. All matches for that league season must be played on that same surface for home team matches, unless agreed upon by both team captains at least 24 hours prior to the match. 9. Team match rescheduling and default policies will be determined at the Chartered CTA level. 10. All USTA League Chartered CTA policy and procedures must be submitted to the SWS League Coordinator for review. 11. When necessary, four Sector (Area) playoffs will be conducted by the major. Chartered CTA s League Coordinator with support from the SWS League. Coordinator to determine winners to advance to SWS Championships. 12. The format used at the Area playoff will be decided by the SWS Coordinator and. the appropriate CTA Coordinator. USTA LEAGUE TENNIS REGULATIONS 51

Mixed Doubles The USTA Rules of Tennis and the USTA League Regulations shall apply except as amended and/or clarified by the following: USTA LEAGUE TENNIS REGULATIONS 1. USTA Membership is required. 2. Each player must be 19 years of age or older within the calendar year. 3. Players with current NTRP ratings must enter the league with that rating; new. players may self-rate using the online self rating procedures. 4. Teams are required to compete in a local league and must play a minimum of two team matches to advance to Sectional Championships. 5. Players are required to play a minimum of two matches during the local league season to be eligible to play at Sectional Championships. A defaulted match shall count as a match played for the player(s) receiving the default, but not for the player(s) who defaulted. 6. Each Chartered CTA will be allowed to choose the competitive format for their Mixed Doubles Leagues. Team match play will consist of three mixed doubles matches. 7. The levels of SWS Mixed Doubles League play are: 6.0, 7.0, 8.0, 9.0, and 10.0. The combined rating system will be used. The sum of the man s NTRP rating and the woman s NTRP rating who make up each doubles position shall not be greater than the level of the team on which they are playing. 8. No More than a 1.0 differential in the NTRP rating of the man and the woman of each doubles team will be allowed. 9. Format for Sectional Championship play: All matches shall be the best of three sets, with regular scoring, and the 12-point tiebreak shall be used at 6-all in each set. A 10-point match tiebreak will be played in lieu of a 3rd set. 10. The Coman Tiebreak will be used for all set tie breaks and match tiebreaks. 11. Sectional Championship winners will NOT be required to move up or split up as required by the USTA League Rules and Regulations for Adult and Senior Leagues. 12. Each Local League Coordinator will determine how matches will be scheduled including provisions for balls, water and courts. 13. Each team must have a captain who is responsible for their team registration on TennisLink. Open Division The current USTA League Regulations will be used for Open League play where. applicable: 1. Deadline for Open League Team Rosters to the USTA Southwest Section Office. is June 1st, of each league season. 2. Local league regulations will be determined by the Chartered CTA s. 3. Chartered CTA (or Sector champions, if playoffs necessary) league champions will advance to the Adult Sectional Championships. If only one SWS team qualifies for the Sectional Championships, that team. will advance to the National Open League Invitational. 52

SOUTHWEST SECTION POINTS PER ROUND Adult Ranking Regulations Effective January 1, 2008 ADULT RANKING REGULATIONS 1. All persons ranked must hold a current USTA membership card. 2. Only persons who maintain a permanent residence within the boundaries of the Southwest Section (states of Arizona, New Mexico, and El Paso County, Texas). are eligible for ranking. For our purposes, proof of residency is one of the following:.. a. A USTA membership from the USTA Southwest Section b. A receipt from the USTA Southwest Section office indicating that action was... taken to transfer USTA membership to the USTA Southwest Section..... The burden of proof will be on the players. 3. Designations for SWS Adult Tournaments will be as follows: previous Level 3 will. be Level 1; current Level 2 will not change; previous Level 1 will be Level 3 to. conform with National Tournament designations. 4. Southwest Adult Open or the Southwest Senior Championships plus 2 other. tournaments (minimum of 3 tournaments) will be mandatory for a year-end. Southwest ranking. When a player is unable to attend the Level 1 tournament, two Level 2 events plus one other tournament may be substituted in order to be eligible for a ranking. 5. All events with 2 or more entrants must be played and points awarded for ranking purposes. Awards need not be given for draws with only 2 entries. 6. Move-Down Points: Points earned in a lower age division count towards a player s standing in the player s natural age division provided that there were less than two players signed up for that division and the player who played in a lower age group received points*. *Tournament regulations require that the tournament director hold any division in which there are at least two players or teams but are not required to provide awards. 7. Adult/Senior National tournaments held in the Southwest Section will be Level 2. for ranking purposes. 8. Singles and Doubles Standings will be based on a player s best five (5) tournaments played in the last twelve (12) months. 9. Final Rankings will be based on the best five (5) tournaments played during the calendar year. 10. Senior rankings will be done using Points Per Round. Please refer to the Points Table on page 56. 11. Ten (10) participation points will be awarded to all players in a tournament. 12. To receive points other than participation points, players must win at least one round. 13. For sanctioned superset and other shortened formats with age and open division, points awarded will be half of the points for a Level 3 tournament. 14. Southwest Level 1 and Level 2 tournaments will count as sectional level points for national ranking. Any points players receive for being moved down will not count towards National Rankings. 15. Round Robins: Points will be awarded, based on the Points Table, after the final positions are determined. 54

16. Consolation Rounds: Points will be awarded for each round won in a consolation round based on the level of tournament played:.. a. Level 1 15 points will be awarded for each match won.. b. Level 2 10 points will be awarded for each match won.. c. Level 3 5 points will be awarded for each match won 17. Withdrawals, walkovers and retirements qualify as wins and the advancing player earns points per the Points Table. 18. A player advancing because of a default that takes place before the beginning of the match or because the opponent is disqualified shall receive points per the Points Table. 19. A player who is defaulted from a tournament for code violations under the Point Penalty System or misconduct forfeits any points accumulated during the tournament. Players defaulted in singles only lose points accumulated for singles. 20. All eligible players who have played at least one (1) match in a USTA Southwest Section sanctioned tournament will have a standing. 21. Results of exhibitions or unsanctioned matches shall not be considered for ranking purposes. 22. Seniors may play in any age division below or at their age reached during the calendar year (49 cannot play 50 s but anything below) but other than move-down points, all resulting points will only count in the age division played. 23. Doubles Rankings will be published by individual rather than by team. 24. 2008 Calendar of Level 1 and Level 2 Tournaments are as follows: MONTH LEVEL TOURNAMENT.. RANKINGS, SEEDING, AND CURRENT STANDINGS What is a ranking? Rankings are based on the accumulation of points earned through tournament competition during a specified ranking period with a minimum of three (3) and up to five (5) tournaments. Thus the year-end order of players is our year-end rankings. The results compared include sanctioned, sectional, and local matches among those players eligible for a sectional ranking. ADULT RANKING REGULATIONS What is seeding? Seeding refers to the process by which the Tournament Committee determines who it believes are the best players in the draw. These players are listed in order of their seed on the draw sheet and are separated from each other so that they do not meet in the early rounds. Seeding is not the same as ranking, since the current Points Per Round Ranking is based on points and seeding is based on wins and loses. The seeding evaluation is also to include all other available information, including but not limited to health (injuries), current standings, past rankings, and past tournament results. Additionally, the standings are only published once a month and may not include some tournaments in the standings. Seeding Procedures Seeding players or teams is a means of insuring that players of recognized ability do not play each other in the early rounds. Proper seeding is important for a smooth functioning tournament and the well being of the players. Sectional and National standings lists are calculated using the Points Per Round ranking program and players earn their position on the list by their results at tournaments. The standing lists are used as a starting point for seeding but the seed final list is arrived at by using wins and loses not points. The standing lists are not seeding lists but are to be resource lists to help in seeding. Who seeds the tournament? Tournaments are seeded by a local seeder, sectional seeder, or the tournament director (currently the Section has no designated seeders). How many seeds? For draws of 64 and smaller, the preferred ratio is to seed one player for every four. players. If the Seeding Committee does not have sufficient evidence to seed this. number of players, it should only seed the number of players for which it has evidence. Where are seeds placed? The Tournament Data Manager (software referred to as TDM and required for all Sectional sanctioned tournaments) will automatically place seeds on the appropriate lines. In the case of a draw of 32, Seed #1 is placed on line 1, Seed #2 is placed on line 32, Seed #3 is randomly placed on line 9 or 24 with Seed #4 placed on the other. Seeds 5-8, if used, are randomly placed on four other prescribed lines. 56

What about Tournament Seeding Protests? Seed breakdown should be published to the tournament website well before the draw is made and complaints or protests should be directed to the tournament director. Any complaint or protest must be in writing and should detail why they believe the seeding should be different. The Southwest Section recommends the following process for seeding: 1. Comprise an event list in order of the current standings of all the entrants in each age division. 2. Comprise a list of players with no data for that particular age group. 3. Review event list and no data list for players of recognized ability from older or younger age groups. 4. Review player records (head to head) and final year-end rankings for each player in the event. Additionally, review the player s current record if there is one, albeit short. 5. Number the seeds in relation to this new order. 6. Further review the seeds for any head to heads encounters. 7. Upload seeding list to the Internet Website for the tournament. 8. Check e-mails and address any complaints or protests received. Seeding Resources (obtained at USTA or Sectional Website) 1. Sectional Standing lists for all age groups 2. Final Sectional rankings for the previous year 3. Player records/results for all age groups 4. National standing lists 5. Results from recent tournaments not yet included in standing lists What are current standings? Current standings are not rankings. They are a listing of the player s current position based on the points accumulated through tournament results entered in the computer as of the date they are run. The positions will change when new match results are entered in the computer. Standing lists are updated on the middle of each month. The standings roll on a 12-month period. That means the standings are based on the player s performance within the last 12 months in a particular age group. Example: The January 2007 standings will be based on play in events that began between February 1, 2006 and January 31, 2007. So as a new month of results is added in the current year, the month of results from the previous year is taken off. ADULT RANKING REGULATIONS Current Standings and What to do if some tournament results are not included Each player is responsible for checking and making sure that his or her results. are reported accurately in the standings. Lists are published each month at www.southwestusta.com. While the Southwest Section tries to make sure that all lists and the rankings are accurate, they are not responsible for inaccurate or incomplete information. Each Tournament Director (TD) is responsible for all information in regards to their tournament. Failure to correct inaccurate or incomplete information and failure to comply with all USTA rules and regulations as stated in the Friend at Court may cause the tournament director and/or the tournament to receive any combination of warning, fine or withdrawal of sanction. 57

Upon determining that the information as listed is either incomplete or inaccurate, the player needs to immediately contact both the tournament director and the sectional. office to state what information is missing. The TD must then determine that all information published in TDM is correct and accurate and it has all been uploaded to TennisLink.. This means that the TD must run a report and make sure that all players have an. accurate USTA number and that the number has been included on the draw. ADULT/SENIOR SPORTSMANSHIP PROCEDURES The Sportsmanship Sub-Committee of the SWS Adult/Senior Competitive Committee shall be responsible for overseeing disciplinary procedures for Sportsmanship and. Code of Conduct violations. The sub-committee is comprised of all voting members of the Adult/Senior Competitive Committee with the chairman appointed by the SWS President. SUSPENSION POINT SYSTEM The SWS Suspension Point System will be in effect at all sanctioned adult/senior tournaments in the section and will be used in all singles and doubles matches (main draw and consolation). Persons authorized to file suspension point reports with the referee or Adult Competitive Manager (ACM) are: tournament committee members, deputy referee, on court umpires, and the ACM. All of the above persons will report only on violations personally witnessed by them. Reports will be submitted to the tournament referee and the ACM. Recording of Suspension Points Suspension Point Reports with description of all violations will be mailed to: USTA Southwest Section Attn: Adult Competitive Manager 2720 E. Thomas Rd. B170 Phoenix, AZ 85016 Reports should be sent within 48 hours of the completion of the tournament. Any reports received more than 30 days after the completion of the tournament will not be considered. These reports will be brought to the attention of the ACM for documentation and then forwarded to the Sportsmanship Sub-Committee. Notice of Points Accrued Flagrant violations of 5 points will result in immediate suspension. Otherwise, the. ACM will inform affected players when three (3) suspension points have been accrued. Note: Due to delay in receiving documentation, a player may accumulate additional points before being notified when he or she is at 3 points. Therefore, all players must rely on their own record of suspension points to avoid actual suspension. Players can request a copy of their suspension point record to review for discrepancy at any time. Any disputes must be in writing and addressed to the ACM and Sportsmanship. Sub-Committee at the SWS Office. Player Suspension If a player accumulates 5 or more points within any 12-month period, he or she will be suspended from all sanctioned tournaments within the section and from participation in any intersectional team events for the next 3 months. After the first suspension, the record will be cleared. With the accumulation of 5 points within a subsequent 12-month period, the player shall be suspended for a second time for 6 months. Accumulation of. 5 points within a 12 month period for a third time could result in a lifetime suspension from all events. FILING A TOURNAMENT GRIEVANCE The following procedure shall be followed by any player, volunteer, official, or person associated with a player who observes a violation of the USTA Regulations, standards of conduct, fair play, or good sportsmanship that occurs during a USTA Southwest Section sanctioned tournament. Step #1: The complaining party should first seek to resolve the alleged infraction with the tournament committee, the tournament director, and the tournament referee. TOURNAMENT GRIEVANCE Step #2: After having complied with Step #1, if the complaint was not resolved to the satisfaction of the complaining party, a grievance may be submitted to the SWS Tournament Grievance Sub-committee in accordance with the following procedure: Grievances must be filed in writing and signed by the complaining party....grievances must be submitted to the appropriate USTA Southwest Section staff person, either by certified mail or by facsimile: alleged violations occurring during a sanctioned SWS junior tournament should be filed with the SWS Junior Player Development Manager; alleged violations occurring during a sanctioned SWS adult tournament should be filed with the SWS Adult Competitive Manager....Grievances must be postmarked no later than 48 hours after the completion of. the tournament in question....grievanceswill not be considered if alleged violations occurred during a. non-sanctioned tournament....a copy of the grievance will be forwarded to the tournament committee, tournament director, and/or tournament referee where the alleged violation occurred by the appropriate SWS staff liaison....the grievance will be forwarded to the SWS Tournament Grievance. Sub-Committee by the SWS staff person within 24 hours of receipt....the SWS Tournament Grievance Sub-Committee and/or the SWS staff. Liaison will conduct an investigation into the alleged violation....the findings of the SWS Tournament Grievance Sub-Committee will be. finalized within 10 days of receipt of the grievance....the SWS Tournament Grievance Sub-Committee will notify the SWS. Executive Director decision of the committee who will notify all parties. named in the complaint and the complaining party of the decision of. the SWS Tournament Sub-Committee. The appropriate staff person. (Junior or Adult) will be copied on the decision....all grievance and decisions of the SWS Tournament Grievance. Sub-Committee will be filed with the SWS Sanction and Scheduling. Committee. Step #3: If the decision of the Tournament Grievance Sub-Committee remains unsatisfactory to the complaining party, a grievance may be filed with the SWS Grievance Committee in accordance with the SWS By-laws Article X (b). 76
